Work is well under way on a project to repair the deck of Rhode Island’s Newport/Pell Bridge — at 11,247 ft. long, it is the longest suspension bridge in New England.

“This is a major undertaking replacing the deck of this bridge,” said Jim Malachowski, spokesman of the RDW Group, the Providence-based public relations firm representing the Rhode Island Turnpike and Bridge Authority.

Middlebury’s Main Street Temporary Bridge Reopens; Foot Traffic Resumes The Main Street temporary bridge in downtown was reopened on Aug. 7, by late afternoon/early evening. A new pedestrian bridge has been installed, allowing foot traffic to resume on Main Street. Main Street will be open to all travelers.

Merchants Row remains closed as the construction crew installs a temporary bridge over the railroad.

Merchants Row re-opened to one-way vehicular traffic (in an easterly direction headed up the hill towards N. and S.

Pleasant Street) in mid-August.

The temporary bridges, constructed by the Vermont Agency of Transportation, will ensure the safety of travelers until a permanent bridge is built in 2018 through 2020.

A “Main Street Express” downtown shuttle service will take people around the Main Street construction zone.

Vt. Redevelopment Job Earns APWA’s Project of the Year The Waterbury State Office Complex Redevelopment project in Vermont has been named a 2017 Public Works Project of the Year by the American Public Works Association (APWA). The project is being honored with APWA’s Project of the Year award in the Disaster or Emergency Construction/Repair at a cost of more than $75 million category.

The APWA Public Works Projects of the Year awards are presented annually to promote excellence in the management and administration of public works projects, recognizing the alliance between the managing agency, contractor, consultant and their cooperative achievements. This year, APWA selected projects in five categories including Disaster/Emergency; Environment; Historical Restoration; Structures; and Transportation.

For 2017, the team of winners includes the state of Vermont through the Department of Buildings and General Services as the managing agency; PC Construction as the primary contractor; and Freeman French Freeman as the primary consultant; who will be presented with the award during APWA’s 2017 PWX, Public Works Expo, annual conference taking place in the Orlando Orange County Convention

Center in the Awards Ceremony Aug. 27 to 30, 2017.

When Tropical Storm Irene swept through Vermont in 2011, it flooded nearly every river and stream in the state.

The Village of Waterbury was hard hit including the Waterbury State Office Complex, located on the banks of the Winooski River. The entire state was ravaged and more than 1,500 state employees were displaced to other locations around Vermont.

The Federal Emergency Management Agency (FEMA), the town of Waterbury and community partners responded with a plan for the restoration and redevelopment of the historic complex. The plan identified several initiatives, including a new site plan designed for flood plain restoration.

Architects and the state of Vermont, through the Department of Buildings and General Services, worked to incorporate the objectives of all stakeholders to set a strategy and schedule to achieve the project goals. PC Construction put the project management plan into action that included deconstruction of 21 flood-prone buildings to make room for the new 86,000 sq. ft. steel-framed office building, while simultaneously constructing the new 20,000 sq. ft. steel-framed central plant and maintenance facility with wood biomass boilers and emergency generators. The work also included the restoration of the 13 buildings comprising the historic core to their original grandeur.

Given its location on the banks of the Winooski River, reducing flood risk was a primary emphasis, and existing buildings received innovative foundation improvements to mitigate potential for future flooding. New and renovated buildings also were elevated and all occupied areas are now 6 in. above the 500-year flood level.

The Piscataqua River Bridge is a cantilevered through arch bridge that crosses the Piscataqua River, connecting Portsmouth, N.H., with Kittery, Maine.

Some of the improvements include repairing the road deck.

The current cost estimate is about $21.5 million, which will be split between the two states. The Portsmouth Herald reports the project is expected to go out to bid in February with work expected to start next summer.

The work is expected to take two to three years because much of the work will be conducted during off-peak travel times.

Throughout construction of the temporary bridges, detour routes have been clearly marked with signs for all travelers — motorists, bicyclists and pedestrians. Within downtown Middlebury an information kiosk, staffed with volunteers, has been set up to guide visitors on how to get around within the downtown.

VTrans has established a project website, vtrans.vermont.gov/ projects/middlebury, to provide information about the project.

The town of Middlebury also has a community liaison, Jim Gish, who has a blog: middleburybridges.org. Jim will provide a detailed description of construction activities that will occur each day and if there will be any impact on your trip to Middlebury.

