Maine-Based AIT Bridges Discusses Infrastructure Bill

Hailed as the largest long-term investment in the nation’s infrastructure in nearly a century, the $1.2 trillion Bipartisan Infrastructure Framework covers funding for a broad range of future projects, none the least of which is the $109 billion for the nation’s surface transportation system.

“The bipartisan framework for highway and bridges includes the biggest single investment — nearly $40 billion — for bridge infrastructure since construction of the Interstate Highway System over 60-plus years ago,” said Greg Nadeau, former administrator of the Federal Highway Administration, chairman of Infrastructure Ventures and a Board Member of Maine-based Advanced Infrastructure Technologies (AIT), which engineers and manufactures composite bridges and other composite products. “These are historical levels of investment. I expect a sea change over the next 10 years in how we build infrastructure.”

R.I. Breaks Ground for Birch Swamp Company Acquires Road/Schoolhouse Road Project in Warren Last Remaining The Rhode Island Department of Transportation (RIDOT) broke ground Aug. 25 to start a pavement reclamation and reconstruction project for 2.6 mi. along Birch Swamp Road and Schoolhouse Road in Warren. The project will be complete in December of 2022.

As part of this $6 million project, RIDOT also will replace the existing culverts with three 10 by 10 ft. box culverts at the request of the town of Warren. The Bristol County Water Authority (BCWA) is removing the dam from the Kickemuit River that created the Upper Kickemuit Reservoir, also known as the Warren Reservoir.

The dam is located just north of Birch Swamp Road & Schoolhouse Road Project the intersection of Schoolhouse Road and Serpentine Road. Monroe Tractor Helps Contractor Continue Strong Growth TINKER from page 1

“At that point, Aquarion Water Company quickly realized the value in our knowledge of the systems that they had just acquired from Rural Water Company and they decided to more fully utilize our expertise,” Tinker said. “That’s when our business exploded.

We made the strategic decision to get out of the site work business and into the full-time utility business concentrating all of our attention on water and sewer. We quickly grew from four employees to today’s level of 30 employees, including office staff.”

Today, David Tinker Excavating services the entire state of Connecticut, installing water mains and services for Aquarion Water, as well as building treatment and pump stations for them.

“We do general contracting work building those treatment stations because they involve different trades [subcontractors] working for us in the process. We do emergency calls; we have crews that are on call 24 hours a day, seven days a week. Our fleet of equipment has grown to about 40 vehicles with our latest acquisitions putting us in the hydro excavating business.”

A recent project found David Tinker Excavating on Tower Road in Brookfield, Conn., where it was laying approximately 5,800 ft. of water main and doing residential service hookups for upwards of 40 homes, including meter installations.

“The water mains that were here are very old and ran through back property lines and were not covered by any easements, so Aquarion is now running new water mains down the road in front of the houses, which is the conventional way of doing it. We are then running new services into the homes.

Or, in other words, feeding the houses from the front that used to be fed from the back.

“It is a fairly intricate type of job. Where ordinarily we are just replacing existing water main, here we are running new lines through new excavation. We are actually hired because we are the preferred contractor for this type of situation. We have a good reputation for dealing with customers and maintaining good customer relationships.”

PIRTEK Owner Adds Second Franchise in Greater Boston For more than 17 years, the city of Boston and its surrounding areas have relied on the team at PIRTEK Avon for their hydraulic and industrial hose services.

Franchise owner Mark Rudnik said customers come from a diverse range of industries, including construction, recycling, transportation, material handling, marine, manufacturing, rental equipment and municipalities. As the city and their customer base have steadily grown, Rudnik said it has become necessary to expand the coverage area to maintain their exceptional level of service.

He has added a new franchise, PIRTEK Boston North, to supplement his original location by providing on-site mobile service.

Rudnik said his new PIRTEK Boston North franchise will service the Greater Boston area, specifically north of the Massachusetts Turnpike, which runs from east to west across the center of the region. PIRTEK Avon will focus primarily on the area to the south of this highway.

The dual franchises will enable Rudnik and his team to maintain their high level of service with an ETA of 1 hour on-site for both new and existing customers.

PIRTEK Boston North will operate as a Tier 2 franchise within PIRTEK’s franchise structure. Centered around onsite mobile service, this option enables entrepreneurs to start a franchise at a lower point of entry. Under Tier 2, a franchisee can keep the inventory in a small warehouse or storage facility and start with two vehicles. The standard Tier 1 model requires a franchisee to have a full Service & Supply Center staffed with six team members and at least two Mobile Service Vehicles. According to Rudnik, he plans to

eventually open a full brick-and-mortar Service and Supply Center within the next year or so.

Springfield Begins Repair, Upgradesto Watershops Pond Dam The city of Springfield, Mass., announced in mid-August that it had contracted with two local companies to begin a $3.6 million project to repair and upgrade the Watershops Pond Dam at the historic former Springfield Armory manufacturing site.

Norwood, Mass.-based GZA GeoEnvironmental Inc., a firm providing ecological, geotechnical, environmental, water and construction-management services, designed and provided permitting support for the major infrastructure project. In addition, Gardner Construction & Industrial Services Inc., of Chicopee, was awarded the general contract to construct the improvements at the high-hazard-potential dam.

Watershops Pond, which is created by the dam, is surrounded by several historic industrial buildings that were part of the Springfield Armory, the first such U.S. facility and the primary manufacturing center for American military firearms from 1794 until its closing in 1968.

BusinessWest, a western Massachusetts publication, reported that one of the key elements of the dam-improvement project includes replacing the 65-year-old crest gate.

