Aaron Lachance, a project manager and structural engineer of Hoyle, Tanner and Associates, Manchester, N.H., the design firm on the job, said, “It’s five projects rolled into one,” with the bridge replacement joining a list that also includes structural work on Route 202.

Franklin, N.H., the lead contractor on the job, said, “The scope of the work is to demolish and replace the existing concrete rigid frame arch bridge on Main Street and replace the decorative masonry stones salvaged from the existing bridge on the new bridge.

“We will rehabilitate several hundred feet of existing stone retaining wall along Route 202 injecting grout to stabilize existing dry-laid boulder masonry,” he added. “We will replace 175 feet of existing stone retaining wall with a new ‘King Pile’ wall system. The King Pile wall consists of drilled shafts with embedded vertical beams, with sheet piles spanning between the beams. We will also realign Route 202 see PETERBOROUGH page 4

Bevy of Equipment Assists With Peterborough Bridge Job

The existing Main Street Bridge will be replaced with a cast-in-place concrete frame bridge on spread cast-in-place concrete footings, according to the NHDOT report.

The replacement bridge will be wider, measuring 47 ft., 7 in. to allow for the widening of traffic lanes to improve vehicle movement and safety over the bridge and through the Main Street/Route 202 intersection.

As for the sequence of construction events in the project, Schroder said, “We are currently installing temporary retaining walls to allow for construction of an access road at the existing Route 202 retaining wall and beginning demolition of the concrete bridge. We are also removing the existing bridge masonry, with stones being labeled and stored for reuse on the new structure. This fall and winter we will complete demolition of the bridge and construct new concrete footings and the king pile wall should also be installed. In spring 2021 we will install EFCO concrete formwork, place the arch superstructure and begin rehab work on the Route 202 retaining wall. By fall 2021 we should be complete with the new bridge and retaining wall work and the new bridge will open by spring 2022.”

Schroeder noted the construction equipment in use on the job includes a Link-Belt RTC80110 110-ton rough-terrain crane, a Link-Belt RTC 8050 50-ton rough-terrain crane, a Link-Belt LS 108 50-ton lattice boom crane and Caterpillar 300-class excavators, skid steer and dozer.

The Main Street Bridge over the Contoocook River in the center of Peterborough is a 75-ft.-long rigid frame structure that was constructed in 1940 to replace a two-span structure that was lost to flooding during the hurricane of 1938. It is one of the state’s red-list bridges, which means it has one or more major structural elements in poor condition.

Improvements to the current bridge were planned to address the deteriorating condition of the bridge with a rigid frame that shows evidence of heavy leakage, minor to moderate cracking in the frame and a surface cracked with random potholes.

The goal according to a NHDOT report “is to provide a low maintenance bridge that meets NHDOT requirements while minimizing cost and construction duration.”

Beck and Bellucci won the job with a low bid.

The budget for the job is $14.7 million, with the state paying for 80 percent and the town 20 percent.

Beck and Bellucci constructed a prefabricated truss-type pedestrian bridge to replace the sidewalk on the north side of the bridge.

Harvey Construction Keeps $75M Maine High School On Target for Feb. Opening The new $75 million Morse High School in Bath, Maine, remains on budget and scheduled for completion this December, with the grand opening slated for February 2021.

The new school — which will encompass nearly 190,000 sq. ft. — will replace the century-old Morse High School.

In November 2017, Maine Regional School Unit 1 (RSU 1) voters approved a construction bond by a 3-1 margin. The state is funding $67.4 million of the $75.3 million cost; $7.2 million is to be paid locally through borrowing, with $700,000 earmarked from fundraising.

Harvey Construction of Bedford, N.H., is building the new structure, and Topsham-based Crooker Construction LLC is handling sitework.

RSU 1 Superintendent Patrick Manuel said, in a statement, that work has been constant and that workers are practicing social distancing within the building. He added, “Harvey Construction checks on them as they

arrive to keep an eye on the health and safety of everybody there.”

