Plans OK’d to Build New Elementary School in Easton The Select Board in Easton, Mass., unanimously voted March 9 to award a $63.6 million contract to Brait Builders Corp. for the construction of the new Blanche Ames Elementary School after the firm was recommended by the local school planning committee.

The new facility will serve as the regional pre-K through second grade building and be located at the Parkview School site.

Six companies bid on the new school construction project. Brait’s bid of $63,489,000 came in 14.4 percent under the estimated budget of $74.8 million.

“That’s just over $10 million in savings on this portion of the work,” said Chad Crittenden of PMA Consultants, the project manager. The firm is headquartered in Michigan but has an office in Braintree, Mass.

When it became evident the bids would come in under budget, due to COVID’s effect on the market, an alternative add-on also was put out to bid — using terrazzo tile instead of linoleum in some areas of the school. Going with the tile added $148,537 to the cost of the project.

“We knew we were trending under budget and knew we could add something we had talked about,” said Dan Colli of Perkins

“This is a huge milestone,” added Easton Select Board member Marc Lamb. “Years of work have gone into getting where we are today.”

Easton School Superintendent Lisha Cabral also noted the school planning committee will be creating a presentation on the project to update the community. The com-

mittee also has held focus groups with staff, students and community members for input into the design, according to Jane Martin, a planning committee member.

“I really feel like this project has done a good job reaching out throughout the community,” she said.

Voters approved a debt exclusion of Prop.

2½ to fund $94.8 million for the new early elementary school in 2019. The Massachusetts State Building Authority is covering 55.9 percent of eligible costs, totaling $36 million.

Perkins Eastman’s design for the Easton school includes a two-story building with wings of classrooms and a central core housing two cafeterias, a gymnasium, kitchen, music and art rooms and a media center. The second cafeteria is smaller and will be used by the youngest students. Pre-K and kindergarten space is set to be located on the first floor, with the first and second grade classrooms on the second floor.

Vt. Bridge Replacement Debate Reignites After Two Years Obstacles to the Depot Street Bridge replacement project in Bellows Falls, Vt., have reinvigorated a community debate between replacing the bridge at its existing site or constructing an alternative, angled bridge that would shift the flow of traffic further north, an option which is favored by many economicdevelopment proponents.

Officials from the nearby Town of Rockingham and the Village of Bellows Falls learned March 30 that the town’s plan to replace the historic Depot Street Bridge with a similar concrete arch design will not be economically viable, due to engineering challenges and related impacts that would drive the cost well beyond what the state originally anticipated.

In 2019, the Vermont Agency of Transportation (VTrans) estimated a project cost of $3.4 million to raze the crumbling 112year-old bridge and replace it with a similarly designed replica alongside the existing location. State and federal funds would cover 9095 percent of the total cost and Rockingham would cover the remainder, then estimated at $172,000.

Project managers, presenting to the Village Trustees and Rockingham Selectboard, reported that the proposed arch replica will require extensive engineering that could not only compromise the integrity of the historic canal underneath the bridge, but drive the project

cost over budget by millions of dollars.

According to project consultant Scott Burbank from Vanasse Hangen Brustlin Inc. (VHB), an engineering firm based in Burlington, Vt., supporting an arch design would require the construction of a cofferdam, a watertight enclosure pumped dry to allow workers to build safely below the water level.

Project managers learned from the owners of Great River Hydro, who operate a hydroelectric plant on the canal, that the dam requires a constant water level of 3 ft.

When the original arch was constructed, the channel had been dry, Burbank explained.

A cofferdam would cost approximately $2.1 million and could have “significant impact on the historic canal’s bottom and walls,” he added.

The extensive engineering also would require an eight-month dam shutdown, requiring the project to reimburse Great River Hydro for its lost revenues, which would total an additional $1.6 million to $4.8 million, Burbank said.

The project managers instead proposed a steel truss design for the bridge. While not a replica to the existing concrete arch, a steel truss span would not require underwater construction. Additionally, while the project would still take eight months to complete, the impact would only require Great River Hydro to close for one month, Burbank reported.

The steel truss design also blends well with the town’s railroad history.

“I know a lot of people had their hearts set on the arch,” said Kyle Obenauer, an architect from VTrans. “But aside from the constructability perspective, there has been a truss on Depot Street in the past, so there is that historical connection. And for an area that has been so deeply shaped and influenced by railroad construction evolution, a truss also fits historically.”

