Construction crews in Vermont are counting down to completion of the new VT 14 bridge over the Winooski River in the village of East Montpelier. The long-awaited replacement will be wider than the existing structure, with a third lane and traffic signal added to aid left turns onto U.S. 2, as well as onto the bridge from U.S. 2.

MassDOT has announced that overnight work on the $102 million project to replace the bridges that carry traffic on I-495 over the Merrimack River in Haverhill began on Sept 10.

In general, overnight work will take place during weekdays between the hours of 7 p.m. to 5 a.m. These operations will require temporary lane closures to allow crews to safely and effectively conduct operations.

Initial construction activities will consist of clearing trees and shrubs along I-495. Clearing will begin in the median of I-495 and progress around the site to include areas adjacent to the bridge and slopes adjacent to I-495 northbound.

The clearing will be followed by installing erosion controls. Both activities are necessary to prepare the site for the start of major construction.

Construction of the I-495 northbound bridge will then begin later this fall and be completed by 2020. The new I495 southbound bridge will be constructed beginning in 2020. The full project is expected to be completed in 2022.

In order to minimize the impacts on the traveling public and the local community, MassDOT will maintain three lanes of travel in each direction on I-495 north and southbound during peak commuting hours throughout construction.

The project also includes widening and reconstructing ramps; realigning the roadway; improving the roadway drainage system; constructing pier protection barriers for existing bridge piers at the River Street (Exit 49) and Route 125 Connector (Exit 48) overpasses; and improving signage and pavement markings.

MassDOT encourages drivers to reduce speed and use caution while approaching and traveling through the work zone. Law enforcement details, signs, pavement marking and channelizing devices will be used to guide drivers through the work area.

Washington Bridge Work to Cause Military Construction Long-Term Closure of Gano St. Exit Bill Includes $162M The Rhode Island Department of Transportation (RIDOT) announces the long-term closure of the Gano Street (Exit 3) off-ramp on I-195 West in Providence.

Effective Aug. 19 the ramp will be closed through fall 2019 as part of the rehabilitation of the Washington Bridge, which carries I-195 West from East Providence to Providence.

During the closure, traffic heading to Gano Street and the East Side should use Exit 2 (South Main Street). A signed detour will be established using Pike Street, South Water Street and India Street to return to Gano Street. To better accommodate detouring traffic, RIDOT will close a small section of South Main Street, from India Street to Tockwotton Street, and a section of Tockwotton Street, between South Main Street and South Water Street.

These changes will create a safe work zone in which RIDOT can begin rehabilitation of the northern half of the Washington Bridge in the shortest amount of time. The area under construction is directly in the path of travel for vehicles that normally use the Gano Street off-ramp.

On Aug. 20, RIDOT opened a temporary on-ramp from Taunton Avenue to I-195 West. The temporary ramp is needed because the work zone for bridge construction encompasses an area too close to the original on-ramp to keep it open. The temporary ramp will significantly reduce

the impact of Washington Bridge construction for motorists in East Providence who normally access I-195 using this ramp. Detour maps are available on RIDOT’s website at ridot.net/DetourMaps.

In fall 2019, RIDOT will reopen the currently closed Veterans Memorial Parkway and Warren Avenue onramps. The entire $22.3 million Washington Bridge project wraps up in fall 2020.

This portion of the Washington Bridge is a separate structure from the portion which carries eastbound traffic, which RIDOT replaced in late 2000. It has been more than 20 years since the last major rehabilitation of the westbound bridge, which was built in 1969 and carries 70,000 vehicles per day. The bridge is structurally deficient. It would be more than twice as costly to replace the westbound portion of the Washington Bridge as it is to repair it.

