The project proposes to widen portions of the roadway and either replace or rehabilitate bridges along a 12-mi. corridor beginning in the city of Nashua and extending north through the town of Merrimack and to the town of Bedford. Widening will take place on the northern and southern segments of the Everett Turnpike. The northern segment begins approximately 0.6 mi. south of the U.S. Route 3 overpass bridge and runs northerly for approximately 1.3 mi., ending at the southbound off ramp to NH Route 101 and the northbound on ramp from NH Route 101 within the I-293 interchange. The southern segment of the Everett Turnpike widening project begins approximately 2,000 ft. north of the Exit 8 overpass bridge in Nashua and runs northerly for approximately 1.5 mi., ending approximately 1,000 ft. south of the Exit 10 overpass bridge in Merrimack.Theproject also will include rebuilding of two bridges over Pennichuck Brook in Nashua and Merrimack. The bridges are deteriorating and are not wide enough to accommodate the new third lane in each direction, so the new bridges will be slightly longer than the existing bridges with a concrete median barrier between north and southbound traffic and full shoulders in each direction.

The blasting will remove 55,000 yds. of ledge and is the first part of a four phase project that will work on the southbound lane of the highway next.

The blasting requires road closures that will continue for a few months.

During the blasting, workers drill holes and drop in explosives that bring the roadway to a complete standstill for five to 20 minutes for each blast.

The project to widen the highway include upgrades to safety features such as median shoulder width, roadside recovery area and guardrail. The paved median shoulders will be widened from 4 ft. to 11 ft. and the median guardrail will be replaced with a solid concrete barrier. The roadside recovery area will be improved to remove hazardous features, such as steep slopes, ledge outcrops and drainage culvert headwalls.

Executive Council approved an expenditure of $20.5 million for a road widening project for the Everett Turnpike in April, one element of the project was completed and the next one started.

The Greeley Street bridge in Merrimack does not require replacement or rehabilitation, but there will be maintenance repairs and upgrades to the bridge rail, bridge deck patching, replacement of the median guardrail with concrete median barrier, reconstruction of the bridge joints and abutment repairs.

Tidewater Landing’s pedestrian bridge also could connect the Taft Street developments to similar projects along School Street, on the opposite side of the river, the newspaper reported. Commercial space totaling 60,000 sq.-ft. is planned, along with 57,000-sq.-ft. of shopping and restaurant space, and the 750-space parking garage.

In an interview with the Providence news source, Pawtucket Mayor Donald Grebien explained that Fortuitous Partners’ overall project, now believed to cost $400 million, will enhance a separate municipal idea to build a pedestrian-friendly corridor leading to the downtown.

In addition, the Rhode Island arena is one of 16 socceronly stadium projects across the USL as well as one of five current construction projects in the league’s Championship and League One divisions, reported SportBusiness.

A sea of white hardhats and neon vests could be seen Aug. 12 at the groundbreaking ceremony for Pawtucket, R.I.’s new Tidewater Landing soccer stadium and mixed-use development — a project to be partly funded by local taxpayers through a $36 million bond.

For instance, just a short distance away and across Interstate 95 is the landmark Apex building, which Grebien said the city bought for $17.7 million and hopes to redevelop. In addition, about a mile down the proposed pedestrian path, is the new Pawtucket-Central Falls commuter rail station, with a terminus in Boston. The conversion of old mills into new housing also will bring more foot traffic into Pawtucket’s downtown and create a walkable area along the river, he noted, thus attracting the foot traffic that the city’s businesses need to survive.

Now the total public commitments to the stadium, including tax credits, state and city funding, is estimated to be approximately $60 million.

New Pawtucket Projects to Include Pro Soccer Stadium

With an estimated $124 million price tag, the Pawtucket stadium could be the most expensive ever for a team in the USL Championship, a secondtier league within American professional soccer. In 2021, the stadium’s original cost was projected to be much lower at $84 million but rising construction costs elevated that price. The total cost of the Tidewater Landing development also rose from $284 million to $400 million.The Journal reported that housing has long been a part of the mixed-use project and a $36 million bond passed by the state had been intended to build the planned apartments. Instead, that money will go toward paying for the stadium, after McKee cast the tie-breaking vote to approve the public financing plan on July 25.

While the hallmark of the Tidewater Landing project will be the soccer venue, the plan also calls for 500 apartments in a mix of one- to three-bedroom units, and commercial spaces.

“This project is about jobs and helping a city that was left behind,” he added.

