The construction of the replacement bridge that carries Route 146 over the city of Millbury’s West Main Street may be the most visible component of MassDOT’s Route 146/West Main Street Interchange project, but it’s not the only improvement within the project area. In fall 2017, the installation of two roundabouts — one at the southbound off ramp intersection of Elmwood Street and West Main Street and a mini-roundabout at the northbound onramp intersection of Elm Street and Elm Court — resulted in noticeable improvements in traffic flow, particularly for southbound travelers exiting Route 146 onto West Main Street. Agencies Gear Up for Projects Across N.E.

As temperatures warm and days grow drier, state and local agencies are gearing up for construction projects all over New England — some still in the planning stages, others, phases in ongoing plans. Here’s a look at what’s coming up: Connecticut Walk Railroad Bridge Program — Advance work necessary for the upcoming $550 million Walk Railroad Bridge Program is continuing with construction on the replacement bridge set for 2019. The 120-year-old bridge carries four tracks of the New Haven commuter rail line over the Norwalk River. It swings open and closed to accommodate commercial and recreational marine traffic on the river below. Work on related projects has been ongoing since 2016 and includes: The Fender Repair

Project to repair the fenders around the piers that protect both the Walk Bridge and boats from damage in the event of a collision; the Danbury Branch Dockyard Project required to facilitate rail operations during construction of the Walk Bridge, including adding track sidings, signal work and electrification to the southern end of the Danbury Branch of the New Haven line; and the CP243 Interlocking Project to construct a new four-track interlocking to allow for two-track Metro-North Railroad operations during reconstruction of the Walk Bridge.

Massachusetts Massachusetts Avenue Bridge Replacement — MassDOT is preparing to move ahead with Phases 3 and 4 of the Massachusetts Avenue Bridge Replacement Project.

The project replaces the bridges over Commonwealth Avenue in Back Bay. Phase 3, scheduled for May 5 through May 23, is the actual replacement. Phase 4, also slated to see PROJECTS page 14

Amgen Announces Biomanufacturing Plant Coming to R.I. Amgen announced plans to build a next-generation biomanufacturing plant at its campus in West Greenwich, R.I. The plant, the first of its kind in the United States, will employ Amgen’s next-generation biomanufacturing capabilities for the U.S. and global markets.

A next-generation biomanufacturing plant incorporates multiple innovative technologies into a single facility, and therefore is built in half the construction time with approximately one half of the operating cost of a traditional plant.

Next-generation biomanufacturing plants require a smaller manufacturing footprint and offer greater environmental benefits, including reduced consumption of water and energy and lower levels of carbon emissions, according to the company.

“Amgen has three decades of experience in biologics manufacturing, and we are proud of our track record of providing a reliable supply of high-quality medicines for patients around the world,” said Esteban Santos, executive vice president of operations at Amgen. “We are pleased to build the first commercial scale, next-generation biomanufacturing plant in the U.S., leveraging Amgen’s capabilities and incorporating the latest technologies.”

A comprehensive evaluation of global locations was conducted to select the location. Following recent U.S. federal tax reform, which provides company incentives to invest in innovation and advanced technologies, Amgen made the decision to locate the new plant in the United States. The biomanufacturing plant will be built on the current Amgen Rhode Island 75-acre campus and is expected to create approximately 150 additional highly-skilled manufacturing positions and approximately 200 construction and validation jobs.

Amgen opened its first next-generation biomanufacturing plant in Singapore in 2014. This type of plant offers a highly flexible, modular design which can be replicated in future facilities, which enables Amgen to increase production capabilities reliably with greater speed, productivity and flexibility. Within the plant, the equipment is portable, smaller and disposable, which provides greater flexibility and speed when manufacturing different medicines simultaneously.

This eliminates costly and complex retrofitting inherent in standard facilities and allows Amgen to respond to changing demands with increased agility, ultimately impacting the speed at which a medicine is available for patients.

The existing Amgen Rhode Island plant was licensed by the U.S. Food and Drug Administration in September 2005 and houses one of the world’s largest mammalian protein manufacturing facilities. The facility manufactures commercial and clinical bulk drug substance. Amgen has invested more than $1.5 billion in its Rhode Island site, adding more than 500,000 sq. ft. of manufacturing, utility, administrative and laboratory space to the campus.

Track Work Puts Shore Line East Service on Buses The Connecticut Department of Transportation said an Amtrak project of track repairs starting April 23 between New Haven and Old Saybrook will affect customers of both the intercity rail system and the CTDOT-owned Shore Line East commuter line, canceling trains and putting travelers onto buses instead.