Proponents Suggest Alternative Proposal Several elected officials proposed another idea: to reconsider the alternative “off-alignment” bridge proposal, which VTrans also suggested in 2019.

The alternative proposal, which the Rockingham Selectboard rejected by a splitvote of 3-2, would have built a new angled bridge across the canal and keep the Depot Street Bridge in place, which the town could then convert to a pedestrian-only bridge.

An off-alignment bridge, proponents reiterated, would reduce the number of commercial trucks that drive through the village square and create a needed connector to The Island, a high-density industrial area that Rockingham officials hope will attract new business startups.

Some officials said they would like to keep

the Depot Street Bridge rather than tear it down. The bridge’s use as a pedestrian walkway would further enhance the downtown village experience and could serve up to another 40 years if relieved from the weight of vehicles.

“I would like to consider the value to our pedestrians and the Village vibe of having a bridge of flowers [and] have that beautiful experience of walking across the canal on a bridge that has been landscaped,” suggested Town Manager Scott Pickup.

The selectman who voted against the alternative bridge in 2019 identified cost as a primary concern. At that time, the alternate plan was estimated to cost $3.9 million, and the town’s portion would have been approximately $353,100. The selectmen also expressed their reservations about assuming the liability for the existing Depot Street Bridge, which the town would have to pay to maintain or demolish when it reached the end of its life.

No decision was made March 30 regarding the Depot Street Bridge. VTrans is expected to provide new cost estimates for both projects: the original plan with a steel truss design or the alternative off-alignment proposal.

Located in southeast Vermont, Rockingham includes the unincorporated villages of Bellows Falls and Saxtons River.

Crooker Construction Inc. Leads Waterville’s BUILD Grant Project A long-anticipated $11.27 million project in Waterville, Maine, to change the traffic pattern on Main and Front streets and improve sidewalks and intersections started March 15.

The work will kick off with the removal of islands at the intersection of Bridge, Water, Main and Front streets.

The Maine Department of Transportation (MaineDOT) issued a notice Feb. 26 to businesses and business owners in the immediate downtown area with information about the BUILD Grant project, including a schedule of the contractor’s plan for work in 2021 and 2022.

Crooker Construction Inc., of Topsham, Maine, is the project’s builder. It plans to have the work completed in 2022.

As part of the project, roads will be reconstructed, intersections improved and realigned, and existing roadway drainage improved. Main Street will be landscaped with trees, new granite curbs, lights, concrete and brick paver sidewalks and crosswalks.

The removal of the islands will allow traffic to maneuver through streets as the approaches to the intersections are reconfigured, according to the notice MaineDOT issued.

“All traffic routes will be maintained, and no detours or closures are planned at this time,” according to the state agency. “Some of this work will occur at night so as not to disrupt through traffic to and from Winslow.

Temporary traffic signals will be placed in the intersections to allow removal of the old signals while the approaches get reconfigured.”

In May and June, work will commence on Main Street, between Bridge and Temple streets, and some improvements will be made along Front Street. Traffic will always remain open to at least one lane and access to businesses will be maintained.

The comprehensive project is being launched to address longtime traffic, parking and pedestrian safety concerns throughout the downtown, according to officials. The MaineDOT, Colby College and downtown Watertown businesses and building owners are partnering on the project, primarily funded by a $7.3 million BUILD Grant the city

Throughout the remainder of 2021, work will be completed on Main Street with workers doing one side of the street at a time from Bridge Street to Temple Street. Work on Main Street, between Temple Street and College Avenue, is expected to be completed in the spring of 2022. The realignment of Front Street and College Avenue will soon follow and by the fall of 2022, the final twoway traffic flow will be in place.

Construction operations will require limited vehicle traffic to and from the downtown area. During the work, steps will be taken to minimize traffic conflicts and provide access to properties abutting the project.

The downtown Watertown BUILD project is taking place while Colby College is amid developing the $6.5 million Arts Collaborative, also on Main Street. This spring, the college and Waterville Creates! plan to break ground on the approximately $20 million Paul J. Schupf Art Center on Main Street. Nearby, the school built the $26 million Lockwood Hotel and restaurant and the $25.5 million Bill & Joan Alfond Main Street Commons, both on Main Street, as well as bought and renovated the former Waterville Savings Bank building at the corner of Appleton and Main streets for $5 million.