Making Pedestrian-FriendlyPawtucketDowntown

The riverfront soccer-specific stadium will be home to the United Soccer League’s (USL) 2024 expansion club in Pawtucket, according to SportBusiness, a London-based news site. It added that the 10,500-seat stadium, on the banks of the Seekonk River, is projected to be complete in the spring of 2024.

While the hallmark of the Tidewater Landing project will be the soccer venue, the plan also calls for 500 apartments in a mix of one- to three-bedroom units, and commercial spaces.Itsdeveloper, Fortuitous Partners in New York, projects the stadium construction to cost $124 million, a price tag driven up $40 million since last year by inflation, supply chain issues and rising construction costs. Rhode Island Gov. Dan McKee, speaking at the event, said the Pawtucket project is one of many private efforts the state supports, and is part of its desire to build new infrastructure in the city, like the commuter rail line connecting to Boston.

With I-95 slicing through Pawtucket, Grebien told the Journal he believes that projects to build a corridor that can be used by pedestrians and bicyclists would go a long way toward healing that cut.

The stadium site, with the field markers already laid out in white on a black surface, is a brownfield that used to be home to National Grid’s oil tanks and is currently being remediated by the company.

On the federal agency’s website, USDOT also noted that the Stamford project aims to address severe safety issues in an area with substantial minority populations that rely heavily on walking, biking, or public transit to commute to work.

Cities to Receive $41.6M in RAISE Grants

USDOT said in a statement that the project also includes adding sidewalks, bus boarding islands and separated bike lanes or shared use of a travel lane.

The Bangor Daily News reported Aug. 2 that the money would help pay for the ongoing expansion at Northern Light Acadia Hospital, estimated to cost $49 million.

But the Daily News learned that NLH, the facility’s parent organization, still has a way to go before it can reach its overall fundraising goal for the project’s construction.

The Capitol Region Council of Governments applied for the funding, and information released by USDOT said a separated bicycle/pedestrian trail will address a known safety issue after 54 collisions were recorded in the area within the last five years.

In 2021, there were 30 patients waiting for psychiatric care in Maine’s emergency rooms on average each day, according to Kara Hay, chairperson of the Northern Light Acadia Hospital Board of Trustees. That number rose to about 50 patients in the first quarter of 2022, she said.

ÂComplete StreetÊ to Be Designed in Stamford New Britain-based WVIT-TV reported a RAISE grant totaling $2.1 million was awarded to Stamford after the city applied for funds to design and engineer a “Complete Street” on a little over one mile of the West Main Street corridor. The idea is to improve safety at nine intersections along the roadway by adding more visible crosswalks and shorter crossing distances, an area that has seen 480 collisions with 101 injuries over a four-year period.

The project will add 50 single-occupancy rooms with pediatric beds and convert all the hospital’s double-occupancy rooms to single-occupancy rooms.

The construction of a new pediatric wing at a Maine psychiatric hospital could get a $2 million boost from a funding package that is currently making its way through Congress.

That change would allow Acadia — one of Maine’s two private psychiatric hospitals — to use all 100 of its beds at the same time, addressing a growing need for psychiatric care that has become more apparent during the COVID-19 pandemic, according to the DailyTheNews.$2million is part of a draft funding bill for the coming federal fiscal year, which starts Oct. 1, noted the office of Maine Sen. Susan Collins, a senior member of the Senate Appropriations Committee.

Federal transportation officials announced Aug. 11 that $2.2 billion will be awarded for local infrastructure projects nationwide, including nearly $41.6 million for four cities in Connecticut.

“A donation [of] this magnitude is quite spectacular to help us with our financial goal, but more importantly, to me, it was validation that this project matters in the community,” said Scott Oxley, senior vice president of Northern Light Health (NLH) and president of Acadia Hospital. With the donation, the hospital plans to construct a new pediatric wing, expand geriatric care and research, and strengthen the hospital’s workforce.

The competitive RAISE grants this year are more than double the amount awarded the previous year under the same program. A total of 166 projects across the country are getting a slice of the $2.2 billion, a significant increase from the $983 million distributed among 90 projects in 2021. The 2021 passage of the infrastructure bill led to the 2022 influx of money into the RAISE grant program, totaling an added $7.5 billion over five years. Though substantial, the new money does not have quite the buying power as anticipated when the infrastructure legislation passed Congress last year. Inflation has driven up the cost of key transportation construction materials; for instance, steel plates for bridges and asphalt for paving roads.Still, Transportation Secretary Pete Buttigieg said the funded projects would help modernize America’s transportation systems.“This is a program that recognizes many of the most interesting and compelling ideas and designs and plans aren’t going to come from Washington, but more of the funding should,” he explained. “That’s what we’re delivering here.”

