Genovesi Construction’s Shift to Commercial Work Pays Dividends
Genovesi Construction of Tolland, Conn., was founded in 1986 by Laurie and Paul Genovesi and in its earliest form was known as Genovesi Home Improvement.
With some hard work, dedication and a growing reputation for excellence, they gradually transitioned home improvement into new home construction. In 2011, after having built approximately 100 new homes in central Connecticut, the Genovesis shifted their attention and the company’s focus to commercial site work.
The company has been on a dramatic growth curve ever since.
Rebranded as Genovesi Construction LLC, today the company is a union contractor who performs commercial, municipal and state projects of varying complexities across Connecticut. Services offered include site clearing, erosion control, gas, electric, water and sewer utility work and site drainage.
Currently, Genovesi Construction is working on, among other jobs, a water main replacement project on Farmington Avenue in Hartford, Conn. They are removing 100-year-old 20-in. water main pipe and replacing it with 24-in. water main pipe. Approximately 1,500 ft. of new pipe is being laid, with the project value of $2.7 million.
It is a challenging project from the standpoint that it is a high traffic volume street that is relatively narrow, so managing traffic and employee and pedestrian safety is of high concern. The heavy excavating aspect of the project is being

R.I. Begins Work On Full Slate of Paving Projects for 2023

Department of Transportation (RIDOT) Director Peter Alviti Jr., among others, at the Interstate 95 North Welcome Center in Richmond to break ground for the Interstate 95 Resurfacing Project.
The $19.3 million project will resurface both directions of I-95 from the Connecticut state line in Hopkinton to the Baker Pines Bridge in Richmond, near Exit 7, covering 18 mi. of freeway.
It is one of many paving projects that was accelerated due to the federal Infrastructure Investment and Jobs Act (IIJA). The new funds allowed RIDOT to begin the project one year sooner and extend the length of highway to be paved by 1.5 mi.
McKee noted that paving will be a key focus of the 2023 construction season statewide. RIDOT is in its second year of investing nearly $500 million in resurfacing projects, restoring many roadways that had been neglected for decades.
The I-95 Resurfacing Project is one of 66 such projects, valued at $1.9 billion, that RIDOT will work
on this year. In addition to paving projects, the IIJA has accelerated about 100 projects in the department’s 10-year-plan. These projects include bridge rehabilitation, resurfacing, traffic safety projects, stormwater and bike/pedestrian improvements.
“We look forward to another great year for road and bridge construction creating good paying jobs and providing Rhode Islanders safer and smoother roads,” said McKee. “Thanks to our congressional delegation and the Biden Administration, we are able to maximize this important work across our state.”
Projects Large, Small Slated for Work in 2023
In addition to the I-95 Paving Project, other major paving projects that will be under way in 2023 include:
• On I-295, from where RIDOT finished paving last fall at Greenville Avenue in Johnston and continuing all the way to I-95 in Warwick.
• U.S. Highway 1 and R.I. Route 1A/Post Road, from Coronado Road to Warwick Avenue in
Warwick.
• R.I. Route 2, from R.I. Route 138 in South Kingstown to the Charlestown town line.
• R.I. Route 138A/Aquidneck Avenue in Middletown.
• R.I. Route 1A, from Wickford village to the Sprague Bridge in Narragansett.
“Construction season is officially under way, and this is going to be a busy one thanks to the federal Bipartisan Infrastructure Law we passed,” noted Democratic Sen. Reed. “Across Rhode Island, federal funds are being put to work improving our bridges and roads and modernizing our transportation infrastructure. Folks are going to see a lot more ‘road work ahead’ signs in the coming weeks and months. We appreciate everyone’s patience safely navigating through work zones, and the end result will be a smoother, safer, more efficient ride and improved roadways for many years to come.”
In addition, a number of major projects also will be worked on in Rhode Island this year, including:
• The $410 million Route 6/10 Interchange in Providence.
• The $265 million I-95 Viaduct
Northbound project, also in Rhode Island’s capital city.
• In Smithfield, the $196 million R.I. Route 146 construction.
