R.I. Airport Connector Resurfacing Project Breaks Ground Gov. Dan McKee, United States Senators Jack Reed and Sheldon Whitehouse, Congressman Jim Langevin, Rhode Island Federal Highway Administrator Carlos C. Machado and Rhode Island Department of Transportation (RIDOT) Director Peter Alviti Jr. broke ground July 18 for the Airport Connector project in Warwick, one of the major paving projects scheduled for this year.

This project combines the best of both worlds, improved paving and safety with a massive landscaping project that will provide more than 400 plants and trees in both the median and the shoulder. The landscaping is designed to blend seamlessly with similar plantings around Rhode Island T.F. Green International Airport to create a visually appealing gateway.

“For thousands of visitors to Rhode Island, the Airport Connector is Rhode Island’s welcome mat,” McKee said. “These improvements will make vital safety improvements while providing a great first impression of our great state.”

The $12.9 million Airport Connector and Post Road resurfacing project is one of the first major resurfacing projects as part of RIDOT’s commitment to paving statewide.

This year, RIDOT will spend $92 million on

paving projects and $492 million over the next five years. This project will replace paving on four miles of road and put in new guide signs along the Airport Connector and I-95.

“Visitors and residents alike rely on RIDOT to help get them where they need to go, and I’m pleased to direct federal funding to the state to accelerate and advance key infrastructure upgrades like this. The Airport Connector is a critical access point and these improvements will ensure a safer, smoother ride for everyone getting to and from the airport,” said Reed.

“Combined with other federally funded projects at T.F. Green, the modernized Airport Connector will improve the overall experience of flying out of PVD for locals and tourists alike,” said Whitehouse, a senior member of the Senate Environment and Public Works Committee.

“Rhode Islanders have seen the transformation in our roads and bridges, and thanks to the new federal Infrastructure and Investment Jobs Act, we will be kicking our paving program into high gear and providing

the type of safe, smooth roadways Rhode Islanders and all visitors to Rhode Island expect and deserve,” Alviti said.

The new road surface will give travelers a safer riding surface on the 1-mi. Airport Connector and 3 mi. of Route 1 and Route 1A (Post Road), from Coronado Road to Warwick Avenue.

In addition to new pavement, the project design eliminates hazardous drop-offs and includes new high visibility pavement markers. It also improves pedestrian access conditions along Post Road with new sidewalks and pedestrian ramps.

On the I-95 southbound ramp, the project will replace the median guardrail and install a grass swale. The plantings will be placed in the median and along the grass shoulder.

The Airport Connector carries 20,000 vehicles daily. The project is scheduled for completion in June 2023.

All construction projects are subject to changes in schedule and scope depending on needs, circumstances, findings and weather.

The Airport Connector Project is made possible by RhodeWorks, RIDOT’s commitment to bring Rhode Island’s infrastructure into a state of good repair while respecting the environment and striving to improve it. 

Proposal for $381M School in Conn. Takes Step Forward It would cost taxpayers in Norwich, Conn. more to have maintenance and repairs done to the city’s seven existing, but aged, elementary schools than to build four new schools, architects told a small gathering at a public presentation on the $381 million proposal, according to the Day, a daily news source in nearby New London.

After an estimated 67 percent state reimbursement, Norwich city taxpayers’ share of the multi-million project would be $149 million. But if the city chose a “do nothing” option, representatives from Drummey Rosane Anderson Inc. (DRA) in Waltham, Mass., said necessary repairs alone to the seven old elementary schools and one older middle school would cost an estimated $165 million over the next 20 years, with “precious little” state reimbursement.

The architects also estimated that even if the city chose to renovate the existing buildings, the cost would be comparable to building new schools, and in the end, only three of the seven primary schools would be large enough to meet current education needs.

Following the presentation, the Norwich

School Building Committee on June 28 unanimously endorsed a preliminary master plan that calls for new elementary schools to house about 525 students in preschool through fifth grade and to extensively renovate the Teachers’ Memorial Global Studies Middle School.

