MassDOT is overseeing a road widening and bridge reconstruction project in Weymouth and Abington, Mass., that will widen and repave 4 mi. of Route 18 and replace a bridge that runs over commuter rail tracks on the highway that is 15 mi. south of Boston. P. Gioioso & Sons of Hyde Park, Mass., and D&R General Contracting of Melrose, Mass., are the lead contractors on the job, with Gioioso performing the bulk of the work and D&R focusing on the road paving. Joseph Gioioso, a project manager, said the company is using the Komatsu 360LCi-11 excavator and the Komatsu D61PXi-23 bulldozer on the job, intelligent machines with GPS control devices that make the job quicker and easier for operators. Gerry Carney, manager of CN Wood of Woburn, Mass., the equipment dealer that sold Gioioso the units, said, “The

excavator digs down so it doesn’t go through the plane and pulls back the bucket so it cuts down on over digging. It gives the operator more information on where he is on the job, drastically increases efficiency and makes the job quicker.” The control function on the machines allow operators to move material without worrying about digging too deep or damaging the target surface, which improves productivity, precision and safety on the work site. The GPS function of the machine utilizes 3D design data loaded into the machine’s monitor to show machine position relative to target grade. When the bucket reaches the target surface, automation kicks in to limit over excavation. “The 360LCi-11 is flexible and versatile enough to be at home on almost any job site,” said Jason Anetsberger, senior product manager of Komatsu America. Gioioso said the company also is using a Link-Belt RTC8050 crane, a rough terrain crane with four steering modes. see MASSDOT page 14

Fed Judge Clears Path for $1B Railroad Bridge Plan

NEW HAVEN, Conn. (AP) A federal judge has cleared the way for state and federal transportation officials to move forward with a $1.1 billion project to replace a 122year-old movable railroad bridge in Norwalk. U.S. District Court Judge Stefan Underhill ruled against opponents of the plan, who argued in a lawsuit that there are cheaper alternatives for replacing or fixing the span. The existing Walk Bridge, or Norwalk River Railroad Bridge, carries four tracks that serve about 200 trains daily, including Amtrak. It swings open to allow larger boats coming in from Long Island Sound to pass through to reach a gravel company, a marina and a once-industrial waterfront area that now holds chic condominiums. But a conservation group, Norwalk Harbor Keeper and others say that unlike a century ago, few boats with tall masts currently pass in and out of the Norwalk River. They had suggested replacing the current bridge, which pivots to open and allow tall vessels through, with a fixed span or welding the current bridge shut. They said that would save taxpayers millions of dollars and cause less disruption to the environment. In his ruling, Underhill said the plaintiffs lacked standing to sue. He also found the government made its decision properly after considering other options. He said transportation officials had determined, for example, that the Coast Guard and other agencies would not approve further limiting navigation under the bridge. “Defendants reasonably believed, based on comments made during initial scoping, that the agencies that would need to sign off on the project would not do so unless current

navigability was maintained,” Underhill wrote. Messages seeking comment were left for attorneys in the case. Judd Everhart, a spokesman for the state Department of Transportation, said numerous alternatives for the project were considered and the department believes it has been responsive to the concerns of all of the project’s stakeholders and the community. “We will continue to engage the public on design and construction progress for this critical project that is necessary for the future of Norwalk and the Northeast Rail Corridor,” he said. Handwritten logs from bridge staff show the bridge was opened 78 times in 2016, excluding tests. Of those, more than 30 for were for a single boat. The 564-ft.-long Walk Bridge, a hulking steel structure that rotates on a circular pier, is projected to see its rail ridership double by 2065. It has been prone to getting stuck in the open position, delaying commuters on the Metro-North Railroad, which takes commuters to and from New York. The U.S. Department of Transportation has said the $1.1 billion price tag includes engineering, rights of way and construction costs, including a new four-track interlocking system that will allow trains to switch tracks, improvements to another nearby rail line and rail storage area and other related railroad and bridge projects. Connecticut has received about $161 million in federal funding for the bridge from a program intended to improve the resiliency of infrastructure after Superstorm Sandy. The agency also intends to use other federal funds during construction. 