The money is earmarked for the construction of Phase II of the town’s section of the 2.3-mi.-long Naugatuck River Greenway Trail. Part of the monies will also go toward West Main Street renovation and streetscaping improvements, and electrical vehicle charging stations at the Downtown Waterbury Train Station.

Expansion to Include More Psychiatric Bed Space Though Acadia Hospital is licensed for 100 beds, Northern Light has said it cannot use all of them because it is unsafe to place that many patients together in the same room. Now, with the expansion, the hospital will have more flexibility in providing better safety for patients while continuing to expand the number of psychiatric beds in Maine.Oxley told the Bangor news source in April that the state had only 330 beds for those who need psychiatric care — spaces that tend to fill quickly — leading to a backlog of people waiting in hospital emergency rooms to get the care they need. He added that the hospital’s capital campaign was created after officials realized the lack of behavioral and mental health services in the “Westate.recognized that a great light has been shined upon mental health services and the importance to do more in the community,” Oxley said.

According to Peter and John Melone, over the years they have developed a great working relationship with Salafia, Vining and all of the staff at EESSCO, and have relied heavily on their expertise as they have expanded and grown their operation.

In 2018, J. Melone & Sons faced a new challenge that potentially significantly changed the way that it did business: the disposal of the sludge by-product from the manufacturing of the sand for its ready-mix operation needed to change dramatically. When sand is manufactured, there is a very fine end-product that has no useful purpose. To dispose of it, it is mixed with water and traditionally stored in slurry ponds. There is nothing toxic or inherently dangerous about the ponds themselves, but they can become quite large — in the case of Melone’s about the size of two football fields. In these slurry ponds, over a considerable amount of time, the solids separate from the water and settle to the bottom of the pond. The sediment at the bottom of the pond must be excavated out and stockpiled to make room for more sediment on a continualIncreasingly,basis. environmental concerns have developed about the impact on streams and water systems if the fines from a slurry pond were to enter them. Due to the sizes of Melone’s slurry pond and its proximity to a stream, the decision was made that no more slurry could be added to its existing pond. The impact of that decision was financially very significant to the company’s bottom line — essentially, Melone could no longer process its own stone on site and was forced to purchase finished processed aggregate from its competitors to make its ready-mix, creating a very strong impact on its bottom line.Shortly after this decision was made, a conversation started with EESSCO to see what alternatives could be explored. There are some inherent problems with traditional slurry ponds, one being their size, quite often more than several acres; and two, their consistency. Traditional methods for creating the slurry mix creates a very watery product. In the case of Melone, 1,000 gal. of water would contain about 2 percent solid waste. So, in other words, within 1,000 gal. of water only 2 percent of that mass of water would actually be disposing of the product you are trying to get rid of. This fundamentally creates the problem with the size of the slurryWorkingpond. with one of the manufacturers that EESSCO represents, a solution to this challenge was identified — the Phoenix AltaFlo thickener. The Phoenix AltaFlo thickener is a rakeless thickener that provides ultra-high-rate mixing, flocculation and internal dilution, followed by clarification and positive sludge collection and removal in a single tank. The thickener’s unique internal geometry, a deep sidewall and steep conical bottom provides underflow concentration comparable to or better than a traditional raked thickener, according to the manufacturer. Internal dilution helps optimize flocculation and a deep free settling zone and conical feed well achieves maximize flocculation. In addition, the AltaFlo thickener uses sedimentation technology to maximize the recovery rate of clean, clarified overflow

“We traveled with EESSCO to Georgia to look at an operation that was using this system and we were amazed at what we saw. Essentially the Phoenix system was clarifying the water that’s being used in the process and thickening the slurry that comes out of our wash plants. So, the dirty water that enters the system becomes quickly clarified and the suspended dirt particles coagulate and settle to the bottom of the tank creating a very thick sludge. We are then able to remove the thick sludge from the bottom of the tank and pump it off for disposal. It would be a significant investment, but an investment that we could not afford to ignore.”Working with the staff of EESSCO, the engineers and support teams at Phoenix Process Equipment, the infrastructure was built, and the Phoenix AltaFlo put in place. The results it met everyone’s expectations: water consumption for the facility dropped by hundreds of thousands of gallons a day. Water was no longer added to Melone’s slurry ponds, and the need to maintain and excavate them was eliminated. The new disposal area is easy to maintain, assuring a safer environment for all of Melone’s customers.
