Complex South Hartford Conveyance and Storage Tunnel Under Way Of the Metropolitan District’s (MDC) Clean Water Project’s five components that will prevent the discharge of untreated waste water into the Connecticut River and nearby waterways, the South Hartford Conveyance and Storage Tunnel (SHCST) is the most complex and critical.

Currently, during storm events the sewer infrastructure in the South Hartford and West Hartford neighborhoods cannot accommodate the increased volume of storm water, and the result is untreated waste water entering waterways. Once the new SHCST is finished, it will provide the crucial storage space needed to store the waste water and storm water until it can be treated at the Hartford Water Pollution Control Facility.

Chappell Tractor Sales Inc. announced it has expanded to its third location in New Hampshire, with the absorption of the E. W. Sleeper Company at 391 Loudon Road in Concord, N.H. E. W. Baker-Polito Admin Celebrates Road, Bridge Projects Gov. Charlie Baker joined Transportation Secretary and CEO Stephanie Pollack, Acting Highway Administrator Jonathan Gulliver and MassDOT officials at a bridge replacement project in Braintree to underscore more than $315 million invested by the Baker-Polito Administration in Fiscal Year 2017 in 40 roadway and bridge projects impacting 19 cities and towns throughout the Greater Boston area.

The Baker-Polito Administration is visiting MassDOT Highway Districts to highlight the positive regional impacts of more than $2.8 billion spent since 2015 on highway construction projects and bridges, pavement, intersection and sidewalk improvements, and bike lanes, while authorizing more than $700 million in Chapter 90 local transportation funding for cities and towns. An additional $30 million has been invested through Complete Streets and Municipal Small Bridge programming to support local transportation planning and community bridges not eligible for federal aid.

Statewide, those investments have paved approximately 2,000 lane miles, enough to cross Massachusetts and back at least five times; installed 160 mi. of sidewalk, almost encircling the Quabbin Reservoir; and rehabilitated or replaced approximately 80 bridges. Projects include installing new safety equipment, optimizing traffic configuration, lane and intersection widening and promoting reduced congestion.

“By improving our highway infrastructure through investments in our roads and bridges, we can enable people throughout our cities and towns to travel to the places, jobs, and opportunities that strengthen our Commonwealth and its communities,” said Baker. “With [more than] $315 million invested in the Greater Boston area last year, and $2.8 billion

The event was held at the project to replace two bridges that carry Route 3 north and southbound over an I-93 onramp in Braintree. This $6.3 million project will involve replacing these two bridges in their entirety over two weekends this fall using accelerated construction techniques in order to minimize the impact on the traveling public.

Brazilian-Born Company Founder Thrives in Conn. Snow Eddie Damasceno grew up playing on equipment at his family’s farm in Minas Geras, Brazil. It created a passion that he brought with him to the United States and channeled into a thriving business.

“I loved being able to mess around and use equipment when I was growing up,” recalled Eddie. “My parents, Sebastian and Durcelei, came to the United States in 1988, and I joined them in 1997. When I finished high school, I knew I wanted something different than college, so I went to work. My dad had a residential landscaping business, so he helped me get started.”

When Sebastian decided it was time to retire as the recession hit in 2008, Eddie bought his father’s accounts and ran the business. After scraping by for two years, Eddie started Damasceno’s Landscapes & Construction LLC in 2010, which led to a shift in emphasis as well as rapid growth.

“Dad’s focus was more on residential landscaping, which took a hit during the recession,” explained Eddie. “An acquaintance got me into the commercial side, which is a little more difficult to maintain, but there was less competition and more jobs available.

Since then, we’ve really taken off.”

Today, Damasceno’s Landscapes & Construction handles maintenance on more than 100 commercial properties between spring and fall and plows snow at 38 sites in the winter. The company works throughout Connecticut and has a crew of 33 employees — including a fresh-out-of-retirement Sebastian.

