Sargent Rebuilds Section of Route 12 in New Hampshire

For more than a decade, stakeholders in New Hampshire’s western towns of Walpole and Charleston have been trying to come up with a fix for an old rural stretch of highway plagued by numerous problems.

This spring, crews at long last began the work. The $14.8 million project was awarded to Sargent Corporation of Stillwater, Maine, with a completion date set for August 2020.

Route 12 runs 3 mi. between Walpole and Charleston with roughly 7,000 vehicles traveling the road daily. It is bordered by the Connecticut River on one side and railroad tracks on the other, making widening a difficult and potentially pricey project.

Feds to Aid Transportation Infrastructure Durability Center The University of Vermont in collaboration with the VTRANS photo University of Maine and others will create a highlycompetitive University Transportation Center (UTC) called the Transportation Infrastructure Durability Center (TIDC). TIDC aims to help save taxpayer dollars by extending the life of our transportation assets, including bridges, roads and rail. The U.S. Department of Transportation will provide as much as $14.2 million over five years for this University of Maine-led coalition, which includes the University of Vermont, University of Rhode Island, University of Connecticut, University of Massachusetts Lowell and Western New England University.

MassDOT Provides I-90 Allston Intermodal Project Update On June 27, at a meeting of the Allston I90 Intermodal Project Task Force, the Massachusetts Department of Transportation (MassDOT) announced that it is reviewing two key aspects of the project: the design of the “throat” section of the highway along the Charles River and when to construct a new regional transit hub at West Station.

Transportation Secretary and CEO Stephanie Pollack committed to deferring a decision on a preferred alternative design of the throat section until after completion of the 90-day review by an independent consultant team.

“We will take a hard look at the benefits and challenges of building the highway on the ground or on an elevated viaduct,” Pollack said.

The review team is fully independent of the project team, and consists of engineers, designers and permitting experts that will analyze improved versions of viaduct and at-grade options for the throat. Members include individuals who helped to successfully redesign the MBTA Green Line Extension Project.

At the same time, MassDOT is undertaking two collaborative studies of transit and mobility needs now and in the future

throughout the Allston/Beacon Park Yards area: a study of long-term potential land use and public transit outcomes to be developed by the Metropolitan Area Planning Council, and a sixth-month study of immediate transit needs in the Allston area.

The additional transit analysis will help inform a decision on when to build West Station and make future transit investments.

“The proposed West Station is the staging area for reconstructing the Massachusetts Turnpike, meaning that the station cannot physically be built prior to 2025 when construction activities are expected to be completed,” Pollack said. “MassDOT will re-phase this project to start construction of West Station as soon as it is both possible and sensible.”

As the independent review is carried out, MassDOT project team members will continue to advance other aspects of the project including environmental review work and technical tasks such as field surveying and geotechnical investigations. The Final Environmental Impact Report for the Allston I-90 Intermodal Project is currently expected to be filed in spring 2019.

The current viaduct structure carries 150,000 vehicles each day into and out of downtown Boston. The viaduct is the primary route of vehicular travel from Western Massachusetts and Central Massachusetts into the city. An old Vermont quarry will soon be repurposed into a space for local music.

The five-acre quarry, located in Proctor, Vt., was bought by Frank and Karen Beyette in 2015, whose restaurant sits across the street from the site, the Rutland Herald reported. According to Frank, the scenic water and rock in the quarry, plus the Red Rocks Amphitheater in Colorado inspired him to create a live music venue.

“It’s a good sister project for the restaurant, and we can cater right from here,” he told the Rutland Herald. “There aren’t many reasons to come to Proctor.

We want to put Proctor back on the map.”

Not to mention the site’s natural beauty.

“It’s picturesque as heck,” said Beyette. “I just wanted it for the backdrop.”

A Work in Progress Beyette has been working on the site with his own crew and equipment to clear surrounding trees and create a space where audiences can sit and enjoy music while taking in the beauty of the marble rock face, which will serve as a natural backdrop and centerpiece of the amphitheater.

When complete, “The Quarry” will have removable walls, a 30-by-40-ft. pavilion, bathrooms, a sewer system, a cooking space, a fence along the edge of the old quarry and enough room to seat 775 people, Beyette said.

Construction is expected to be complete by summer 2019, but for now, Beyette is focused on getting his Act 250 permit approved by the fall, the Rutland Herald reported.

“If the snow’s gone by April, I’ll start digging,” he said.

RUTLAND, Vt. (AP) Developers are planning a $20 million hotel project at the site of the former Rutland Herald building.

The Rutland Herald reports the Willistonbased firm DEW Construction confirmed it had signed a $620,000 purchase agreement for the Rutland property. Pete Kelley, DEW vice president said there aren’t any design plans for the project yet.

Alderwoman Melinda Humphrey, who serves as chairwoman of the Community and Economic Development Committee, said she’s excited about the project. Humphrey

said the hotel could appeal to tourists and skiers.

