Aging Cape Cod Canal Bridges to Need Funding Soon For months now, Massachusetts U.S. Rep. William Keating and U.S. Sens. Ed Markey and Elizabeth Warren have touted their role in raising federal funds to replace the aging Sagamore and Bourne bridges on Cape Cod. So, is the money on the way?

The U.S. Army Corps of Engineers (USACE), which owns the 87-year-old bridges, is working with officials from Massachusetts Department of Transportation (MassDOT) on an application for a part of the $27 billion set aside for bridge replacement and repairs in President Biden’s infrastructure bill, which he signed last November.

Neither federal nor state officials can say if the USACE’s application for about $1.5 billion will be successful, but the application is one of the best in the country, Keating said during a recent meeting with the Cape Cod Times.

He based his optimistic assessment on the fact that the USACE is working with the state, which already earmarked $350 million in bonds for the bridge projects as part a $16 million transportation bond bill signed by Gov. Charlie Baker in January 2021.

But state and federal agencies need to get a jump on construction, Keating explained, before the bridges need major rehabilitation.

He said that construction on at least one of the bridges would need to begin within five years.

Future of Bridges Causing Local Concerns The Times reported that the uncertainty of whether and when the bridge project will move forward has local officials, residents and businesses anxious to know how it will affect them.

Selectmen in the town of Bourne, Mass., have spoken out to push the federal and state governments to be more communicative about bridge design and plans. Chairman Peter Meier said in early March that Bourne should have “a seat at the table” in design discussions.

“Communication to date has not been the best,” he noted to the newspaper. “The bridges affect daily life in Bourne.

Ultimately, we who live here are impacted the most.”

Marie Oliva, CEO and president of the Cape Cod Canal Region Chamber of Commerce, said that the uncertainty of when the bridge replacement project will move forward is causing concern for businesses and residents in the area.

“There’s a big question mark there,” she told the Times.

way traffic has to flow around the canal. We can’t just change everything to make everyone go faster to get down-Cape.”

State Rep. David Vieira, from Falmouth, said during the meeting that the $350 million state bond bill will deal with road changes, and there will be a state project manager for those projects.

The town and the Bourne Recreation Authority must know what is going on before money is spent, he contended, especially with the authority considering design for amenities and possibly buildings at Scenic Park below the Bourne Bridge.

Extensive Enhancements Needed On Both Bridges In speaking with the Times, Keating talked about the structural integrity of the bridges and cited a 2020 USACE study, which found that replacing the Bourne and Sagamore bridges would be less expensive than doing major rehabilitation on them.

Scott Acone, deputy district engineer at the New England district of the USACE, said the Sagamore Bridge will likely need a big upgrade by 2025, followed by the Bourne bridge by 2030, at the earliest.

Without a doubt, replacing the bridges will interrupt the lives of Cape residents and

business owners near the structures and everyone traveling on and off Cape Cod. “This is a major issue, it affects the very livelihood of a quarter of a million people who live here year-round,” Keating said.

According to Acone, the joint application, if granted, could pay for up to half of the replacement costs for both structures, which collectively will cost about $1.5 billion.

Both Keating and Acone told the Times that they are optimistic the joint application stands a good chance of being approved.

“Of all the applicants, that [one] is in the best position — maybe in the country,” Keating said.

The reasons for that are not just because state and federal officials are working together, Acone noted.

He explained that because the Bourne and Sagamore bridges are aging infrastructure that serve as evacuation routes for the Cape and the Islands, the project is a strong candidate under the language of Biden’s bill.

Once the new bridges are built, the state will take ownership and support them, Keating told the Times.

Project Conceived as Having Multiple Lanes In concept, the replacement bridges will

have wider travel lanes, as well as a breakdown lane, a multi-use lane for pedestrians and bicyclists, and ones where drivers can accelerate, decelerate, and merge.

However, as the design phase moves forward, the USACE will take comments from the public about the project, Acone said.

