New Construction Will Extend Popular Riverfront Trail Visitors to Brewer’s Riverwalk will be able to extend their trips along the path in a couple of years, with the Maine Department of Transportation (MaineDOT) announcing that a 300yard extension to the mile-long trail is in the works.

The new section will extend the trail to the south, beginning at Hardy Street by Mason’s Brewing Company and taking people around the trajectory of the Penobscot River to South Main Street. Construction on the project — the third phase of the Riverwalk — is slated to start in the spring of 2023.

While the Brewer Riverwalk has been built in phases, it has been designed to provide a seamless experience to everyone using it to walk or bike, explained Travis Wolfel, of the San Diego, Calif., engineering firm Kleinfelder, and the lead designer of the third phase.

There will be cross culverts on the river side of the trail that will collect water flowing in from the Penobscot River and deposit it back into the body of water. There also will be benches along the stretch, though officials have not yet determined where they will be located, Wolfel said in a video posted by the Maine DOT in February.

The city of Brewer also is designing a

sidewalk along South Main Street, where the extended Riverwalk will end, according to Wolfel.

The trail has proven especially popular in the past year as people sought out socially distant, outdoor recreation during the pandemic.

“It [was] one of those few places where I think people felt safe,” Main-Boyington said.

Brewer officials tie the gradual increase in foot traffic to the development of new businesses and commerce in the area.

“We want to build beautiful spaces where people can get out and get some exercise and be healthy,” she continued. “We also want to make the economy healthy.” 

Maine Turnpike’s $28M Rebuild of Key Interchange Kicks Off Maine Turnpike Authority photo

The Maine Turnpike Authority (MTA) is starting construction on one of its most expensive transportation projects in years, a $28 million rebuild of the Exit 45 interchange.

The heavily traveled turnpike exit facilitates the movement of traffic in and around the congested Maine Mall in South Portland.

Reconstruction of the Exit 45 interchange, commonly known as the Maine Mall exit, will not be fully finished until 2023, according to a news release from the turnpike authority.

MTA officials said the project will be designed to handle anticipated future increases in traffic volume in and around the mall, an area that is often clogged with vehicles. In addition, the project will result in the creation of two new ramp toll plazas that can accommodate northbound and southbound traffic, as well as a new, higher and wider bridge providing 16.5 ft. of clearance over the Maine Turnpike.

The existing bridge has been struck multiple times by over-height vehicles and needs to be raised 6 ft., according to the MTA. The existing toll plazas are awkwardly designed, forcing drivers attempting to access the turnpike from the Maine Mall to drive down a ramp and circle back into traffic before they can pass through the plaza.

After travelling through the toll booths, vehicles merge into traffic that must crisscross lanes to reach the southbound or northbound exits.

“When completed, Exit 45 will have a more efficient diamond-shaped interchange, a brand-new bridge with increased clearance and ramp toll plazas giving drivers a safer, more fluid connection to the turnpike,” Executive Director Peter Mills said in a

statement. “It’s also the last plaza on the pike to receive tolling system upgrades. Once all the plazas are on the same platform it gives us greater flexibility to enhance our electronic tolling capabilities — all which benefit our customers.”

The MTA awarded the interchange reconstruction contract to CPM Constructors of Freeport. CPM’s bid came in at $27.6 million, according to the contract notice posted on the MTA’s website.

In addition to the interchange rebuild contract, the turnpike authority hired Stillwater, Maine-based Sargent Corp. in 2019 to preload the interchange site with gravel and other materials. The contract loaded the new ramp locations and approaches to the new bridge with gravel to allow the materials to settle for a time before pavement and other structures can be built on top of it.

The contract with Sargent cost the MTA $14.7 million, bringing the total cost of both projects to more than $42 million.

“Because the area around Exit 45 has soils that are mostly clay, building in this environment causes an undesirable amount of settlement,” said Peter Merfeld, chief operations officer of the turnpike authority. “By preloading and installing wick drains, we were able to compress the soils by as much as six feet in some locations and this work has allowed us to start the much-needed reconstruction sooner.”

Construction crews set up concrete barriers, restripe the roadway and shift traffic away from the median. That work will be followed by some ramp closures in April.

The new interchange is expected to be finished by September 2022, but demolition of the existing toll plaza and old bridge will likely continue into 2023. 

As utility contractors, Williams and Hill were aware that contractors in their line of work, as well as paving contractors and demolition contractors, had a common problem — no conveniently located disposal or recycling site for asphalt, concrete or soil waste for either disposal or recycling. The nearest construction material recycling facility for their area was located either in Danbury, Conn., or New Haven, Conn., about a one-hour trip in each direction.

After a considerable amount of effort and back and forth with the town board, the pair managed to get their new property permitted as a recycling facility accepting clean concrete, asphalt millings and clean fill.

“Once we had the permits in place it really just took getting the word out, mostly by word of mouth, to the area contractors and it was not long at all before we had a steady stream of trucks bringing us concrete, dirt and asphalt, and usually leaving with a load of mixed processed material that they could use on their construction projects,” Williams said.