The department said the substitute bus program will continue every weekday through November, when the work is scheduled to end.

“One of the two tracks will remain out of service throughout the program, requiring substitute bus service to operate in place of some Shore Line East trains. In total, 15 trains will be canceled and replaced by bus service,” it said.

“Additionally, three trains will wait between 10 and 15 minutes intermediately in Guilford due to train conflicts.”

The announcement said Amtrak’s work will address ongoing drainage issues along the rail right of way “and upgrade track conditions to improve the ride quality for customers.”

It will use a “ballast undercutting machine” to remove gravel, mud and fouled stone ballast from beneath the tracks, then install clean stone ballast and realign the track.

“Amtrak work forces will start in the Branford area and work east towards Old Saybrook, spanning a distance of 23 miles,” the agency said, adding that the first segment, between Branford and Guilford, will last about four months and be followed by track work between Guilford and Old Saybrook.

CTDOT will stage buses at most Shore Line East stations weekday mornings to travel to New Haven, and that in the evenings express bus service will be available to most stations.

“We’ve worked with Amtrak to minimize the inconvenience to our Shore Line East customers,” said Carl Jackson, CTDOT rail administrator. “In the long run, Connecticut commuters will benefit from the track work being done by Amtrak. However, there will be some service and schedule changes affecting customers in the near term.”

Vermont Gas Systems (VGS) recently agreed to an independent review of the Addison pipeline construction project after allegations surfaced about safety shortfalls, VPR reported.

According to Beth Parent, spokeswoman for VGS, the company’s goal is for the review to answer questions about the pipeline’s construction.

“We are confident in the integrity of our pipeline,” said Parent. “But that’s really what the process of an outside expert review would look at, right? And we expect to participate very strongly in that process.”

The review comes in response to opponents’ allegations that VGS’s documents reveal “improper construction and a failure to document safe construction practices,” VPR reported.

The Addison pipeline has already been subject to cost overruns and legal battles since it was approved in

2013; in February 2018, the project was hit with a $25,000 fine from the Department of Public Service after it said workers laid pipe in certain areas directly into a trench, rather than first adding a sand layer for both protection and corrosion prevention, VPR reported. In addition, the Department of Public Service wanted to conduct more testing to confirm the project’s safety.

According to Jim Dumont, lawyer for the opposition, this independent review is exactly what his clients want.

“I think it’s a great step forward,” said Dumont. “My clients have been submitting filings to the Public Utility Commission starting last July, asking for an independent investigation of the safety of the entire pipeline.”

Dumont recently filed a series of additional allegations about possible shortcuts made during the project’s construction, VPR reported.

“This started when we had information that the pipeline wasn’t buried deep enough,” said Dumont.

“And then when the company filed information about that, we asked discovery questions. We found out there were other violations and we asked discovery questions on that.

And then we received enough information to submit a very broad request for a complete safety investigation of the construction of the entire pipeline.”

While the Department of Public Safety said it believes the pipeline is, in fact, safe, it confirmed that it will hire a third-party consultant to conduct a review.

“With the remediation plan recommended by the department— which includes more robust pipeline testing, and increased frequency of pipeline integrity inspections than was originally contemplated—we believe the pipeline will remain safe during its future operation,” said Jim Porter, the Department of Public Safety’s director of public advocacy.

NORTHFIELD, Mass. (AP) A western Massachusetts bridge that’s been out of commission for more than 30 years could be replaced within the next five years.

State Sen. Stanley Rosenberg and a design team this week presented three possible designs for a replacement for Northfield’s Schell Memorial Bridge, which spans the Connecticut River and

connects the east and west parts of town.

The bridge was closed in 1985 because of advanced deterioration.

The Recorder reports that Rosenberg told residents construction on a replacement could begin in 2021 and be completed by 2023.

He said about $19 million in federal funding for the project is secure.

The designers said the federal

funding is intended to build a bridge that will promote walking and bicycling.

There is one other road bridge across the river in town.

Boston’s North Washington Street Bridge Project Advances The MassDOT Board of Directors approved awarding a contract for approximately $177 million to replace the North Washington Street Bridge that carries traffic over the Boston Inner Harbor between the North End and Charlestown.

“This bridge is an important link into the heart of Boston and we have been grateful to city of Boston officials, local leaders and key stakeholders as we have worked on the design for the new bridge,” said Highway Administrator Jonathan Gulliver. “With this project, we will fully replace this city of Boston-owned bridge, improving the motor vehicle lanes but just as importantly, improving the bridge to accommodate pedestrians, cyclists and mass transit users.”

