Nauset Construction of Needham, Mass., recently broke ground on construction at the PostMark, a mixed-use complex of condominiums and retail spaces in Reading, Mass., at the site of the historic post office at the junction of Haven and Sanborn Streets.

Forty market rate and 10 affordable condominiums will be built on five levels above the post office with 8,000 ft. of commercial space for three units.

onroe Tractor celebrated its grand opening on April 13, 2019, with rodeo competitions, raffles and

prizes.

The new 12,500 sq.-ft. facility, located at 6 Sandra Drive, South Windsor, Conn., features eight service bays, a full parts department, and a two-acre lot for equipment storage. This is Monroe Tractor’s 13th location in the Northeast and third in New England.

The other two New England stores are located in Woburn and Worcester, Mass. The South Windsor location serves all of Connecticut, as well as Western Massachusetts.

In addition to the full line of Case Construction Equipment, Monroe Tractor is pleased to represent many other quality manufacturers, such as Screen Machine Industries, Okada Demolition Products,

Diamond Mowers, Trombia Sweepers, Leica Machine Control Systems, and many others. The company also has an extensive fleet of late-model machines for rental.

The one- and twobedroom condominium homes will feature open floor plans, designer curated finishes, an abundance of natural light and energy efficient features.

The PostMark will feature an expansive common amenity space and a large resident only roof deck located on the penthouse level. The building’s exterior façade will be a combination of brick and stone at the base to replicate the look of the original building, with clapboard siding and wood details to pay homage to the traditional design character.

In addition to preserving the original Post Office structure, the plan will preserve the exterior curved stairways at the front entrance to the building. The proposal adds new commercial space on the Haven Street level and two plazas, potentially for outside dining.

The new addition will be five stories with setbacks at the 4th and 5th floors forming roof terraces (the 5th story is a penthouse level with five units). A mix of one and two-bedroom homes have open floor plans, abundant light and energy efficient features.

“We see the redevelopment of the historic post office as an opportunity to not only provide transitoriented condominiums to a market with a strong demand for housing, but to preserve an iconic building for the town of Reading,” said Paul DiBiase, principal and CEO of DiBiase Homes. “We also are exploring what mix of commercial uses will best complement The PostMark and add vibrancy to downtown Reading.”  CEG

out in the sandbox playing with Tonka toys and stuff, and I was there with a Hitachi 200 picking in the sand piles,” Kyle said.

While Kyle holds an MBA, he truly learned the family business out in the field.

“It’s been awesome growing up in this business,” Kyle said. “My father and Scotty have involved me with the operations, overseeing road jobs and local projects in town. I’ve always had the ability to run equipment, and that’s how I learned the trade, in a sense.”

Kyle shares his father’s passion for Hitachi equipment.

“The competition just cannot compete in our view,” Kyle said. “That is why our older Hitachi excavators are still in our fleet; it is a testament to the Hitachi durability. Turn the key and go to work.”

As an operator, Kyle also understands the equipment firsthand.

“Personally, I enjoy the hydraulics of the machines,” Kyle said. “They seem to be much smoother and more fluid than any competitor machine I have run in the past.

M&H Logging and Construction in Rangeley, Maine, has been loyal to Hitachi since 1987.

HITACHI BREAKOUT MAGAZINE

It only took 10 minutes for Scott Millbury and Joe Haley to get hooked on Hitachi. It was 1987, and a local dealer rented a brand-new Hitachi 200 to Scott and Joe, co-owners of M&H Logging and Construction in Rangeley, Maine. They still talk about that day like it was yesterday.

“We’d never seen a Hitachi, never mind tried one. I ran the machine first and I immediately got off and had Joe jump on the machine,” Scott said. “It was like light years ahead of everybody else. I mean they knocked it out of the park — it was like everyone else was a ‘one’ and Hitachi was a ‘10.’ In 10 minutes, we knew we were going to buy it, and we’ve been buying them ever since. They’re great machines.”

“We were doing a real rocky job down on the lake,” Joe added. “That 200 did a heck of a good job for us. It was a super machine.”