The success of the Damasceno’s Landscapes has made the Construction part of its name feasible. The company also does site-development work for housing-complex projects by digging foundations, installing water and utility lines as well as performing asphalt paving. In addition, Damasceno’s handles some demolition and has a trucking division with five tri-axle trucks. That division hauls equipment for both Damasceno and outside customers. All aspects of the company have allowed Damasceno’s to remain self-sufficient.

“We can do everything in-house,” shared Eddie. “We started hauling because we didn’t want to wait on other people. Now, we have greater control, and it serves both our sitedevelopment and maintenance areas. It’s been a great addition.”

Serious About Snow It may seem odd for a person who grew up in tropical Brazil to thrive in winter weather, but Eddie has become well-equipped for handling snow. The company has contracts to remove snow for dozens of customers, including a trio of high-traffic, exit-service-centers on Interstate 95, and Damasceno’s takes serious pride in keeping the traffic moving smoothly throughout the snowy months.

“I’m not a big fan of winter, but it’s great for our business,” laughed Eddie. “Snow removal has become an important part of our work. We have zero tolerance for snow. The service centers we maintain are roughly 2 to 3 acres each. We keep an eye on the weather to be proactive. We have two machines at each site throughout the season to make sure we

can act quickly and keep everything clean and flowing.”

The commitment to snow removal has led to an increase in Damasceno’s Landscapes & Construction’s fleet. The company purchased three Komatsu wheel loaders from Edward Ehrbar and Sales Rep Andy Jett last year, and it rented another six to handle the winter work.

“Our blades are all steel to make sure we remove the snow, not pack it down, which can happen with a standard

rubber edge on a blade,” detailed Eddie. “The service centers are open 24 hours a day, so we have to make sure they are clear. We try to show up a half an hour before the snow to pre-treat with salt and solution, then we continue to clear until the snow stops.”

Southern Maine Community College is helping the state’s construction industry with a new program that provides Mainers a flexible pathway to grow their skill sets and advance their construction careers.

SMCC’s new Construction Institute, which launches this fall, was developed in collaboration with members of Maine’s construction industry to provide training that is essential to the industry. Builders have had trouble finding enough qualified workers at a time when southern Maine has experienced a surge in construction projects and low unemployment.

The Construction Institute aims to address the changing needs of students and the construction industry by offering convenient schedules and stackable courses that allow students to progress at their own pace, Ron Cantor, SMCC president said at the construction site of the future headquarters of Sebago Brewing Co. in Gorham.

“The Construction Institute teaches skills that are in high demand while allowing individuals to continue their education without having to complete an entire degree program,” Cantor said. “As an added benefit, students can apply the classes toward a degree or certificate in Construction Technology should they choose, giving them the option to further their education even more in the future.”

With Maine’s economy at full employment and an aging workforce, the new program will benefit Maine’s construction industry, said Jonathan Smith, president of Great Falls Construction in Gorham, who also serves as president of the Associated General Contractors of Maine trade association.

Great Falls Construction is building Sebago Brewing’s new headquarters and brewery.

“We’re doing a lot as an industry to bring the next generation of construction workers along,” said Smith. “Anything we can do along those lines will help. There’s no shortage of need from the industry.”

The Maine Quality Centers is providing grant funding for the Construction Institute to the first 16 qualified Maine residents. The five courses offered this fall are Building Concepts & Leveling; Print Reading; Tool Safety; Construction Safety; and Framing Methods.

After completing the program, students will earn a certificate of readiness and be able to explore job opportunities at a meet-and-greet session with employers. Additional information about Construction Institute is available on SMCC’s website.

For students seeking a certificate in Construction Technology, SMCC also offers a 24-credit one-year certificate that provides technical and hands-on experience and prepares people for a career in the construction industry.

Students completing the program receive an Academic Construction Certificate.

For students seeking a college degree, SMCC offers a two-year associate degree in Construction Technology.

Students may now enroll in the program for the Fall Semester.