The 3-ft.-tall, 105-ft.-long, flap-like structure

can be lowered in advance of major storms and hurricanes to release water and reduce the level of the pond to mitigate potential flooding and protect the safety of the dam and downstream areas.

As part of the upgrades, several other measures will be implemented to bring the dam in compliance with Massachusetts dam-safety regulations and improve access to the gate-control house for city of Springfield personnel.

In advance of construction, GZA facilitated and oversaw a controlled draining of the 200-acre pond last November for inspection of the dam and pre-construction activities.

That also allowed the city and others to inspect and repair infrastructure and remove trash and debris, some of which was deposited there by a 2011 tornado that struck Springfield and other western Massachusetts communities, BusinessWest noted.

According to the city’s website, the pond’s drawdown was designed to reduce risks to workers and downstream areas during the active construction work and has meant facilitating the control and diversion of the Mill River to allow completion of the dam upgrades.

GZA worked with city officials to secure approvals for the project with the Massachusetts Executive Office of Environmental Affairs, the state’s Department of Environmental Protection and its Division of Fisheries and Wildlife, the U.S. Army Corps of Engineers and the Springfield Conservation Commission.

The project is being funded through a $17 million grant the city was awarded in 2017 from the U.S. Department of Housing and Urban Development’s National Disaster Resilience Program.

“One of GZA’s core values is caring for our communities,” GZA CEO Patrick Sheehan said in a statement to BusinessWest. “As a longtime member of the Springfield community, we were proud to work with the city and Massachusetts regulators to design and permit the improvements for this important project, [one] which will help to continue to protect thousands of residents while preserving a piece of American history.”

Founded in 1964, the company has established dam-safety engineering as one of its core disciplines. Since that time, GZA has been involved in designing, constructing,

inspecting and performing seismic evaluations of more than 1,000 dams throughout the United States, ranging from hydropower dams regulated by the Federal Energy Regulatory Commission to former millpond dams, levee systems and high-hazard water-supply dams.

While the Watershops Pond Dam was well constructed, the city noted on its website that its age requires maintenance and upkeep to remain in service. Most importantly, it was built prior to modern-day standards and regulatory requirements for dam engineering and safety.

The municipality acquired Watershops Pond and the dam in 1969 after the federal government closed the Armory. The Springfield dam, located at 1 Allen St., has supplied various forms of waterpower to the Watershops for more than 200 years, including hydroelectric power from 1920 to the 1950s. Other than the Connecticut River, Watershops Pond is by far the largest body of water in the city of Springfield.

The current rehabilitation of the dam is expected to be completed by the fall of 2022, according to the city. 

Harvard-MIT Biotech Center to Build New Facility in Mass.

A public-private partnership led by Harvard University and the Massachusetts Institute of Technology (MIT) began construction on a new 40,000 sq.-ft. biological research and manufacturing facility in Watertown, Mass., on July 29.

Harvard also has announced that Ran Zheng, a biotechnology industry veteran, has been tabbed as the research center’s inaugural chief executive officer.

Previously known as the Massachusetts Center for Advanced Biological Innovation and Manufacturing since its formation in late 2019, the scientific research facility has been re-named Landmark Bio. It will continue to foster partnerships between academics, biopharma and medical leaders to accelerate the production and delivery of new treatment technologies to patients.

Landmark Bio began construction on its new facility at the Arsenal on the Charles in Watertown, where it plans to open offices and labs at the start of 2022, according to a press release. It signed a lease on the facility in January after raising $76 million in funding.

University Provost Alan M. Garber, who also serves as the chair of Landmark Bio’s board, said in the statement that the Watertown center’s construction is only the beginning of efforts to “innovate” and “support” the creation of biological therapies.

“The facility will ease key bottlenecks in the development of some of the most promising approaches to therapy today,” he explained.

The new Landmark Bio center is designed to house manufacturing space for clinical trial products, innovation and development labs, quality control services, and offices and meeting spaces, according to the release.

Zheng Arrived ‘At the Perfect Time’ With more than 25 years of leadership experience at major pharmaceutical companies including Amgen and most recently as chief technical officer at Orchard Therapeutics, Zheng began her new position

at Landmark Bio in March, the Harvard Crimson reported.

“As a leader with broad and deep industry expertise and an impressive record of achievement in technology development and global clinical development, Ran comes to this role at the perfect time,” Garber said.

Led by Zheng, Landmark Bio plans to recruit more than 100 experts in emerging biotechnologies such as cancer immunotherapy and CRISPR/Cas9 editing.

“I am very excited to join the Landmark Bio team and collaborate with the extraordinary scientists, physicians and entrepreneurs who are in the forefront of biological innovation,” Zheng said in the release. “We have a unique opportunity to harness the power of mission-driven collaboration and help turn today’s cutting-edge research into tomorrow’s breakthrough therapies and shape the future of human health.”

The Watertown facility’s initial areas of focus will include cell and gene therapy, gene editing, and messenger RNA products — all promising biotechnologies with the potential to treat and cure life-threatening diseases such as cancer, Parkinson’s and Alzheimer’s. The use of mRNA in the clinical setting has been spotlighted in the last year with the successful development of mRNA COVID-19 vaccines by PfizerBioNTech and Moderna.

Landmark Bio will partner with several Harvard Medical School affiliates and collaborate with the state government through the Massachusetts Life Science Center (MLSC), an economic development and investment agency.

In the release, Massachusetts Housing and Development Secretary Mike Kennealy said state leaders and MLSC are “committed” to supporting the Landmark Bio center’s “immense potential” in innovation.

“The Commonwealth has long recognized the power of public-private partnerships to unlock new opportunities that create jobs, spur economic development and strengthen burgeoning areas of our economy such as biomanufacturing,” he said. 
