MaineDOT used the Accelerate Bridge Construction technique to reconstruct the Veranda Street bridge in Portland as the key part of a project that will be completed later this year.

Using the ABC technique, the old Veranda Street bridge was demolished on April 22 and the new bridge opened on April 25.

“Conventional bridge construction techniques would have

involved the construction of a temporary bridge and would have likely created traffic congestion for three or four years,” MaineDOT (MDOT) said. “This ABC method compressed significant traffic impacts to a period of 60 hours.”

Cianbro of Pittsfield, Maine, was the lead contractor on the job and was assisted by Shaw Brothers of Windham, Maine.

Boston’s Sumner Tunnel Set to Undergo Monroe Hires New Extensive $157M Repairs, Restoration Product Support Rep. at Conn. Location After nearly a century of service, the Sumner Tunnel running beneath Boston Harbor, a heavily traveled route linking East Boston and Logan International Airport to the rest of the city, is about to undergo an extensive restoration.

Beginning June 10, the Massachusetts Department of Transportation (MassDOT) will commence repairs and closures of the 88year-old tunnel, that will not only affect Boston motorists, but residents and businesses in the North End, East Boston and South Boston, state officials said.

According to the Sumner Tunnel Project’s page at MassDOT.com, the almost 2-mi.-long roadway passage is to be shuttered on most weekends throughout the rest of 2022, until it is shut down completely for four months in 2023 to perform a “top-to-bottom restoration.”

The Boston Globe reported that the $157 million Sumner Tunnel restoration work will address a host of issues, including exposed rebar on the ceiling, crumbling concrete, rusted reinforcements, cracked wall panels, broken light fixtures and poor pavement conditions. The ventilation, drainage, security and fire suppression systems also need to be brought up to code, MassDOT told the Boston news source.

The effort to modernize the dilapidated gateway to downtown Boston will mean removing and replacing the tunnel’s ceiling and arch support, reconstructing the tunnel deck, replacing the roadway surface, repairing walls and installing fireproof panels.

Plans also call for the Sumner Tunnel to have new LED lights, a new fire alarm system and closed-circuit cameras.

“After a thorough review of construction plans and impact reports … the best way to move forward is a fourmonth shutdown in 2023, with weekend closures before and after the full shutdown to complete the project,” described MassDOT on the project’s web page. “This is a fast schedule that involves project-acceleration techniques and economic incentives to

keep things on track.”

Starting the weekend of June 10, the Sumner will close from 10 p.m. on Friday to 5 a.m. on Monday for 36 weeks, excluding holidays, according to the MassDOT Sumner Tunnel website.

The full shutdown is slated for May 2023, when the tunnel will be closed seven days a week through September.

Following that, weekend closures will return and continue intermittently until February 2024, the transportation department explained.

MassDOT Has Plan to Address Public Concerns Still, the agency admitted, the repairs and closures will bring more traffic to East Boston and South Boston and will cause “unpleasant noise and vibrations” in the North End. MassDOT officials told the Globe, though, that noise and vibration will be monitored and “noise suppression devices, enclosures and barriers” will be used as needed. In addition, the construction team will use wetting agents and secure covers on trucks to keep dust under control.

MassDOT predicts East Boston residents also will see “more traffic, noise and pollution,” and the number of vehicles will undoubtedly increase in South Boston and along the waterfront as drivers detour through the Ted Williams Tunnel.

The state agency added that shutting off the public from using the Sumner Tunnel “is not a decision we’re making lightly. We know the project will impact commuters, travelers and surrounding neighborhoods in different ways. We are committed to finding ways to lower these effects and reduce impact across the board.”

Detour routes will be clearly marked, and informational signs will be posted at intersections in East Boston to make people aware of the restoration project and when the tunnel will be closed, MassDOT said.

When it opened in 1934, the Sumner Tunnel was the only tunnel that ran under the harbor, and it carried traffic in both directions. It was the first traffic tunnel in Massachusetts, and it is still

one of the oldest in the country, according to MassDOT.

Area Residents Have Various Opinions East Boston resident Andrew Pike, a board member of the Jeffries Point Neighborhood Association, said people in his neighborhood are worried about what lies ahead when the tunnel is closed.

“Everybody’s absolutely dreading it,” Pike told the Globe in a phone interview. “It’s going to have a major impact on people trying to get downtown.”

When the Sumner Tunnel toll booths were removed in 2017, he added, there was a “dramatic amount of traffic” as drivers were detoured through the Ted Williams Tunnel. He said he “can only imagine” what it will be like when the Sumner is shut down for several months.

