Tasks Lie Ahead for Tribal Casino After Legislation Passes HARTFORD, Conn. (AP) The tribes that run Connecticut’s two casinos have won the long-sought approval of the General Assembly to run a third one, but there are still major tasks ahead as they seek to fend off competition from Springfield, Mass.

Federal and local authorizations are needed before the Mashantucket Pequot and Mohegan tribes can begin transforming a former movie theater complex in East Windsor into a $300 million satellite casino, which will be 25 minutes away from the $950 million MGM Resorts casino, opening in late 2018. MMCT Venture, the company created by the tribes, also needs to finish designing its new gambling and entertainment center and obtain financing while dealing with the legal challenges expected from MGM and others.

“We’ve got a few things in the hopper, a few things we have to focus our efforts on to get to the conditions where we can put shovel in the ground,” said Mohegan Tribal Council Chairman Kevin Brown. “We are positively on a path to do that.”

Brown said he hopes construction can begin by the end of this year.

The final day of the legislative session, the House of Representatives gave final approval to a bill authorizing the 200,000-sq.-ft. casino, which is expected to have 2,000 slot machines and 50 to 150 table games. Under the bill, the state will receive 25 percent of the revenue generated from the slot machines and table games.

Democratic Gov. Dannel P. Malloy said he anticipates he will sign the bill.

Malloy will then have to sign off on an amended compact between the state and the tribes, something Brown said will

Senate Gives Final Approval for More OTB Parlors HARTFORD, Conn. (AP) The Connecticut Senate gave final legislative approval to a bill that would expand the number of off-track betting facilities across the state.

Under the provision, Sportech Venues can have eight more off-track-betting licenses, for a total of 24 locations.

The locations will be subject to local and state approval.

The bill was crafted to garner votes for another bill authorizing the Mashantucket Pequot and Mohegan tribes to build a border casino in East Windsor. It cleared the Senate 22-14, and now heads to the governor.

Ted Taylor, president of Sportech, said the company applauds the legislation increasing the number of OTB facilities. However, he said “more work needs to be done” to protect its 400 jobs in clarify the tribes’ existing exclusive rights to casino gambling in Connecticut, adding how “it’s changing nothing.”

The federal Bureau of Indian Affairs, which has provided technical assistance letters saying the new casino won’t threaten the state’s existing revenue-sharing agreement with the tribes, needs to formally sign off. Brown said he expects

Connecticut. Without offering any specifics, he said Sportech is willing to work with the state toward “a fair arrangement” that will allow the company to build on its investment in Connecticut.

Like the two tribes, who own and operate Foxwoods Resort Casino and Mohegan Sun, Sportech has voiced concern about the impact of competition from the MGM Resorts casino being built in Springfield, Mass. Sportech operates an OTB venue in nearby Windsor Locks.

The bill that cleared the Senate also creates a new entertainment sharing agreement between the tribes and venues to recruit entertainment acts, and requires the Department of Consumer Protection to set up a framework for sports betting in anticipation of the federal government possibly permitting it. that process will take six weeks.

MGM, which lobbied against the bill, has called the whole process unfair. It has a lawsuit pending against the state. Uri Clinton, senior vice president and legal counsel for MGM, said the company will “continue to vigorously advocate in the courts as we seek to protect the constitutional rights of any company hoping to do business in Connecticut.”

Any legal challenges from MGM shouldn’t affect the tribes’ construction plans, Brown said.

“We promise to move forward and build this facility in East Windsor,” he said.

Passage of the casino bill marked the culmination of a two-year push by the tribes to pass legislation allowing the state’s first casino on non-tribal land, an effort they contend will help save jobs at their existing casinos and preserve the $250 million the state receives annually in slot machine revenue.

It had appeared questionable in the waning days of the session whether the bill would pass. However, lawmakers secured enough votes in the House by negotiating a separate “sweetener” bill, which, among other things, expands the number of off-track betting parlors and sets the stage for possible sports betting, to deliver more support.