Work-related activities including utility work are currently expected to begin this spring. Construction operations are then expected to start in fall 2018, at which time traffic logistics including lane reductions will be implemented in order to allow crews to safely and effectively work on the bridge structure.

In general, throughout this construction project, motorists will have access to two travel lanes in the inbound direction towards Boston, and one outbound lane towards Charlestown, and pedestrian and cyclist

access will be maintained. This excludes a one-month period in 2019 during which crews will demolish the main truss span meaning there can be just one lane in each direction.

As with all MassDOT projects, consideration has been given to the impact on those

who use the bridge and construction activities will be undertaken in such a manner in order to minimize the impact on the traveling public and local community.

The bridge is a critical link in the MBTA bus network providing passage for several Haymarket-destined bus routes from the

north including the 92, 93, 111 and 426 bus routes. MassDOT and the MBTA have been in close coordination and every effort is being made to minimize the travel time delays for these routes.

Construction is expected to be completed by fall 2023, and the full scope of work includes replacing the existing structurally deficient bridge, providing multi-modal amenities including widened sidewalks, separated bicycle lanes, and bus rapid transit lanes, increasing intersection safety and capability, and improving the navigation channel.

This project is being carried out to improve the functionality of the bridge and ensure reliable travel throughout this area.

This bridge is 118 years old and carries intercity vehicles as well as local MBTA bus, shuttle and tour bus routes. The bridge is safe for travel currently and due to its status requires between $1 million and $2 million in annual repairs.

get under way in May, involves completion of the Commonwealth Avenue bypass barrier and Massachusetts Avenue sidewalk, barrier and surface work, including new lighting, traffic signals, refurbished fence, new pavement, pavement markings and bike lanes.

Phase 4 is scheduled to be completed in September.

Boston Harbor — A contract for dredging portions of the Boston Harbor Federal Navigation Project’s main ship channel was recently awarded to Cashman/Dutra, Joint Venture of Quincy, Mass. Work on the $122.2 million project is tentatively slated to get under way this spring. The dredging is expected to take approximately three years to complete to deepen the project to its newly authorized depths to accommodate large container ships that have begun calling on the U.S. east coast since Panama Canal improvements were completed.

The project calls for the dredging of approximately 11.7 million

cu. yds. of silt, blue clay, till and weathered rock. The work is designed to deepen and widen the Broad Sound North Channel to -51 feet Mean Lower Low Water (MLLW); deepen and widen the Main Ship Channel to the Conley Terminal, including the turning basin to -47 ft. MLLW; and deepening the President Roads Anchorage and deepening the lower Reserved Channel to -47 ft.

The dredged material will be taken to the Massachusetts Bay Disposal Site (MBDS) approximately 20 mi. offshore of Boston Harbor, with the exception of a small fraction of the material being placed as a cap to the Main Ship Channel Confined Aquatic Disposal (CAD) cell, just downstream of the inner confluence of the Chelsea and Mystic Rivers.

Silver Line Gateway Project — Construction on Phase 2 of the $56.7 million Silver Line Gateway Project is scheduled to begin this spring. The Silver Line Gateway Project will provide new, dedicated bus rapid transit (BRT) service

connecting Chelsea and East Boston with the Red Line’s South Station and Seaport District in Boston. The Silver Line Gateway will offer fast travel times and the potential for high ridership.

The upcoming work includes relocating and constructing a new fully accessible Commuter Rail Station adjacent to the Mystic Mall at Everett Avenue. Other elements of the Phase 2 work include implementation of new traffic signals at the busway intersections with Everett Avenue, Spruce Street and Arlington Street and upgrades to the railroad signal system and grade crossings. Construction of the Phase 2 work is scheduled to be completed by the end of 2020.

Londonderry, approximately one mile north of Exit 4, providing access to the east side of I-93. The purpose of the project is to reduce congestion and improve safety along NH 102, from I-93 easterly through downtown Derry and to promote economic vitality in the Derry/Londonderry area.

Planning is decades in the making with the first Draft Environmental Impact Statement conducted in 2007. Construction of the project is anticipated to begin in 2019 and be completed by 2022. The programmed cost of the Project within the 2017–2026 Ten Year Plan is $56,855,000, including preliminary engineering, rightof-way, and construction costs.