“The weekend closures [are] one thing. When it’s closed completely for months at a time... I think it’s going to have [a] significant impact on the level of traffic trying to go through the Ted Williams Tunnel,” Pike commented, adding that there also are concerns about the impact on emergency services.

“There’s no real hospital on this side of the tunnel,” he explained, and the work will increase travel times to other Boston hospitals.

In contrast, another East Boston resident, Neelesh Batra, who serves on the board of the Gove Street Citizens Association, said he understands why the work needs to be done on the Sumner Tunnel.

“I’m OK with it. I know our infrastructure is old,” he said. “I’m not exactly sure how they would go about the repairs they are trying to do without shutting it down like this. The full closure is going to be a headache. But it sounds reasonable, and we will get through it.”

MDOT Eyes Reducing Crashes Codman Yard Project to Improve With New Roadway Geometry Reliability of MBTA’s Red Line A construction contract to expand and upgrade Codman Yard, a rail yard near Boston, has been advertised to bid, it was announced May 20 by the Massachusetts Bay Transportation Authority (MBTA) in a press release.

The Codman Yard project is part of the Authority’s Capital Program and Red Line Transformation (RLT).

Planning for the Veranda Street Bridge replacement project began in 2016. Construction began in March 2021. Crews built the foundations for the new structure beneath the existing bridge while also building two new bridge decks on the east side of the interstate. Each of these new bridge decks weighs approximately 800,000 lbs. and was set atop the new foundations during the interstate closure. will allow Codman Yard to park more than 100 cars.

MBTA added that other improvements include updating the inspection pit, the Ashmont double crossover and vehicle wash, in addition to the lighting and power throughout the yard to provide an expanded, improved and fully functioning railroad yard.

“Executing these improvements will bring several benefits to the entire Red Line system,” said Angel Peña, the transportation agency’s chief of capital transformation. “Our plans to improve and expand Codman Yard [will] increase capacity, site security and safety, and decrease overall noise. As we strive to provide our riders with a more reliable system and the best quality of service possible, these advancements will help us achieve that goal.”

“What we are looking at is a renovation addition that will bring us into the future,” Simon Paddock, a Sawyer Free Library trustee and chair of its Capital Projects Committee, said while speaking to the Gloucester Daily Times.

The Gloucester Lyceum and the library have served the seaport on Cape Ann from the corner of Dale Avenue and Middle Street for 138 years. Next year, the city will mark 400 years since its first settlement.

The Sawyer Free Library is a popular retreat in the northeastern Massachusetts town, as nearly 15,000 people, just under half of Gloucester’s population, hold a library card.

Project Fundraising Is Ongoing Library officials recently previewed what the “2025 Sawyer Free Library” project will involve, saying construction will start in early 2023 and take approximately 18 months.

During construction, the library will remain open, but will move to a temporary location that has yet to be determined, Jenny Benedict, the library’s director, told the Gloucester news source.

The project will be funded through philanthropic donations supported by an integrated media fundraising campaign that launched the second week of May. A $9.3 million matching grant from the Massachusetts Board of Library Commissioners Construction Grant Program is expected to pay for a third of the estimated cost, according to the Daily Times.

A provisional grant announcement is expected this summer.

Including the grant, the campaign has thus far raised $14.1 million, the newspaper reported May 11.

Library officials said the goal is to increase annual visits by 25 percent, public programming by 25 percent, and the number of programs hosted by its many partner agencies by 50 percent.

Updated Gloucester Library Desperately Needed Marion “Mern” Sibley, president of the library’s Board of Trustees, said a lot has changed since the Monell Building, the

library’s main building, was completed in 1976.

In speaking with the Daily Times, Sibley said the present library lacks meeting space, restrooms need to be updated to be fully compliant with the Americans with Disabilities Act (ADA), and there are no private reading rooms. In addition, the building’s systems have reached the end of their usefulness, and the building is unsuited for modern technology.

The original structure, the historic Saunders House, was built in 1764 and converted to library use in 1884. It was added

onto in 1913 and again in 1976. The Saunders House is presently used as staff offices and storage. A separate project is planned to restore and open it to the public.

The Gloucester newspaper reported that the push to update the library dates to 2016, when officials submitted a schematic design to the Massachusetts Board of Library Commissioners to replace the Monell Building in its entirety.

Those plans are currently in the design and development phase, he told the Daily Times, which includes refinements to the interiors and exteriors.

Boston-based Oudens Ello Architecture is the library’s architect and has started the process of selecting a construction manager.

In February, the Gloucester City Council approved “construction manager at risk” as the preferred procurement method for the project. This approach allows the project to have the construction manager involved much earlier in the process.

What Features Will Be Found in Renovated Library?

