A massive $30 million overhaul of the southbound span of the Gold Star Memorial Bridge on I95 between the Connecticut cities of New London and Groton has begun. The project that kicked off on April 1 is slated to conclude at the end of November 2018. Once the work is complete, the span is expected to last about 25 years.

Skanska Builds New Recreation Center for Boston College Skanska has signed a contract to build a new recreation center for Boston College in Massachusetts. The contract is worth $113 million, which will be included in the United States order bookings for the second quarter of 2017.

operating rooms with room to expand to 10; 48 inpatient beds with the capability of expanding to 60 beds; a postanesthesia care unit (PACU) featuring 27 beds; complete imaging center including radiology, MRI and CT scans; rehabilitation facilities; a motion laboratory study center; a center for sports and fitness; and after-hours orthopedic urgent care services.

The Francis T. Maloney High School project encompassed the renovation, addition and selective demolition of an existing high school into a like new 283,000 sq. ft. high school. The school was constructed in four major phases over three years to allow the school to remain open and occupied during construction.

Fully renovated areas include two full gymnasiums with locker rooms, natatorium, 950 seat auditorium, cafeteria, and kitchen. Additions included a classroom wing, media center and musical wing. The finished school embodies Meriden Public Schools’ vision of providing a “modern, first class student-centered learning environment.”

Baker-Polito Admin Awards More Than RITBA Completes $14M in Green Communities Grants Phase I of Pell Bridge The Baker-Polito Administration awarded $14,043,257 in Green Communities competitive grants to 72 municipalities across Massachusetts to fund clean energy projects. With this announcement, the largest in the program’s sevenyear history, the Department of Energy Resources (DOER) has awarded more than $80 million to Green Communities grants since the program’s inception. One hundred and eighty-five Massachusetts cities and towns have currently earned the Green Communities designation.

Deck Repair Project The Rhode Island Turnpike and Bridge Authority (RITBA) announced that the first sequence of the deck repair project on the Newport Pell Bridge was completed two days before its scheduled completion date of June 29. This work, which began on May 16, consisted of a partial depth hydrodemolition and replacement of the concrete roadway deck from curb to curb for 200 ft. of the westbound and eastbound lanes to the east approach of the Bridge (Newport side). The contractor removed the concrete deck down to the rebar and fresh concrete has been poured. This work required permanent lane closures and single travel lanes in each direction.

During July and August work will be performed from underneath the bridge using barges to focus on the removal of the existing steel bearings from the bridge’s original construction in 1969 and replace them with new and modern elastomeric bearings. As a result there will not be any permanent lane closures during these months on the bridge.

However, there will be ongoing maintenance work associated with other projects, which will require periodic lane closures during non-rush hours as well as some nights.

Overweight vehicles with gross vehicle weight (GVW) over 80,000 lbs. will be prohibited from crossing the bridge.

Starting Sept. 19, the above deck work will recommence and will continue through December 2017. This stage will again require permanent single travel lanes in each direction.

Cianbro’s Sarah Long Bridge Team Reaches Safety Milestone The effort to replace the old Sarah Long Bridge began with mobilization to the job site in October of 2014. Throughout the months since then, the Cianbro team has remained injury free, despite the tremendous hazards that are inherent in a project of this scope, and the large workforce that is necessary to have a hand on the work.

According to Senior Project Manager Kaven Philbrook, Cianbro’s crew performed thousands of crane picks that were maximum capacity picks on the Sarah Mildred Long Bridge Replacement project.

The original plan was to celebrate the Sarah Mildred Long Bridge Replacement team’s remarkable safety performance when the Cianbro safety hours tally reached 900 work days and 400,000 hours without an OSHA recordable injury. By the time the hard working Cianbro team was able to take a brief time-out for a celebration, they had racked up an additional two months’ worth of safe work days. So, on June 2, the team settled down to a celebratory lobster bake commemorating 960 work days and 440,000 work hours without an OSHA recordable injury.

The safety feat encompasses the full duration of the massive Sarah Long project. The effort to replace the old Sarah Long Bridge began with mobilization to the job site in October of 2014.

Throughout the months since then, the Cianbro team has remained injury free, despite the tremendous hazards that are inherent in a project of this scope, and the large workforce that is necessary to have a hand on the work.

Cianbro Safety Manager Mike Franck said the biggest part of the team’s success springs from the expectation that was agreed upon by every team member from the start: Everybody would have each other’s back.

“And I think what is happening now is people are really identifying the hazards out in the field,” said Franck. “They’re letting their team members know if their face shield is not down or if they don’t have their safety glasses on. People are taking ownership of their safety.

“It’s not just about policies and procedures, it’s about how they’re going to take ownership of the next move they make: ‘Will it be just following the policies, or am I going to say from point A to point B, I’m going to watch out for every hazard or anything that happens on the job, whether it’s moving equipment, overhead loads, whatever.’ We’re making sure to have that situational awareness all the time while we’re on The Sarah Mildred Long Bridge Replacement is nearing its fall completion date. the project.”