While driveway and business access will be kept clear throughout the new construction, there may be periods of time when a side street, driveway or business access is temporarily blocked by construction operations. Before any such closures occur, Crooker Construction will issue a notice on the city’s website, www.waterville-me.gov. 

During the course of the project, more than 22,000 tons of demolition debris was removed for appropriate recycling and disposal.

The demolition of the athletic center was a three-month project held while school was in session (January through March), which added to restrictive circumstances and challenges for the project.

Safety was the first consideration, which has its own set of challenges when every load of material is being removed from the site (located off campus). Dust, noise and vibration limitations were very restrictive on the project. A minimum amount of cutting and hammering was required, and, whenever possible, concrete slabs needed to be pulled up and above ground structures pulled down without cutting or hammering.

Many demolition contractors would find Colby College’s old athletic center was torn down without any cutting required. these restrictions challenging. Not so for JDC Demolition, which has the tool perfectly suited for this type of challenge — an enormous Komatsu PC1250 with an operating weight in excess of 270,000 lbs. The PC1250 is equipped with one of the largest demolition grapples ever made, which is supplied by NYE Manufacturing and the people at National Attachments.

The Komatsu was purchased through Gerry Carney of CN Wood in Boston.

According to Chris Berardi, president of JDC Demolition, “An excavator of this size is not something that you would typically see in a demolition contractor’s fleet, but it has proven to be a great investment for our company. In our business, much like any other, time is money and in demolition the bigger the machine the quicker the project is completed.

“Obviously, an excavator of this size with this amount of reach can pull down a lot of material in a very short time.

That’s not the only area the savings come into play; the Colby College project called for the removal of significant amounts of concrete slabs. Traditionally, this would be

addressed with an excavator and hammer.

Not only is hammering concrete abusive to your machines, it creates a lot of noise, vibration and dust, all of which were restricted on this site.

“This Komatsu tears up concrete slabs faster and with much less effort than we have ever been able to address in the past. When it comes down to pulling down existing structure it has twice the strength and reach of anything else in our fleet. The time and money savings are dramatic. The need for cutting is virtually eliminated.

“We have been big fans of Komatsu equipment for a long time. We have a long history with CN Wood. They always come through for us and this machine has been no exception.”

Nearly as impressive as the monster excavator is the gigantic demolition grapple that it uses to execute its work. The NYE grapple weighs 14,000 lbs., it’s 70 in. wide on the three-tyne side and 41 in. wide on the twotyne side. The grapple opens to a width of 12 ft. and stands 9 ft. in height.

Agawam Needs to Replace or Upgrade Old High School At more than 65 years old, Agawam High School may be looking at retirement.

Town officials have asked the state to consider funding the renovation or replacement of the building at Cooper and Mill streets in Agawam. The request is one of 30 under consideration by the Massachusetts School Building Authority (MSBA), a state agency that reimburses local school districts for building projects.

In the second week of February, Agawam School Superintendent Sheila Hoffman met with MSBA officials and said she hopes they approve the town’s request for funding. The next step is for state officials to tour the building and assess how Agawam’s needs compare to the other applicants.

“We have a science wing that needs renovation or expansion,” said Hoffman. “We also have the whole high school that’s not meeting the needs of today’s learning and instruction.”

At 266,829 sq. ft., Agawam High School is likely the largest single-story high school in the state, said Mayor William Sapelli, who also serves as chairperson of the Agawam School Committee. He said if a new school is built, it would likely have multiple stories.

Alternatively, the MSBA could recommend a renovation of the existing structure, which would involve repairing the roof and addressing the science lab needs.

“I want to see what their evaluation turns

up,” Sapelli said, when asked which option he preferred. “They’re the experts with the engineers. If they did decide that Agawam was in line for a completely new high school, it would certainly be designed more effectively and efficiently.”

Although enrollment remains within the school’s maximum capacity, individual departments are facing a space crunch, Hoffman said. Special education teachers are using a blocked-off hallway as an office, with other offices and instructional rooms scattered throughout the school.

The high school has expanded its engineering and manufacturing programs in recent years by converting basement space and offices. Manufacturing classes require two adults because the classroom and workshop cannot be supervised by one person at the same time.