Steve August, chairman of the RSU 1 board of directors, said he is satisfied with the progress, notwithstanding the COVID-19 pandemic.

“In spite of all the disruption that’s out there, at present things seem to be progressing,” he explained.

The building, which will incorporate the Bath Regional Career & Technical Center, is approximately

20,000 sq. ft. larger than the 1920s-era Morse High and neighboring technical center combined. The city will take ownership of the original 826 High St. school, and is considering options for reusing the building.

The new school will accommodate 650 students, and include two gyms and two athletic fields, in addition to an enhanced theater.

At present, floor slabs for the firstfloor classrooms, and the auditorium and balcony have been placed.

Masonry work is under way, along with roof-to-wall sealing, and installation of skylight wells over the gym and other parts of the building.

August said although RSU 1 had hoped to start immediately after Christmas break, the extra month allows faculty more time to coordinate classroom schedules and the demands of the move, August said.

RSU 1 is due in December to assume occupancy of the building, and classes are to begin there after February vacation. 

Harvard Advocates for ‘All at Grade Approach’ for Mass Pike Since 2014, Massachusetts’ leading transportation agencies have been planning a massive reconfiguration of Interstate 90, Soldiers Field Road and the Framingham/Worcester railroad line along Boston’s Charles River waterfront in Allston.

As the Massachusetts Department of Transportation (MassDOT) weighs its options for redesigning this congested section of the Massachusetts Turnpike (known locally as Mass Pike), Harvard University spokesperson Kevin Casey wrote in a recent emailed statement to the Harvard Crimson that the school hopes the state will thoroughly evaluate “an alternative all at grade approach.”

MassDOT currently is considering several proposals for construction at “The Throat” — the area where the 12 lanes of I-90 converge at the narrowest point — including three “build” alternatives and one “no build” alternative.

The “no build” alternative would consist of extensive rehabilitation of the existing viaduct. The “Soldiers Field Hybrid” alternative would elevate Soldiers Field Road,

and the “At Grade” alternative would make all structures level with the surrounding area.

MassDOT announced its newest plan — the “Highway Viaduct” alternative — in late June, which would shorten and reduce the width of the highway viaduct.

The rebuild of the turnpike is part of MassDOT’s Allston Multimodal Project — a plan that began six years ago to improve the highway, replace the Allston viaduct and

create a new commuter line at West Station.

The Allston Interchange carries the I-90/Massachusetts Turnpike through the Allston/Brighton area south of the Charles River, with Cambridge Street and Soldiers Field Road to the north and Brighton Avenue to the south.

This is the primary east-west route between western Massachusetts, Worcester, and Boston. It carries heavy vacation traffic during the weekends in the summer and winter.

A Boston business association, A Better City (ABC), also is behind the “all at grade” alternative that Harvard said MassDOT should consider. Representatives from ABC currently serve on the I-90 Allston Interchange Task Force, which consists of residents, business owners, university representatives, and other local stakeholders.

Harvard’s Casey said MassDOT has “yielded significant favorable progress on the timing, location and track allocations associated with West Station” in an emailed statement to the Crimson, an independent

student newspaper.

He also wrote he hopes the “all at grade approach” will be thoroughly evaluated in a process that yields “an option that minimizes impacts on the river and improves safety.”

“With most stakeholders, including the City of Boston, aligning behind an alternative all at grade approach to ‘the throat’ proposed by ABC, we hope that it might be included in a similarly fair and robust evaluation process that can generate broad support,” Casey wrote.

ABC’s website said this solution will “reduce both initial costs and future expense, freeing up resources to make other multimodal improvements, to mitigate the impact of construction and to create better connections.”

On Aug. 28, Richard A. Dimino, president and CEO of A Better City, posted a statement on LinkedIn expressing enthusiasm for the prospect of MassDOT advancing the “all at grade” proposal.

