Suffolk Construction Leads Newport Hospital ED Project

A $12.5 million construction project at Newport Hospital will renovate the emergency department (ED) and update it to address contemporary treatment needs.

The project, which began in July and is scheduled for completion in October 2019, is currently in the demolition phase, part of a five-stage project that will be completed while the emergency wing remains operable.

“If we could close down the area, it would be a single stage project, but we can’t go below the number of treatment beds,” said Pam Crocker, the hospital’s director of facilities services and planning.

“There’s no trick to the phasing,” said Mike Forth, vice president of operations at Suffolk Construction, the Newport Hospital contractor. “There has to be a minimum impact to daily operations.”

The additional phases of the job will expand the emergency department, increasing the number of treatment rooms from 17 to 29 and add a new behavioral health section.

“It’s quite an adventure,” Crocker said. “We’re taking over adjacent space, expanding the work area and opening a new treatment facility.”

The existing area is 10,600 sq. ft. The new one will be 21,000 sq. ft. that almost doubles the current space.

“The additional space was captured by relocation of the hospital’s security operations and badging office, relocation of an existing outpatient practice, and relocation of some administrative offices. Additionally, some public corridors were simplified and made internal only to the new ED.” Forth said the job is an interior renovation, so no new steel is required and the only concrete is to infill where the slab is cut for new plumbing. About 30 yds. of concrete will be needed.

“The meat of this project is the MEP coordination with the med gasses and HVAC all within an occupied emergency room,” he said. “There is not a lot of room above the ceiling so it is a challenge. The med gasses are tied to life safety, so need to be 100 percent operational at all times. These are directly tied to patient care. We have connections to all of these systems that require extensive planning and coordination. The MEP services all have to remain operational as we are doing our work as this is an occupied space.”

The new behavioral health area was designed as a unit with four exam rooms specially designed for behavioral and substance abuse patients.

“This unit is located in a slightly more remote portion of the ED so that possible disruption from BH patients can more easily be mitigated,” Homme said. “In addition to the four patient rooms, the sub-unit contains a dedicated secure nurse station with video monitoring capabilities and is appointed with anti-ligature and tamper-proof devices we selected to be easily cleaned.”

The last significant renovation to Newport Hospital’s emergency department was made 20 years ago. When asked why the new renovation is occurring now, Crocker said, “There have been some aesthetic renovations over the years, but we’ve been embarking on a strategic plan for the past three years with new leadership that has overseen the change.”

The renovation will enable Newport Hospital to better address current healthcare needs.

“We can focus on behavioral and substance abuse and better observation of patients to meet the needs of the community,” Crocker said.

E4H designed the renovation, Suffolk Construction is contracting it and both firms worked with Newport Hospital on an Integrated Project Delivery plan to coordinate the job.

“The IPD was a collaborative process to get value out of the owner, architect and contractor,” Crocker said.

“It helped us get together as a team to develop the most efficient way to build the project,” Forth said. “The architect works with the user and we come up with the most cost effective plan for the client. We’re putting skin in the game to identify the cost and timeline and if we go over budget it comes out of our profit.”

Homme said, “EH4 led the concept and design phases with close support from the contractor who provided constructability, cost, and schedule information for consideration.”

The $12.5 million construction cost is being supported by a capital campaign the hospital is coordinating. Newport Hospital received a $3 million gift from the van Beuren Charitable Foundation and a $1.5 million challenge grant from the Alletta Morris McBean Charitable Trust. “We are thrilled that the Foundation and Trust are so committed to helping Newport Hospital provide the very best in care when our patients need us the most,” said Crista Durand, president of Newport Hospital.

“It’s time that the expertise and compassion our caregivers provide are complemented by a healing environment that is spacious, modern and comfortable for patients and families, she added.”

Newport Hospital chose Suffolk Construction for the job after a lengthy review process in which a number of firms were interviewed. “I don’t know if we’ve worked with them before but we went through the RFP process to get them on board,” Crocker said. “Our purchasing department would say it’s a number of factors, including their experience with the emergency process.”