If the project does not receive funding, the Cape could find itself in an untenable position, said Steven Tupper, deputy director of the Cape Cod Commission and Transportation Program director.

“The importance of the bridges to Cape Cod cannot be overstated,” he said. “It’s really critical to the ability of the region’s transportation system to meet the current and future demands of Cape Cod’s residents, visitors and businesses.”

Tupper warned that if the Cape finds itself in a position where a bridge needs to be closed for repairs without an alternative, it could cause unacceptable delays for motorists.

The bridges affect everyday activities such as bussing children to school, local emergency transportation and the delivery of goods and services, he said.

“When you have an issue with either of the bridges, it impacts all of the communities in our region,” Tupper added. 

Busy Stretch of I-95 to Shut Down for 64 Hours in April The busiest stretch of Interstate 295 in Maine is going to be shut down to traffic for almost three days in April, a move that will allow construction crews the time they need to install a new bridge over Veranda Street in Portland.

A section of the highway between Portland and Falmouth will close for 64 hours so that construction crews can demolish and remove the 61-year-old Veranda Street bridge and replace it with a completely new one. The modern bridge will be rolled into place next to the old overpass.

Officials from the Maine Department of Transportation (MaineDOT) told the Portland Press Herald that they chose to use the roll-in technique to limit the closure on I295 to as little time as possible, rather than the years it might have taken to complete if normal from-the-ground-up construction methods were used.

Despite the state’s accelerated bridge replacement plan, thousands of motor vehicles will still be affected by the closure, which is scheduled to start at 7 p.m. Friday, April 22, and end at 11 a.m. Monday, April 25.

In conjunction with the I-295 closure, Veranda Street will be closed for a full week, from April 18 through April 25.

MaineDOT told local news outlets that it is doing everything it can think of to spread the news about the closure, including hosting a live virtual meeting at 6 p.m. on April 6 during which the public can hear a presentation and ask questions about the $20.8 million project. Project fliers also have been mailed out to businesses and residences in the Portland-Falmouth area.

“This project has the potential to impact people from Aroostook County to Rhode Island,” explained Paul Merrill, a MaineDOT spokesperson, during a telephone interview with the Press Herald on March 16. “We hope that no one is surprised or shocked by what we are planning to do.”

He noted that before the pandemic, the

The Press Herald reported that the state agency had originally planned to shut down I-295 last October for the project but had to delay the closure until April due to a national resin shortage that slowed the process of obtaining replacement geofoam blocks for the bridge. The delay occurred after crews found that some of the blocks that were to be used to support the bridge foundation had

been damaged, and the lack of resin made it impossible to find replacement blocks at that time.

The new bridge was constructed using what MaineDOT refers to as the “accelerated bridge construction,” or ABC, design process. The practice is a common one but is used more extensively in other parts of the country.

A Self-Propelled Modular Transporter — or SPMT — will be used to move the new bridge structure into place during the interstate closure, Merrill noted SPMTs transport heavy, massive objects that cannot be moved by traditional flatbed trucks. Most notably, NASA uses SPMTs to transport space vehicle components to and from one of its launchpads.

According to the Federal Highway Administration (FHA), accelerated bridge, or slide-in bridge, construction is a relatively new process that allows states to reduce the amount of on-site construction time needed to build or replace bridges.

The technique can significantly reduce traffic impacts, especially in urban centers with high traffic volume, by reducing planning and construction efforts by years. 

Crews Raze Iconic Lighthouse as Part of Gillette Makeover One of the iconic features of Gillette Stadium in Foxborough, Mass., home of the NFL’s New England Patriots, was torn down recently as part of construction for a major renovation project at the 20-year-old venue.

The lighthouse near the north end zone, a key part of the stadium’s branding, was brought sideways to the ground by a demolition crew on March 25.