In addition, the Day reported that new schools would be built on the grounds of the Moriarty Environmental Sciences Magnet School, the John B. Stanton School, the Uncas Elementary School and property where the Greeneville School once stood.

The proposal also calls for the Norwich school district’s central offices to move, along with its Regional Adult Education classes, into the Samuel Huntington School, while the Wequonnoc Elementary School in Taftville would become a virtual learning center.

Along with those actions, Norwich’s Thomas Mahan and Veterans’ Memorial elementary schools, the Bishop Early Learning Center (Pre-K), and the school district’s central offices in the former John Mason School all would be discontinued, the Day noted.

School Proposal Headed for November Referendum Following the endorsement, the committee, along with Norwich Mayor Peter Nystrom and three council members, set a schedule for more public presentations and potential City Council endorsement.

Another public information meeting was set for July 11 with a detailed presentation by the architects followed by questions and comments from the audience. After that, the council hoped to introduce the formal ordinance to bond for the project at its July 18 meeting and hold a public hearing Aug. 1.

The current schedule calls for putting the project before voters in a referendum on the Nov. 8 election ballot, according to the New London newspaper.

School Building Committee Chairman Mark Bettencourt said he was disappointed with the low turnout at the important presentation in late June on the future of the school system.

Those who were in attendance heard Gregory Smolley, the senior project manager of DRA, stress the costs of doing nothing

about the old schools, compared to the proposed four new buildings and renovated middle school.

For his part, Bettencourt added that the Norwich School Building Committee needs to stress to the public the higher costs of trying to keep the existing, but inadequate, buildings going, with longer bus rides, cramped classrooms and inequitable education depending on a family’s neighborhood.

School board member Mark Kulos said one problem that will be difficult to sell to voters is the entire $381 million cost must be placed on the referendum question, the Day reported. If the project is approved by the state, Norwich would be reimbursed at regular intervals as construction moves forward, added Smolley.

“What it comes down to is, it’s $165 million over 20 years to repair schools that don’t meet our needs,” noted Stacy Gould, a Norwich alderwoman, and School Building Committee member, “or we spend $149 million to build schools that will meet our needs for the next 20 to 30 years. That’s the applesto-apples.” 

MassDOT, Contractor to Speed Repairs On Historic Bridge The Massachusetts Department of Transportation (MassDOT) and its contractor are devising ways to speed up repairs to the Rocks Village Bridge over the Merrimack River, according to a July 18 report in the Daily News of Newburyport.

The historic bridge that connects West Newbury to Haverhill in northeastern Massachusetts was significantly damaged March 17 when a large truck tried to cross the bridge.

The impact occurred midway across the bridge within a section that swings open for marine traffic. Its closure for repairs caused major headaches and frustration for commuters, area homeowners, businesses, and the Pentucket and Whittier Vocational schools, the Daily News reported.

The report by Dan Fielding of MassDOT confirms that the first phase of the bridge fix, which involved adding structural elements to replace damaged parts, was substantially completed with the swing span safely swung open May 27.

He added that the contractor used timber blocking and jacks to temporarily support the swing span’s bridge fender system. The

river channel is now available for use by marine traffic that normally requires the bridge to be opened, but the span itself remains closed to pedestrians, bicyclists and vehicles until the permanent repairs are completed and the bridge is returned to service.

Use of an approved jacking procedure is planned to remove the loading from the damaged components, according to the state agency. Approval also was received for shop drawings for the new structural steel elements, allowing for creation of the components.

Manufacturing of the longer lead items begins later in July, Fielding said. The contractor is estimating that the fabrication of the new steel components and their delivery to the site will take another four weeks.

Looking for Solutions Hoping to move along the repairs, MassDOT brainstormed with the contractor to modify the work plan and avoid the need for environmental permits that could have delayed the start of the permanent repairs.

The transportation department also is looking into the feasibility of removing some of the damaged components ahead of time to compress the schedule further.

In addition, MassDOT is weighing the benefits of extending work shifts during the installation of the new steel components to advance the final work phase as quickly as possible so the bridge can be safely restored to normal operations, Fielding noted.

Currently, construction hours at the site are Monday to Friday, 7 a.m. to 3:30 p.m.