New Hampshire I-93 Exit 4A Project Derry and Londonderry — The Towns of Derry and Londonderry and the New Hampshire Department of Transportation are moving forward on an updated environmental study for the I-93 Exit 4A Project. The project consists of a new diamond interchange on I-93 in the Town of

Vermont North Hero – Grand Isle Drawbridge — June is the set start date for construction to begin on a project to replace the North Hero – Grand Isle Drawbridge. The historic twin leaf bascule bridge is the only vehicular moveable bridge in the state of Vermont. Work includes building a temporary

drawbridge prior to replacing the existing drawbridge in order to minimize traffic impacts.

According to the Vermont Agency of Transportation, the project will be contracted following the Construction Manager/General Contractor (CMGC) process.

“The selected contractor to work with the HDR Engineering team through the design phase is Cianbro Corporation. The CMGC process is different than a traditional design-bid-build in the way that the contractor is awarded in two separate phases. Phase 1 — the contractor performs a construction management service during the design phase of a project. This is helpful for the success of projects that require specialized construction methods and services. Phase 2 — the contractor is contracted for general construction services to construct the project. Work is set to be complete in 2022.

Outdated Design Can’t Handle Today’s Traffic in Milbury MILBURY from page 1

The reason for this unsafe condition was a result of the 1950s’ interchange design that could no longer handle the increased volume of traffic traveling through the area. In 2011, MassDOT calculated the average volume of traffic on Route 146 at 45,500 vehicles, and 14,500 vehicles traveled along West Main Street and Elm Street.

In the Route 146 Transportation Study, prepared by the Executive Office of Transportation and Office of Transportation Planning and published in December 2005, this intersection at Route 146’s exit 8 was one of five identified as needing to be improved.

When it came time to design the project, a new six-lane, single-span bridge was proposed since the current four-lane, three-span bridge lacked acceleration and de-acceleration lanes, essentially making it “functionally obsolete,” Lorion explained. To improve safety and traffic flow through the onramp and offramp intersections, roundabouts were identified as achieving the project goals, because “these modern roundabouts have more vehicle capacity than the previous intersections and also reduce crashes,” he said.

With a bid amount of just over $20.4 million, the five-year construction contract was awarded to J.H. Lynch & Sons Inc., a firm that has worked on other MassDOT projects. After receiving notice to proceed on September 2015, crews started the first phase of the project, which was the utility relocation.

“We took all the existing overhead utility lines and put them underground in order to construct the bridge,” Lorion said.

A three-phase approach was taken to construct the new bridge.

For the first phase, the northbound traffic shifted onto the southbound span so the northbound span could be demolished. When constructing the bridge, Lorion said that because the bridge profile was modified, the contractor had to install an earth support system.

“The earth support system that the contractors designed was a wire mesh retaining wall that’s going to be buried into place [once phase 3 is completed],” he explained. “That’s been beneficial

to the contractor.”

Construction of the two-lane northbound span, along with its exit and onramp, was completed at the end of 2017.

Steve Shamoian, a resident engineer with MassDOT, said that they are now on phase 2 and the demolition of the southbound span was finished in February. It’s expected the construction of the southbound span and its exit and onramp will be completed at the end of 2018. Phase 3, which is expected to take all of 2019, will consist of constructing the median and subsequently configuring the roadway to include the new acceleration and deacceleration lanes.

In regards to the bridge demolition, Shamoian said “we haven’t had any issues.”

To date 750 cu. yd. of concrete have been removed from the site, while 1,025 cu. yd. and 145,000 lbs. of rebar have been used to construct the new bridge.

To maintain the four lanes of traffic at all times, the northbound lanes were shifted onto the median on the southbound side of the bridge, and the southbound lanes were shifted over into the breakdown lane. Although the majority of the work is being completed during the day, the on-ramps and off-ramps have been closed at night.

Also installed during the summer and fall of 2017 were the two roundabouts at the Route 146 southbound off-ramp at West Main Street and the intersection of Elm Street and Elm Court.

“Even though the roundabouts are in a temporary configuration, we’ve seen an immediate improvement at both locations,” Shamoian said.

a change from the previous traffic pattern, drivers are adapting, Lorion said, adding that “we no longer see the backups that we had prior to installing the roundabouts, so the traffic is moving much easier through the intersection.”

The final curbing and sidewalks will be completed in fall 2019. In addition to improving traffic flow, the roundabout design also improves the access of pedestrian and bicyclist through the intersections.

Lorion said that they are still on schedule for

a spring 2020 completion date.

As with all MassDOT projects, Lorion said that they’ve worked closely with the city of Millbury to develop the project and even agreed to the city’s request of painting the bridge a different color so it’s officially part of the community. “The bridge will be painted Millbury maroon,” he said, “which is the town’s color and that is a little bit different than our standard bridge colors.”