The expansion project will increase the library’s space by using a portion of the parking lot at the back of the building

— something Paddock said has always been contemplated.

“That space was made available for the addition early on in the project,” he explained.

The architect’s plans call for the first floor to be a large reading room with book stacks as well as a quiet reading room and a 14-seat conference room.

Other additions and upgraded portions of the library include: • A dedicated space for children and teens on the second floor, areas that are now found on the ground floor. A separate teen room will feature a creation space where they can do homework, meet friends, or explore creative interests.

• On the ground level, a 100-seat community meeting room with a kitchenette, presentation area and flex space offering after-hours access is to be built. Additionally, it will feature a digital maker space with an audio and video recording studio, and a climate-controlled Local History Center that chronicles Gloucester’s history.

• The Matz Gallery, where local artists display their work, will be expanded in the walkway connecting the library and the Saunders House.

• The project will preserve the library’s popular outdoor amphitheater out front.

Paddock added that accessibility, sustainability, health and safety have been key components of the Sawyer Free Library project. For instance, the building’s front entrance on Dale Avenue will be made handicapped accessible — something which it is currently not.

Peter Lawrence, a member of the Capital Projects Committee, told the Daily Times that to tackle climate change, the new library’s buildings will be LEED Gold Certified Net-Zero-Ready with energy efficient systems, solar panels and battery backup that could serve as an educational demonstration project.

He explained that the library plans to secure a 100 percent renewable energy source for the added electricity. 

Lebanon, Maine, Hopes New Work Moves Forward On New Bridge Will Be Built Soon Wing of Brattleboro, Vt., Hospital A new timeline has been established to restore a vital link between two communities on the Maine-New Hampshire border after they were cut off more than 10 years ago.

Back in 2012, the span over Salmon Falls River that connected the New Bridge Road in Lebanon, Maine to Milton, N.H., was demolished after it was deemed unsafe. It was located next to the New Bridge Marina in the small Maine community.

Since then, those living along the road feel as if they have been cut off.

“It was fairly busy,” said Joel Dockham, who has lived on New Bridge Road for more than 30 years. “Just business-wise, [with] the marina and stuff, I know that really hurt.”

While there are other ways to get into New Hampshire, the detour adds miles to the drive, noted Portland, Maine’s WGME-TV in a recent report. There also have been concerns with public safety since the closest fire and police station are just across the river in Milton.

“It probably adds another five minutes or so,” Dockham said, noting that Milton’s two first-responder stations are off Town House Road, which led to the razed bridge.

In recent years, plans and dates have been put forward on when the bridge could finally be replaced. The town of Lebanon has even set aside $140,000 for the project.

“Just the promises of, ‘Yeah, we’re going to do it, we’re going to do it,’ but it

hasn’t happened,” Dockham told the TV station. “You kind of hear a date but then it comes and goes. So, it’s a little frustrating.”

Reconstruction Could Begin in 2024 The CBS13 I-TEAM, WGME-TV’s investigative news division, contacted the transportation departments in both Maine and New Hampshire recently to find out where the project stands.

Maine DOT said it would be splitting the project 50/50 with the New Hampshire Department of Transportation (NHDOT), but that the latter is taking the lead on the new bridge’s construction. Both agencies noted that an agreement was signed in March, followed shortly thereafter by the start of the design process, CBS13 reported.

“The final design should be finished in 2023,” the two state agencies wrote in a joint statement. “Construction is likely to happen in 2024, and the plan is to put in a single-span bridge on the same alignment as the previous structure.”

According to NHDOT, the new bridge connecting Milton, N.H., to Lebanon, Maine, is estimated to cost around $2 million with both municipalities expected to contribute some of the funding.

Folks on both sides of the river who once relied on the bridge are keeping their fingers crossed that the project will finally become a reality.

“I’d just like to see the bridge back,” Dockham said. 

Despite a few challenges, construction is back under way at Brattleboro Memorial Hospital (BMH) in Vermont for its new surgical wing, scheduled to open in a few months.

“Since construction started, we have had some delays resulting from COVID restrictions, as well as labor shortages,” Gina Pattison, director of development and marketing at BMH, told the Brattleboro Reformer.

“We had hoped to open the building in April, but now plan to have the Ronald Read Pavilion open in early July.”

The Vermont office of HP Cummings Construction Co., located in Waterbury, is managing the building effort.

At approximately 27,000 sq. ft., spread over four floors, the hospital’s new wing allows BMH to replace and increase the size of the existing operating rooms to provide a more efficient workflow and meet size requirements.

The construction of the medical center also will be able to: • Upgrade BMH’s central sterile processing area to a larger space and provide a more efficient flow of equipment.