Span Was First Built in 1883 The Rock Village Bridge is a two-lane, steel hybrid truss bridge originally constructed in 1883 and known as the Merrimack Bridge. But, it was added onto again in 1895 and 1914 — each time with other types of truss styles — five in total — giving it a unique appearance.

It also has a historic hand-operated swing span built in 1883 by Boston Bridge Works.

The structure stretches 812-ft. over the Merrimack, with a main span 192 ft. in length, and a 24-ft.-wide roadway, the Daily News noted.

In 2013, a multiyear, $14.1 million restoration project funded through Massachusetts’s accelerated bridge program closed the structurally deficient bridge. The posted height restriction for the structure is 12-ft.-6-in., but despite the installation of signs alerting drivers to its limits, accidents like the recent one where a truck struck the bridge still occurs from time to time: • In 2018, a box truck lost its roof when it scraped the steel top of the bridge.

• In July 2019, the top cargo part of a Mack truck transporting an empty dumpster for a local disposal company struck a bridge bracing, causing it to fall from the back of the truck, damaging the bridge, a guardrail and the road.

• Yet another bridge strike, causing slight damage, happened in January 2020.

Members of the Town of Haverhill Select Board recently discussed the possibility of petitioning MassDOT to permanently close the Rocks Village Bridge to trucks, but the group agreed to seek legal counsel before making the request, the Newburyport newspaper reported. 

Aging Span Will Not Be Replaced for at Least Two More Years Officials with the Maine Department of Transportation (MaineDOT) said recently that plans to build a new bridge to serve as a major traffic artery in Old Town, north of Bangor, will not begin for at least two more years even as the current 70-year-old span continues to crumble.

The transportation agency was supposed to replace the Llewellyn Estes Memorial Bridge, which carries Stillwater Avenue over the Stillwater River on the town’s west side, as part of a multi-year, $20 million project.

But MaineDOT rejected all bids for the work in April after they came in at around double the budgeted amount, the Bangor Daily News reported July 19.

Nearly three months later, MaineDOT told the newspaper that it will take an “innovative” approach to get the work done while keeping costs down.

Initially, the effort to replace the bridge — which includes two spans — was to be bundled with work that would have made improvements to the accident-prone Bennoch Road and College Avenue intersections with Stillwater Avenue. Together, the two projects were estimated to cost $20 mil-

lion, but the lowest bid that came in was nearly double that at $39.2 million.

The higher bids came amid a time of inflated costs for construction materials and labor that have added to the costs of several other Maine projects, the Daily News noted.

To save money, MaineDOT now plans to separate the bridge project from the intersection work and will issue a new request for bids on the latter.

“During the planning phase of this project, we could not have predicted many of the current cost drivers, such as the high cost of steel components as well as material and labor availability risks over a more thanfour-year-long construction period,” Maine Transportation Commissioner Bruce Van Note said in a statement.

“As such, we decided to reject all bids on the project. We don’t like to do this but proceeding with the original plan no longer represented the best value for the people of Maine.”

Less Costly Composite Bridge Envisioned While the department aims to stick to the

original designs for the work on the Bennoch Road and College Avenue intersections, along with work on I-95, the Estes Memorial Bridge work will see an innovative approach to its construction, MaineDOT spokesperson Paul Merrill told the Daily News.

“Although the cost of bridges presents a formidable challenge, it also presents an opportunity to showcase the innovation and advances being made in composite bridge construction, especially those being led by the University of Maine [UM],” he said.

As an example of a similar bridge build envisioned in Old Town, Merrill cited a span that carries U.S. Highway 1A over Souadabscook Stream in Hampden that opened in late 2020. That structure was the first of its kind to make use of a composite girder system developed by researchers at UM in partnership with Brewer, Maine’s AIT Bridges, a division of Advanced Infrastructure Technologies in California.

MaineDOT currently expects the construction phase for the Old Town span, using the new composite materials process, to begin in 2024.

MaineDOT to Keep Watchful Eye On Bridge In the meantime, though, the Estes Memorial Bridge, originally built in 1952, continues to deteriorate, particularly the northern span.