Brown said the tribes also agreed to provide the financially strapped state with $30 million in advance tax payments, a measure that he predicted will be included in the unfinished, new two-year state budget.

Mashantucket Pequot Tribal Council Chairman Rodney Butler said he credits the frequent presence of Foxwoods and Mohegan Sun casino workers at the Capitol bill’s passage.

“I think that message resonated with the legislature throughout,” he said. He and Brown also credited Malloy with recently saying publicly that he preferred legislation benefiting the tribes rather than a competing bill that would have opened the process to other casino developers, such as MGM. “What was a 50-50 proposition all of a sudden turned into a pretty overwhelming vote,” Brown said.

Connecticut’s O&G Industries Receives 2017 Innovation in Education Award O&G Industries, Connecticut’s largest privately-held construction company, received the Midstate Chamber of Commerce’s Innovation in Education award for the O&G Builds program at Platt High School in Meriden, Conn.

O&G Builds is a nine-month experiential learning program in which high school students earn credits while learning hands-on about careers in construction. As a part of the program, students get a behind the scenes look into the construction of their school, while engaging in interactive lectures from the project management team, design team and trade contractors as the project moves through the final phases of construction.

The O&G Builds program has been recognized with the Connecticut Construction Industries Association (CCIA) Community Service Award in 2014 and the Midstate Chamber of Commerce Recognition for Business & Education Excellence in 2015.

The Falmouth Conservation Commission had been seeking restoration of the overgrown fields to native grassland for many years, but lack of funding was one factor that had prevented any real progress. However, in January 2016, several local conservation groups banded together to share resources, and by the end of the year were able to recruit the help of the U.S. Fish and Wildlife Service and Team Rubicon.

The Connecticut Department of Transportation (CTDOT) is announcing that two projects to be completed in advance of the Walk Railroad Bridge replacement project will begin in October, not July as originally anticipated. The delay is required to align the planned activities for these projects — the CP243 Interlocking Project and the Danbury Branch Dockyard — with other active projects in the area.

These projects are independent of the replacement of the 121-year-old Walk Railroad Bridge over the Norwalk River in Norwalk.

CTDOT will hold a public meeting on the construction details of the projects on a date to be determined in September at Norwalk City Hall. The meeting will begin with an open house session, where attendees will have the chance to speak one-on-one with the Walk Bridge Program staff, followed by a brief presentation on the project scopes and specific information regarding construction. This meeting will occur in place of the anticipated June Public Meeting.

The CP243 Interlocking project is located on the New Haven Line between South Norwalk and Westport. CP refers to the control point, 2 refers to the New Haven Commuter Line and 43 is in reference to the nearest mile post on the rail line, marked from Grand Central Station in New York City.

This project includes the construction of a new four-track interlocking which is a powered switch and signal system that allows trains to move from one track to another.

Case and Team Rubicon Team Rubicon — a veteran-led disaster response organization — has partnered with the U.S. Fish and Wildlife Service to create opportunities to provide heavy equipment training to returning veterans. A key component is Team Rubicon’s partnership with Case, which provides both training and heavy equipment through its dealer network. Case dealer Robert Childs Inc. of South Dennis, Mass., donated all of the heavy equipment to be used in the Coonamessett Reservation land clearing project.

Tasked with clearing the land of brush, trees, invasive vegetation, overgrown foundations and even an old tennis court from the site’s former days as a resort property, the U.S. Fish and Wildlife Service and Team Rubicon accomplished the job at no cost to the local municipalities, saving tens of thousands of dollars in equipment rental fees and labor costs.

This project not only made huge strides in continuing to restore the natural landscape of the area, it provided Team Rubicon with an opportunity to train its heavy equipment operators for wildfire, hurricane, tornado and other landclearing disaster response scenarios.

The Danbury Branch Dockyard project will improve and electrify the southern portion of the 24-mi. branch line, from where it splits from the main line to approximately one mile north, to the area commonly referred to as the Dockyard. The Dockyard is where trains are stored and staged when not in use on the mainline, located near Science Road and Interstate I-95. These improvements will allow commuter trains that begin or end in Norwalk to turn, or switch direction.