• Relocate and make larger its minor procedure area and post-anesthesia care unit to be closer to the new operating rooms.

• Add more and larger spaces for storage.

• Move existing medical practices into a more modern and efficient space.

• Provide a larger and brighter space for the cardiac rehabilitation department that is more accessible to patients.

Rob Prohaska, the director of plant services at BMH, gave the Reformer a tour of three

new operating rooms under construction and described the project as being all about modernizing the hospital.

“This is giving us more room for what we have in terms of services here at Brattleboro Memorial,” he said.

Unlikely Source Donated $6M to Hospital Project Initially expected to cost about $22.7 million in 2017, the project’s price tag now is estimated to be $26,750,895, Pattison told the Brattleboro news source, adding that the revised projection has been approved by the Green Mountain Care Board, which reviews and establishes community hospital budgets in Vermont.

The Reformer noted that a document from the hospital recently submitted to the board read, “Now, with all permits obtained, and having weathered the COVID-19 public health emergency, project construction has resumed, but the cost of needed labor, materials and equipment to fully construct the project as applied for has increased significantly.”

The construction’s costs are being partially paid for with a $6 million bequest from Ronald Read, who died at age 92 in 2014.

Read, who worked as a janitor and lived in Brattleboro, quietly amassed an $8 million fortune after investing in the stock market and donated funds to not only the hospital, but the town’s Brooks Memorial Library as well.

In addition, BMH took out a $12.5 million bond for the project, and other investment funds will be used to cover the costs, according to the document submitted to the board. 

the existing bridge, remove the rubble and use massive self-propelled transporters to lift the prefabricated bridge deck into place, officials said.

The new bridge was built in two sections that were installed after the old bridge was demolished.

Demolition of the old bridge began as soon as I295 closed on April 22. The last beams from the old bridge were removed late morning on April 23. SelfPropelled Modular Transporters (SPMTs) began moving the new southbound bridge span into place and then moved the new northbound span into place.

This was the first time MaineDOT used SPMTs. The SPMTs were provided by Mammoet of Rosharon, Texas, a company specializing in engineered

heavy lifting and transport of oversized and heavy objects.

“Mammoet utilized our MJS300 [modular jacking system] and 48 axles-lines of SPMTs [self-propelled modular transporters] to move bridge spans related to the Veranda Street Bridge project in Maine,” said Amanda Lunsford, Mammoet marketing manager.

“Mammoet was allotted 12 hours to move both the southbound and northbound spans into place and set; however, this was accomplished in only 9.5 hours.

Each span weighed 800,000 lbs. [400 tons] and measured 80 feet long by 47 feet wide.

“This was the first time that Mammoet used its MJS300 system and cradles on a highway bridge,” she added. “The one-of-a-kind innovative system is integrated in that it allows the jacks to sit in cradles, which are built inside the trailer. This saved our client see VERANDA page 18

time and money by not requiring the set up and transport of two separate systems [a jacking system and a falsework system], which are typically required. Mammoet jacked each span up 18 feet in the air using 14 cassettes in the modular jacking system raising the bottom of girder approximately 20 feet off the ground. Each span was precisely moved on 48 axle-lines [12 x 4 lines] of SPMTs and set into position, aligned and lowered.

“Mammoet employed a crew of six, plus three iron workers. The project was executed ahead of schedule and without incident or injury. The new bridge is designed to last for the next 100 years. This was the first accelerated bridge construction project ever completed in Maine.”

“We did demo work, grading and paving for the project and placed geofoam below the bridge,” said Chris Dyer, project manager of Shaw Brothers.

The company used Cat 329, John Deere 225 and Komatsu 170 excavators on the project, a Cat 938 loader, a Komatsu D39 dozer and a Volvo wheel loader, he said.

More work on this project will continue in the coming months. MaineDOT is planning another paving operation in October. Parts of the interstate roadway on either side of the new bridge will likely settle as much as one inch throughout the next several months.

This is normal and expected. All work is scheduled to be finished by the end of 2022, MaineDOT said.

When the project is completed, the reconfigured Veranda Street will consist of two 11-ft.-wide vehicle travel lanes, two 5-ft.wide bicycle lanes, a 5-ft.-wide sidewalk on the north side of the road and a multi-use path on the south side that extends to the Martin’s Point Bridge. The revised roadway configuration also will allow for an open green space between the reconfigured Veranda Street and the nearby shoreline.

This change accounts for nearly 1.5 acres of roadway/median to be converted into the green space area.

The construction contract for this project is approximately $18.1 million. The total project cost (including engineering and design work) is approximately $20.8 million.  CEG