Scott and Joe, who are cousins as well as business partners, started the family business in 1981. Initially, they completed forestry

work, and in the mid-1980s, began taking on construction work. Today, M&H specializes in residential and commercial earth work and logging, and owns a few quarries, among other subsidiaries.

Family Ties Joe’s son, Kyle Haley, also works for the company as an operator. After all, he was raised in the family business.

Maine-Based M&H Tackles the Big and the Small Jobs

Around Town Rangeley, Maine, is a four-seasons town in a lakes region. It’s quaint with a population of about 1,000 that booms throughout the year with vacationers and tourists looking to enjoy the outdoors — whether it’s summer days on the lake, fall foliage or snowmobiling.

There are no stoplights, and it’s the kind of place where the locals know each other — Scott’s sister runs a local café and bakery.

Everyone also is used to seeing M&H’s Hitachi excavators completing work around town.

“We do all kinds of jobs in the construction dirt world — from $1,500 jobs up to multimillion-dollar jobs in town and around the area,” Scott said. “We definitely have varying conditions up here from 80 degrees to 40 below so it’s a struggle, you know. But Hitachi handles it very, very well.”

The company’s newest addition, a ZX130-6, has proven itself to be a perfectly packaged machine on jobs.

“We’ve found great versatility in the 120to 130-sized machine,” Kyle said. “It’s just small enough for our residential work but also large enough for some of our commercial applications as well. Rangeley has a lot of tight streets that we work on, so the size is great.”

“The Hitachis are really quiet and smooth,” Joe added. “That’s nice especially for the residential work.”

Fleet Management M&H’s fleet expanded during the ‘90s as the company took on more construction work. That fleet has remained an all-orange Hitachi line-up and now ranges from a ZX35U-3 up to a ZX330LC. “That first Hitachi 200 left a true lasting impression,” Kyle said. “My father says it was the ‘Cadillac of excavators’.”

In fact, Joe’s fleet favorite today is still a 200.

“We call our ’99 Hitachi EX200 ‘Old Faithful.’ It has more than 15,000 hours on it and has all original parts,” Joe said. “We still run it on jobs today.”

While M&H owns Hitachi equipment, the guys continue to compare other brands whether it’s on their own turf or at a tradeshow.

“We own Hitachis, but if you need something short-term, you’ve got to rent what’s available,” Scott said. “So we run other brands and, you know, we’ve still not been satisfied that they’re up to the Hitachi standard.”

“Every three years, we also go to ConExpo in Las Vegas,” Joe said. “We learn quite a bit about the different brands at that show.”

USACE Reaches Milestone in Boston Harbor Project The U.S. Army Corps of Engineers, New England District reached the milestone on April 5, 2019 of removing 4 million cu. yds. of dredge material as part of Phase II of the three-phased Boston Harbor Navigation Improvement Project in Boston, Mass. Approximately 7.7 million cu. yds. of dredge material and weathered rock, and 200,000 to 500,000 cu. yds. of hard rock remain to be removed before the project is fully completed by December 2021.

The project would not be possible without the support of the project sponsor, Massport, and the exceptional partnerships and coordination between the Corps of Engineers, Massport, U.S. Coast Guard, Boston Pilots Association, Boston Logan International Airport, lobstermen, recreational users, and many others.

The Boston Harbor improvement and deepening project has been many years in the making, through the study, analysis and planning phases, design and now construction.

“The project involves deepening and improving various portions of the Boston Harbor Federal Navigation Project,” said Jenifer Thalhauser, project manager, of the Corps of Engineers, New England District, Programs and Project Management Division in Concord, Mass. “Project benefits will be realized with reduced tidal delays for cargo vessels and the capability of the Port of Boston to receive larger cargo ships which will benefit both regional and national commerce.”

This is a three-phase project. Phase 1 (completed) involved constructing a Confined Aquatic Disposal (CAD) cell by dredging 1 million cu. yds. of material and disposing of that material at the Massachusetts Bay Disposal Site. Once the CAD cell was constructed, maintenance dredging of approximately 800,000 cu. yds. of silty material from portions of the 40-ft.

