He added that Priority Level 1 repairs on the building are improving façade conditions that may present an immediate threat to the safety of pedestrians below. Those highest-priority defects were isolated, but mainly included sections of brick masonry or decorative stone that were displaced or loose and could potentially detach from the building, according to a report by the engineering firm Gale Associates, with local offices in Weymouth, Mass., and Bedford, N.H.Priority Level 2 improvements are aimed at façade conditions that may contribute (or be contributing) to air and moisture infiltration into the building or exterior wall system, the North Andover news source reported. Defects within this category consist of deteriorated mortar between the brick and stone elements, cracked brick masonry and decorative stone, abandoned anchors, failed exterior sealants and flashing conditions that have crumbled. Fixing those elements at City Hall should prolong the lifespan of the building and reduce further damage of surrounding façade components. At a later date, Priority Level 3 concerns will be addressed, including repairing defects in the brick masonry and stone elements, deteriorated wall penetrations and failed window security screens. Finally, the Priority Level 4 issues at Haverhill’s municipal building consist of façade conditions that are aesthetic in nature, such as the presence of algae and rust staining, asphalt staining and other elements affected by the atmosphere. These threats, too, will be eliminated in the future, according to the PressureEagle-Tribune.washingthe building is recommended, but could reveal other problems, Gale Engineering noted. The firm’s report also informed the city that the Priority Level 3 and 4 repairs are estimated to cost more than $400,000, not considering future cost increases.
Federal infrastructure financing, worth $73 million, will go to New Haven and Hartford-area communities serviced by the Metropolitan District Commission (MDC), as well as projects in Norwich, Ridgefield, Litchfield, West Haven and Plainfield.“Theprojects on this list will help our cities and towns to properly manage and treat their wastewater, and in turn help make our waterways cleaner,” Lamont said in a statement. “These projects will also mobilize many good-paying jobs and strengthen supply chains as construction gets under way.”
• New Haven’s Water Pollution Control Facility, where $10 million in new funds will complete a project to remove nitrogen from wastewater.
The retaining wall’s main beganconstructioninJuneon an accelerated schedule to take advantage of the summerschoolbreak.
• The West Haven sewage plant will use its $38 million to replace an outfall line.
• Another $75 million will go toward addressing issues in the city’s storm and sanitary sewer lines in its Orchard Street, Yale, and Trumbull Street neighborhoods as well as at the East Street pump station.
The money will be for constructionready municipal water pollution control projects designed to guard against sewage pollution and help improve water quality.
• The demolition of City Hall’s old and unused wooden coal shed
• Installing new guardrails and railings
City Moving to Address Four Repair Levels
• In Ridgefield, $10 million has been allocated to close a small sewage treatment plant, DEEP officials said. The largest single award granted by the state will be $156 million for an upgrade of Norwich’s Water Pollution Control Facility, although in aggregate, the MDC will receive more funding: a total of $279 million for projects in Hartford, East Hartford and Rocky Hill.
• Removing and disposing an underground oil tank
• Mitigating some long-standing water infiltration issues into the basement of the main municipal structure in Haverhill