Forth said Suffolk is the largest health care builder in New England, that is currently working on a number of regional jobs, including the Boston Children’s Hospital tower, the Bay State Health Center in Springfield and the Nantucket Cottage Hospital.

“Our job in Newport is to minimize the impact to daily operation and give them more beds in a more efficient space to treat patients with state of the art technology and equipment. We will also provide more square footage for the behavioral health center within the emergency department,” Forth said.

N.H. Congressional Delegation Announces $16M Water Grant U.S. Sens.

ties, Non-Point Source, and estuary projects throughout New Hampshire. NHDES also was awarded an additional $162,000 to fund New Hampshire’s Water Quality Management Planning program to improve contaminated water and water supplies across the state.

Crews Unearth Native American Fort During Bridge Job NORWALK, Conn. (AP) A 1600s Native American fort uncovered as part of a rail bridge replacement project is shining some light on a tribe’s first dealings with Europeans, archeologists said on Aug. 28 during a tour of the site.

The find on a small sliver of land next to railroad tracks that carry Amtrak and MetroNorth commuter trains is considered one of the most important discoveries in the Northeast for Native American history.

Not only did experts recently find the remains of the 17th century fort, they discovered some artifacts including arrow and spear tips that date back an estimated 3,000 years, indicating Native Americans were active at the site for generations. No evidence of human remains has been found.

“It’s one of the earliest historic period sites that has been found so far,” said archaeologist Ross Harper. “And it’s very rich in artifacts including Native American pottery and stone tools, as well as trade goods such as glass beads, wampum, hatchets and knives.

It’s definitely one of the more important sites, not just for the area but New England in general.”

Harper said he believes the fort had wooden walls because what appeared to be post holes were found where vertical wood

pieces were placed.

He said it appears the Norwalk Indians, a tribe that historians know little about, had a fort at the site from about 1615 to 1640 and used it to trade goods with early Dutch settlers. The site is on a small sliver of land next to railroad tracks that carry Amtrak and Metro-North commuter trains. A 19th century history of Norwalk mentions an old Native American fort, and a road near the site is still named Fort Point Street.

The site was found during preliminary archaeological surveys ordered as part of the state’s upcoming replacement of the 122year-old Walk Bridge, which spans the Norwalk River and swings open to allow boats to pass. The bridge has gotten stuck in the open position several times and caused massive rail service delays. Construction is set to begin next year.

Harper works for Archaeological & Historical Services Inc., a Storrs, Connecticut-based firm that is painstakingly removing artifacts from the site and taking them back to its offices for cleaning and further study. Some of the artifacts may be headed to museums. The firm will write a lengthy report on the artifacts and its findings.

remove all artifacts from the site by the fall, has been working in consultation with the Mashantucket Pequots and Mohegans — the two federally recognized tribes in the state.

There is no known opposition to the removal of the artifacts.

The two tribes issued a joint statement on the project this week.

“Any time a Native American site or artifacts are found, the utmost sensitivity should be used,” the statement said. “While the Walk Bridge construction site in Norwalk may or may not have direct ties to the Mohegan or Mashantucket Pequot tribes ... we take the matter seriously. In fact, Tribal Preservation Officers from both tribes have

actively been working with people on the ground there for over a year to offer their expertise.”

The site is one of only about a half-dozen in the Northeast known to have contained evidence of Native Americans’ first encounters with Europeans, and most of the sites have been destroyed or removed during development of the lands, Harper said.

The rare find is what drew about 20 archaeologists from the region to Tuesday’s tour in oppressively hot weather.

“For me, it’s like a gold mine,” said Kevin McBride, an anthropology professor at the University of Connecticut and research director at the Mashantucket Pequot Museum. “I think the reason the site is so important is that there’s a lot of material here. It’s definitely one of the most important sites we’ve found in a long time.”

McBride said items found at the site provide some insight into Native Americans’ first interactions with Europeans and show how they incorporated European products such as iron tools and knives into their culture.