The Washington Bridge Rehabilitation Project was made possible by RhodeWorks, RIDOT’s ongoing commitment to repair structurally deficient bridges and bring Rhode Island’s transportation infrastructure into a state of good repair, promote economic development, and create jobs.

for PNSY Projects U.S. Sen. Susan Collins announced that the Senate passed the fiscal year 2019 Military Construction and Veterans Affairs Appropriations bill, which included more than $162 million for three projects at the Portsmouth Naval Shipyard (PNSY) that she championed. The bill passed by a vote of 92-5 and now heads to the President’s desk to be signed into law. Collins is a senior member of the Appropriations Committee and the Military Construction and Veterans Affairs Appropriations Subcommittee.

During a Senate Military Construction Appropriations Subcommittee hearing in May, Collins expressed her support for the Navy’s and Defense Logistics Agency’s request for this funding to undertake much-needed infrastructure upgrades at PNSY. As a member of the subcommittee, Collins advocated for these project’s inclusion in the final bill.

“I have long advocated for the Navy to address the modernization needs at Portsmouth Naval Shipyard, and I am pleased that the Senate approved funding for these muchneeded improvements,” said Collins. “PNSY is critical to southern Maine’s economy and our national security. These construction projects will help ensure the readiness of our nation’s submarine fleet and provide valuable support to the hardworking employees at the shipyard as they repair and modernize Navy submarines.”

The three projects approved for PNSY and supported by Collins include: • $110 million for the Dry Dock #1 Superflood Basin improvement • $40 million to extend Dry Dock #1’s Portal Crane rail • $12 million for DLA’s Consolidated Warehouse addition These projects will ensure that PNSY can efficiently dock both Los Angeles-class and Virginia-class submarines to conduct their maintenance, support the requirements to execute Los Angeles-class service life extensions in the years to come, and expand an outdated warehouse facility that will help the shipyard receive, inspect and distribute submarine components for worldwide fleet support.

The Military Construction and Veterans Affairs Appropriations bill must now be considered by the full Senate.

New England Roundup Developer Targets R.I. Receives More Demolition Crews Historic Building Funding for Road Find Time Capsule for Starbucks Improvements at Middle School RUTLAND, Vt. (AP) A developer has announced plans to tear down a historic building in Vermont and replace it with a Starbucks.

The Rutland Herald reports the budget for transforming the former Rutland Royal’s Hearthside restaurant into the coffee chain is estimated at $3 million.

Detroit-based developer Alrig USA said it looked into alternatives other than demolition, but the property’s configuration does not work with its plans.

It’s unclear exactly how old the building is. While city records show the property was built in 1900, the state Register of Historic Places lists the building’s construction at around 1800.

The state’s architectural historian said it’s unlikely he will review the project because it is a private development.

The Rutland Historical Society said it will not be involved in the project in an official capacity.

PROVIDENCE, R.I. (AP) Rhode Island is getting nearly $26 million in additional federal funding for road maintenance and safety projects.

U.S. Sens. Jack Reed and Sheldon Whitehouse announced the Federal Highway Administration funding.

The Rhode Island Democrats said the administration’s annual August redistribution means the state Department of Transportation will have access to money not spent by other states to move forward with road improvement projects that are ready to start now.

The funding is slated to go to several projects, including resurfacing Routes 78 and 6, street maintenance and sidewalk improvements along Route 44 and safety improvements along Interstate 95 in Pawtucket.

The agency must obligate these funds for specific projects before the fiscal year ends Sept. 30 Rhode Island received $17 million when programs funds were redistributed last year.

SWAMPSCOTT, Mass. (AP) Construction crews tearing down a former middle school in Massachusetts have found a 124-year-old time capsule.

The Daily Item reports crews found the time capsule under one of the front steps of the former Swampscott Middle School.

The capsule is dated April 28, 1894, the day the school was dedicated. It contains two newspapers, remnants of military uniforms from the Civil War, a war medal and names of locals who served in the war.

Planning Board Chairwoman Angela Ippolito said they were aware the time capsule existed but weren’t sure where it was located. She said the discovery was “quite a thrill.”

The items are now heading to the Northeast Document Conservation Center for assessment.

Ippolito said they hope to put the items on display at Town Hall.