Main Ship Channel, the 40-ft. deep Inner Confluence, and portions of the 35-ft. deep channel, were placed into the newly constructed CAD cell. The $12.8 million contract was awarded to Great Lakes Dredge and Dock of Oak Brook, Ill., in September 2016. Construction started in July 2017 and was completed in December 2017.

Phase 2 (currently ongoing) involves dredging 11.7 million cu. yds. of silt, blue clay, till and weathered rock. The $122.2 million contract was awarded to the joint venture of Cashman Dredging Inc. and Dutra Group in February 2018. Construction

started in July 2018 and is anticipated to be completed in October 2021. The milestone of dredging 4 million cu. yds. of material for phase 2 was reached on April 5, 2019.

“The federal navigation improvement project will allow the Port to accommodate large container ships that are calling on the U.S. east coast now that the Panama Canal improvements are completed,” said Thalhauser.

Approximately 11.7 million cu. yds. of material will be removed from the following

components of the Boston Harbor Federal Navigation Project: deepening and widening the Broad Sound North Channel to -51 ft.

Mean Lower Low Water (MLLW); deepening and widening the Main Ship Channel to the Conley Terminal, including the turning basin to -47 ft. MLLW; and deepening the President Roads Anchorage and deepening the lower Reserved Channel to -47 ft.

MLLW. The dredge material is being placed in the Massachusetts Bay Disposal Site (MBDS),

approximately 20 mi. offshore of Boston Harbor, with the exception of a small fraction of the material that was placed as a cap to the Main Ship Channel Confined Aquatic Disposal (CAD) cell, just downstream of the inner confluence of the Chelsea and Mystic Rivers.

Phase 3 (future work) will involve removing approximately 200,000 to 500,000 cu. yds. of hard rock. The contract solicitation is anticipated to be released in spring 2020 with the work getting underway later that year and when finished will then complete the entire Boston Harbor Improvement project. Completion of the entire project is expected by December 2021.

According to Thalhauser, one of the biggest challenges of the project was the extensive coordination required.

“It is a very active navigation channel and has required extensive coordination with the U.S. Coast Guard, commuter ferries, Boston Harbor pilots, recreational users, lobstermen and other construction activities in the Harbor involving Massport and Eversource Energy,” she said. “Also, the proximity to the Logan Airport required extensive coordination with Massport Aviation, FAA and Logan ATCT.” Improvement deepening of Boston Harbor was authorized for construction by the 2014 Water Resources Reform and Development Act (WRRDA). The WRRDA referenced a Chief of Engineers Report, signed Sept. 30, 2013, which was transmitted to Congress on Feb. 26, 2014.

said, your machine is either running or it’s not.

“I asked my mechanic today when’s the last time we bought a part for Hitachi and he could not remember,” Scott said. “We just haven’t bought a part for Hitachi.”

Carrying On the Legacy Scott, Joe and Kyle all agree that the company’s success is not only due to dependable equipment but also to the people around them.

“You can’t grow without a good crew, and we really have a good crew that do a great job,” Scott said. “We appreciate them, and if it wasn’t for the crew, we couldn’t build a company like this. And because we have a great crew and equipment, and everything goes well, it’s really a well-oiled machine at M&H.” M&H also has a longstanding partnership with local Hitachi dealer Nortrax.

“Mike Turner, our salesman, has been with us for over 30 years,” Joe said. “Nortrax is a good company; they take care of us. The people there understand what uptime is and that downtime just doesn’t work.”

As M&H continues to evolve as a company, the guys agree that Hitachi will continue to be in the lineup.

“The reason we keep buying Hitachis today is they’re great machines,” Scott said. “They’re very smooth; they’re very fast; they have finesse. For us, Hitachi set the bar in ’87, and since then, every other brand has been trying to meet Hitachi’s quality.”

Feds Award $2M Grant for Vt. DOT Gets Funds for Debris Rail Safety Improvements Removal From Fall ’17 Storm In partnership with Vermont’s federal delegation, the Vermont Agency of Transportation (VTrans) announced it has been awarded a $2.08 million federal grant for safety improvements along the Vermonter Amtrak service. Funding from the Federal Railroad Administration’s Consolidated Rail Infrastructure and Safety Improvements Grant Program (CRISI) will be used to correct slopes, repair culverts and install rock fall detection systems along the New England Central Railroad, which hosts the Amtrak service.

