The renovation of the Washington Bridge, which carries U.S. Route 1 over the Housatonic River in Milford and Stratford, Conn., began in mid-August 2021 and is set for completion in late November 2022.

Mohawk Northeast of Plantsville, Conn., is the contractor.

According to the Connecticut Department of Transportation (CTDOT), “The work on the bridge is for the rehabilitation of the concrete and structural steel members to restore the structure integrity and extend the operational life

of the bridge. The existing structural steel, concrete and mechanical and electrical systems are in need of repair. As a result, major structural steel movable span repairs will take place to restore areas of section lost to rust and pitting.

“Substructure and superstructure concrete are in a similar state, therefore repairs to the abutments, wingwall, piers, arches, deck and prestressed deck units will also commence.

Portland Museum of Art Plans $85M Pair of Important Capital Campaign for Major Expansion Projects in Williston Portland Museum of Art photo

The museum, founded as the Portland Society of Art in 1882, has outgrown its current buildings and lacks the space to display its collection of approximately 18,000 pieces.

Fundraising has gotten under way on a major expansion of Maine’s Portland Museum of Art (PMA) to create more space for exhibitions and more than double the size of the gallery’s downtown footprint, with a new $85 million capital campaign.

The enlargement would increase the PMA’s size from 38,000 sq. ft. to nearly 100,000 sq. ft, Mainebiz reported Feb. 14. The online news source added that the plans call for a sixor seven-story building, featuring a rooftop sculpture garden, a restaurant and an all-ages maker’s space.

In addition, the Portland museum also would have an auditorium, house local nonprofits and have space for traveling exhibitions.

PMA Needs More Room for Its Collection The museum, founded as the Portland Society of Art in 1882, has outgrown its current buildings and lacks the space to display its collection of approximately 18,000 pieces, including works from significant painters native to Maine like Winslow Homer and Andrew Wyeth as well as impressionists and contemporary artists like Nan Golden.

A recent gift of more than 600 photos from photographer and philanthropist Judy Glickman Lauder also contributes to the need for more exhibition space.

In fact, there has been no increase in galleries, visitor amenities or capacity at the PMA for more than 40 years.

“It’s time to envision the next great era in PMA history, one sparked through new, world-famous collections and an architecturally innovative and unified campus that serves as an epicenter for conversation, connection, and community,” PMA Director Mark Bessire said in a press release.

“We are being forced to reduce exhibition size, relocate marquee programs and events, and restrict capacity due to limits of our campus,” he added.

Construction Could Be Years Away The museum, which bought the neighboring building and

former Children’s Museum and Theatre of Maine at 142 Free St. in 2019 for $2.1 million, plans to hire an architect. It could be at least three years before construction begins, however.

The former Children’s Museum property could be renovated, expanded or potentially torn down, pending a review of the city’s historic preservation ordinance, the PMA noted.

That property would be blended with the existing museum buildings, which include the McLellan House, the Sweat Memorial Galleries, the Clapp House and the Payson Building.

“This era will be defined by the additions of new, renowned collections, the development of iconic buildings in which to present them, and an innovative relationship with the communities we serve,” the museum said in its press release. “In the last two years, our audiences have made it clear that they have big expectations, and we do too. As we look to the future, it’s easy to see how the constraints of our campus will soon hinder our goals and our communities’ needs.”

According to the PMA, it has seen double-digit increases in attendance for the last five years, reaching a record high in 2019 with more than 175,000 visitors.

The Portland Press Herald noted that as early as 2014, the museum conducted a survey of the cluster of buildings and grounds that it occupies near Congress Square to develop a master plan for expansion that will allow it to host between 300,000 and 500,000 visitors annually.

Bessire told the newspaper that the PMA is in a good financial position.

The purchase of the Children’s Museum provided the extra space, but the PMA’s closure throughout most of 2020 due to the pandemic gave it some crucial planning time.

“Right now, because of our growth, the real risk is not to build,” he said to the Press Herald. “We’re at capacity. If museums don’t continue to grow, if you fall back, it can take a generation to recover.” 

Set to Begin in Spring

A pair of important building projects will likely kickoff in spring in Williston, Vt., just off Interstate 89.

In October, the Burlington Free Press reported that plans were advancing for a new $12.4 million Vermont State Police (VSP) headquarters in Williston at I-89’s Exit 12, south of Burlington.

Then, the newspaper brought news that following more than a decade of discussion and planning, a commuter parkand-ride facility at Exit 12 was awarded a state permit to begin construction.

