The Massachusetts Bay Transportation Authority (MBTA) is heading a project that includes replacing a drawbridge swing span superstructure.

During the regular meeting of the East Windsor Economic Development Commission held recently, the Commission announced that the MMCT chose East Windsor for the new Connecticut Casino. The EDC is looking forward to working with the new Casino Group to make this opportunity a success and to help other businesses in town benefit from the growth.

RIDOT Not Moving Forward With Hopkinton Travel Plaza The Rhode Island Department of Transportation (RIDOT) asked the Federal Highway Administration (FHWA) to rescind RIDOT’S application for a $9 million Transportation Investment Generating Economic Recovery (TIGER) grant for the Rhode Island Travel Plaza and Transit Center.

The decision was made in consideration of concerns expressed by Hopkinton residents and sensitive environmental findings at the location RIDOT had chosen to build the center. The proposed location is along I-95, west of Main Street (Route 3) in Hopkinton. The letter requesting that the application be rescinded was delivered to the FHWA division administrator for the Rhode Island division.

Peter Alviti, RIDOT director said, “This was the right decision to make for several reasons. First, we wanted to do

what was best for Hopkinton. We understand that the residents treasure the rural nature of their town and they want to keep it that way. Secondly, in light of the findings that came from the environmental site assessments and archaeological review there were other concerns. Finally, in our meetings with FHWA, it was clear that the environmental and social challenges of this project would make it difficult to go through the environmental assessment process in a timely manner.”

During the site analysis wetlands were delineated along several areas within the designated parcel. The property also is within a groundwater reservoir district and the proposed development would have been above an existing aquifer.

“All of this gave us pause,” said Alviti, “but most importantly our archaeological surveys showed that there were historical artifacts of great significance to the Narragansett

Indians including three cemeteries.”

Because RIDOT had already budgeted $3 million for this project, a portion of those funds will be used to enhance the existing Welcome Center on I-95 which has garnered widespread approval from the motoring public and the truckers who use it since RIDOT reopened it last summer.

Part of the funds will be put towards installation of electrical pods that will allow truckers to plug in at night for both warmth and light. This will make the area more environmentally sound and more comfortable for the plaza users. RIDOT also will create additional parking bays for trucks. The balance of the funds will be put toward accelerated bridge reconstruction and repair.

The scientists conducting the $11.3 million study will look at issues such as what effect the Chambly Canal, which takes vessels around a series of rapids near the Quebec city of Saint-Jean-sur-Richelieu, could have on flooding, said JeanFrancois Cantin, chief of east hydrological operations for Canada's National Hydrological Service.

They also could focus on how V-shaped, man-made stone eel-traps, visible in aerial photos of the river shoals, could affect the flow of the river, said Cantin, who also is the Canadian co-chair of the International Lake Champlain Richelieu Study Board.

“The shoals there are really the natural control of the whole system upstream of Saint-Jean-sur-Richelieu, the lake [and] the water levels,” he said.

The board is conducting the study for the International Joint Commission, an organization formed in 1909 to manage boundary water issues between Canada and the United States.

The study began in 2013 in response to historic spring flooding along Lake Champlain in Vermont and New York in 2011 that kept the lake and areas along the river above flood stage for more than two months. The flooding in SaintJean-sur-Richelieu, population about 93,000, affected about 3,000 homes in low-lying areas and lasted until mid-June.

The research marks the third time the International Joint Commission has looked at flooding in Lake Champlain and the Richelieu. In 1937, the commission approved construction of a flood control dam near Saint-Jean-sur-Richelieu that was never finished. In 1981, after a six-year study, the commission concluded that flood forecasting and flood plain regulation were desirable and that a flood control system could be built, but no action was taken.

Cantin said the public will be kept aware of developments as the study progresses.

DOT: Weekly Commute Savings From Toll Booth Removal Drivers into Boston from its western suburbs are now saving 12 minutes of commute time each way, or two hours a week, after the Massachusetts Department of Transportation removed all middle-lane toll booths last fall to let traffic flow without stopping, said state Transportation Secretary Stephanie Pollack.