Steven Bucuzzo, the city’s purchasing agent, told the newspaper that the contract for repairs was awarded to Windham, N.H.’s George R. Cairns & Sons for $906,375. The $1.2 million bond authorization covers that cost, Bucuzzo said, along with a construction contingency amount for change orders, and building supervision services from the multi-national design engineering firm AECOM.Theretaining wall’s main construction began in June on an accelerated schedule to take advantage of the school summer break when the parking need was reduced at City Hall, according to the mayor’s office. The project is scheduled to be complete by early fall.A second, smaller project involves repairing and restoring the historical masonry terracotta elements on the exterior of Haverhill’s City Hall. “This is essentially all the white colored masonry on all four elevations, including the ornamental columns and lentils at the front entrance,” Bucuzzo told the Eagle-Tribune, noting the contract for that work was awarded to Chapman Waterproofing, in Holbrook, Mass., for $409,499. “Both projects are moving along nicely and are on schedule.”
A $1.2 million project to replace the crumbling and leaning parking lot retaining wall directly behind Haverhill, Mass.’s City Hall is expected to be finished by early September when the closed portion of the upper parking lot can reopen, city officials told the Eagle-Tribune in nearby North Andover.Theimprovements, which have been taking place this summer, include:
• The building of a new precast block retaining wall and stairs
According to DEEP, Connecticut cities and towns may submit applications for reserve funds through the end of the 202223 fiscal year.
Connecticut Gov. Ned Lamont announced Aug. 2 that clean-water grants totaling $580 million have been authorized to upgrade sewer systems and waste-water treatment facilities throughout the state.
Funding for the 18 prioritized projects will be spread out over two years, according to CT Insider, an online network made up of several local news sources.
CT Insider reported that the Bridgeport plant is currently in the design phase for upgrades and will likely become eligible for funding during the 2024-2025 cycle.
The governor’s news release included comments from Katie Dykes, commissioner of the Connecticut Department of Energy and Environmental Protection (DEEP).“Properly managing our wastewater and ensuring we have sufficient infrastructure to do so is an essential part of being good stewards of our environment,” she added. Dykes and Lamont each praised the federal Bipartisan Infrastructure Law approved by Congress and signed into law by President Biden late last year. The legislation helped infuse money into Connecticut’s grants’ program.
Haverhill City Hall Repairs Should Wrap Up in September
“When they did the upgrade to the Stratford plant in the early 2000s, there was never an emergency relief valve installed,” Gresko said about that town’s treatment facility, located at the base of Birdseye Street on the Housatonic River.
Various Cities in MDC Granted Total of $279M Among the cities and projects slated to get the pollution-control monies include:
Conn. Targets Sewer Pollution With 18 Municipal Upgrades
The MDC is a non-profit municipal corporation chartered by the Connecticut General Assembly to provide potable water and sewerage services on a regional basis. Additionally, it provides quality water supply, water pollution control, mapping, and household hazardous waste collection to eight member municipalities: Bloomfield, East Hartford, Hartford, Newington, Rocky Hill, West Hartford, Wethersfield and Windsor. The MDC also supplies drinking water to portions of nonmember towns: Farmington, Glastonbury, East Granby and South Windsor.