• The $85 million Cranston Canyon road corridor project.
• In Newport, the $84.9 million Pell Bridge ramps.
• The $84.4 million Henderson Bridge project over the Seekonk River, connecting the cities of Providence and East Providence.
• The $79.5 million Route 37 Bridges project is a critical eastwest freeway in central Rhode Island, linking the cities of Cranston and Warwick.
• The $78 million Washington Bridge rehabilitation project will address the structural deficiencies of the westbound part of the structure, which carries I-195 over the Seekonk River between East Providence and Providence.
“The Bipartisan Infrastructure Law is accelerating infrastructure improvements across Rhode Island, including through a new massive investment in the Pell Bridge via the INFRA Grant Program that I worked on in the Environment and Public Works Committee,” explained
Whitehouse. “I’m looking forward to seeing continued progress on rebuilding Route 146 and the Providence Viaduct this construction season — two other INFRAfunded projects.”
RIDOT Director Alviti noted that in addition to Rhode Island’s long-awaited paving projects his agency will be handling this year, he expects it will make significant gains on some of its largest projects and begin work on dozens of new ones.
“Adding to all those work zones, motorists can expect to see crews from our Highway and Bridge Maintenance Division maintaining bridges, cleaning storm drains, cutting grass, picking up litter, and performing dozens of other vital tasks to keep our transportation system clean and functioning properly.”
Now in its eighth year, RIDOT’s RhodeWorks program has initiated 283 projects and completed the repair or replacement of 246 bridges, with 135 bridges currently under construction.
In total RIDOT has invested $3.2 billion into Rhode Island’s transportation system.
Work to Start This Summer On Wind Terminal in Salem
This year promises to be critical for the harbor in Salem, Mass., with construction of an offshore wind turbine marshalling yard beginning there late in the summer, and the beginning of measures to protect and enhance the neighborhood next to the site unfolding prior to that.
Acting Mayor Robert “Bob” McCarthy, who also serves the area as a city councilor, told the Salem News in February that a series of meetings will be held on the project in the coming months for several necessary construction permits, including sessions before Salem’s Planning Board and Conservation Commission, as well as other community assemblies.
“We all learned our lessons from the development of [Salem’s] power plant,” he explained. “With the decommissioning and deconstruction of the old plant, the removal of the coal pile, the oil tanks, the construction of the new plant — at the height of it all, there were 1,000 workers a day. That was construction to a super scale.
“The [wind turbine-related] con-
struction on this site isn’t going to be to that scale,” McCarthy continued. “A lot of it is going to be water related, with regard to the pier and everything around the pier.”
The Salem Harbor Wind Terminal is a public-private partnership between the city of Salem, and Jacksonville, Fla.-based Crowley, a logistics, marine and energy solutions company serving commercial and government customers. AVANGRID, an energy services company from Orange, Conn., will be the port’s anchor tenant through its Commonwealth Wind and Park City Wind projects.
The terminal will be an operations center for turbine pre-assembly, transportation, staging activities, and storage of assembly components. Crowley Wind Services, the company’s business unit dedicated to helping develop clean wind energy resources, will operate the terminal.
Crowley Commits to Improving
Nearby Neighborhoods
Even though Crowley’s primary
focus will be facing the water, there also is a commitment to the other side: The approximately 42acre property’s border with Derby Street, Blaney Wharf and the rest of the city.
“It really is a focus of ours, with respect to what’s happening on the water and as a terminal,” said John Berry, director of terminal operations for Crowley Wind. “One of the things that I was tasked with, with respect to the project, is to become a part of the community — and that’s going to be our community interface, those buffer zones.
“We’re paying a lot of attention and investing real dollars to improving those spaces as much as possible,” he added. “There will be no reduction in any of the greenspaces. The intent would be to improve on what’s in place now.”
Concern over the wind terminal has dominated conversations around the project, after neighbors of the Salem Harbor Footprint power station sounded alarms for years about vibrations cracking home foundations, deafening facil-
ity and equipment tests, and other nuisances created by the construction of the billion-dollar natural gas-burning plant.
