Massport’s $1.3B Capital Plan Features Funding for Logan Airport Upgrades The Massachusetts Port Authority (Massport) board of directors unanimously approved a three-year, $1.3 billion spending plan that invests approximately $300 million into new projects including roadway optimizations, runway rehabilitation and net-zero carbon emission initiatives.

According to a report from the State House News Service (SHNS) in Boston, while a majority of the capital investment plan focuses on ongoing or completed projects, the new

Burlington Finally OKs Contract to Build Champlain Pkwy.

At its meeting April 25, the Burlington City Council unanimously approved a $45 million contract to build the first phase of the Champlain Parkway, a landmark moment in the decades-long effort to get the Vermont roadway built.

The announcement was made in a news statement from the office of Burlington Mayor Miro Weinberger.

The project was stuck in limbo for 35 years after construction had begun before its entire funding could be secured for completion.

When the two-lane project is finished, set for 2027, the effort will improve traffic circulation, alleviate overburdened roadways, protect Lake Champlain through enhanced stormwater management, and improve vehicular, bike and pedestrian safety in the southwest section of the city, according to Weinberger’s news release.

The sole bidder for the $45 million project, which includes $4 million in contingency costs, was Williston, Vt.-based S.D. Ireland Brothers and Kubricky Construction, from Wilton, N.Y. Their joint bid came in nearly $14.5 million higher than initial estimates, likely due to inflation and the war in Ukraine, which has driven up energy costs, according to Seven Days, an

online Vermont news source.

The 2.8-mi.-long, 25-mph Champlain Parkway will begin at the Interstate 189 interchange on Shelburne Road, run north from Home to Lakeside avenues, then east onto Pine Street, where it would extend up to Main.

Initial work this summer will focus on project segments off Pine Street to coordinate construction with the Shelburne Street Roundabout project, as Pine Street is a key detour for the roundabout. Scheduled to end in October 2024, this part of the project will not make a new connection to the interstate highway system and, therefore, is not projected to increase overall traffic in the area, the release said.

By phasing construction of the Champlain Parkway, the Weinberger administration and city council said it can work with the public in the future to decide when the community is ready for the second phase of the project that will make the interstate connection.

The second and final phase is planned for 2025 through 2027 and will be coordinated with other Burlington South End projects through the South End Construction Coordination Plan, minimizing impacts on residents and businesses.

City Fought Hard to Get Parkway Project Moving Again Funding for the Champlain Parkway project comes primarily from the federal government, which is contributing 95 percent of the cost. The State of Vermont will pay 3 percent, with Burlington responsible for the remaining 2 percent.

Weinberger’s office explained that the city will also handle certain related costs outside of the federal project scope such as development soils, landscaping and decora-

tive lighting.

“It has been 35 years since this project stopped mid-construction, and it has been a major, unresolved issue in this community ever since,” he said in the statement. “Since taking office, I have been committed to securing an effective resolution to this multidecade challenge. To achieve that resolution, for a decade we have worked to dramatically improve the design and functionality of the new roadway, add critical bike and pedestrian safety improvements, secure state and federal support for a second major project — the Railyard Enterprise Project — and more.

I am grateful to our city team, and our committed state and federal partners who got us to tonight, and to the City Council for [its] careful engagement and unanimous support.”

Burlington’s Department of Public Works Director Chapin Spencer added, “Through the successful efforts of multiple administrations and multiple councils, the project has evolved from a four-lane, high-speed highway into a new two-lane city street with extensive bike, pedestrian and stormwater improvements. Thank you to Vermont Agency of Transportation [VTrans] and the Federal Highway Administration for supporting this work.” 

R.I. Officials Unveil Plans to Renovate Work On Bridge Over Providence’s Iconic ‘Superman’ Building Connecticut River Enters Second Year A complex financing plan was unveiled by Rhode Island Gov. Dan McKee and other state leaders on April 12 to redevelop the long-vacant “Superman” building in downtown Providence, arguing that a mix of public and private funding can revive the iconic skyscraper to its former glory.

The proposal for transforming the 26-story Art Deco office tower into a mixed-use building with 285 apartments as well as office, retail and event space, is intended to revive the skyscraper for a second century atop the city skyline.

Locally, the 95-year-old Art Deco structure is commonly referred to as the “Superman Building” because of its visual similarity to the headquarters of the Daily Planet newspaper in the superhero’s comic books and shown on “The Adventures of Superman” TV series from the 1950s.

Renovation Comes With Supersized Cost WPRI 12 News in Providence reported that the total cost of the renovation project is estimated at more than $220 million.

