Conn. Couple Donates $20M for Norwalk Hospital Expansion Carol Bauer described Norwalk Hospital in Connecticut as “the health care monument on the hill,” and with a $20 million donation from her and her husband George, the facility is about to see a monumental expansion.

The New Canaan couple’s contribution will help Norwalk Hospital build and upgrade the healthcare facility’s new 188,000-sq.-ft. Patient Pavilion, the largest expansion project in the hospital’s history.

The seven-story pavilion is slated to be built on the southeast corner of the hospital campus, and will replace the Community Pavilion, constructed in 1953, and the Tracey Pavilion, built in 1918.

The Hour, Norwalk’s daily news source, reported that when construction on the hospital is complete, the Patient Pavilion will be the centerpiece of the hospital’s “Building Our Future. Together. The Campaign for Norwalk Hospital,” a $250 million investment over the next five years by Nuvance Health, the facility’s owner.

“It positions us well for the future. It’s such a great reflection of the Bauers’ longstanding commitment to the community,” said John Murphy, president and CEO of Nuvance Health, at a May 11 event to announce the donation. “I also think it will serve as a catalyst to a lot of other donors in

the community to come forward and commit to the hospital’s bright future.”

Carol Bauer echoed Murphy’s sentiments, and hopes the announcement will be a kickoff for the community to take part in the campaign.

Patient Pavilion to Be 21st Century Facility The new patient pavilion will feature 60 single-bed private rooms, a new labor and delivery unit, a 17-bed postpartum unit, a newborn intensive care unit (NICU), a modern intensive care unit (ICU) and step-down unit, and the latest medical equipment and technology, according to Nuvance Health.

The campaign also will support renovations throughout the hospital and its outpatient facilities, and a deeper investment in staffing and community-based health care programs, according to Nuvance Health.

George Bauer noted that some of the buildings date back to the 1920s and “really are in bad need of repair.”

“It’s often times better to replace than repair and that’s what we’re doing,” he said of the hospital’s initiative to re-balance its inpatient and outpatient services across the

Trio of Bridges Undergo Upgrade On U.S. Highway 4 in N.H. Three bridges are being rehabilitated this summer on U.S. Highway Route 4 in Canaan, N.H., work that state officials hope can be wrapped up late this fall before wintry weather sets in.

The Valley News, in nearby West Lebanon, reported May 15 that construction has already begun on the bridges spread over about 4.5 mi. of U.S. 4.

While the projects went out to bid before the passage of the Infrastructure Investment and Jobs Act (IIJA) last fall, that infusion of federal funding into the state has helped keep the contractor on schedule, said Bill Cass, assistant commissioner for the New Hampshire Department of Transportation (NHDOT).

The first of the three bridges is near the Enfield/Canaan town line and spans the Mascoma River. During its construction, the state boat launch near the river bridge will be closed, according to NHDOT. The second span crosses Crystal Lake Brook near Mascoma Valley Regional High School; and the third bridge is on the Indian River near the Dollar General.

They are being treated as one project and will cost $1.6 million.

Beck & Belluci Inc., based in Franklin, N.H., is the lead contractor.

Traffic lights will be affixed to the end of each bridge’s construction zone, allowing for alternating one-way traffic. Motorists traveling

U.S. 4 the second week of May have already been stopped at the site of the bridge on the Enfield/Canaan town line.

Because of their proximity to one another, Cass said, “it was a good project in terms of efficiency to bundle a few of these bridges together in one project and impact traffic once instead of three times.”

He noted that NHDOT predicts a busy summer for improving the three road structures.

The plan is to work to finish one side of each bridge before Beck & Belluci shifts its efforts to the other side so the project can be wrapped up by the end of the construction season.

All of Canaan’s emergency vehicles have been equipped with devices that will allow them to override the temporary traffic lights, town administrator Mike Samson told the Valley News. He does not expect the construction to affect response times, although it may lead to some headaches from motorists.

“Anytime you put a couple of one-way zones in two different spots it’s going to impact traffic,” Samson said.

Upgrades Part of N.H.Ês 10-Year Bridge Update Approximately 7,800 vehicles crossed the bridges over the Mascoma River and Crystal Lake Brook in 2020, with 6,000 traveling over the Indian River span, according to information compiled by NHDOT. By 2040,

the state agency projects that 9,500 vehicles will cross the bridges over the Mascoma River and Crystal Lake Brook annually, and 7,400 will drive across the bridge at the Indian River.