McCarthy reiterated to the Salem News that there is no largescale building planned for the upcoming wind terminal project, adding, “Most of the space, once it’s configured and laid out appropriately for everything they need on site, is going to be [an] open lay-down area that’s going to have racks and storage for components that will come in via water and leave via water, once the [intended offshore wind turbine] site is ready to accept them.”
The Salem City Council voted recently to approve a zoning change for the corner of the property directly abutting Blaney and Derby streets. The site, to be included in the marshalling yard and used for storing blades stacked on shelves three high, is zoned residential two-family instead of the broader industrial zoning tagged across the rest of the property.
Throughout that discussion, city councilors and planning board
members focused intensely on the shaded walking area along Derby Street, demanding the space be preserved if not expanded.
“The intent would be to improve those spaces, to make them more publicly accessible,” Berry explained. “My primary focus is to ensure we’re involved with the community. That’s a Crowley corporate goal and incentive — to really become part of the community. We want to be good neighbors in Salem, and we understand we need the support of [our] neighbors.”
Those commitments will become conditions for approval of the local construction permits needed for the project, McCarthy noted.
“They’re talking about a walkway along the Blaney Street side,” he told the Salem News. “It’s all going to come up during the permitting process, but [Crowley has] committed. In the meetings I’ve had with them — as a city councilor, mayor, and member of the Port Authority — that’s what they’ve committed to.”

Genovesi Construction Leads Water Main Work in Hartford
With infrastructure that old, another challenge on the site is avoiding a multitude of utilities that share space with the water line. The operator of the John Deere on this particular project is highly skilled and thus far has been able to navigate around those underground challenges.
All materials being excavated from the site are being removed and sent to a recycling facility. Once the old pipe has been successfully excavated, the new pipe is laid in place. Pipe ends have a special lubrication coated around it so that the sections of pipe can easily be fit together and put firmly in place. Once new pipe is in place, several feet of bedding material is placed underneath, around and on top of the new pipe. With this particular project, 3,000 tons of material had to be brought on site to properly cover the new water line. Once the bedding material is in place, it has to be compacted before a new coat of asphalt is laid down and traffic can resume. Keeping in mind that traffic will include commercial vehicles, it is imperative that the dirt reach a high level of compaction.

“Traditionally in a situation like this, we would put a walk-behind plate compactor down in the trench with an operator who would work until the desired rate of compaction is achieved,” said Ryan Webber, assistant project manager of Genovesi Construction. “But, for this project we worked with Bob Nason with Able Tool & Equipment in South Windsor, Conn., to take a different approach.
“We wanted to make sure that we got the best compaction rate possible. We purchased a Wacker Neuson RTSC3 compact articulated remotecontrol operated dirt roller. This Wacker Neuson compactor is really quite a remarkable machine. We could pick it up with the excavator and drop it down into the trench or if the dirt levels were high enough, it could be driven directly into the trench. The best part is that the operator is standing safely above ground several feet away controlling all operational aspects of the machine.
“We immediately achieved several benefits,” he added. “We achieved higher compaction rates. We achieved those compaction rates faster than ever before, and our operator was operating in the safest possible conditions. Our compaction efficiency literally doubled what it would have been using our traditional compaction methods.”
While utility work represents a significant part of the work Genovesi Construction does, it also diversified into other areas, including commercial site development, water and sewer storm drainage. At peak season, the company employs approximately 50 people.
When asked about their use of Able Tool & Equipment, Webber said, “In our business, there are lots of choices out there. Able Tool & Equipment does a great job for us, particularly in a lot of the specialty items that we find a need for.
“This trench compactor is a great example; it’s something that not everybody would have available for rent. They also have light towers and mini-excavators, compressors, etc. But they go a step further in inventory items that you just would not necessarily expect. I know that typically if I need something and call them, they’ve got it, and its always in new or like-new condition. They
always check it out before they send it to us and for the work we do, which is mostly in Hartford County, they are perfectly located. Their staff is very knowledgeable.