At a State House news conference, Rhode Island Commerce Secretary Stefan Pryor said $26.2 million of the project’s budget will come from the state; $15 million from the city of Providence; up to $24.1 million will come from federal tax credits; and the rest will be financed by building owner High Rock Development, a Newton, Mass., LLC, through a mix of cash, debt and equity.

Due to the timing of when High Rock will receive its Rebuild Rhode Island tax credits from the state, the Rhode Island Foundation has agreed to extend a loan to the developer to lower the financing costs for the project, backed by the tax credits.

“As Rhode Island continues to lead the region in our economic recovery, this project will help to maintain that momentum by reinvigorating downtown Providence, creating good-paying construction jobs, increasing our state’s market-rate and affordable housing supply, and generating further opportunities for the residents and businesses of our capital city,” McKee said in a statement.

Located at 111 Westminster St., Rhode Island’s tallest building began its life as the Industrial Trust building, named for the bank that built it in the 1920s. In 1982, the bank changed its name to Fleet, before it was later acquired by Bank of America.

High Rock bought the building in 2008 for $33.2 million, but just five years later it was left empty and decaying when Bank of America moved out. Multiple proposals to redevelop it have foundered since then, according to WPRI 12 News.

At the same time, the building’s assessed value dropped from $31.3 million in 2009 to just $14.2 million as of last year, according to Providence city records.

With a substantial plan and a new influx of cash, though, Pryor argued the building’s makeover could be transformative for Providence.

“Most of the images of our capital city’s skyline involve this building,” he told 12 News. “It’s a gorgeous, although dormant, feature of the skyline. This set of investments will breathe new life into this iconic tower. It will also bring hundreds of new residents to our capital city’s downtown.”

He added, “[The renovation] will produce hundreds of construction jobs, and it will send a signal that our capital city and ... our state are on the upswing.”

Still, Pryor acknowledged it had taken six months to produce the new plan, and that the framework needs several approvals before it can move forward. He also suggested the state had driven a hard bargain with High Rock, reducing its original state subsidy request of $48.3 million by nearly half, and doubling the number of affordable apartment units.

“Until it’s voted upon, it’s not enacted,” he cautioned.

“Having said that, the key executives from each of these boards, commissions and councils have been involved with this process, so we believe that these commitments will be fulfilled.”

Tower to Provide Living Space for Lower Income Folks WPRI 12 News reported the $220 million project cost will be used to turn the Superman building into a mainly residential structure, with 285 apartments taking up most of its 350,000 sq. ft. The tower’s elegant 26,000-sq.-ft. banking hall is to become a space for retailers, events, and community use. Another 8,000 sq. ft. would be set up for commercial office space.

Under the terms of the deal, 20 percent of the apartments are for lower- and moderate-income residents. Of that, 10 percent will be for people who make up to 120 percent of the area median income (AMI), or $72,650 a year for an individual; five percent for individuals making up to 100 percent of AMI, or $60,550; and five percent for individuals who make up to 80 percent of AMI, or $48,450.

The rest would be market-rate units.

According to Pryor, other pledges made by High Rock include using a project labor agreement to ensure union workers work on the restoration, which he said would create more than 1,500 construction jobs, and making “a best-effort commitment” to give 20 percent of subcontracts to womenand minority-owned businesses. High Rock will also seek LEED certification for environmental friendliness. 

With spring weather close by in the Northeast, the New Hampshire Department of Transportation (NHDOT) has restarted construction of an eight-span steel girder bridge to replace two existing spans carrying NH Route 119 in Hinsdale, N.H., over the Connecticut River into Brattleboro, Vt. Reed & Reed Inc., of Woolwich, Maine, is the general contractor for the $61.2 million project that has an expected completion date of Oct. 25, 2024.

The bridge replacement effort began at the end of June 2021 and is being carried out by a Project Lead Team consisting of NHDOT and the Vermont Agency of Transportation (VTrans), along with New Hampshire’s Southwest Regional Planning Commission, and the Windham Regional Commission in Vermont.

NHDOT serves as the project’s lead implementer.

The new Hinsdale-to-Brattleboro bridge will replace the Charles Dana and Anna Hunt Marsh truss bridges, both of which were opened in 1920, as a carrier of cars and trucks.

The 122-year-old structures will not be demolished; instead, they will be rehabilitated for pedestrian access only, the Brattleboro Reformer reported.

Busy Workload Ahead On Both Sides of River As work progresses this year on both NH 119 in Hinsdale and Vermont Route 142 in Brattleboro, Mark Moran, communications coordinator for the NHDOT’s construction bureau, noted that motorists can expect times where alternating one-way traffic patterns, with periods of short delays and lane shifts, will be needed.