“There are definitely more people traveling through New Hampshire and safe roads and bridges are our goal, so we’re trying to maintain the system,” Cass said, adding that U.S. 4 is an important road for the region.

Each of the bridge structures fit into New Hampshire’s 10-year bridge update project, the state’s plan for keeping its bridges in good condition.

“With that new funding, we’re essentially able to update that program from what it was before and we’re able to advance a lot of the bridges,” Cass said.

2023 to See More Area Bridgework While it is possible to take Blackwater Road around the first two bridges, there is not a good detour for avoiding the U.S. 4 crossing of the Indian River, according to Samson.

In 2023, two bridges on Grist Mill Hill and Potato roads, both of which span the Indian River, will be replaced using funding from the American Rescue Plan Act (ARPA) of 2021, he told the Valley News. Each of the two routes connect to U.S. 4.

that have too much rust to be repaired and a wooden deck that “was becoming more difficult,” Samson explained. The Grist Mill Hill span is made up of steel beams and a concrete deck. Together, rehabbing them will cost around $2 million.

The town of Cannan has been setting aside money to meet the 20 percent match typically needed from New Hampshire towns for bridge projects.

“One way or another we were going to replace the Potato Road bridge within the next 12 months,” Samson said. “With the new money, we’re accelerating the start of construction [of both Potato Road and Grist Mill Hill Road].”

Without the federal funding, he said the Grist Mill Hill bridge likely would have taken another three years. Additionally, the IIJA funding helps free up more money for other flood mitigation efforts, including adding a large culvert and raising a part of Potato Road, which typically floods after heavy rainstorms.

There also are plans to enlarge former train trestles under portions of the Rail Trail and replace the bridge that leads to the Canaan transfer station near the racetrack.

“It’s pretty vital,” Samson said of the federal funding. “We’re not a very rich community.

Our tax base is limited so it’s a way for us to complete projects that otherwise would be delayed for years.” 

Mass General Brigham Gets Nod to Build $2B in Expansions Boston’s Mass General Brigham (MGB), the dominant health system in Massachusetts, has received state regulatory approval for a trimmed down, $2 billionplus expansion for two of its major hospitals, despite widespread concerns of out-of-control spending by the enterprise.

The state Public Health Council (PHC) signed off on the system’s requests during a meeting in early May, according to Fierce Healthcare, an online newsletter.

The news came after MGB called off a controversial $223.7 million plan to build new outpatient surgical centers due to push back from state watchdogs, and the Massachusetts Department of Public Health (DPH).

Per MGB’s initial proposal, the three facilities in the Massachusetts communities of Westborough, Woburn and Westwood would have provided ambulatory surgery alongside a blend of primary care, behavioral health and specialty care.

While the outpatient surgical centers may be off the table for now, MGB is still moving ahead with its other planned expansions — $1.9 billion toward two new towers at Massachusetts General Hospital (MGH) and $150.1 million to renovate and add 64 beds at Brigham and Women’s Faulkner Hospital.

The green light from DPH comes after critics of the medical system’s various expansion plans cited the projects as a likely driver of higher healthcare spending within the state. Of note, these concerns led the Massachusetts PHC to turn down a request for 94 new licensed beds at MGH. “The two new buildings at [Massachusetts General] and the addition of new inpatient floors at the Faulkner will significantly enhance our ability to provide the highest level of care for patients, increasing access and enhancing the care experience,” MGB president and CEO Anne Klibanski said in a statement. “[MGB] is committed to working in partnership with the state to lower the cost of healthcare in Massachusetts, while building a new continuum of care, ultimately improving patient health outcomes.”

The council’s approval is conditional and requires that Brigham and Women’s Faulkner and Massachusetts General each report new annual data on patient transfers and contribute more than $100 million toward community health initiatives.

System Pauses Plans for Three Outpatient Centers Earlier, in April, the Boston Globe reported that MGB had pulled back on the controversial effort to build three outpatient surgical centers in the communities outside Boston.

Mass General Brigham put a hold on the plans after it could not receive an endorse-

ment for the centers from the DPH, according to a statement from the health system.

“Mass General Brigham remains dedicated to transforming care delivery so that our patients receive the right care in the right place at a lower cost,” Klibanski added in her statement, cited by the Globe.

“We will continue to honor our commitment to provide the best care to the 227,000 patients we currently serve at Mass General Brigham affected by the [DPH]’s decision.’

The expansion project, which MGB said in its announcements and ad campaigns would reduce healthcare spending by offering higherquality care outside of the city, had faced months of stiff resistance from local social services, health equity and provider organizations, such as UMass Memorial Health Care, based in Worcester.