• The Litchfield plant is set to receive $7 million for facility upgrades.
Other Towns Also Need Waste-Water Upgrades State Rep. Joe Gresko, D-Stratford, cochairman of the legislative Environment Committee, told CT Insider Aug. 2 that he hopes the communities of Stratford and Bridgeport can soon get in line for funding. He noted that Bridgeport’s West End facility, where stormwater from combined sanitary and storm sewage overflows into Black Rock Harbor and nearby Ash Creek, is responsible for nearby beach closures.

Chris Blanchard, a J.W. White project manager, said preliminary work has been completed, including removal of existing wall panels, installation of temporary lighting, access openings and formwork for pending concrete flow materials at existing ducts under box sections. The company is now making concrete wall repairs and removing and relocatingMassDOTutilities.reported that the project will repair chipped and crumbling concrete, rusted reinforcements, cracked wall panels, broken light fixtures and deteriorating roadway surfaces. It also will restore the overhead arch and ceiling, paint interior tunnel walls, add fireproof boards, install new lights inside the tunnel and install new utility conduits and cables.
The construction firm is required to use dust control measures during work, including the use of wetting agents, secure covers for trucks and minimizing storage of debris on site.
The contractor, J.W. White, drills core holes for flow fill placements — 12 at each side, East Boston and North End, for a total of 24 core holes. 1
J.W. White Contracting of Framingham, Mass., is the lead contractor on the project that has a budget of $156 million that will be paid for by state and federal funding.
MassDOT: Summer Tunnel Well Beyond Patches, Repairs
“The original length of the full tunnel closure was seven months,” said MassDOT. “The current construction plan entails accelerated construction techniques and work taking place 24/7 inside the tunnel. This allowed us to shorten the full tunnel closure to only four months with 36 weekend closures leading up to the full closure and 12 weekend closures following it. By coordinating a four-month full tunnel shutdown, we are avoiding 40 individual weekend shutdowns. This helped us to shorten the construction timeline by 10 months.”Thesubcontractors on the project include K. DaPonte Construction Corp., Fall River, Mass.; Taibbi Equipment Corp., Wakefield, Mass.; Patriot Traffic, Braintree, Mass.; Eastwind Corp., Stoughton, Mass.; and Todisco Towing, Boston.“This restoration will provide many public benefits including improved tunnel safety, a smoother, more durable roadway surface, new lighting and security systems and better cell phone, GPS and radio service inside the tunnel,” MassDOT said. “With this work, we expect to keep the Sumner Tunnel in service for another century or more.” CEG (All photos courtesy of J.W. J.W. White constructs bulkheads for flow fill placement — East Boston Side.
The restoration of the Boston Summer Tunnel, which carries traffic under the Boston Harbor, from Logan International Airport and Route 1A in East Boston, began in February and is scheduled for completion in January 2024.
Accelerated techniques and materials, such as offsite prefabrication and high-performance concrete, will be used to accelerate construction. The design-build approach provides financial incentives for the construction firm to finish the work on time or sooner and penalizes them for delayed timelines. The construction equipment J.W. White is using on the project includes a Bobcat skid steer, Ingersoll Rand air compressors, Honda generators and a water buffalo, which is a water wagon that stores and transports water.
Crews are constructing bulkheads for flow fill placement.

“There’s very few that are like this one left in Maine,” Stetson explained, adding that the repairs will improve the bridge without changing how it operates.Eighty percent of the $13 million Southport Bridge repairs will be paid for with federal funds, with the rest covered by the state.
Jason Stetson, a bridge project manager at MaineDOT, told Spectrum News that the span needs upgrades to its deck, supporting structure and electrical system.
After a virtual public meeting in June, Maine set aside 14 days for a comment period, which ended July 8. As of the morning of July 7, Stetson had received five written comments on the bridge project, with most of them in support of the repair work. Some have questioned whether summer lane closures will be necessary, leading him to reply that there will be a single lane closure on the two-lane bridge during summer because part of the project involves concrete, which needs to be installed during warmer weather. The rest of the improvement will take place in the fall and winter, he explained, in part to accommodate environmental concerns prompted by the presence of Atlantic salmon and AtlanticApproximatelysturgeon.
One of the last remaining swing bridges in Maine is set for a major rehabilitation in 2023, but the unique character of the structure will not change, according to the Maine Department of Transportation (MaineDOT).SpectrumNews reported July 7 that the 83-year-old bridge, connecting Boothbay Harbor to Southport Island, is unlike thousands of other spans in the state in that it is among the few swing bridges left in Maine. In addition, it is staffed and opened manually when boats taller than 10 ft. need to enter or exit Townsend Gut, which connects to the Atlantic Ocean.Uncharacteristic of most such spans, the Southport Bridge opens by swinging its middle section to the side to let boats pass through.

One of the company’s early breakthrough projects was the demolition of the 600,000-sq.-ft. Sealtest ice cream facility in Framingham, Mass., with 30,000 tons of concrete, 10,000 tons of steel and 5 million lbs. of stainless steel.
Another substantial project was the Draper Mill Factory — an old manufacturer of looms. Regional salvaged more than 1 million board ft. of southern yellow pine and approximately 8,000 tons of steel from the 1.3 million-sq.-ft. facility. The project took 14 months and was completed in 2021. In 2013, Regional took down the U.S. steel plant in Worcester, Mass., a 750,000-sq.-ft. facility, recycling 9,500 tons of steel and crushing on site 18,000 tons of reinforced concrete.Andyet another important project was at the site of the former Exxon Mobil Tank Refinery in Stratford Conn.