Salem Receives Grant to Improve Waterfront Access The city of Salem has received a $741,200 grant from the Massachusetts Seaport Economic Council to fund a number of public access improvements along the city’s historic waterfront. The grant will fund the construction of a new dinghy dock at Central Wharf, renovation of the Congress Street pier, and construction of a new small boat dock facility at the park under construction at 289 Derby St. on the South River.

On Central Wharf, part of the National Park Service’s Salem Maritime National Historic Site, the city will work in partnership with the Park Service to construct a small boat and dingy landing for public use.

A float and access system will be attached to an existing ADA ferry dock and will enable short-term tie-ups for approximately 40 to 50 small recreational vessels.

The Congress Street pier is the only existing public landing in Salem Harbor, although it has only a limited number of slips and no handicapped access. A portion of the facility had to be closed to the public earlier this year due to its severe state of disrepair following a number of major storms.

new multi-use facility for short-term tie-ups and possibly a recreational boating concession and other waterside recreational programming.

“I hatched this plan,” she said, adding that the school includes approximately 400 students and is a regional Career Technical Education (CTE) center for Cumberland County.

“About 20 high schools send their students here,” she said.

“We have a morning program and an afternoon program, and students are with us for about 2 ½ hours every day, and then they’re at their sending schools the other portion of the day.

They come here and visit and it’s a choice, so it would be an elective credit for their schools.”

Classes include a mechanical cluster; a marine systems program; precision manufacturing; a construction cluster that includes woodworking, masonry, plumbing and heating; a service cluster that includes landscapes and gardens; early childhood occupations; heath science occupations; and culinary and food service. PATHS is different from some other CTEs in that it also includes an arts cluster, a music program that focuses on performing music, a dance program and commercial art.

“I started working here in my program five years ago, and this land was underutilized,” Tarpo said. “I’ve kind of shifted the program to a little bit more sustainable agriculture and landscaping. We’re redoing the landscape so it’s a lot more usable and we’re incorporating native plants for the wildlife.

We are putting an emphasis on farm to table so we can have some culinary events here.”

She noted that the project involves a new landscape, but also includes plans for building a sugar shack since the students harvest sap from the maple trees and make maple syrup. In addition, there is a pizza oven that students in the masonry program made.

“We can make pizzas out there and actually serve meals,” she said. “We have a harvest celebration — my program does it for the whole school. I’d like it to be more of a place where some nice events could happen.”

Tarpo explained that she is involved with MELNA and knew that they did the workday event.

“I got a school ground greening grant, I think two years ago, and that grant was to do the design for this project,” she explained. “At that time, I reached out to MELNA and asked if this is a type of project that they would see doing as part of their volunteer workday in the future. This year, they chose us, and I feel like we kind of won the lottery.”

HUB Foundation Penetrates Slurry Wall Biz With BAUER SLURRY from page 1

would be required and would come at a great cost.

HUB had established a reputation as a top-notch drilled shaft contractor. Although the contractor had developed expertise in bentonite slurry over the years, its leadership team had endless debates about whether to enter the slurry wall market. Bullfinch Crossing, a project HUB had under agreement, presented a timely opportunity that would make the decision clear. The geotechnical engineers had changed course. What started as a drilled shaft project would now include a slurry wall with load bearing elements (LBE).

There were no gut decisions; the contractor vetted every major brand of slurry handling equipment before making an investment. Traditionally a loyal Soilmec customer, HUB had assembled an armada of its drilling rigs. The contractor ultimately concluded that BAUER was the global leader in slurry handling equipment.

Financing an investment of this magnitude was important. BAUER-Pileco’s equipment finance specialist Anja Frazier entered the equation early on to make the numbers work. She can often obtain creative financing, which played a key role in this decision.

“We were able to keep the upfront costs at a minimum by including freight costs and sales tax into the financing,” Frazier said.

“And with a longer financing term, HUB benefits from lower monthly payments which allows them to be more competitive in bidding jobs.”

“This is unique because you only have a handful of customers that have made the investment to do this type of work,” said Sciortino. “You can count them on one hand.”

“If you look at the numbers, the investment doesn’t make sense,” said General Superintendent Greg Maxwell.