Downtown Rutland Partnership executive director Steve Peters said the hotel would increase business in the area.

According to Kelley, the old Herald building would be demolished. The proposal still needs to pass the Act 250 process.

The U.S. Department of Transportation has announced a grant of more than $11 million for the Martha’s Vineyard Airport. The grant is to reconstruct the main runway at the airport. The total project cost is $11.4 million. The project will begin at the end of the summer travel season this fall and is scheduled to be completed prior to the 2019 summer season.

Bob Rosenbaum, chair of the Martha’s Vineyard Airport Commission, credits the airport’s partnership with the Federal Aviation Administration.

“The Airport Commission has worked hard to foster a relationship with the FAA that allows us to work together to improve the Martha’s Vineyard Airport,” Rosenbaum said.

The rehabilitation of Runway 6-24 will be constructed by Lawrence-Lynch Corporation of Falmouth, Mass. The design and construction management was done by McFarland Johnson Inc. of Concord, N.H. The reconstruction was necessary because the runway, the only runway on the island of Martha’s Vineyard able to accommodate commercial airline traffic, has exceeded its 20-year design life. The project also will include the installation of no-taxi islands and electrical improvements to improve the safety of the facility.

“Martha’s Vineyard is a world-class destination and it deserves an airport of world-class distinction,” said Sen. Edward J. Markey, a member of the Senate Commerce, Science and Transportation Committee. “With this federal funding, Martha’s Vineyard Airport can restore its runway, ensuring it is as welcoming as the neighboring beaches. I am proud of this strong federal investment in Martha’s Vineyard’s economy, and I look forward to continuing the strong local-federal partnership with the region to address critical infrastructure needs.”

Martha’s Vineyard Airport is managed by the Martha’s Vineyard Airport Commission. It offers seasonal airline service by American Airlines, Delta Air Lines and JetBlue and year-round service by Cape Air in addition to robust general aviation facilities.

for them to get off the road. The road is pretty rough and some of it is old concrete. And there is no place for the water to go now, so it sits on the roadbed.”

In the past, engineers discussed moving the roadway to the other side of the railroad tracks or moving the railroad tracks, both pricey propositions.

Guyette wasn’t on staff at the time, but said, “I just know at one point I heard $40 million just to go three miles.”

The option of widening the road toward the Connecticut River was discouraged for fear of damaging the river. In the end, however, that’s the option NHDOT chose, putting in a place an extensive plan to protect the river. That’s the work crews are busy with now.

“We have to keep the river clean,” said Tim LePlage, Sargent site superintendent. “We are armoring 6,000 feet of the slope and putting in 80,000 cubic yards of riprap. We’re filling in the river. The toe is out in some places 25 feet from shore. We’re changing the shoreline there.

“We have a turbidity curtain anchored in the river. It keeps the silt from traveling down river. We’re containing it on site.

There are floats on top of it. There is some curtain that has a tail up to 25 feet deep in the river. You have to put blocks and weights to hold it down so the current doesn’t move it.”

Once the steep slope is armored, crews will be able to widen the road to 11 ft. lanes with 4- to 5-ft. shoulders.

“The challenge is they’ve got to build this access down to the river,” said Guyette. “They have to take all the trees see SARGENT page 18

Route 12 is bordered by the Connecticut River on one side and railroad tracks on the other, making widening a difficult and potentially pricey project.

For more than a decade, stakeholders in Walpole and Charleston have been trying to come up with a fix for an old rural stretch of highway plagued by numerous problems.

down on the existing slope. Then they have to have the means to get them out of there.

That’s why they’re building stone, so they can get trees out. Then, they’ll continue putting down stone.”

The DOT is trying something new on this project, which makes for an additional challenge for Sargent, Guyette said.

“We’re putting down infiltration stone BMP for two-thirds of this road bed,” Guyette said. “The first layer is going to be clean, 18-inch infiltration stone. What it is going to do is treat the water before it goes into the rest of the world. This water is going to come off surface of the road, have a place to settle and then will continue down the slope. It’s new to us.

“This is one lane alternating traffic and you have to put fabric down and keep the stone clean, then cover it and go forward.

He’s got to build one side of the road for a ways and then the other side. Everything has

to be paved in a timely manner. So again, that’s a challenge. We’re doing this to maintain water quality. There is no room here, either with the railroad on one side and the Connecticut River on the other. There is no room for even building temporary roads.

We’re pretty much constrained. That’s one of the hardest parts, to keep traffic flowing.

We have no room for temporary traffic.”

LePlage expects the river work will continue through the summer.

“Hopefully, we can start doing pipe shortly. In 2019, we’ll be doing box cutting, graveling and paving in sections. We’re going to have to shut down by winter. Due to the nature of the work, you can’t do the gravel in the winter with snow. And we’ll try to be out of river by winter. That’s why that’s pretty much all we’re doing now.”