We’re rocking and rolling now and it’s because of guys like John, who care. Guys that push to get the job done but push it within reason to keep the job site safe.”
There, Exxon manufactured the big tanks used in the refining process working out of a 750,000 sq.-ft. complex.
Regional’s demolition work included recycling 25,000 tons on concrete on site as well as material removal and site remediation.Onsite crushing is not uncommon for Regional. It owns a

Other key contributors to Regional’s growth, according to Oppenheim, includes Labor Superintendent Thais DeSouza, who has been with the company for 16 years; Senior Project Manager Larry Hurley, who has logged 30 years; and Vice President Mitch DeLorenzo, who has been with Regional for sixOppenheim’syears. first project was in Attleboro, Mass., taking down the Sturdy Lantern Company to make way for a new Shaws grocery store. “It has become far more common for us to crush on site because there are fewer and fewer facilities that will accept broken concrete and brick,” said Oppenheim. “It’s becoming a ‘Lead Green Item,’ where if the site is conducive to taking the material as backfill, a lot of developers and general contractors do want you to crush on site and it saves them money. They don’t have to buy as much gravel and they save money on trucking.”

Equipment East Help Fast-Growing Demolition Biz
“We live and die each day by how reliable our equipment fleet is and how much we can depend on the dealer who services it,” Oppenheim said. “Our fleet is made up of Doosan [DL420 loaders and DX420 excavators] that we purchased from Equipment East. The transition to Doosan started several years ago when Kyle Brockway with Equipment East challenged us to try it. We very skeptically gave Doosan a try and we loved it. We traded in our existing machines and have moved forward with Doosan ever since. In fact, we are currently working with Kyle on purchasing a 350-sized machine. We want to have an 80,000-pound machine added to our fleet.
Good Marketing, Relationships “We’ve done a lot of work for Amazon, and we do a tremendous amount of work for apartment building developers, some of the biggest developers in New England,” said Oppenheim. “That’s almost all of the work that we’ve been doing for the last four or five years; it’s apartment complex driven … old commercial, unproductive and abandoned sites that developers are purchasing and putting up hundreds of apartments. “We pride ourselves on beating all of the deadlines; get in and get out as fast as possible, which helps the site developer move faster and assures that we will get preference on the next Currently, project.”Regional is working on a demolition in downtown Worcester, the former Mount Carmel Catholic Elementary School, which was built in 1821. Approximately 75,000 sq. ft. with reinforced concrete floors, the contract included asbestos removal on the 3.2-acre site. Regional was given four weeks to complete the project; it will be in and out in 11 days. Because, in part, of its aggressive work ethic, Regional should hit a goal of $15 million of demolition work in 2022.
“They are powerful, they are priced right and after thousands of hours of use they’ve proven to be dependable and I get the support I need from Equipment East,” OppenheimEquipmentsaid.East has nearly every attachment from mechanical grapples to concrete pulverizers and more that is needed to get the jobRegionaldone. Companies works primarily in Massachusetts, but has been making inroads branching out to Connecticut, New York and Rhode Island. “The backup cameras are excellent. Great visibility, and in our business of tearing things down in tight quarters, that is very important. We really like the transportability; you don’t have to take the counterweights off to move it. Yet it’s a 100,000-pound excavator that you can move as a one-piece load, far less time consuming when you are transporting.”Inthedemolition business, an excavator is only as good as the tool at the end of the stick and for years Oppenheim has been very particular about what he insists on for his Doosan excavators. For hydraulic hammers, it’s Ramfos hammers from Equipment East.
Doosan,
There are certain features of the Doosan machines that The Regional Companies are really sold on, including the backup cameras and the transportability.
Over the past year, along with a couple of other members of the team, Oppenheim started a new division of the company called Regional Restrooms, a company that rents porta-johns on job sites throughout New England. Often, they end up renting to the developers who build on the sites after Regional completes its demolition projects.
portable tracked crusher, which has become a very profitable part of its operation.
“Demolitioncompares. is a brutal business. With the type of work that we do, machines are going to break. It’s what happens after you break them that really determines what kind of equipment you’re dealing with and what kind of dealership you are partnered with.
“In this day and age of high technology and supply chain issues, it’s tough for everybody, but when push comes to shove, when we need them, Kyle has hit the right buttons and Equipment East has worked with Doosan to come through for us every time.”