There’s a similar problem in other specialty subjects, said Hoffman. The school has expanded the number of performing arts, visual arts and business elective classes it offers, but this means it needs additional classrooms. Every department has at least one teacher who doesn’t have a designated classroom and must travel from room to room throughout the day, she said.

Boilers, electrical panels and ventilation systems have reached the end of their operational life and will need replacement in the

coming years. Additionally, there are roofs and windows that need repair throughout the school, Hoffman explained. Approximately 100 emergency patches were applied to the roof after a January 2020 hailstorm.

Agriculture classes cannot use the greenhouse because its roof is broken.

Agawam High School was built in 1955, with wings added in 1961, 1980 and 1997, and a smaller addition to the library in 2001.

The science wing, now 40 years old, is too small to accommodate every science class, so teachers have converted art classrooms and a section of the library into instruction space, while sharing the lab rooms, according to a statement submitted to MSBA by Agawam administrators.

There isn’t enough storage for science equipment or space set aside to prepare lessons. Electrical and safety systems in the science labs are insufficient to perform certain biology, chemistry and physics labs. The New England Association of Schools and Colleges recently placed the school on “warning” for losing its accreditation because of the state of the science labs.

Agawam made a push for a high school renovation project in the early 2000s when Sapelli was assistant superintendent of schools. Several other Hampden County high schools have been rebuilt with partial state funding since then, including Chicopee

Comp, Easthampton, Longmeadow, Minnechaug and West Springfield. All those MSBA-approved construction projects replaced facilities that were younger than Agawam High School, Sapelli said.

The city has not built a new school since the 1970s, when Agawam Junior High School opened. It has received state funding for three repair projects in the past 10 years: installing new boilers recently at the junior high and Doering School, and replacing the roof, windows and doors at the junior high in 2012.

West Springfield’s high school opened in 2014 at a cost of $107 million. Sapelli said a new building in Agawam, which has a similar enrollment, could run about $120 million at today’s costs. Assuming the state covers about 58 percent of the cost, the town has enough levy capacity to raise property taxes for the building project without a Proposition 2½ debt exclusion vote, the mayor said. As an increase in the town budget, it would have to be approved by the City Council.

Hoffman emphasized that the high school repair or replacement project is still in its early planning stages. As one of 30 candidates for state funding, the project depends on how much money state legislators give to MSBA, and whether MSBA judges Agawam to have a greater need than some of the other communities applying for funds. 

Construction soon will move into high gear on a long-awaited roundabout project in Portland, Maine, disrupting traffic flow at the intersection of Deering Avenue, Brighton Avenue and Falmouth Street.

Work initially began in May 2020 on the heavily traveled corridor near the University of Maine School of Law. City planners for years have been hoping that a traffic circle will decrease traffic congestion at the intersection and improve safety for cyclists and pedestrians.

On April 7, construction workers will remove the jersey barriers currently in place as they transition from winter to spring operations, city officials said in a recent press release. Falmouth Street will be closed at its intersection with Deering and Brighton avenues, and the northern leg of Deering Avenue will be closed starting at the intersection.

Those closures will apply only to nonlocal traffic and will last for two to three months.

Portland has been planning what’s being called the Deering’s Corner Roundabout since at least 2013, when city staff recommended a traffic circle there and at the nearby corner of Deering Avenue and Bedford Street. At the time, the Maine Department of Transportation (MaineDOT) estimated that more than 10,000 vehicles passed through the area each day.

The state agency also had labeled the sixway intersection a “high crash location.”

City officials also have said that “the existing signalized intersection encourages fast speeds and potentially dangerous turning movements.” Twenty-seven accidents occurred there between 2016 and 2018, according to MaineDOT. In the 2020 construction season, crews installed storm drains and water mains, and removed the existing traffic signal, according to the Portland’s website. Traffic was altered this winter because of the lack of a traffic signal.

Before construction began, city officials estimated that the work could run into October 2021. In its update the last full week of March, the city said normal traffic could resume after two to three months, once the roundabout is in place. That would put its completion somewhere in June or July.

As depicted in city plans, the project also eliminates the southern leg of Brighton Avenue that used to link directly to Bedford Street. That would make the roundabout a five-way intersection, rather than a six.

The new roundabout is a joint project between the City of Portland, MaineDOT and the Portland Area Comprehensive Traffic System, a federal municipal planning organization. As of February 2020, the project was estimated to cost $3.9 million, of which Portland’s share is $985,200. 