“You’re talking about upwards of $6 million invested on a job [Bullfinch Crossing] that is less than the entire cost and you have two competitors in town fighting over the work already.”

2017. HUB pushed ECA and BAUER to make sure the equipment would be on site and they delivered. Ironically, the owner delayed the project until December.

Nevertheless, the equipment was delivered as promised in July. ECA and BAUER took advantage of the extra time by setting up, conditioning and testing the equipment in HUB’s Chelmsford, Mass., yard.

HUB had already closed the deal on the BAUER equipment, but traveled overseas to maximize the investment before firing it up.

“Any contractor can buy the equipment, but in order to make money with it, you’ve got to know what you’re doing,” said Maxwell. “What we were trying to do was get a few rungs up that learning curve before we started doing it ourselves.”

ECA and BAUER funded a trip to Europe so HUB could see the equipment in action and learn from some contractors that were using it. The plan was to visit projects in Paris, France, and Germany, in addition to BAUER’s open house in Schrobenhausen, Germany. A chance encounter with Israeli geotechnical contractors Shikun & Binui and Geo Danya of Israel led to a follow-up trip to Tel Aviv where HUB toured multiple projects and received a crash course in slurry wall construction. Ofer Mastbaum of BAUER Maschinen played a key role as well.

Putting the Equipment to Work at Bullfinch Crossing “Because this is ECA’s first endeavor with a BAUER cutter, we hired BAUER Maschinen Technician Daniel Bögl to be on standby for the entire duration of the job,” said Sciortino. “If there was a problem we could get him up there quickly without having to fly him over from Germany.”

HUB was on site from December 2017 through May 2018, although the slurry wall work took place from February through April. HUB was to install a 36-in. slurry wall and LBEs down to 75 ft. to support the 45-story residential tower at Bullfinch Crossing, which is advertised as “the tallest for-rent residential building in the city of Boston.”

Situated in a historic district, the tower will give future residents breathtaking panoramic views of one of America’s oldest cities. The situation for HUB at the ground level; however, was far from ideal.

This collection of massive BAUER machinery may look out of place in some American cities, but not in Boston. New York and Toronto design their excavation pits for secant pile walls, but Boston’s geotechnical engineers prefer slurry walls. because there are not enough people to fill vocational-type construction job needs.

“Kids can be trained and go to work right out of school,” she said. “And one of the things we know about kids who come to a school like this is they more often go on to secondary education than kids who don’t go to a school like this.

What’s really cool is that kids who might not be able to afford a college education could go to work and have some of their school paid for.”

Tarpo explained that students in her summer program were involved with clearing and cleaning up to prepare for the work day. They also will be involved in planting, mulching and adding to the landscape.

She noted that the outdoor cooking area will have a post and beam structure, and she also wants to add a green roof to it to showcase that technology.

“I thought it would be perfect for a permeable patio surface to show people a new material that would be more environmentally friendly,” she said.

Tarpo explained that she went to college for biology, then worked in biotech and then in a wholesale greenhouse for almost 10 years. She also took a few classes and wound up teaching for a number of years.

“When I saw this job come available, I knew that was how I could merge my two crazy careers into one good one,” she said.

Tarpo is excited to add more variety of plant materials for teaching purposes.

Among the donated materials included 12 yds. of mulch provided by MB Bark.

Ryan Russell of Land Plans Inc. is a landscape architect and serves on MELNA’s executive committee.

“For example, I’ve always taught about evergreen plants and I’ve never had a hemlock,” she said. “Hemlocks aren’t widely planted now, but hemlock is an important forestry in Maine so I feel that my kids should know what a hemlock looks like. I teach them basic vocabulary, basic plant i.d., how to work together. They’re hands-on learners; they like moving mulch and materials, and it kind of activates their brain for the rest of the school day — getting them up and moving, and it develops confidence working in a garden.

The greenhouse is pretty therapeutic, so I tend to get kids who might be a little anxious and introverted, and they come out of their shells in this program.”

Mark Hannibal, who teaches culinary arts and is in his third year at PATHS, was on hand during the workday to help support Tarpo in thanks for her work in getting the grant for the project.