The 142-space lot would be built just south of the cloverleaf on Vermont Route 2A — right beside the planned state police barracks. Proposed for a 52-acre parcel that is currently overgrown farmland, the new police barracks would share a driveway with the commuter lot, the latter of which will be built by the Vermont Agency of Transportation (VTrans).

The new VSP facility will replace a 60-year-old building nearby that officials have said is too crowded, structurally unsound and has become too expensive to maintain.

In addition to the police barracks, Vermont’s Department of Public Safety maintains several state divisions in Williston, including the region’s 911 dispatch center, the Northern Vermont Drug Task Force, the Bureau of Criminal Investigation, and Fish and Wildlife Enforcement.

Designs for the new facility on Saint George Road/VT 2A include a two-story, 12,500-sq.-ft. office building and a 11,000-sq.-ft. storage structure for specialized vehicles, including boats and bomb-squad trucks.

Vermont has requested that the new VSP building have enough water and sewer capacity for 96 employees.

The state police moved into the old building, less than a minute north of the I-89 exit, in the early 1990s. Those barracks had earlier housed an operations center for Green Mountain Power. The property is state-owned, and is likely to be sold, officials told the Free Press.

Construction on the commuter park-and-ride facility at I89’s Exit 12 also is planned to get under way in spring 2022 and wind-up during the summer of 2023, according to VTrans.

A bus shelter, bike racks and ample lighting figure into the designs for the $4.2 million parking project.

The town of Williston first approved plans for the VTrans park-and-ride lot in 2014, due in part to overcrowding at the commuter lot in nearby Richmond. At that time, the cost estimate for developing the Williston lot was $2 million.

Even before that, though, support for a Williston park-andride to ease traffic congestion in Chittenden County had been a steady topic of debate at the county’s Regional Planning Commission since at least 1999.

Finally, the Vermont Natural Resources Board approved an Act 250 permit for the current project on Nov. 3. 

CTDOT Picks ‘Name the Snowplow’ Contest Winners The Connecticut Department of Transportation (CTDOT) announced the four winning names from its inaugural “Name the Snowplow” contest. The winning names are Scoop Dogg, Husky McSalty, Buzz Iceclear and Plowzilla.

CTDOT received nearly 1,700 entries from Connecticut residents. The DOT staff participated by voting for the top 20 names. And out of those 20 names came the winning four which were selected by the public. Gov. Ned Lamont also joined in the fun and revealed the four winning names in special video.

“The Name the Snowplow contest was a new way for the DOT to connect and engage with residents across the state. I appreciate the creativity, enthusiasm, and fun residents had with our first-ever snowplow naming contest,” said CTDOT Commissioner Joseph Giulietti.

“These newly named snowplows will be traveling throughout the state. As always, keep yourselves and our drivers safe — don’t crowd the plow.”

The CTDOT highway operations team consists of 1,600 people including more than 700 who drive snowplows in the winter. There are more than 600 state plow trucks including 24 tandem axle Tow Plows.

The four winning names were selected to represent the four CTDOT maintenance districts in Connecticut. The snowplow names will be displayed on the front sides of four CTDOT tandem axle Tow Plows that have the 26-feet plowable width. 

Vt. Receives $200M to Upgrade Five Border Crossings Vermont is set to collect approximately $200 million from a multibillion-dollar federal initiative to revamp five major land ports between the state and Canada.

The White House and General Services Administration (GSA) officials made the funding announcement on Feb. 25.

As part of President Biden’s infrastructure package, passed last year, the federal government is pouring $3.4 billion into modernization construction projects for 26 land ports on the country’s northern and southern borders in hopes of easing traffic buildup at border crossings and speeding up trade.

Five of those ports are in Vermont.

The VTDigger online news service reported that officials said more than $150 million will go toward modernizing the state’s Highgate Springs Land Port of Entry — the busiest in Vermont, and among the most active in New England.

Highgate Springs also serves as a major connector between the Montreal and Boston metropolitan areas.

Another $50 million will go toward border crossings at Alburg Springs, Beebe Plain, Norton and Richford, the statewide news source noted Feb. 25.

U.S. Sen. Patrick Leahy, Vermont’s eightterm senior senator and chair of the Senate’s

influential Appropriations Committee, was instrumental in negotiating the federal infrastructure package, as well as the funds for the border crossings.