SDLG’s Intuitive Design Wins Over City of Keene, N.H.

Keene, N.H., is the latest municipality to add SDLG to its fleet.

Keene, N.H., has used an SDLG LG959 for loading aggregate materials and snow removal since September 2016, and city operators appreciate the wheel loader’s quality and simplicity.

Several municipalities around North America have adopted SDLG wheel loaders for use in seasonal work, from the New Jersey Department of Transportation to the Canadian province of Saskatchewan.

Aspects of the brand’s value proposition, such as a focus on basic, reliable technology, have resonated with governmental entities that often need loaders for low-hour or seasonal applications.

Keene, N.H., is the latest municipality to add SDLG to its fleet. Since 2000, the city has used a premium wheel loader for loading aggregates for road repairs and snow removal. In 2016, when it was time to replace the machine, the city’s management decided to find equipment that could handle seasonal work and also would be easy for its diverse staff to operate.

Jim Mountford, operations manager of Keene’s fleet division, chose the SDLG LG959 for its combination of reliability and simple operation, which made it easy for his crew to familiarize themselves with the machine without much additional training.

“Our more seasoned operators are used to older equipment,” he explained. “They’re used to having a key switch and a dashboard

that doesn’t have a lot of buttons or complicated electronics. The LG959 is a lot like the equipment they’ve gotten used to over the last 20 years, but within a brand new, wellbuilt frame. Everyone on our team, young and old alike, got well acquainted with this machine very quickly.”

Mountford and the city’s highway division have used the LG959 for eight to 10 hours per week since its purchase, totaling more than 750 hours as of early August. The loader is ideal for the applications typically found in municipal and seasonal work.

“We use the LG959 for loading salt, gravel, stone, crushed glass and asphalt grindings — just about any kind of repair aggregate,” he said. “It’s been great for snow removal, too. The quality at this price point is impressive, and we’ve experienced little to no mechanical issues with the loader.”

Federal Funding in Place for Bridge Between N.H., Vt.

CONCORD, N.H. (AP) Sens. Jeanne Shaheen and Maggie Hassan of New Hampshire said federal funding is in place to build a new bridge between New Hampshire and Vermont.

They said the New Hampshire Department of Transportation will receive $5 million in federal funding to replace the Rogers’ Rangers Bridge on U.S. Route 2, which was built in 1950.

The funding from the U.S. Department of Transportation will accelerate construction and allow New Hampshire and

Vermont to move ahead with the project.

Shaheen said improving the state’s infrastructure is critical for job creation, economic growth and public safety.

Hassan has been advocating for the project since she was governor. She said a strong, modern transportation infrastructure is critical to New Hampshire’s future.

Aetna Bridge Makes Repairs on R.I.’s Newport/Pell Span

In the first sequence, crews with the Aetna Bridge Company, based in Warwick, R.I, closed two lanes of the four-lane bridge, limiting traffic to one lane in each direction. Traffic delays were about a half an hour.

“This is a major undertaking replacing the deck of this bridge,” said Jim Malachowski, spokesman of the RDW Group, the Providence-based public relations firm representing the Rhode Island Turnpike and Bridge Authority.

The bridge was built in 1969 with a roadway height of 215 ft. above the water and towers reaching 400 ft.

The second sequence is under way now and involves work beneath the bridge. That allows traffic to flow in all four lanes during Rhode Island’s busy tourist season.

said Malachowski. “There were no problems with the concrete deeper than that. So, this really helped with the cost not to replace the entire deck.

“They didn’t start until May because there is a chemical reaction for concrete to harden and cure. If you don’t get the right temperature, it won’t cure correctly and that would not be good for the bridge. When you come out of the winter, the water takes a while to warm up. “In addition to the deck repair, they also are replacing the bearings below,” Malachowski said. “This is pretty significant. The bridge deck sits on concrete beams and the beams have bearings between them and the pier cap. The concrete beams are all being replaced so they literally have to slightly jack up the parts of the bridge to get the old bearings out and the new bearings in. You have two columns that come up out of the water, then the pier caps, the bearings, concrete beams and then the bridge deck.”

Beginning in mid-September, the crews will begin the third sequence, demolishing and replacing another section of concrete. That work is expected to last until December.