She told AASHTO’s Transportation TV that the changes resulted from a simultaneous set of 23 work-zone projects in the month before Thanksgiving along the Massachusetts Turnpike on Interstate 90.

Contractors’ crews first routed all traffic in those zones through outer toll booth lanes while workers removed the center lanes’ toll booth infrastructure and repaired the road bed. Then they opened all the middle lanes to two-way, free-flowing traffic where the booths had been.

That was in conjunction with a Mass Pike change to all electronic tolling, through overhead sensors that read in-car transponders or snap pictures to send bills to drivers who do not have the transponders.

Once crews, through round-the-clock initial efforts, established the unbroken traffic flow within a short time, they could work more gradually to remove remaining toll

Connecticut Highway Toll Bill Clears Legislative Committee HARTFORD, Conn. (AP) A bill that could lead to electronic tolls along Connecticut’s highways is moving through the General Assembly.

The Transportation Committee voted 1916 on March 17 in favor of the latest bill. It now awaits further action in the House of Representatives.

Lawmakers have been debating for years whether to install tolls as a way to generate much-needed revenue for state transportation needs. Proponents say they’re needed because the state gas tax is not generating

Opponents said residents are already paying too much in taxes. Some lawmakers say their constituents don’t trust the General Assembly to spend the toll revenues on transportation needs.

shutdown of rail service for Contract 2 and the navigational channel for the removal and replacement of swing spans, as well as the coordination of the work to be completed within the 28-day shutdown of Contract 2.

“The Swing Span Superstructure will be fabricated in Alabama and will be floated out on a barge to Beverly for replacement,” Battiston said.

G & G Steel is fabricating the swing span.

Battiston noted that a Gantry System will be used to remove and replace the swing span superstructure.

“The existing swing span structure was jacked to determine the dead load weight,” she said.

HNTB Corporation was selected as the engineering firm responsible for the design of the overall project.

As part of the rehabilitation/replacement of the Beverly Drawbridge, the approach spans are planned to be rehabilitated consisting of concrete pile repairs. Also, full replacement of the steel superstructure swing span is to occur, including full replacement of mechanical components which include the hydraulic rail system, bridge wedges and swing span motor and mechanisms.

The full project scope has been split into two contracts, with the first contract to include approach span rehabilitation and the second to include the swing span superstructure/mechanical component replacement.

The contractor for Contract 1 is Middlesex Corp., and notice to proceed was given on Aug, 5, 2015. Final completion is set for Feb., 28, 2018.

Work is continuing with concrete pile repair work within the navigational channel and north and south abutment repairs.

Contract 2 was awarded to JF White Contracting. This contract continues with various work activities on the bridge in preparation of removal of the existing swing span and the float-in of new swing span and testing. This work will require a 28-day shutdown of rail service along the Newburyport/Rockport Commuter Rail Lines proposed for July 10, 2017 through Aug. 6, 2017, with regular train service on Aug. 7, 2017.

The new swing span will be supported by the existing pivot pier, and other improvements in the area will include a new electrical room and generator and a remodeled control house.

According to J.F. White’s website, work will consist of the complete replacement of the existing steel swing span with a new steel swing span for the two mainline railroad tracks, along with modifications to the existing center pivot pier to accommodate the new swing span superstructure. In addition, the contractor will replace the bridge’s mechanical, electrical, bridge control

and railroad signal components/systems.

Also required, will be a partial demolition of the existing pivot pier deck and existing access stairway, along with construction of a new steel support platform on the pivot pier to support the new electric room.

Modifications to the existing bridge tender’s control house will include a new control panel and architectural, electrical and railroad signal upgrades.

Marine work will involve the installation of new submersed conduits between the control house and the center pivot pier, as well as the removal of the existing swing span and installation of the new swing span.

Finally, miscellaneous repairs and replacements to the existing navigation channel timber fender systems and navigation lighting system will take place.