Senior Project Manager Kaven Philbrook added that Cianbro’s safety performance is especially significant because of the hazardous nature of the work.

“We have thousands of crane picks that are maximum capacity picks,” said Philbrook, who mentioned a task that Infrastructure Vice President Keith Anderson has held up as an example of Cianbro safety in action, in the midst of heavy and complicated operations.

“We installed over a million pounds of steel in two different counterweight boxes at the bridge.

Over two hundred picks from the ground to 200 feet in the air — each pick, although not heavy compared to the other lifts we do every day, presented a risk in itself. By focusing on every detail and not getting complacent the team completed the task safely. We have another two hundred plates to go and will no doubt accomplish the balance of the operation safely by continuing to do what the team has done from the beginning and that is communicate and look out for each other.”

The team currently is sprinting down the home stretch toward a fall completion date. The stunning visual impact of the new bridge has inspired positive comments from increasing numbers of local citizens, according to Cianbro team members. Still, the safety accomplishment ranks high upon the team’s priority list.

“The safety performance by the Sarah Long Team sets a great example,” said Senior Project Engineer Pete Malikowski. “Not only are we building a great looking job, but the safety performance has been our proudest achievement down here.”

Deterioration Leads ConnDOT to Begin Bridge Repairs

span. The huge size of the bridge — the southbound span includes five lanes of traffic, three through lanes and two exit lanes — requires the crew to stay on a steady project plan.

Connecticut Department of Transportation officials report that improvements are needed to repair deterioration from road salt, debris and wear on the bridge.

The Gold Star Memorial Bridge is a pair of steel truss bridges that carry both Interstate 95 and U.S. Route 1 across the Thames River. It is actually a set of twin bridges, but they are generally spoken of as a single bridge. Each bridge features 11 spans, which is the distance between two intermediate supports for a structure.

Construction of the bridge took place from 1941 to 1943, opening to traffic on Feb. 27, 1943. In 1951, the bridge was designated as the Gold Star Memorial Bridge in honor of armed forces from Groton, New London and Waterford who

were killed during World War I, World War II and the Korean War. “Virtually all businesses and industries in the area depend on the bridge for access,” said Kevin Nursick, a spokesman of the Connecticut Department of Transportation (ConnDOT).

The bridge is the largest structure in the state with more than one million sq. ft. of deck area, and the longest bridge in the state at 6,000 ft. Its 11 highway lanes are needed accommodate heavy daytime traffic crossing the bridge.

“Traffic has steadily increased along I-95, one of the major corridors in Connecticut,” Nursick said. “Peak summertime traffic reaches 55,000 vehicles per day.”

Northbound Bridge Work Starts in 2018 A more extensive $200 million improvement project for the northbound bridge is scheduled for a spring, 2018 start.

It will include major steel strengthening of girders and trusses, complete deck replacement, bearing replacement, maintenance painting and substructure repairs to piers and abutments.

Like the southbound span, the northbound bridge span includes five lanes of traffic including three through lanes

and two exit lanes.

Current construction on the southbound span includes concrete deck patching, membrane application, paving, joint replacements including deck ends where needed, steel repairs and coatings and bearing repairs and replacements.

Work also includes overhead sign replacement and associated parapet reconstruction, electrical upgrades and illumination.

Heavy equipment on site includes aerial lifts including man-lifts, snooper vehicles that work under the bridge, loaders, excavators, mobile concrete mixers, paving equipment and dump trucks.

About 4,500 cu. yds. of asphalt will be laid over the course of the project.

Small amounts of steel will be removed for recycling.

“Generally speaking, steel is recycled or salvaged for ConnDOT projects,” Nursick said.

Bridge of Tallahassee, Fla., has been hired for construction inspection services.

The project has about 10 subcontractors on duty. They include Quaker Construction Services of Millville, Pa.; Santoro Construction of Syracuse, N.Y.; Garrity Asphalt Reclaiming Inc. of Bloomfield, Conn.; and KTM Electrical Contractors of Orange, Conn.

About 40 construction workers are on duty daily at the project site.

One of the biggest challenges of the project is maintaining traffic and access to the bridge during construction.

Crews also must deal with logistical and safety challenges.

“Many of the bridge spans are over water and very high up,” Nursick said. “The main truss sections are very deep as well, making them difficult to access and install shield.”

Necessary Lane Closures Four lanes of traffic will be shifted to the right side of the bridge during the initial project. A work zone will set up on the left side of the bridge with barriers running down the middle of the bridge.

Additional off-peak hour lane closures may be neces-

sary to expedite the needed repairs, which are numerous.

Crews will use concrete patches to fix places on the bridge where concrete is falling apart and will replace reinforcing steel where needed.

Workers will lay new asphalt and replace the old membrane underneath the asphalt. Expansion joints will be replaced as well.

Lighting improvements also are planned to better illuminate the bridge at night.