Baker-Polito Celebrate South Coast Rail Groundbreaking Gov. Charlie Baker, Lt. Gov. I applaud the Baker-Polito Administration for finally making this long-promised project a reality.” South Coast Rail early action projects currently under way have included infrastructure work on track, culverts, and bridges as well as the acquisition of land for stations: • Special track work: awarded to Progress Rail in December 2018 with shop drawings submitted for approval; • Early action culverts: awarded to JF White in March 2019 with right of way clearing having begun and the first culvert installed in late April 2019; and • Early action for four bridges: contract

awarded by MassDOT Board in April 2019. Other South Coast Rail activities have included: • Developing Phase 1 operations and maintenance cost; • Advancing a portion of the Northern Corridor’s 30-percent design; • Development of MBTA commuter rail station design standards; • Ongoing community meetings; • Developing scopes for Force Account Agreements with utility companies, Mass Coastal Railroad, Keolis Commuter Services, and Amtrak; and • Property acquisition for station sites. In April 2019, MassDOT and the MBTA announced that the South Coast Rail Program recently reached two critical Phase 1 milestones. First, a finance plan was completed and fully funded in the Commonwealth’s Capital Investment Plan. Second, the U.S. Army Corps of Engineers (USACE) approved the final federal permit required for the program to advance. With a recently agreed upon total program cost of $1.047 billion, Phase 1 of the South Coast Rail Program will be funded 100 percent by the Commonwealth through a combination of general obligation bonds and special obligation bonds to be issued under existing authorization for the Rail Enhancement Program. The MBTA is not required to issue any revenue bonds that might otherwise impact the

MBTA’s future operating budgets. All bond cap provided to the South Coast Rail Program will be in addition to the bond cap that MassDOT currently receives to fund its capital plan. There will be no reduction in bond cap allocated to MassDOT as part of the South Coast Rail Finance Plan. Other permitting milestones that have been achieved this year include the final USACE approval and the issuance of the Chapter 91 License, MassDEP 401 Permit, and the Mass Coastal Zone Management Consistency Review. South Coast Rail Phase 1 program management and oversight also is currently transitioning from MassDOT to the MBTA with the MassDOT Highway Division and Rail Group continuing to manage early action projects. Additional elements of South Coast Rail Program Phase 1 work include: • Extending the existing Middleborough Line service using diesel-powered trains to New Bedford and Fall River; • Reconstructing 17.3 mi. of the New Bedford Main Line and 11.7 mi. of the Fall River Secondary; • Upgrading the existing Middleborough secondary track from Pilgrim Junction to Cotley Junction (a distance of 7.1 mi.); • Constructing two new layover facilities; and • Constructing six new stations. MassDOT, MBTA OK $18.3B Capital Investment Plan The Massachusetts Department of Transportation Board of Directors and MBTA Fiscal Management and Control Board today voted to approve the five-year $18.3 billion MassDOT and MBTA Capital Investment Plan (CIP) for Fiscal Years 2020-2024, an increase of approximately $1 billion over the last five-year CIP. The CIP includes all MassDOT road and bridge projects, public use airports, rail and transit, including the MBTA and Regional Transit Authorities as well as the Registry of Motor Vehicles. The CIP includes investments that vary significantly in scale and in purpose — from small-scale maintenance projects to large-scale multimodal modernization projects. The CIP identifies and includes long-term investments and funding obligations to maintain, modernize, and expand the Commonwealth’s transportation system. MassDOT Oversees Widening, Paving Project Over Railway