“We got that nice pizza oven, and she’s putting in an herb garden for us, and a bunch of plantings,” he said. “(It will be) a peaceful place in the back of the school that also has a function for learning and teaching opportunities. We can take the students out and show them what the herbs look like while they’re growing. It’s really a pretty valuable educational tool.

They maintain the grounds here, so it’s hands-on learning.

Dylan Knight, who is the owner of Knight Property Services, volunteered his services for the workday. His company handles landscape renovation and mostly does landscape maintenance for commercial properties in the greater Portland area. He also is a member of MELNA. He spoke about operating the JCB 270T, noting that it was “pretty responsive” and “has plenty of power.” It was used for moving material, such as gravel and also for grading out the area.

Ryan Russell of Land Plans Inc., a landscape architect, serves on MELNA’s executive committee. The company does all facets of landscape design in the greater Portland area.

“Every year MELNA takes on a volunteer project,” he said. “I helped organize everything — to get a lot of the equipment here, and materials. Now I’m following through with getting my hands dirty.”

He stated that the compact track loader was a versatile tool for the group to use.

“It’s being used to help us set steps and move material around different parts of the property,” he said. “It’s doing everything we need it to do. I had a conversation about some of its features. It seems like a very handy tool to have.”

Al Lappin Jr., who is the current MELNA president, is co-owner of Al Lappin Company. The group does brand new installs of trees, shrubs, and lawns, mostly in southern Maine but also up to the New Hampshire border. He actually went to the school in the early 1980s.

“Today, we’re doing a total renovation of an abandoned park,” he said. “Every year we look for a charity project. We never know what it’s going to be. It could be setting some stairs or a total renovation. We never know what it’s going to be from year to year. This year, Kathy [Tarpo] reached out to us and said if there’s some stuff you guys can do for us that would be great. I just found out today that another member helping out here was a graduate, as well. We’re working with students who are coming here. That’s a feeder system for us.”

He noted that MELNA is part of the main agriculture system in Maine, and the group’s primary goal is to work with people from Augusta working on certain bills and legislations.

“We go around the state promoting our business and promoting buying local,” he said. “We have a program called Plant Something, which is kind of across the country now in most states. Our program — with

all our members really working hard — is leaps and bounds above what almost all of the other states have.”

He encourages people to join the group for networking purposes and to help fight certain laws or bills.

“To have credibility, you’ve got to have members,” he said. “There aren’t a lot of groups that have anything to do with the hardscapers or the general maintenance guys — the mowing and plowing and that sort of thing. This organization is fantastic with people like that to get in and get the names known. If you go to the towns or the state level to fight certain bills — it’s different if you show up with three people or two or three hundred members.”

Volunteers and staff from the volunteer workday included Al Lapin, Al Lappin Landscape Company; Ryan Russell, Land Plans Inc.; Dylan Knight, Knight Property Services; John Dyer, MB Bark; Olivia Atherton; Pete Hanrahan, EJ Prescott; six other MELNA members for a portion of the day; four PATHS students and PATHS staff members.

Equipment used included a mini-excavator provided by Beauregard Equipment (John Beauregard); a JCB 270T compact track loader skid steer provided by Northland JCB, Lewiston, Maine; a tractor provided by Al Lappin Landscape Company (Al Lappin); a one-ton dump truck and miniexcavator provided by Knight Property Services (Dylan Knight); and a one-ton dump truck and material delivery provided

by LST Landscaping (Ryan Wimert).

Materials and donations included 18 yds. of loam and 12 yds. of mulch provided by MB Bark (Bill Crawford); 10 yards of 3/8in. crushed stone provided by Gnome Landscape, Design & Masonry; 400 sq. ft. of geo-pave provided by EJ Prescott; tree removal provided by Lucas Tree; stump grinding provided by the city of Portland; two 4-ft. granite steps provided by Swenson Granite Works; granite step delivery provided by Genest Concrete (John Jaques); hydro seeding provided by Al Lappin Landscape Company; hydroseeding was installed by Lyford Landscapes (Ryan Lyford); and lunch provided by Rosemont Bakery.