In addition, last November, Massachusetts Attorney General Maura Healey’s office released a report outlining potential factors of the expansion that could contribute to higher future costs for state regulators to “consider” during their analysis. 

N.H. to Keep Route 12 Open as Engineers Rethink Road Work As a temporary measure, New Hampshire highway officials will reopen state Route 12 through Charlestown to vehicles at the end of May while engineers develop a new longterm plan to stabilize the road, weakened by heavy rains last summer.

The Eagle Times, published in nearby Claremont, reported that repair work on NH 12 resumed April 18 after more than a month-long stoppage due to complications that arose during the construction, according to a statement released by Kathleen Mulcahey-Hampson of the New Hampshire Department of Transportation (NHDOT).

The important highway along the Connecticut River in the southwestern part of the state connects communities such as Charlestown, Walpole and Rockingham, Vt. In her statement to local community officials on April 19, Mulcahey-Hampson said that repairs to make NH 12 drivable to motorists will take approximately six weeks to complete, barring unforeseen weather delays.

“The immediate repair is an interim solution, subject to the same conditions and issues that cause the road to be closed [at the present],” she noted. “Additional drainage work is planned, which will improve conditions to some degree. [The NHDOT] will

continue to monitor the roadway while the alternative analysis is being done to determine a long-term solution.”

Last SummerÊs Heavy Rains Undermined Roadway Construction initially began in January to repair the 600-ft. section of NH 12, which collapsed in July 2021 after an overabundance of rain, followed by flooding, eroded the highway’s ground support.

NHDOT awarded the $2.64 million project to Casella Construction, of Mendon, Vt., and spent months of planning and negotia-

tions with abutters, particularly the owners of the railroad tracks that run parallel to the highway.

As part of an agreement with the railroad company, the transportation agency’s repair plan included the construction of a soil nail wall to help stabilize the ground on the east side of the road to strengthen the embankment and prevent future landslides, in addition to a monitoring system to detect ground shifts during construction.

Around March 5, during construction, the monitoring system detected “excessive movement” in the ground, the Eagle Times reported, which NHDOT officials attributed in part to high groundwater and fluctuating temperatures. In response, the railroad rescinded its approval of the soil nail wall.

As part of the current, short-term repair, the embankment will be stabilized, and NH 12 will be rebuilt and paved so that the section of the roadway can reopen to two-way traffic.

“We do not believe it would be safe for public use of the road during construction and it would hinder the work,” MulcaheyHampson explained in her statement.

“However, at the request of the [Charlestown] police chief, [our department] and [the] contractor will provide access for

emergency vehicles during off-hours of construction.”

The long-term solution will be further investigated within the NHDOT’s comprehensive Ten-Year Plan project, she added.

State transportation officials have already selected a consultant and have begun to study available alternatives.

Charlestown Area Forced to Adjust to Road Closure Blocking access to NH 12 has proved to be a strain on communities throughout the area, including Claremont, Charlestown, Walpole, and Bellows Falls, Vt., the Eagle Times reported.

The Fall Mountain School District had to adjust its bus routes, pickups and schedules, including calculating additional time to commute students to and from school, according to the news source. Charlestown officials and residents also conveyed concerns about moving bus routes onto the community’s other local roads, which they feared would create additional wear.

In addition, retailers in Charlestown have reported a significant loss in customers due to the drop-off in vehicle traffic through town as many commuters have had to change their driving routes. 

To put this package together, Nick worked closely with Justin Jennett of United Construction & Forestry. The closest heavy equipment dealer to N.A. Manosh, United

Construction & Forestry was still a good 50 mi. away.

According to Nick, “We had a lot of objectives in making this purchase. We needed to make a better product. We needed to make a lot more product. We needed to lower our production costs. Ideally, we wanted to see our fuel consumption drop and we had to get great service from whomever we were going to make the purchase from.

“Justin Jennett with United Construction & Forestry was the right man for the job. We already knew John Deere equipment. My dad started the company with a John Deere tractor, and we had done some business with Justin in the past.

“But this was a big purchase, and it took a lot of hand holding on Justin’s part. The price had to be right, and he put together a great lease-purchase for us. It gave us an opportunity to use the equipment and know and have full confidence that it was going to

meet all of our expectations before pulling the trigger on such a significant investment.

“The John Deere 844 loader was perfectly matched in size to meet the production capacities of our new Kleemann aggregate production line. We found out in a hurry that you needed a big loader to keep up with these Kleemann machines. With the crushers we were looking for a quality name that we could be as comfortable with as we are with John Deere.