N.H. Crews Repair Vt.’s Long-Awaited UNH Eyes Soccer, Road Damage From Transit Center Lacrosse Facility Heavy Storms Project Under Way on Lewis Field Site DUBLIN, N.H. (AP) Cleanup and road repairs are under way in southwestern New Hampshire after flash flooding washed out a number of roads, causing major damage.

The state Department of Transportation is working to repair roads as people assess damage to their own properties caused by the Aug. 17 storms.

WMUR-TV reported roads in Dublin and Harrisville saw significant damage.

Crews worked throughout the day on Aug. 18 patching them up to make them passable.

Dublin resident David Field said the water rose several feet in the basement as he and his neighbor tried to save what they could.

He said they moved three vehicles and a boat out of the yard, but his motorcycles were under about five feet of water.

MONTPELIER, Vt. (AP) Montpelier, Vt., officials said they began work on a long-awaited transit center.

After nearly two decades of planning, work on the $12.5 million Taylor Street project — funded by federal, state and local money — will take a year to complete. The Times Argus reports the announcement of the start of work came from city manager Bill Fraser at a city council meeting.

The project includes the construction of 30 affordable housing units, in addition to constructing offices, the transit center and a recreation path project.

Fraser said all land transfer deeds needed as part of the recreation path development were signed.

DURHAM, N.H. (AP) The University of New Hampshire plans to break ground on a new soccer and lacrosse facility.

The new facility, funded completely by private money, will be built adjacent to Wildcat Stadium on the site of Lewis Field and will be used by university athletic teams and the Oyster River Youth Association. The first phase of construction includes the building of a synthetic field, perimeter fencing and team benches.

The second phase of construction will include field lighting and a 3,000-seat grandstand. The university still needs to raise an additional $1.7 million of the total $3.5 million for that construction.

The project received two anonymous grants from the Eleanor and Clarence Prevo Fund, a fund of the New Hampshire Charitable Foundation. It was created by anonymous donors.

The Massachusetts Department of Transportation (MassDOT) is beginning a new project in West Springfield/Agawam. The MorganSullivan Bridge Reconstruction Project will reconstruct and widen the bridge that carries Suffield Street/Memorial Avenue (Route 147) over the Westfield River. The project also will reconstruct and add new traffic signals to three intersections: • Memorial Avenue at River Street in West Springfield • Springfield Street (Route 147) at Main Street/Suffield Street in Agawam • Springfield Street (Route 147) at Walnut Street/Walnut Street Extension in Agawam Project Schedule The full project schedule is as follows: • Preliminary work is expected to begin in early October, with placement of a temporary construction barrier to

close two of the four lanes for Phase I bridge work planned to begin in late October/early November. The north side of the bridge will be closed and two-way single lane traffic will be diverted to the south side of the bridge.

• Phase 2 bridge work is expected to begin in late 2020. The south side of the bridge will be closed and two-way single lane traffic will be diverted to the newly constructed north side of the bridge.

• The Phase 2 bridge work is expected to be completed by the end of 2021 when all four lanes will be open to traffic.

• Miscellaneous work will continue throughout the winter and spring and be completed in the summer of 2022.

The schedule for this major infrastructure project is weather dependent and subject to change without notice.

Portland Approves Parking Garage for Maine Medical Ctr. PORTLAND, Maine (AP) Portland officials have approved a 2,450-space employee parking garage for Maine Medical Center.

The Portland Press Herald reports the parking garage approved is part of the hospital’s half a billion dollar expansion plan.

The plan involves the hospital expanding its main campus by 25 percent, adding 19 new operating rooms and 128 single-inpatient rooms.

The expansion is expected to be complete by 2022.

Construction on the new parking garage will start this fall.

Once construction is complete, the old parking garage will be demolished and replaced with hospital rooms and a modern cardiac unit.

The hospital said it will file its plans for the new medical building in October.