The safety improvements will address the underlying conditions that resulted in the 2015 derailment of an Amtrak Vermonter train that caused over $10 million in injuries and damages. The project also will improve the service’s operating speeds and on-time performance. Since 2015, delays have resulted in 216 hours of annual Amtrak passenger delays and 520 hours of annual freight delays.

“Congress has made a priority of infrastructure investments that improve rail safety, including here in Vermont. This investment will lessen travel times and delays on

The award to Vermont comes from the Fiscal Year 2018 Omnibus Appropriations Act, which included $592.5 million for CRISI grants, a $524.5 million increase from fiscal year 2017. Leahy included language in the program ensuring that at least 25 percent of the funds would be allocated to rural areas.

“Amtrak passengers will not only experience faster travel times but also safer and more comfortable travel,” said Gov. Phil Scott. “The business community will also benefit from the efficiency gained through these safety enhancements. I’m appreciative of Senator Leahy and our delegation for securing this funding.”

“This project is consistent with our focus on safety and improving our intercity passenger rail services and I am excited to make these important investments in our state’s rail network,” said Transportation Secretary Joe Flynn. 

PORTLAND, Maine (AP) The federal government said the Maine Department of Transportation will receive more than $900,000 to pay for the cost of debris removal necessitated by a severe fall storm in 2017.

The Federal Emergency Management Agency is providing the Maine DOT with $926,980 for costs incurred during the storm and flooding, which happened from Oct. 29

to Nov. 1 of that year. The agency said the aid represents the federal portion of the cost share for the work, which totaled $1.2 million.

Thirteen counties in the state received a presidential declaration due to the extent of the damage the storm and flooding caused.

FEMA said it is has obligated more than $7.3 million to the state as a result of damages from the declaration.

Work to Resume on Road That Leads to N.H. Motor Speedway LOUDON, N.H. (AP) The state Department of Transportation is planning to resume work on a road near the New Hampshire Motor Speedway.

The work, scheduled to resume April 1, is phase one of a two-phased widening of a 3.5-mi. section of Route 106.

Phase One widens a nearly 1-mi. segment from 800 ft. south of Mudgett Hill Road to 1,400 ft. north of the speedway’s

south entrance. The project also includes drainage and guardrail improvements and construction of three stormwater treatment ponds.

Speed limits will be reduced to 45 mph during work hours. Drivers should expect temporary lane shifts and occasional lane closures.

The $2.63 million project has a completion date of Nov. 22. 

PC Construction announced it has received a Build Maine Award from the Associated General Contractors (AGC) of Maine. The company earned recognition in the Building category for its work on a major renovation and expansion project at three school buildings within Regional School Unit (RSU) 21 in the Kennebunk area.

“We are honored to once again receive this great distinction from the AGC of Maine for our team’s efforts at RSU 21,” said Jay Fayette, CEO of PC Construction. “The physical improvements we put into place will enhance the educational experience of the region’s young people for generations to come. While we take great pride in every project we undertake, it’s particularly meaningful to be recognized for our craftsmanship on a project with such lasting community impact.”

The $47.2 million project included the rehabilitation and expansion of two elementary schools and the area’s high school. In total, more than 147,000 sq. ft. of renovations and nearly 135,000 sq. ft. of additions were completed at the Mildred L. Day School, Kennebunkport Consolidated

School, and Kennebunk High School.

“Our infrastructure was aging, so this project was a ‘must’ to ensure all Kennebunk students could have access to a great education on a safe and modern campus,” said Steve Marquis, director of operations of RSU 21. “These upgraded facilities provide added functionality and many more opportunities for educational programming than we ever had before.”

This year’s award marks the third time in recent years that PC Construction has been honored by AGC Maine. In 2018, PC Construction was one of only five contractors statewide to be honored with a Build Maine Award. That award, also in the Building category, recognized PC’s exemplary efforts in constructing the $22.5 million Hiawatha Building at 667 Congress St. in downtown Portland.