Tom Akins, a MassDOT area manager said the bridge that will be reconstructed goes over the commuter rail tracks in Weymouth. “It’s an old-style bridge and the reconstruction accommodates the widening of the road,” he said. Gioioso said, “The bridge will be installed with an accelerated bridge construction technique. We’ll offset the bridge from its final location on a designated weekend before moving it to its final location.” He said the company will utilize slide-in construction that utilizes temporary supports parallel to the existing bridge

while the new bridge is built and slid into place. The new bridge foundations will be 360 ft. long and 80 ft. wide. The road widening will transform the section from two lanes to four. “It’s now a single lane in each direction,” Gioioso said. Upgrades to the highway will include adding two travel lanes in each direction from Highland Place in Weymouth to Route 139 in Abington. Gioiso and Akins acknowledged that the road widening is being done to accommodate the development at the site of the old Weymouth Naval Air Station at Union Point. “Housing units are being built so the road is being

signals, stations, and other infrastructure work; • $86.7 million for 24 accessible vehicles to address new demand from the Green Line Extension; and • $29.4 million for mitigation including buses. $1 billion for the South Coast Rail Project. This project will provide rail service to accommodate the existing and future demand for public transportation between Fall River/New Bedford and Boston, enhance regional mobility and support smart growth planning and development strategies in southeastern Massachusetts. The 2020–2024 CIP includes full funding for Phase 1 construction and service via the Middleborough route. The scope of work includes: • 1 mi. of track and Right of Way upgrades; • six new Commuter Rail stations; • two new overnight layover facilities; and • reconstruction of 28 grade crossings, 14 bridges and 63 culverts. $913 million for the Green Line Transformation. This a portfolio of more

than 90 projects aimed at holistically revitalizing the Green Line. It unifies all existing projects and new initiatives to form a cohesive investment strategy and unified Green Line capital program. To meet the needs of today and the future, the MBTA is making significant investments to improve safety and reliability, modernize the system, increase capacity, enhance accessibility, and procure the next generation of Green Line trolleys. Investments in this CIP include: • $296 million in track and signal improvements, including significant efforts on the D branch and within the Central Tunnel that will reduce delays and eliminate speed restrictions; • $214 million to begin procuring the Type 10 Green Line light rail vehicles, which will be fully accessible and larger than the existing fleet to address rider demand. This CIP includes the initial down payment for a complete fleet replacement estimated at more than $1 billion; • $83 million for the Green Line Train Protection System; and • $55 million for rehabilitation of the Lechmere Viaduct in order to accommodate the heavier Type 10 vehicles. $538.6 million for the Commuter Rail Safety and Resiliency Program. This

includes investments to improve the safety and resiliency of the Commuter Rail system, including the implementation of Positive Train Control (PTC) and Automatic Train Control (ATC). The total cost of this program including investments in past years is $930.8 million. The investments in this CIP include: • $171.9 million to complete implementation of Positive Train Control across all Commuter Rail lines; and • $313.8 million to upgrade signal systems to Automatic Train Control on the North Side Commuter Rail Lines. $146.5 million for the HopkintonWestborough I-495/I-90 Interchange Improvement Project. This major project will improve safety and operational efficiency at the system interchange of these two nationally and regionally significant interstate highways. This project will increase safety for all movements within the project area and improve traffic conditions for the movement of people and goods. The total cost for this project including investments in future years is approximately $300 million. This project is currently in the design and environmental review phases More than $2.3 billion in funding for

municipalities. The CIP includes several different programs that provide state and federal funds either through direct grants or reimbursements to cities and towns, and/or by leveraging private investment in support economic development. This includes: • $1 billion for the Chapter 90 Program; • $1.2 billion in federal funds programed for municipal projects through the MPO process; • $56.2 million for the Municipal Small Bridge Program; • $50.2 million for the Mobility Assistance Program; • $40.5 million for the Complete Streets Funding Program; and • $15 million for the Industrial Rail Access Program. Public feedback went into preparation of the final CIP: MassDOT held 13 public meetings in addition to briefings for stakeholders, and received 934 comments providing input on proposed plans. In the coming weeks, the Baker-Polito Administration also plans to file a transportation bond bill, which will include authorization to support several items in the FY2020-2024 CIP, as well as future investments in the Commonwealth’s transportation system. 
