Reconstruction of the Victory Highway Bridge, which carries Victory Highway, Route 102, over Route 95 in West Greenwich, R.I., started in Nov. 2017 and is in its second phase, with half the bridge having been demolished and rebuilt and the second half under way.

The bridge, which was built in 1969 and has been classified as “structurally deficient” since 1995, is one of 250 the state is scheduled to be replaced in Rhodeworks, its 10-year transportation program, according to Esam Eid, the Rhode Island Department of Transportation project manager.

The budget for this job is $19 million, with 80 percent to be paid by the federal government.

Tobin Bridge, Route 1 Chelsea Lane Closures Start in April The Massachusetts Department of Transportation (MassDOT) announced the Department will be rehabilitating the surface of the Tobin Bridge and complete required maintenance to improve the structure which will require lane closures and result in significant traffic impacts on the Tobin Bridge and Chelsea Curves section of Route 1 beginning April 1. These impacts will lead to increased travel times on sections of Route 1 northbound and southbound for drivers and MBTA bus customers.

The Department also released details about transit options available to travelers such as free fares in the inbound direction on the SL3 bus line offered at the Chelsea, Bellingham Square, Box District, and Eastern Avenue stops for the duration of construction. The MBTA also announced that they will be running additional MBTA Blue Line trains to additional capacity, and these measures will be funded by MassDOT Highway Division project funds.

and we encourage everyone traveling throughout the Route 1 area to make smart commuting decisions such as considering public transit, using the appropriate technology apps to find the best route and time to travel, and building extra time into their commutes to account for potential roadway congestion.”

“During construction, free fares are being offered for Silver Line 3 [SL3] inbound customers at certain station stops and additional Blue Line train capacity is being added. In addition, public transit customers will be able to use a CharlieCard to travel between North Station and Chelsea on the Commuter Rail,” said Steve Poftak, MBTA general manager. “Some MBTA customers on certain bus routes will experience delays, so we urge riders to consider taking advantage of these additional travel options being offered during construction.”

MassDOT is advising the public also to consider using the Haverhill or Newburyport/Rockport Commuter Rail lines and note that the Haverhill Line historically has parking capacity at Haverhill and Bradford stations.

MassDOT’s traffic modeling suggests that on Route 1 northbound, afternoon peak travel times could increase in duration and have significant delays. Vehicle backups are expected to extend onto the I-93 ramps, along the Leverett Connector, and towards Rutherford Avenue. On Route 1 southbound, morning peak travel times could similarly increase in duration with significant delays expected. Vehicle backups are expected to extend to the Route 60 Rotary in Salem and may intermittently extend beyond Salem Street.

MassDOT is carrying out work on the Tobin Bridge and Chelsea Curves section of Route 1 at the same time so that these projects will be completed in 2021. If the projects were done at separate times, drivers would be inconvenienced for additional years. This work will eliminate the need for weight restrictions and postings, and MassDOT will use accelerated construction techniques to shorten the overall construction time.

MassDOT encourages the public to be mindful of these impacts and seek alternate routes. Those traveling through the area should reduce speed and use caution. These operations are weather dependent and subject to change without notice. 

RIDOT Making Steel Repairs to Diamond Hill Road Bridge The Rhode Island Department of Transportation (RIDOT) announced it will be performing steel repairs this summer to the Diamond Hill Road Bridge, which carries Diamond Hill Road over I-295 in Cumberland. This will strengthen the bridge’s superstructure, avoiding any traffic or weight restrictions that might be needed if RIDOT did not perform this work.

The repairs, estimated to cost $230,000, were prompted by the results of a routine safety inspection completed in late February.

The repair work will last until the bridge’s rehabilitation, part of a $24.5 million, threebridge project set to begin construction in summer 2022.

This summer’s repair work will be performed from underneath the bridge, and shoulder closures on I-295 are possible.

RIDOT will specify in its contract that no lane closures will be permitted on Diamond Hill Road itself, which is part of a $11.3 million safety improvement project designed to alleviate congestion and reduce a high incidence of crashes. “[Due] to the Governor’s RhodeWorks program, we have the funds to complete the long-awaited safety improvements for Diamond Hill Road as well as address the Diamond Hill Road Bridge itself,” Peter Alviti Jr., RIDOT director, said. “We expect a year and a half to two years gap between the projects, and we’ll be working hard through the design process to minimize traffic disruption when the bridge project begins. Unfortunately, we have to apply a $230,000 band-aid to this bridge now to keep it operational. It is another consequence of a legacy of poorly maintained bridges.”

In addition to the Diamond Hill Road Bridge, two bridges that carry Douglas Pike over I-295 in Smithfield will be rehabilitated in 2022. All three bridges are structurally deficient and nearing the end of their service lives (Diamond Hill Road Bridge was built in 1963; Douglas Pike Bridges were built in 1971). They were identified as part of RIDOT’s asset management approach for all roads and bridges and are being rehabilitated as part of the Department’s mission to reduce the high number of structurally deficient bridges in Rhode Island and meet the federal standard of 90 percent bridge sufficiency by 2025.

Hill Road Bridge, where it meets highway on and off ramps that are frequently congested, sometimes with traffic backing onto I295. Also, under this project, RIDOT is making improvements at two nearby intersections — Chapel Four Corners and Industrial Drive. Combined, all the intersections under this project had more than 170 crashes in a five-year period from 2009-2013.