“Work has commenced on both sides of the river with temporary trestle construction, bridge abutment and pier work occurring in New Hampshire,” Moran wrote in an email to the Brattleboro Reformer. “As the construction season gets under way, Reed & Reed will continue to make [its] way into the river from New Hampshire via NH 119 with continued trestle construction to gain access to six of the seven proposed pier locations.”

He added that during the bridge replacement project, crews will realign this section of NH 119 to completely bypass the two older structures. The reconstruction will begin approximately 600 ft. south of Georges Field Road and extend north and west along the new alignment for six-tenths of a mile before connecting to VT 142 in Brattleboro. At that point, a new intersection is to be installed 900 ft. south of the existing intersection of VT 119 and VT 142.

Approximately 1,700 ft. of VT 142 also will be rebuilt as part of the project, in addition to the construction of a new boat ramp on the New Hampshire side of the river.

Recently, the Raymond Metals building on Vernon Street (VT 142) in Brattleboro was razed to make way for the bridge landing at that location.

“The initial stages of underground utility and drainage improvements have begun along VT 142 between Royal Road and Bridge Street,” Moran explained in his email to the Brattleboro newspaper. “Work to replace and relocate underground infrastructure will continue throughout the spring and summer months, with Vermont’s bridge abutment work anticipated to begin late summer or early fall of 2022.” 

Norwalk Gets $6M for Development Near Local Train Station The city of Norwalk, Conn., has received $6 million in state funding to support developments in South Norwalk, or SoNo, as it is known locally, under a plan by Gov. Ned Lamont designed to boost community livability.

The governor announced in a recent statement that the plan is part of a distribution of $45 million spread among 12 municipalities that aim to improve “distressed municipalities” and add to downtown areas.

Norwalk received its funds to upgrade the property next to the SoNo train station at 30 Monroe St., and 15-17 Chestnut St., according to the statement. The work there will be a collaboration with the city, the Norwalk Redevelopment Agency and Spinnaker Real Estate Partners, according to the Norwalk Hour.

Another Set of Grants to Be Released Later in 2022 The $45 million is the first round of funding distributed as part of Lamont’s Connecticut Department of Economic and Community Development (DECD), according to his press release. The second round is expected to be announced in the fall.

“The grants are leveraging approximately $74 million in non-state and private dollars and will support projects that improve the livability and vibrancy of communities throughout the state,” the statement read.

“Consistent with the goals of the program, more than 50 percent of funding will be

invested in Connecticut’s distressed municipalities.”

Norwalk’s $6 million grant is the second largest of the 12 distributed as part of the DECD’s Connecticut Community Challenge Grant Program, after the $6.3 million awarded to Hartford to build a twophased mixed-use development that will generate some 60 new residences.

Other cities and towns in the state to receive funds from the first round of the program include East Hartford, Killingly, Mansfield, Middletown, New Haven, New London, Norwich, Stamford, Winchester and Windsor.

The Norwalk Hour reported that the grant program was created in 2021 with the goal of revitalizing communities and creating about 3,000 new jobs.

Lamont’s office noted that the CECD and grant program are expected to award $100 million in grants over the next few years.

“The program is an important component of Gov. Lamont’s Economic Action Plan — a strategic package of initiatives that totals more than $750 million over five years, matched approximately dollar-for-dollar by private and other non-state funding that will result in a projected 80,000 new jobs,” the statement read. 

MassDOT Wants New Designs for Replacing Aged Bridge The Massachusetts Department of Transportation (MassDOT) is asking for design plans to replace the 125-year-old New Bedford-Fairhaven Bridge, according to an announcement April 6 from State Rep. Bill Straus.

He said MassDOT is beginning the process to design and permit a replacement for the aged swing-truss bridge, which carries U.S. Highway 6 over the Acushnet River along the southeastern coast of the state.

Construction of the bridge began in 1897, and it occasionally shows its age when the hydraulic system malfunctions, as happened in March when the bridge became stuck for a time in the open position.

MassDOT blamed the problem on a hydraulic jack that malfunctioned, but New Bedford’s WBSM News-Talk Radio reported that the incident prompted New Bedford Mayor Jon Mitchell to state on Twitter, “We don’t need more reminders that the bridge needs to be replaced.”

He cited a 2014 MassDOT feasibility study that found the bridge is “functionally obsolete,” but that replacing it would cost around $120 million.

Completion of preliminary design work is standard for projects of this scope before they can be included on construction funding lists, Straus noted, adding that the work will be “critical to the project’s future funding success.”