“Kleemann is owned by John Deere; it has a reputation as being first in its class; and in our case, it’s serviced by the John Deere dealer who is located nearby, and it all came together in one nice package.

“The product we’ve been getting from the Kleemann spread has exceeded our expectations. Right away we were able to eliminate our wash plant. We process from the jaw to the scalper to the cone to the screening plant.

Using that configuration, we were able to

completely get away from washing. So, we don’t have to use any water and that makes our stone as clean as possible.

“The first year we did see a little bump upwards in our maintenance costs. We were all trying to get used to new equipment and that took a transition. This year our maintenance cost is down dramatically, and everything is running smoothly. Our operators needed to transition to a different type of operation as well.

“We did get a little nervous. There was a name change that happened during the process; Nortrax became United Construction & Forestry, which made us a little nervous. We were told nothing would change and we would continue to see the same level of service and so far, they have certainly held up their end of the bargain.”

Peabody Breaks Ground On Elementary School Upgrade City officials in Peabody, Mass., broke ground on a major upgrade for William Welch Elementary School June 6 that its supporters said will update the building for both its current and future students.

“There’s a wonderful spirit in the Welch School, and to have that reflected in the building will be great,” Peabody Mayor Ted Bettencourt commented at the event.

The Welch School was originally built in 1972, but since then it has had only minimal improvements, the Salem News reported.

The new improvements will update classrooms, create a new entryway, expand the library, reconfigure the nurse’s office, make the school more secure and replace classroom windows — along with new air conditioning, ventilation, electrical, plumbing and heating systems in the building.

Construction is set to begin at the elementary school later this summer, according to the News, with an expected completion by the fall of 2024.

Fourth-grader Lucas Machado was one of six Welch School students who spoke at the groundbreaking. He said that while he will not attend the school anymore once it is finished, he is happy that other children will get to enjoy it.

“First, I am feeling happy today that we’re getting a new school because others will have a new place to learn,” he said.

“Second, kids will have a better time on the new basketball court and playground.”

Peabody Leaders See School as Worth Costs Officials originally estimated the project to cost just under $30 million, with the Massachusetts School Building Authority reimbursing approximately 60 percent of the money spent on it.

But Bettencourt said the rising costs of construction materials will likely exceed the initial project estimates.

“It’s going to be challenging these next couple of years as we work through this project,” he explained. “It’s going to be a difficult project at times, but it’s going to get some outstanding results.”

The improvement project has been a long time coming, “but it was worth the wait,” said School Committee Member Beverley Griffin Dunne, who has been a major proponent of the enterprise.

She said the groundbreaking marks a new chapter for the school.

“The Welch School project is designed to give a new life to the building behind us,”

Griffin Dunne said at the ceremony. “But most importantly, it will allow this building to continue on and provide a safe and nurturing environment to the children of Peabody.”

Griffin Dunne’s four children all attended the school and joined thousands of former students who went on to have successful lives as parents, doctors, lawyers, engineers, chefs, nurses “and so much more,” she said.

“So many people over so many years have made this school special,” she continued. “Once you become a member of the Welch School family, you’re a part of a pretty special group. Today, we welcome new members to the family.”

Griffin Dunne’s welcoming was extended to the project’s architect, Boston’s DiNisco Design Inc.; project manager Dore + Whittier, from Newburyport; and construction manager Consigli Construction, based in Milford.

“This school touches the future and will continue to do so for many more generations,” she added. “Thank you all for working so hard on this project, for working for so many years to make this possible.”

Second-grader Priscyla Santos DaSilva told the crowd of students, city officials and Massachusetts lawmakers, including state Sen. Joan Lovely and State Reps. Tom Walsh and Sally Kerans, that she is excited to see the school once it is done.

“I am so happy that we are rebuilding the Welch School. I’m excited that we are going to third grade,” Priscyla said. “I hope my new teacher is nice.”

She also said she wants her classroom to have a new board and bright windows.

“I would like it if our room had lots of light,” she added.

In fact, the school’s windows have been a problem for years, Griffin Dunne told the Salem News.

The plexiglass material used to make them has clouded with age, and only two windows in each classroom, except for one that has all clear windows, have been replaced with new materials so that the students can see outside.

Helen Apostolides was principal of the Welch School from 1992 to 2003. She came back for the groundbreaking too, and said it was nice to see a lot of the items she once had on the school’s plan to address — including new windows — come to fruition.

“All children deserve a good school to go to,” she said. 