This project, which involves replacing the bridge carrying Route 3 northbound and southbound over High Street in Norwell and the bridge carrying Route 3 northbound and southbound over Route 123, (Webster Street) in Hanover, is expected to begin this summer and be completed by 2020.

No long-term lane closures are proposed for this project as construction operations will be completed using short-term overnight lane closures for certain activities such as paving, bridge demolition and beam setting. The contract work will be done in such a way as to have as minimal impact as possible on drivers who travel on Route 3 and the surrounding roads.

The scope of work for this comprehensive project involves replacing existing steel bridges; increasing the vertical clearance under the bridges; constructing conventional concrete abutments; realigning Route 3 at each location; and paving areas as appropriate. Additionally, crews and contractors will install new guardrail, relocate utilities and conduct slope work at each location.

Construction operations will be completed in four primary stages in order to minimize the impact on the traveling public throughout the three-year project. During these stages, new bridges will be constructed in the median area at each location to accommodate traffic flow while the existing bridge superstructures and roadway approaches on the mainline are demolished and then reconstructed.

MassDOT encourages drivers to utilize the appropriate travel resources throughout the duration of this project and make informed decisions regarding travel plans. Those traveling through the area should be mindful of delays and potential traffic impacts, reduce speed, and use caution.

MassDOT appreciates the patience of the public as this important project progresses through the construction phases.

Drinking Water Facility on Schedule for 2020 Finish A $50 million project now under way in Biddeford has the potential to advance increased mutual aid between water utilities from Portland to Kittery, an effort that has been moving forward since 2005, when utility-sponsored legislation began the process of encouraging regional solutions for public water delivery in Maine.

In the wake of the region’s recent drought, The Maine Water Company released the design and construction schedule for a new water treatment facility near the Saco River.

The company will file applications for environmental permits in mid 2017, finish design in the fall of 2018, with construction to start once design and permitting is complete. The new facility is expected to be on line and serving customers in the fall of 2020. The current water treatment facility, which serves customers in Biddeford, Saco, Old Orchard Beach and Scarborough, is more than 130 years old and sits in the flood plain of the Saco River. The new facility will be well out of the flood plain, on the western side of South Street in Biddeford.

The Maine Legislature passed a law in 2005 that led to the creation of the Southern Maine Regional Water Council (SMRWC), and last fall, the SMRWC released a technical update to a report it originally released in 2008. That original report identified Sebago Lake and the Saco River as bodies of water “that might be expanded as regional supplies are integrated into a regional supply system in the future.” In particular, “A new regional water treatment facility could be constructed along the Saco River, sized to meet the projected needs of the entire region.”

Maine Water’s new facility will have an initial capacity to treat 20 million gal. per day. With an eye on regional cooperation, the company is making sure its new facility is expandable. All the water systems in southern Maine currently produce about a com-

bined 40 million gal. of “finished water” per day, but the SMRWC expects demand for public drinking water to grow.

“Drought relief is just one benefit of regional connections, there are many others,” said Rick Knowlton, vice president of operations at Maine Water. “During the worst days of the recent drought, we drew just over one per cent of the river’s flow past our intake pipe in Biddeford. The ability of the Saco River to help others in times of drought is significant, and the incremental impact of additional water withdrawals would not be environmentally significant.

The river is extremely clean, and it’s plentiful. Its potential to help the region with all its water needs is impressive, and its expanded use would reduce the environmental impact of stressed resources currently being used by some of the southern water systems.”

Members of the Southern Maine Regional Water Council include the Portland Water District, Maine Water Company, the Kennebunk, Kennebunkport, Wells Water District, Sanford Water District, South Berwick Water District, York Water District and Kittery Water District.

“Our planning is here and now,” Knowlton said. “By building this new facility, we are offering to deliver a major component of the regional water plan. As our project proceeds, we will stay in close contact with all members of the SMRWC, and we will do all we can to facilitate our neighbors’ interest in a regional policy of mutual aid.”

Maine Water serves 32,000 customers, or a population of 100,000, in over 20 communities throughout the state of Maine.