A May 17 inspection of the bridge revealed that water was leaking through the span’s deck and that it had lost a large section of concrete, Merrill said. The inspection also discovered that the deck rating of the structure had gone from “poor” to “serious” condition. Its superstructure and substructure also are in poor condition, he explained.

MaineDOT engineers will monitor the span as it continues to degrade, Merrill said.

Additionally, the agency has lowered the maximum weight of vehicles that can travel over this section of the bridge.

Beginning July 25, vehicles that weigh 30 tons or more will no longer be able to cross the bridge’s northern span and must use a detour. The new limit will likely prohibit vehicles such as loaded logging trucks and concrete trucks. Merrill did tell the Bangor news source that the bridge posting will not affect fire engines, school buses, oil delivery trucks and most local delivery vehicles. 

Kilmoyley Construction Performs Long List of UMass Projects KILMOYLEY from page 1

applied to his dream of owning and operating his own construction company. This dream came to fruition in 2003 with the purchase of a JCB tractor loader backhoe and the official of start of Kilmoyley Construction.

Kilmoyley is the name of the town in Ireland that he grew up in. In the early days, Sheehy built the company and his bulk of experience doing utility work and sidewalk construction. He later found an opportunity working projects for the University of Massachusetts in Lowell.

At UMass, the diversity of the work expanded, and Sheehy found the need to

expand his equipment inventory to include JCB excavators and wheel loaders. The variety of projects that Kilmoyley Construction addresses at UMass seems never ending.

Currently, the company is improving an entertainment area and expanding the facility’s stage, adding lighting effects and putting in new sidewalks to what will be an improved concert venue.

When the company is not involved in structural construction at the university, much of the work Kilmoyley does at UMass will include snow removal, aquascape repair, sewer and water maintenance system repair and general landscape and property improvements.

This JCB Hydradig wheeled excavator equipped with a bucket and thumb is particularly desirable for projects at UMass because of its ability to travel from one end of the campus to the other at speeds in excess of 25 mph.

UMass is not Kilmoyley’s only customer.

It has developed a strong reputation in utility installation and repair, and it has done a significant amount of work for area municipalities. During peak seasons, it runs a crew of 10 to 15 employees. Like most construction firms these days, one of Kilmoyley’s biggest challenges is finding the workers to keep the company fully staffed.

Kilmoyley takes great pride in the work that the company does, starting each project in a timely manner and finishing the project on time and on spec. In fact, most projects are completed ahead of time.

“There are several reasons we are able to complete our projects ahead of schedule,

including a hard-working, experienced crew and our fleet of JCB construction equipment,” said Sheehy.

Kilmoyley Construction’s fleet of equipment includes two JCB 427ZX wheel loaders, one JCB Hydradig 110W wheeled excavator and two Avant 640 compact articulated wheel loaders, all purchased from Alta Equipment Company.

The purchase of the JCB Hydradig involved matching the purchase of a piece of equipment to some of the unique circumstances that Kilmoyley faces at UMass, as well as other utility repair projects.

“UMass has a massive, sprawling campus, and our projects will jump from one end of the university to another, sometimes in the same day,” Sheehy said. “The JCB Hydradig is a wheeled excavator that travels over the road at about 25 mph. We can drive it straight down the roads of the campus doing no damage whatsoever to the road surface and saving ourselves the time and bother of loading the machine up on a trailer and hauling it from point A to point B. “We have equipped the Hydradig with several attachments that have dramatically improved the flexibility of the machine, including several different buckets for a variety of digging applications, a 12-inch auger and a flail mower for cutting back trees and bushes.

“The Hydradig also gives us tremendous maneuverability because of its crab steer and four-way steering. You can position it just about anywhere turning on a dime. The Hydradig is also engineered with a very low center of gravity, which gives it a larger lifting capacity and additional stability. It would be extremely difficult to tip this machine and the visibility is amazing.

“The Hydradig is also amazingly easy to maintain. Everything you need to access you see KILMOYLEY page 18

Volvo CE Delivers Its First E-Machine in North America

Jennifer Milikowsky and her husband, Tylan Calcagni, produce maple syrup and harvest acorns used to feed pigs at nearby farms. The couple also handles the marketing, sales and distribution of the pork from those partner farms.