Once the operation was up and running smoothly, an expansion of their existing operation was brought to the table. Williams’s good friend, Chris Spinella of Bagela USA/Pavement Recyclers, suggested Williams and Hill expand their recycling operation into an additional direction.

Spinella was familiar with an asphalt recycling machine manufactured by Bagela that could turn the asphalt millings that were essentially being ground up and reused as fill into a far more profitable product by reheating and recycling this waste product into a usable asphalt hot mix.

Oversized blocks of asphalt must be reduced before being fed to the Bagela recyclers.

Utility companies and some other categories of contractors are forced to cut open sections of asphalt year-round, and a part of their contract specifies that upon completion of the work, the asphalt has to be replaced, which becomes particularly challenging in the winter when asphalt plants are closed. The only solution available to contractors facing this dilemma has been the use of cold patch, an expensive, yet temporary asphalt patching product that can be used in cold weather. As soon as the asphalt plants are open, however,

cold patch has to be torn up and replaced with hot mix asphalt.

Bagela’s BA10000 asphalt recycler can accept asphalt millings and waste products, heat them, break them down and turn them into a quality hot asphalt at a consistent rate of 8-10 tons per hour during the winter season when hot asphalt is not available anywhere else, according to the manufacturer. see M.J.W. page 12

Connecticut Approves East Windsor PORTABLE Solar Farm, Largest in Northeast ROCK The Connecticut Siting Council has approved the largest solar development in the northeastern United States, a 120-megawatt project covering 485 acres.

Construction of Gravel Pit Solar could begin as early as this year and be finished in late 2022 or early 2023, state and local officials said.

First Selectman Jason Bowsza said the project “presents an opportunity for East Windsor to be a part of the state’s renewable energy goals while seeing a significant increase in local tax revenue for the town.”

An agreement requires owners to pay $378,000 annually for 20 years, plus a $1.5 million impact payment at the beginning of construction.

The state of Connecticut has purchased 20 megawatts of power, while Rhode Island has purchased 50, with the remainder to be sold to additional buyers, officials said.

The collection of parcels under

several owners stretches from the South Windsor town line to Apothecaries Hall Road. Besides operating gravel pits, Bowsaw said the site includes raw land and agricultural fields. New York City-based developer D.E. Shaw Renewable Investments (DESRI) and project developer North Light Energy had secured options on the land from the various owners.

The array, according to a presentation, would be a quiet neighbor with no town services needed. Also, the entire site is to be fenced in, a relief to the town, Bowsza has said, because trespassers have used the area for drinking, bonfires and ATV rallies, a longtime hazard that the town has been unable to stop.

The Gravel Pit project was one of nine solar projects selected by the Connecticut Department of Energy and Environmental Protection in late 2018 under a law passed the prior

year that required the state to solicit bids for additional renewable energy.

Together, the solar projects were expected to generate 165 megawatts.

“In addition to the environmental benefits, the project will generate local job opportunities as well,” said state Rep. Jamie Foster, of East Windsor. “Although farmland is included in this project, it is important to remember that the land can be used for farming after the life of the solar panels end.”

The East Windsor project comes after a large solar array began operating in 2019 in Simsbury. Tobacco Valley Solar was designed to produce 26 megawatts.

The raw materials were readily available to them and the hot mix that they would recycle would actually cost less than the cold patch alternative, which can cost up to $165 per ton, that contractors were forced to use.

Another advantage to using hot mix versus cold patch is that the hot mix is significantly easier to work with than the cold patch. A material heated to 300 F to 330 F degrees is much more pliable than trying to lay cold patch, which is, at times, difficult to mold into place.

Once Williams and Hill decided to move ahead with the project, they needed to research the best equipment to meet their recycling needs. They determined Bagela was well suited for the type of volume that they wanted to generate, as it uses indirect flame and convection heat as its heat source, which allows for large volume, consistent yields.

Their plans included recycling asphalt during the cold season, after hours and weekends in as large a volume as possible. Knowing that the demand would be quite high, the decision was made to utilize two units, each capable of producing 10 tons per hour.

With the help of Greg Harla, a specialist with Bagela who has overseen the installation of more than 100 of these types of operations, concrete blocks were used to create an elevated platform for two Bagela BA10000 recyclers that would be fed asphalt millings via a rubber-tired loader with the resulting hot mix asphalt dropping to a discharge pit below, where it can then be loaded to the customer’s trucks for transportation.

The operation went online in January 2021 and has been an immediate success. Word spread very quickly of the asphalt availability and demand has been growing steadily.

According to Williams and Hill, the Bagela recyclers have operated flawlessly and have met all of their anticipated production levels.

“Greg Harla and the rest of the people at Bagela are absolutely experts in their field and have made this project run seamlessly from start to finish. Our customers have been very happy with the quality of the product that’s been produced. Even when extremely cold weather [below zero] has set in the quality of the product being recycled by the Bagela is extremely good,” they said.  CEG
