RIDOT to Repair Old Stone Bridge Causeway in Portsmouth The Rhode Island Department of Transportation (RIDOT) plans to start repairs on the Portsmouth side of the Old Stone Bridge causeway in late April. A section of the causeway eroded and broke off into the Sakonnet River on March 22, 2019 causing potential impediments to watercraft.

RIDOT owns the causeway.

Peter Alviti, RIDOT director said, “We will permanently stabilize this wall so it remains structurally sound and provides a safe and secure causeway to protect the environment and

navigation.”

RIDOT has classified the damage to the causeway as a class one emergency which means that funding and other resources will be made available to repair it as soon as possible.

RIDOT will meet with both the Department of Environmental Management and the town of Portsmouth to discuss long-range plans for the future of the causeway.

The structure used to be part of a bridge that connected Portsmouth and Tiverton. 

R.I. Transportation Officials Seek $200M for Providence Viaduct Project PROVIDENCE, R.I. (AP) The Rhode Island Department of Transportation is seeking to borrow $200 million to repair the viaduct bridges in Providence that carry parts of northbound Interstate 95 through the city.

House and Senate bills filed at the request of the Department of Transportation suggest paying for the northbound viaduct by borrowing against future federal highway funding. The state rebuilt the southbound viaduct several years ago.

The bills were introduced without public announcement and would authorize the borrowing needed to complete the estimated $250 million project.

When asked why the borrowing was not included in Democratic Gov. Gina Raimondo's budget proposal, a spokeswoman of the administration said the state was hoping to have the financing approved before the rest of the state budget went into effect this summer. 

Officials Discuss Replacing Bridge Over I-95 in Stamford Connecticut Department of Transportation photo

Bridge span 2 takes shape.

Gov. Ned Lamont and Department of Transportation Deputy Commissioner Anna Barry visited the area near Exit 9 on I-95 in Stamford, where over two weekends this summer the state will utilize a cost-effective and innovative method to replace a twospan bridge that carries Route 1 (East Main Street) over I-95.

Utilizing a method known as accelerated bridge construction, the project involves the removal of the current spans, which have outlasted its lifecycles, followed by the sliding in of new ones in a period of only two weekends. This method will significantly speed up the installation of the replacement bridge, thus cutting by considerable amounts the resulting period of traffic congestion that traditional construction methods would have caused.

The project will be held on the weekends of June 1 and 8. Although motorists traveling through the area will be detoured, state officials want to get the word out well in advance so that motorists can experience the least amount of inconvenience.

“We have an aging infrastructure in our state that is in dire need of replacement — this project is a perfect example of what we need to do just to maintain our existing

roads and bridges,” Lamont said. “Every day, thousands of commuters use this highway to get to work so they can support their families and maintain a decent quality of life — deciding whether to keep this critical highway in a state of good repair is simply not up for debate. For the sake of our businesses and the sake of our jobs, we must provide Connecticut with a modernized transportation system that works, which requires a sustainable, recurring funding source.”

“We are using an innovative construction method that will limit detours to two weekends,” Barry said. “If traditional construction methods were used on this project, motorists would face delays for two years.

It’s exciting that our department and state are using modern and cost-effective construction methods to rebuild infrastructure while minimizing overall impacts to motorists and business.”

The project is being led by O&G Industries, a business based in Torrington.

During the two weekends of construction, Route 1 will be closed between Courtland Avenue and Seaside Avenue, and traffic will be detoured from Route 1 to Courtland Avenue and Hamilton Avenue.

Exit 9 off of I-95 in Stamford also will be closed.

To allow for the removal and replacement of the bridges, I-95 will be reduced to two lanes in both directions on both weekends beginning at 9 p.m. on Friday and reopening by 5 a.m. on Monday morning. Traffic will be detoured onto and off of the Exit 9 ramps to allow I-95 to remain open during construction, but speeds will be reduced to 20 mph. Motorists will be advised to seek alternate routes.

Funding Connecticut’s Transportation System With gasoline taxes, which serve as the primary source of funding for the state’s transportation system, delivering less dollars, budget analysts for years have been warning that Connecticut’s transportation fund — along with a number of other states throughout the country — is on track to become insolvent unless a new revenue structure is created.

Gov. Lamont said that he does not support raising the gasoline tax, which he believes is already too high, nor the use of

“priority bonding” that would borrow to support transportation funding and add to the state’s debt.

In his budget address in February, the governor began a discussion with the legislature on returning tolls to Connecticut, which had been removed in 1985.

Connecticut is one of only two states on the eastern portion of the country that does not have a system of tolling to support its transportation system.

Gov. Lamont put forward two options — one that would toll only trucks and could generate $200 million annually if applied to all of the state’s major highways, and a second option that would apply to both trucks and cars, and generate $800 million annually, under which Connecticut drivers who frequently travel on major roadways in the state would receive a maximized discount.

Estimates say that about 40 percent of tolling revenue for Connecticut could come from out-of-state drivers. “We foot the bill when we travel through neighboring states, it’s time out-of-state drivers do the same for Connecticut,” Gov. Lamont told lawmakers during his budget address.

The proposals are currently being considered by the General Assembly. 

leaf bascule bridge comes not because of the bridge itself, which Sumner said is in good shape physically, but because the mechanical components are not.

“The actual capacity to carry traffic is fine,” Sumner said. “The motors, the electrical, all the mechanics are in really bad shape.

The state has been sinking money into it for years just to keep it running. If this project got delayed, there is no guarantee we would be able to open this bridge in the future.

There is a risk of not being able to open this bridge.”

Were that to happen, the state could face a $25,000 fine every time it failed to open. The bridge carries an average of 3,000 vehicles a day in the offseason and double that in the summer and fall. It also provides the only unrestricted access for boats, and is the only route big sailboats can get through.

The temporary bridge is known as an Acrow bridge, featuring a truss-like moveable span and paved wood deck. The contract calls for it to be operational by May 15, the date the drawbridge traditionally operates for boat traffic.

In the coming weeks, crews will install the final timber decking for the temporary bridge, while rock anchor installation continues on the temporary fender system. Crews are working from a barge for the rock anchor installation. They also will begin installing the temporary bridge barrier gate founda-

tions. The gates are designed to withstand impact and prevent cars from entering the bridge while it is open.

The new bridge will be in the same location as the existing, but there are several differences between the bridges. The existing bridge opened with mechanical motors, which “cranked it up the hard way,” Sumner said. The new bridge will be operated with a hydraulic system.

“We’re building some redundancy into the operating system in the sense if one of the cylinders needs to be replaced or fixed we could still open the bridge,” Sumner said.

“It may not operate as quickly, but it will still operate. We’re building a separate auxiliary backup system as well. Our goal is to get 75 to 100 years out of it. There may be a deck replacement before then or it may need repainted or parts replaced, but for its full life cycle we’re hoping to get 75 to 100 years.”

In order to reach that goal, stainless steel reinforcement will be used on the deck. The opening portion will be paved with concrete to minimize the weight.

“The heavier the span, the more expensive equipment you need to lift it,” Sumner said.

“We also went with metalizing the girders versus painting and some of the smaller pieces we’re galvanizing. We’re trying to cut down on maintenance, hoping that might extend the life.”

The estimated completion date of the new bridge is fall 2022.  CEG