Their love and respect for nature led them on a sustainability mission, so the opportunity to purchase a machine that could get the job done while running on renewable energy was important to them.

“Minimizing our carbon footprint is critical, so we try to do that with every decision we make,” said Milikowsky.

“The thought of buying a diesel machine in 2022 that we would use for a decade or more was hard to accept.

“We did a deep energy retrofit on our 1820 farmhouse, we are exploring a solar installation on the farm, and now we get to take a big step forward in trying to convert our fleet of vehicles and machines to electric.”

Volvo CE began accepting reservations for the ECR25 Electric compact excavator and the L25 Electric compact wheel loader in North America in August 2021.

The first deliveries of those two models are happening now, and additional models have since become available for reservation as well.

Logical Fit Walden Hill purchased the electric excavator from its local dealer, Tyler Equipment, and financed it through Volvo Financial Services (VFS).

“Environmental solutions are great, but if they’re not economically viable, then adoption will be slow,” said Brian Layman, vice president, CE Financial Services, VFS. “It’s exciting to help Walden Hill finance one of the first pieces of electric heavy construction equipment in North America.”

Tyler Equipment sales rep Peter Gaj said he thought of Walden Hill right away when the Volvo electric machines were announced.

“It wasn’t really a matter of them needing to think about it — it was such a clear fit for their plan,” he said. “They can use it to clear pastures, remove stumps, maintain roads and ditches … all kinds of things.”

And they agree.

“Anyone who owns or works on a small family farm knows that the daily list of jobs is as diverse as it is long,” Calcagni said.

“This excavator might help us put in a culvert under a forest trail one day and help us do site prep for a new sugar house the next.

We’re so excited to have this versatile machine at our disposal.”

Right Tool for Job The farmers installed a 220-volt outlet in their barn to charge the ECR25 Electric compact excavator but also can charge it with a regular household outlet if needed.

Both drive hybrid cars and they already had a 220-volt outlet in their garage.

The ECR25 Electric offers more than 5,000 foot-pounds of breakout force and can work four to six hours on a full charge in most applications.

“Previously, we would rent an excavator or Tylan would try to figure out how to use our tractor to get a task done,” said Milikowsky. “We realized it’s just so much better if you have the machine for the job. He was spending five hours doing a job that could take him an hour if he had an excavator.”

Other perks of the ECR25 Electric compared to a diesel machine include simpler maintenance, much quieter operation and zero emissions — especially important when working near so many plants and animals.

“For technology to become mainstream, you need early adopters who demonstrate interest and provide feedback on it,” said Milikowsky. “We’re thrilled to be those early adopters for the electric excavator, and we hope it’s just the beginning of a bigger transformation in the industry.”

can do from the ground, including changing all of the filters.”

Sheehy is equally impressed with his JCB 427ZX wheel loaders.

“Initially, the 427s were purchased for work at UMass. We needed wheel loaders that would offer maneuverability, speed and visibility. Maneuverability is important because of vehicles and obstacles you deal with when doing snow removal, particularly with a 14-foot snow pusher attached; visibility is very important when you factor in thousands of students to the formula. No matter how heavy a snowfall we receive, pushing snow in some massive parking lots, the JCB 427ZX machines are hands down the best machines we have had.

“These machines are so comfortable my employees will scrap over who gets to operate them. The loader is easy to get into, the seat is extremely comfortable and the cab stays toasty warm even during the coldest winter days.”

For smaller demands, Kilmoyley Construction owns two Avant 640 compact articulated wheel loaders, along with a large variety of attachments, including salt spreaders, forks, mowers and a large variety of

buckets.

“These are very diverse machines. The wheels are designed in a way that we can run across the grass or even mow with them.

They do a great job of salting or even snow removal on sidewalks.

“The visibility is great; they are quite fast and very maneuverable. The Avant is also a very stable machine. We can deal with some very steep terrains without concerns of tipping over. It is a very safe and very comfortable machine to operate.”