The approximately 100-ft.-tall tower, however, will be replaced by a much bigger and more prominent lighthouse that is slated to be 218 ft. high. The new structure also will include a 360-degree observation deck at the top, which will be accessible year-round.

“The interstate crosses a moderate ravine in Rockingham,” according to VTrans. “The precast spliced girder bridges exceeded the 100-year service life requirement of the bridges and are the first bridges of this type in Vermont. The design provided an economical solution for this important transportation link: an all-concrete structure that incorporates pre-stressing, post-tensioning and a blend of reinforcing materials, allowing local suppliers to provide the necessary materials and providing the required 100year service life, in an aggressive de-icing environment.”

The new bridges, the longest spliced precast girder bridges in the state, were built on the same site as the old 736-ft.-long, nearly 35-ft.-wide twin steel truss bridges constructed in 1965. The work site was located atop a challenging topography that is 130 ft. above an environmentally critical river.

“Though the bridges were rehabilitated in 1989 to provide additional structural life, they continued to deteriorate,” VTrans told CEG. “Also, the bridge widths did not meet the current standards. They were considered fracture critical bridges and did not load rate well. Planning began in 2013 when a scoping report was completed with alternatives and a decision to replace the structure with a new bridge was deemed the best solution.”

This is a crucial highway for the Green Mountain State.

“I-91 links Massachusetts to the Canadian border and it is critical that its condition can serve the travelling public as they commute to work, vacation, truck goods and services to our state and beyond,” said VTrans. “It also links with I-89 and several state highways that cross the Connecticut River that serves the residents of New Hampshire. The Rockingham bridges needed to be replaced in order to maintain our network and ensure that travelling on our interstate is safe and efficient.”

Many local dignitaries noted “the positive economic benefit of a project this size in a small community. The infrastructure is improved, and the local economy is stimulated by the influx of people living and spending money in the community.”

To match the existing interstate corridor, each bridge has two 12-ft.-wide travel lanes, one 10-ft. breakdown shoulder and one 4-ft. median shoulder. Each new bridge is more than 41 ft. wide and 18 percent wider (more than 6 ft.) than the previous bridges and spans 860 ft. from abutment to abutment, which is 110 ft. longer than the previous bridges. “Each concrete precast segment had to be taken off delivery trucks from the existing bridge,” said VTrans. “The contractor deployed a rolling roadblock that slowed interstate traffic to create a 20-minute window in which to connect and install the segment. The northbound bridge opened to traffic in April 2019, and the southbound bridge fully opened in September 2021. The public viewed the project with enthusiasm and wonder due to the size of the elements and the relatively low impact of the project on the daily lives of local residents and commuters.”

Reed & Reed had to overcome many challenges to complete the project.

“The project was 100 feet plus off the ground,” said John Phillips, R&R’s project manager. “All the heavy lifts were done at a significant height with minimal clearance between the two bridges. Extensive construction engineering was performed to ensure the project was carried out safely. The work had to progress in a methodical process in order to maintain safety and efficiency.

The design-build process allowed us to begin work while completing the design and planning as we progressed.

“We have built significant precast and segmental bridges in the past,” he added.

“This design was unique in that we had concrete girders with splices mid-span at a significant height with difficult access.

Environmental concerns are always at the forefront of our work planning. We had to mitigate interference with a stream that ran through the primary access to the project.”

Precast segments were fabricated by JP Carrara of Middlebury, Vt., which were done over a period of 17 months. The girders were nearly 200,000 lbs., and more than 100 ft. long.

“The concrete girders were fabricated with reinforcing steel, pre-tensioned strands and a post tensioning system that was installed on site,” said Philips.

It took between six to eight hours for JP Carrara to transport the pieces it produced to the work site.

The northbound bridge was installed in April with the girder segments lifted and placed using a Manitowoc 16000 crawler crane and a model 999 Series.

“We erected the girders generally from north to south,” said Philips. “The segments were lifted off trucks in approximately 20 minutes to allow highway traffic to resume.