“A Better City believes MassDOT is well positioned to move forward with this I-90 all at-grade concept we’ve advanced with the support of the City of Boston,” he wrote. “If MassDOT wants to drive this all at-grade I90 alternative to success they have a vast team of consultants at their fingertips.” 

Vermont’s Lamoille Rail Trail Gets Full $14M Funding Gov. Phil Scott and the Vermont Association of Snow Travelers (VAST) announced Aug. 12 that the state legislature has approved funding to accelerate the completion of the Lamoille Valley Rail Trail (LVRT).

As proposed in the Governor’s FY2021 budget, the allocation totals $2.8 million, which will be matched by $11.3 million in federal funds, to complete construction of the trail by the summer of 2022.

“The LVRT will bring together some of our most rural communities while boosting local economies and improving quality of life for Vermonters and visitors,” said Scott.

“I appreciate the cooperation of the legislature, our federal and local partners and VAST in getting us a step closer to making this long-time goal a reality.”

The full route of the trail extends across five counties in northern Vermont, a total of 93 mi. from St. Johnsbury to Swanton and from the scenery of the Connecticut River Valley to within 2 mi. of Lake Champlain.

VAST has already completed more than 33 mi. of that trail, and the 60 unfinished mi. will run through the towns of Hardwick, Walden, Wolcott, Morristown, Cambridge, Fletcher, Bakersfield, Fairfield, Sheldon, Highgate and Swanton.

The LVRT serves as the connecting spine to several other significant recreational trails in Vermont and Canada, including the VAST snowmobile trail network, the Long Trail, the Missisquoi Valley Rail Trail and the

Cambridge Greenway.

When completed, the LVRT will be the longest rail trail in New England.

“We are pleased to enter into this new phase of our relationship with the state,

which will significantly speed up the timeline for completing this project,” said VAST Executive Director Cindy Locke.

“We are extremely grateful to VAST members, the individual donors and private foundations who have made it possible for us to complete the initial miles of the trail, and we look forward to the coming progress.”

The State of Vermont had previously contracted with VAST for construction and maintenance of the LVRT and had relied on assistance from towns along the trail, private donations and VAST’s own investment to fulfill those efforts. State funding for the remainder of the construction will ensure this project is finished. Future private donations to VAST for the LVRT will be used for trail maintenance and repairs.

VAST will continue working with the town of Hardwick to complete a small section of the trail this summer using private donations matched by federal dollars through the Vermont Agency of Transportation (VTrans), as well as redecking two bridges east of Hardwick using a $200,000 Northern Border Regional Commission federal grant that matched $50,000 in local funds raised by Hardwick. 

R.I. Begins $265M Project to Replace Providence Viaduct The Rhode Island Department of Transportation (RIDOT) marked the start of construction on the much anticipated $265 million Providence Viaduct Northbound Project on Aug. 18 with a ceremonial first dig.

The 1,295-ft.-long northbound Providence Viaduct carries Interstate 95 over local roads, highway ramps, Amtrak’s Northeast Corridor and the Woonsaquatucket River.

RIDOT said the bridge is the third-most traveled part of the I-95 corridor in the Northeast and the amount of traffic that crosses the bridge daily causes a lot of wear and tear on the structure.

“The Providence Viaduct is one of the most heavily trafficked stretches of highway in the country I-95 Providence Viaduct Looking North and this project will help carry residents and visitors more swiftly and safely to destinations throughout our city and state,” Providence Mayor Jorge Elorza said at the groundbreaking.

Currently, plywood is being used to keep debris from falling on the cars and trains below, the RIDOT said. The bridge structure was originally designed to carry less than 60,000 cars a day, but prior to the pandemic, it was carrying nearly quadruple that number at 220,000 cars a day.

“This is a historic moment. For way too long this critical set of bridges has teetered on the edge of becoming unsafe,” RIDOT Director Peter Alviti said. “We have propped Proposed new realignment of Route 146 with new bridge it up and patched it up, and watched it like hawks for years, waiting for this moment.”