Long-Awaited Bridge Replacement Nears in Montpelier BRIDGE from page 1

“For the traveling public, this is going to make such a difference in their commutes. At the interchange, we’ve installed a traffic light to help move traffic. That’s one of the big pieces of the puzzle.”

The $8 million undertaking also includes the reconstruction of Route 2 in the vicinity of the bridge. CCS Constructors Inc. of Morrisville, Vt., is the project’s contractor, while Stantec serves as consultant design manager.

Built in the late 1930s, the two-span steel and concrete bridge had deteriorated, and didn’t meet current design standards. According to Carlson, there was clearly a need for a new one.

“The bridge was in such poor condition. It’s an area that many people travel, so there are a lot of cars in the area.”

Carlson said the project has been in the making for a long time.

“Going back to the design phase, it was 20 years ago that discussions began, from recognizing the need to replace the bridge to where we are now. There were many different scenarios for the design.”

In addition to hiring a consultant, officials had to address right-of-way issues and purchase some nearby homes.

“It was very time-consuming, so it’s exciting to see this project almost completed,” said Carlson, who added that a lot of work was done after hours, so as not to disrupt the public. Still, not everyone was happy.

with the noise. We actually got hotel vouchers for those who thought the noise was too much, and a few people did use them. Some property owners were not happy at the time, but now residents are ecstatic with where we are on the project.

I think when the bridge opens, everyone will be quite pleased.”

Initial work on the project began in late 2016, with the installation of drainage structures under U.S. 2, trenching of new telecommunications conduits and relocation of utility poles.

In the summer and fall of last year, VTrans reconstructed roughly 900 ft. of Route 2. Old, rigid concrete pavement underlying the roadway was removed, and a new sidewalk was put in place. A temporary bridge was installed last November, to be used while the VT 14 bridge was removed and replaced.

To ensure safety during ongoing construction, the temporary bridge was shut down to traffic, but is now open. VTrans limited the closures up to 14 days, but it took only half the time. A detour route was established for the brief closure periods.

Replacing the VT 14 bridge has not been a simple task.

Traffic volumes on Route 2 average 15,000 vehicles daily.

Any interference with traffic during peak travel times means extended traffic delays. In addition, existing rigid concrete pavement slabs under U.S. 2 roadway needed to be removed, new drainage pipes and culvert installed and telecommunications and power lines either tunneled underground or moved.

planning stages. The construction method selected used a temporary bridge upstream of the existing bridge to carry traffic while the deteriorated bridge was being demolished and replaced with a new bridge. This method, along with reconstructing U.S. 2 at night, limited the need for road detours.

To accelerate construction of the project, drainage pipes and telecommunication conduits were installed under U.S. 2, and a retaining wall was built near the junction of VT 14 and U.S. 2. Route 2 was fully reconstructed, with most of the work completed after hours, with a temporary bridge installed.

In 2018, workers began tearing down the existing VT 14 bridge, with the new bridge being built in the same place, and slated to open to traffic before the end of the year.

According to VTrans resident engineer Chris Barker, the existing structure had seen better days.

“It was in very poor condition, especially the railing. You could see the rebar. It had gotten to the point where it needed to be replaced.”

Also known as Bridge #68, the bridge was a steel beam structure with ornamental concrete railings, and was considered a contributing structure in the East Montpelier Historic District.

The ornamental concrete railing with hexagonal balusters was typical of 1930s bridge design across Vermont. The style of the new railing was influenced by the former bridge, and its location within the district.

Barker said it took about four weeks to bring down the old structure, and all went according to plan.

“We had to contain everything, and then saw cut the deck and curb. We took the deck and curb out in pieces, and they were crushed off site. Steel was later taken down and stuff had to be jackhammered. We didn’t run into any problems.”

Equipment used during construction has included excavators, dozers, rollers, standard paving equipment, a rotary drilling rig and two large cranes. Concrete, steel, gravel, sand and pavement have been among the materials needed to carry out the work.

Crews have used a lot of pre-cast elements to expedite parts of construction, including pre-cast deck panels and two pier caps the subcontractor built off site and delivered in late spring.