The Walk Bridge Program is developing mitigation plans to address community concerns during construction of the two advanced rail projects. The plans outline site safety, resource protection, community and construction coordination mitigation and will be implemented during construction.

What’s Next?

Now that the land has been cleared, local conservation groups plan to plant a variety of grasses and other native perennial species to restore the natural sandplain grassland.

Plant species also are being selected to help boost the native butterfly species of the area. A mowing and prescribed burn plan will be scheduled to manage this rare habitat and control invasive plant species.

In addition, large stumps and other materials left over from this project will be used in a nearby Coonamessett River restoration project. The project will incorporate logs, root structures and slash materials along and within the reconfigured, more meandering waterway to change stream flow, which will improve breeding habitat for native fish species as well as enhance the surrounding wetlands for other local wildlife.

In 2003, the Merrimack Valley Planning Commission identified the Methuen Rotary as being deficient, and five years later, MassDOT completed its own study and confirmed the earlier findings. One of the statistics used to demonstrate the interchange’s deficiency was the crash rate being 7.5 times MassDOT photo higher than the statewide average.

“The main thrust of the job was to build a new bridge over the relocated local roads under I-93,” said Rich Masucci, project manager for E.T. & L. “To maintain three lanes of traffic in either direction on I-93, the contract called for us to build a new bridge in thirds and work our way across the highway.”

Of the work involved to reconstruct the rotary, E.T. & L. subcontracted out a substantial portion of the specialty trades, such as the signage, line painting, structural steel erection, paving, guardrail, fencing, and landscaping. Masucci said that they usually have five crews working at any given time, and over the course of the project, these crews have excavated 180,000 cu. yds., (137,620 cu m) and placed 200,000 cu. yds.

One innovation on the project that Balboni is proud to share is the use of intelligent compaction.

“It’s a pilot program that MassDOT initiated at the request of the Federal Highway Administration,” he explained. “All the compaction on the mainline and the new ramps have been done using modern vibratory rollers with GPS technology and instrumentation that monitors the impact of the roller into the ground and the resulting rebound. It gives us an indication not only of the amount of compaction, but in the locations that the machine has passed. It’s something that’s new that’s being done in pilot programs around the country and this is one of the first in Massachusetts.”

Gov. Charlie Baker, Transportation Secretary and CEO Stephanie Pollack and MBTA Acting General Manager Brian Shortsleeve held a groundbreaking ceremony to celebrate the construction of the new Blue Hill Avenue Station on the Fairmont Commuter Rail Line.

“Construction of the Blue Hill Avenue Station is a long-awaited milestone for the Mattapan community,” said Baker.

“Commuter rail access to and from Mattapan at the Blue Hill Avenue Station will provide faster and affordable access to jobs, educational opportunities, and economic growth along the entire Fairmount Line corridor.”

“This new station will serve as a vital connection to housing, jobs, retail destinations, and entertainment options,” said Pollack.

“Having a commuter rail station stop off Blue Hill Avenue will open doors to a whole new world for many people who have been eager to have an efficient way to travel between their homes and downtown and to other major destinations.”

and a quarter mile from Mattapan Square, featuring a center-island platform and two covered, fully accessible pedestrian ramps.

The station’s construction contract was awarded to McCourt Construction in January 2017 in the amount of $16.97 million. Blue Hill Avenue Station is expected to open to Fairmount Line customers in 2019 after a two-year construction period.

Construction of the new Blue Hill Avenue Station on the Fairmount Commuter Rail Line will take place on weekends and in the evening weekday hours that began on June 3, for up to 24 months. During this time, weekend Fairmount Line trains will be replaced with dedicated shuttle buses between Morton Street and Readville Stations in both directions. Train service will be uninterrupted between Morton Street and South Station, in both directions. On weeknights, the last two outbound Fairmount Line trains from South Station will be replaced with dedicated shuttle buses serving all stops between South Station and Readville.

“Once you train the operators, and you can train them fairly quickly, they can all do a first-class job, even a young apprentice,” he said.