The project is funded by a $200 million loan from the state and a $60 million federal grant.

“After years of working to secure federal funding for this project it’s nice to see it moving to the fast lane and getting needed improvements underway,” Sen. Jack Reed said. “This project will make driving on the viaduct a lot safer and more efficient.”

Transportation officials said part of the downtown Providence project encompasses a new ramp and collector lane system that will improve connections with the 6/10 Connector, Route 146, and the State Offices exit. Eleven bridges will be rebuilt.

The RIDOT website lists the SkanskaManafort Joint Venture as the contractor of the Providence Viaduct.

The bulk of construction will begin in spring 2021 and is expected to be completed I-95 Providence Viaduct on-ramps heading North by the fall of 2025. 

Rochambeau Bridge/I-84 Work Commences in Connecticut The Connecticut Department of Transportation (CTDOT) has commenced construction activities for the rehabilitation of the Rochambeau Bridge, which carries Interstate 84 over the Lake Zoar section of the Housatonic River. The bridge also straddles the boundary between Newtown and Southbury in the eastern edge of the state.

The project consists of the rehabilitation of the two bridges that collectively comprise the Rochambeau Bridge. The existing bridges have extra-wide shoulders, giving the CTDOT sufficient room to place twoway traffic with a pair of lanes in each direction on one of the bridges while the other is structure is reconstructed.

The project was awarded in May to Middlesex Corporation in Littleton, Mass., at a cost of $52,873,000. Work began in mid-June and is scheduled to be completed

by December 2023.

The first major traffic shift will place both directions of traffic on I-84 eastbound utilizing crossovers currently built in the median of the highway. The I-84 westbound bridge will then be partially demolished and reconstructed while this shift is in place.

Once the new westbound bridge is completed, traffic will be shifted onto it while the I-84 eastbound bridge is reconstructed, with temporary crossovers built in a similar manner, in the interstate’s median.

Work in the Housatonic River will take place using trestles and barges. A minimum 75-ft. channel width for boaters will always be maintained, except for major demolition and steel erection work. Those tasks will require the advanced approval of the Connecticut Department of Energy and Environmental Protection (DEEP), the U.S. Coast Guard, and the Lake Zoar Authority.

Long-Planned Project The Rochambeau Bridge was one of two spans identified in September 2018 in a statewide report on structurally deficient bridges. The eastbound span also was listed

as one of two of the top 10 most heavily traveled structurally deficient bridges in Fairfield County.

The other was the westbound span that carries vehicles over the Pole Bridge Brook east of CT Route 34. That was not a traditional bridge, but a large culvert pipe covered with soil, with the highway surface over it. That bridge replacement has already been completed.

According to CTDOT data, both spans carry an average traffic volume of 36,650 vehicles per day.

Newtown Public Works Director Fred Hurley told The Newtown Bee in September 2018 that both bridges “have existing projects under way” at that time.

He was assured by engineers at a design meeting the previous winter that the deficiencies of the bridges were “not time critical but are more planned upgrading and maintenance.

“We have asked for lane closure information because we pointed out the impact to our streets when there are backups on I-84,” Hurley also stated at the time.

Kevin Nursick, director of communications of CTDOT, told the newspaper in 2018 that its normal and expected for each bridge to reach a point where it becomes structurally deficient.

“This is not a safety issue, but a benchmark point at which the bridge’s condition triggers an encompassing project to either rehabilitate or replace it,” he said.

Although both bridges are referred to locally as the Rochambeau Bridge, the westbound span was renamed in 2009 to honor a late Newtown resident and Connecticut State Trooper.

Lt. Thomas Carney, commanding officer of Troop L in Litchfield, was struck and killed by a tractor-trailer on Dec. 6, 1982, while standing on the shoulder of I-84 near Exit 15 in Southbury while assisting a stopped motorist. A plaque honoring Carney was posted near the bridge in 2009. 