As for the main challenges on the job, Barker said during the first year of construction, working at night was a concern.

“It always makes things more difficult.

It’s dark, so visibility is an issue, safety is an

issue. You have to pay more attention to what you’re doing and to your surroundings. You have to have light towers, and you just have to be more careful.”

As the project moved forward, space became an issue.

“On one end of the bridge, you have plenty of room, but on the other there’s very little. You have to allow for that, which can be frustrating when you’re dealing with a tight area.”

Crews have performed a wide variety of tasks during the time allotted for the project, including building a causeway to access the in-water bridge pier and then removing the pier except its footing.

Workers drilled a shaft, installed an 80-ft. rebar cage and began pouring concrete into the cage to form piers to support the new bridge. They also had to drill sheet piles on the U.S. 2 side of the river to separate the river from the work zone.

To advance construction of the new bridge, crews had to remove the abutment and roadway of the old bridge on the Route 2 side of the river, install stone fill at the river edge and build an access area for the drilling of the shafts for Pier #2 on the Route 2 side of the river. They also were responsible for removing the existing pier footing in the middle of the river and constructing a stone pad in the river for the crane to rest.

In addition, workers had to drill and pour the second of two drilled shafts on Pier #1, and install traffic signal poles, mast arm and lights. The signals will remain covered and will not be operational until the new bridge is in use.

Recently, the contractor has focused on building the bridge deck. Work activities have included post-tensioning of the concrete deck panels, grouting the precast deck panels, building forms for curbs and threading re-bar on the bridge deck.

The bridge deck was assembled, first with the delivery of steel beams and then 44 concrete panels that were placed on top of the steel. Ultimately, the project site will be restored and final paving and crosswalks will be completed. The new bridge is expected to be open to traffic no later than Nov. 1.

Said Carlson, “Many VTrans employees have worked on the project, and to see this coming to an end brings great joy that we can improve the infrastructure and allow Vermonters to commute and live in a safe manner.”

Officials hold a groundbreaking ceremony to celebrate the start of an $8.2 million roadway construction project in Fitchburg, Lunenburg and Leominster.

Lt. Gov. Karyn Polito joined Jonathan Gulliver, highway administrator, members of the Massachusetts Legislature, municipal officials and local leaders at a groundbreaking event to celebrate the start of an $8.2 million roadway construction project in Fitchburg, Lunenburg and Leominster.

With this project, MassDOT will be reconstructing a 1.6-mi. section of Summer Street and North Street in Fitchburg, Lunenburg and Leominster and adding new accommodations including 5-ft. bicycle lanes and sidewalks on both sides of the roadway.

“Our administration is continuing to make investments to improve transportation infrastructure across the Commonwealth so that residents and commuters are able to reach their destinations in a more reliable way,” said Gov. Charlie Baker. “We are pleased to begin construction on this project which will provide better access to jobs and economic opportunities throughout this area.”

“We are continuing to coordinate with cities and towns throughout Massachusetts to support projects to upgrade local roads,” said Polito. “These improvements will provide accommodations for users of different modes of transportation including bicyclists and pedestrians, and we thank everyone who has been involved in this project and helped

us reach this important milestone.”

The scope of work for this project will include full depth reconstruction, paving, installing drainage structures, granite curbing, guardrail, pavement marking, signage and carrying out landscaping work. The full project is currently expected to be completed in 2020.

“MassDOT is proud to be carrying out this roadway construction project that will offer new multi-modal benefits such as bicycle lanes and sidewalks and help promote safe travel for all users,” said Transportation Secretary and CEO Stephanie Pollack. “We thank the members of the public and local leaders who have provided support and feedback throughout the design process and we look forward to the completion of this project.”

“This project is helping to improve a key corridor that is used to reach destinations throughout these local communities,” said Gulliver. “We thank the MassDOT staff members who have planned this project so that it will provide benefits for all modes of transportation while ensuring reliability and accessibility throughout this area.”