This first phase is divided into three sequences. The first extended from May 15 through June 30 and involved the hydro-demolition of the top 3 to 4 in. of the 8-in. deep concrete deck.

The bridge was built in 1969 with a roadway height of 215 ft. above the water and towers reaching 400 ft.

“When it was built, there was a Navy base in Newport so part of the reason for the heightened magnitude of the bridge was so that navy vessels could pass. The Navy base has since closed. But Newport still has the U.S. Navy War College, which is quite a place. Anyone who wants a career as an officer with the Navy wants that on their resume. We still have navy vessels visiting so it’s still necessary to have a bridge of that magnitude.”

Workers will return in coming years to do additional work, but the schedule has not been announced nor have they discussed how they will approach future projects.

“They are really going to step back and consider the les-

sons learned from this first phase,” Malachowski said.

“There may be other sections of the bridge that they’ll do differently. There may be other sections that don’t have the bearings. When they get to the suspension portion, that will be handled differently. They will figure all that out as they move along.”

Here is a project description from the Rhode Island Turnpike and Bridge Authority: The Newport Pell Bridge Deck Replacement Project consists of work performed on the Newport/Pell Bridge within Spans 22E to the East Abutment (from the Newport shoreline out 2,000 feet onto the bridge roadway). Maine Utility — Late Surprise in Green Energy Competition

PORTLAND, Maine (AP) Central Maine Power company is providing an entry in the contest for the largest renewable energy contract in New England history — a proposal to bring enough green energy from Canada to power upward of a million homes in Massachusetts.

The Maine utility wants to bring either hydropower, wind power or a combination across existing CMP corridors and newly purchased land in western Maine.

CMP, part the U.S. subsidiary of Spanish utility giant Iberdrola, is partnering with two different suppliers on the plan, Hydro Quebec and NextEra Energy Resources.

The electricity would travel along more than 90 mi. of existing CMP corridors and 51 mi. of newly purchased rights of way in western Maine, making for smooth sailing if a CMP partnership is chosen by Massachusetts, CMP President Sara Burns said.

The CMP proposals were secret until July 20, the deadline for utilities to submit proposals.

“We think these are the two best ideas,” said Burns.

There is plenty of competition. The Northern Pass across the woods of New Hampshire and TDI New England’s proposed cable under Vermont’s Lake Champlain are among other established projects also vying for the long-term contract.

The proposals aim to bring more renewable power into the energy mix in New England, which is heavily reliant on natural gas.

A Massachusetts law signed by Republican Gov. Charlie Baker last year requires the state to solicit contracts for 1,200 megawatts of renewable energy, including hydropower, onshore wind and solar power, along with at least 1,600 megawatts of offshore wind energy.

Many of the proposals filed sought to tap Canadian hydropower from Hydro Quebec and the Muskrat Falls project in Labrador.

The CMP proposals range from up to 1,090 megawatts of hydropower — more than the output of Maine Yankee nuclear power plant when it was in operation — to 460 megawatts of wind power, to combinations of wind and hydropower, Burns said.

One of the proposals with NextEra calls for bringing in solar power and battery storage in the mix, she said.

All of the CMP proposals would deliver power via either 320-volt direct current power lines or traditional high-voltage lines.

Some of the lines would be built along land CMP has been quietly buying in recent years between the Forks and Beattie Township on the Canadian border, while others would be built along existing CMP corridors, Burns said. The final stretch from Lewiston to the New Hampshire border would be routed on the existing grid.

CMP’s Hydro Quebec project is dubbed the New England Clean Energy Connect, while its NextEra partnership is called the Maine Clean Power Connection.

Both CMP partnerships will have an advantage on cost, ownership of rights of way and permitting and construction experience, Burns said. The latter is based on the $1.4 billion on upgrades to the CMP power grid that were completed in 2015, she said.

While the energy would go to Massachusetts, Mainers would benefit from lower energy prices as well as additional tax revenue for some towns and the potential economic impact of 10,000 jobs supported during construction, Burns said.

Massachusetts will select the winning projects in January and conduct further negotiations afterward.

Burns said she hopes the process is more open than the last clean energy solicitation

by Massachusetts, Rhode Island and Connecticut.

“If this is the way we’re going to procure future resources in New England then you’ve got to be transparent,” she said.