However, it took a matter of hours to get the girder set and fully secured.”

The girders and other components were lifted mainly during the day.

on site, as well as all-terrain forklifts and a boom truck,” he said.

The demolition of the old bridges had crews pick off each span and cut up the steel trusses, which were sent for recycling.

“One challenge was lifting the spans off to the ground where they could be cut up,” said Philips. “This required extensive construction engineering and planning.”

A falsework system was installed to prevent any debris from falling into the river and onto the railway tracks.

Having installed one bridge, the crews were able to apply lessons learned for the southbound bridge.

“Pre-planning helped somewhat,” said Philips, “but there are always unforeseen challenges on construction projects.”

The new bridges, the longest spliced precast girder bridges in the state, were built on the same site as the old 736-ft.-long, nearly 35-ft.-wide twin steel truss bridges constructed in 1965.

The northbound bridge was installed in April with the girder segments lifted and placed using a Manitowoc 16000 crawler crane and a model 999 Series.

The management team included R&R’s management and supervision and HDR’s design professionals.

“The design-build team worked continuously as a team to deliver this project safely and with the highest quality,” said Phillips. “The crews worked tirelessly and were dedicated.”

R&R had other standard pieces of equipment on site.

“We had onsite mechanics at times primarily if equipment problems had the potential to cause safety or other impacts to travelling public,” said Philips. “During winter, we were constantly having to deal with road salt and sand falling from the highway overhead. This created corrosion issues that had to be monitored.”  CEG

Officials are planning a school of between 275,000 to 315,000 sq. ft. with enough capacity for 1,150 students — about 200 more than the current enrollment.

The leader of Burlington, Vt.’s school district (BSD) told the community in early March that the demolition and reconstruction of Burlington High School could cost up to $230 million.

Building costs of the new school were expected to range from $161 million to $207 million, Superintendent Tom Flanagan noted in a letter to residents, while demolition of the old building was expected to range from $26 million to $29 million.

But Flanagan vowed to make sure the cost does not fall completely on the shoulders of Burlington residents, VTDigger reported.

“We have already set aside more than $11 million to support this project,” he wrote in his letter. “I will be reaching out for state and federal support, and we have begun formalizing partnerships that will allow us to pursue fundraising efforts like grants and donations.”

The old Burlington High School building was abandoned in 2020, after elevated levels of polychlorinated biphenyls, or PCBs, a toxic chemical commonly used in building materials in the first half of the 20th century, were detected.

Since then, the old campus on Institute Road has been abandoned, while Burlington High School students attend class in a retrofitted Macy’s department store.

New School Designed for 1,150 Students Last fall, the BSD school board voted to construct a new building and tech center on the site of the empty school. Local officials expect to put a bond before voters this

November.

But the exact amount of that bond is not yet clear, according to VTDigger.

The figures issued by Flanagan were based on “high-level cost estimates,” not detailed plans or designs. And, as the superintendent noted in his letter, school officials are seeking other funding sources for the construction, having already set aside $11.5 million of its federal Covid-19 recovery funds.

Officials are planning a school of between 275,000 to 315,000 sq. ft. with enough capacity for 1,150 students — about 200 more than the current enrollment.

The Vermont online news source reported that architects contracted by the school board are due to provide more detailed plans soon, and school officials plan to select a final design by April 21.

At a school board meeting March 2, board members admitted that the figure was high and could cause concern among their constituents.

But commissioners argued that the new high school building would be necessary to accommodate what they hope to be a growing student body.

“I’m hearing a lot of ‘No, no, no, we can’t, we can’t, we can’t,’” said Martine Gulick, the newly reelected Ward 4 school board member. “I want to change that narrative to ‘Yes, we can, we have to, and we’re going to do this.’”

VTDigger noted that construction on the new building is slated to begin in summer 2023 and finish before the 2025-26 school year. 