He praised Mitchell for being “tireless in his advocacy for this project,” while adding, “I cannot recall a legislative delegation meeting where he has failed to bring this up.”

“I want to thank [MassDOT] Highway Administrator [Jonathan] Gulliver and the Highway District 5 staff for their cooperation with me in getting the start for this engineering work,” continued Straus, who is the House Chair of the Transportation Committee on Beacon Hill.

“While this project will ultimately cost more than $100 million to permit and construct, a replacement bridge has significant economic value as it will allow better access through our port by widening of the available channel for vessels and providing for more up to date and efficient operations during bridge openings.”

Both Straus and his colleague, Massachusetts State Rep. Antonio Cabral,

have long advocated for a bridge replacement project. In 2015, the pair recommended a tall vertical lift bridge design, according to the news release.

Old Swing Bridge Limits Local Fishing Industry Mitchell had asked the state to replace the bridge long before its latest failure in March.

“I actually wrote a term paper in college, in an urban economics course, arguing for the replacement of this bridge,” Mitchell told WPRI.com.

Thirty years later, he added, little to nothing had been done — until now.

Mitchell noted that the bridge routinely causes traffic snarls because when it swings open to allow ships through, it does so slowly. In addition, he said it prevents his city’s expansion of the commercial fishing industry.

The New Bedford mayor told WPRI.com that the northern part of the harbor cannot be as developed as other sections because large ships will not fit through the old bridge’s narrow opening.

“This is the biggest commercial fishing port in the United States. It is a major source of America’s food supply,” Mitchell said.

“Lots of people rely on it and so it has to work, and that requires the state to make an investment.” 

At the Conley Container Terminal, the quasi-public agency plans to spend $5 million and use another $20 million in federal grants to create added container storage capacity.

Luciana Burdi, director of Massport’s capital programs and environmental affairs, explained that Logan takes up a predominant portion of the capital investment plan with about $1 billion heading toward the bustling Boston airport.

Oftentimes, she told SHNS, capital investment plans distribute more money to the first year rather than the later ones. But this plan evenly distributes funding across all three years “which highlights the health of our financial organization.”

Three Airports to Receive Project Funding The three airports Massport oversees — Logan Airport, Worcester Regional Airport

and Hanscom Field in Bedford — are all in line for runway maintenance and improvements.

At Worcester Regional, a project to rehabilitate Runway 29 will cost $18 million while another $7 million will be used over the next three fiscal years to rehab Runway 5-23 at Hanscom. Safety improvements and maintenance for Logan Airport’s 15R-33L runway are slated to cost $40 million.

“We have an extensive airfield program coming in these next three years,” Burdi told the news service. “All these three projects are really happening in the spring and summer of 2023.”

In addition, the investment plan calls for $16 million to buy eight enhanced electric buses for use on the MBTA’s Silver Line.

Burdi said the buses will produce zero emissions while running on the Logan Airport campus.

“We’re working with the MBTA to make sure that those buses meet the technical requirements in terms of racks for luggage and facilitate the experience that we’re looking for our passengers,” Burdi said. 

RIDOT Set to Begin Aquidneck Avenue Resurfacing Project Congressman David Cicilline and Rhode Island Department of Transportation (RIDOT) Director Peter Alviti Jr. joined state and local leaders to break ground on a project to resurface approximately 1 mi. of Aquidneck Avenue in Middletown, from East Main Road to Green End Avenue.

The $9 million project will rebuild the badly deteriorated road base and make numerous other safety improvements for pedestrians and bicyclists in this busy commercial corridor.

Construction will start in early spring and the project will be done in fall 2023.

The project includes reconstruction of the road base using a process called pavement reclamation in which the base of the roadway is rebuilt to provide a long-lasting repair of the driving surface.

RIDOT also coordinated with the Newport Water Department to install a water main on a portion of the roadway — with Newport and Middletown each contributing up to $267,000 for it — as part of the project.

This minimizes the overall disruption to motorists with only one construction project instead of two.

“Too many of Rhode Island’s roads have fallen into disrepair, and I’m excited that projects like the Aquidneck Avenue resurfacing are advancing throughout the state,” Cicilline said.

“This project, made possible through federal highway funding and state and local support, will bring much-needed improvements to this vital corridor for Middletown’s small businesses, residents, and visitors. The end product will underscore the importance of sound federal, state, and local investments in our roads and bridges. And, thanks to the historic federal funding provided through the Bipartisan Infrastructure Bill, we will be seeing more and more successful projects breaking ground throughout Rhode Island.”