With a little more than a year left before the completion deadline, Masucci said they are on schedule or a little bit ahead.

“The key for us so far is to try to complete a stage in the time of the year when you can install asphalt paving,” he said. “We’ve been able to do that so far.”

This is welcome news to the drivers and the neighbors who have had to navigate through and live next to a construction zone for the past three years. In spite of the public concerns about noise during the night and the project design, Dan Fielding, the public and legislative liaison for MassDOT said “I’ve heard nothing but positive things.

That’s a credit to the project team out there and the contractor.”

And this is praise that Balboni seconds: “This project is successful because we work as a team — Dave and Jeff and the crew [at Jacobs Engineering], and E.T. & L. folks work together. We have weekly job meetings. We get answers quickly when we need them. And that’s what you need to get a big job like this one done successfully and done on time or early.”

With the project steadily approaching completion, MassDOT also recognizes the benefits of the collaborative efforts everyone brought to the project.

Museum Tries to Save War Boat From Lake Bottom

MONTPELIER, Vt. (AP) More than two decades after it was discovered at the bottom of Lake Champlain, a Revolutionary War gunboat may see the light of day under a museum plan to raise, preserve and put the vessel on display.

The Spitfire, a 54-ft. boat that’s part of a fleet built by Benedict Arnold before he turned traitor, sank a day after the 1776 Battle of Valcour Island, helping delay a British advance down the lake.

“At the end of the day, the obligation to try to preserve the Spitfire for future generations and be able to utilize it as a connection to the formative years of this nation proved to be the overwhelming value that drove us,”said Art Cohn, co-founder of the Lake Champlain Maritime Museum, which is planning the work.

The Spitfire represents the hundreds of shipwrecks in Lake Champlain and other waterways that provide links to the nation’s past, Cohn said.

The Spitfire’s sinking made it possible for the 1777 American victory at the Battle of Saratoga, a key moment in the American Revolution because it led to French recognition of the fledgling United States of America.

The boat is “the closest contact you can have with the men and women of the past,” said John Krueger, a retired University of Vermont history professor who serves on a committee that promotes the lake’s environmental and cultural resources.

The Spitfire was found during a 1997 sonar survey of the lake. Museum divers check on it yearly. Its mast is still erect and the bow cannon still in the firing position.

The ammunition and other artifacts from the battle are buried in mud.

For almost 250 years, the Spitfire has been protected by the cold water of the lake. But Cohn said its future is in danger because of the expected arrival in the lake of quagga mussels, an invasive species that has reached the Great Lakes and could potentially destroy metal fastenings that hold the vessel together.

The book “A Tale of Three Gunboats” is being published by the Maritime Museum and the Smithsonian. Cohn, one of the

authors, said he and others chose to put the Spitfire plans in a book so the public could be more involved in the process.

The three boats featured in the book are the original Philadelphia, a sister vessel to the Spitfire that was recovered from the lake in the 1930s. The Philadelphia II, a replica made by the Maritime Museum that still plies the waters of Lake Champlain, is the second. And then there is the Spitfire.

Navy Lt. Chloe Morgan, of the Naval History and Heritage Command, which manages more than 17,000 sunken artifacts from ships to airplanes, said officials are aware of the proposal to raise the Spitfire, but they have not yet received it formally.

“These are incredible cultural resources, Morgan said. “Our biggest mission is to share naval history and heritage with the public and artifacts can be a great way to do that.”

The five-phase plan for raising and preserving the Spitfire calls for planning and construction of a facility on the Burlington waterfront where the Spitfire would be preserved before it is brought to the surface between 2024 and 2026.

The preservation process, which strengthens the cell structure of the wood with chemicals, would take 15 years. Meanwhile, a museum building, somewhere near Plattsburgh, N.Y., would be constructed.

Under the plan, the preserved Spitfire would be delivered to the new museum between 2038 and 2040.

The book does not have specific plans for funding beyond a public private partnership.

The first two years of planning would cost an estimated $1 million while the 22-year process would cost about $44 million.