He included another $85 million for Highgate Springs in his committee’s omnibus appropriations bill, which is currently in final bipartisan negotiations, said David Carle, a Leahy spokesperson.

Highgate Springs a Bustling U.S. Border Crossing In 2019, Highgate Springs saw nearly 580,000 vehicle crossings, according to the Bureau of Transportation Statistics.

The senator said in a statement that Vermont’s Canadian border “is a tremendous asset, and one that has helped shape the history and culture of our state.”

“Vermonters regularly cross the border to visit family and neighbors, go shopping, or travel to Montreal or Quebec City,” Leahy’s press release read. “The economies of communities on both sides of the border are intertwined. The process for crossing the border has changed in the last 20 years, yet some of the ports have seen few upgrades since they were constructed more than 80 years ago.”

Vermont’s U.S. Rep. Peter Welch also

voiced his support for the infrastructure package’s port funding, calling U.S.Canadian relations “crucial to Vermonters and our small businesses.”

In a release from his office, Welch added, “Throughout the pandemic border closure, many Vermonters struggled to do business over the border and visit with family and friends in Canada. Now that the border is open again, we need to ensure it runs efficiently for Vermonters traveling to Canada by car, for our businesses sending and receiving goods across the border, and for Canadian tourists visiting our state.”

Leahy Earmarked Funds Before Law Even Passed Leahy first announced the planned border crossing improvements late last summer at the Highgate Springs Land Port of Entry on Interstate 89, with GSA Administrator Robin Carnahan alongside, VTDigger reported.

In a show of confidence, the longtime Democratic senator did so more than two months before the infrastructure bill passed both houses of Congress and was signed into law by President Biden.

At that time, Carnahan, whose agency manages real estate and contracts for the federal government, detailed some of the

updates planned for Highgate Springs.

She said the traffic flow through the crossing would be improved by straightening and widening the roads and separating cars from trucks and buses. Upgrades in the security and environmental efficiency of the facility also are planned.

Leahy noted that some of Vermont’s border stations, such as Beebe Plain in Derby, have had very few updates since they were built decades ago. He said he also has heard about significant processing delays at the Highgate Springs crossing during peak times.

Border crossing projects, Carnahan said, often take about a year to plan.

Both officials explained how the ongoing extension of Autoroute 35 in Quebec will create a direct link between the Highgate Springs crossing and Montreal. Work on the last of four project stages of that project is expected to be completed by 2025, the Vermont news service noted in its Sept. 1 report.

The GSA administrator said the new Canadian highway could increase cross-border traffic by as much as 30 percent when finished.

“We need to have this facility able to handle that,” explained Carna 

Rare Female Leader of Heavy Equipment Court Sides With Supply Company Started at Young Age Maine Over Aging Bridge Replacement

When it comes to women in the construction industry, Paula Benard is a rarity.

As president of C.N. Wood, she’s not just the only woman in New England to head a heavy equipment firm, she’s among only a handful of women presidents of one in the country.

It wasn’t always her intention to lead a company in a traditionally male-dominated industry. Yet even as she trained to be a civil engineer at a time when few women considered that field, she couldn’t forget about the business her father, Bob Benard, started in 1964.

Back then, at six-years-old, she spent Saturdays and summers with her dad. She helped him deliver replacement parts from the business that was then-based in Watertown, Mass., to construction firms, municipalities and just about anyone else who needed them.

It was a fun job for a child, but her dad wanted more for the youngest of his three daughters.

“He didn’t want his little girl to get into this business,” Benard recalled with a laugh years later.

So instead, she enrolled in Northeastern University, graduating with a degree in civil engineering in 1987 — one of the few women in her engineering class. She parlayed her experience in the school’s cooperative work program into jobs with the federal Environmental Protection Agency and the town of Wakefield, Mass. That experience led to positions with two Massachusetts environmental engineering firms and a stint on the Conservation Commission in nearby Burlington, Mass., where she grew up, and later served for Paula Benard 15 years on its Library Board of Trustees. BRUNSWICK, Maine (AP) A federal court has sided with the state of Maine in a court case about whether to replace an aging bridge over the Androscoggin River between Brunswick and Topsham.

Some preservationists in Maine, calling themselves The Friends of Frank J. Wood Bridge, want to save and rehabilitate the bridge. The First Circuit Court of Appeals in Boston ruled Jan. 4 in favor of Maine, which wants to replace the bridge, The Times Record reported.

The court is requiring one more factual finding in the case, the Maine Department of Transportation said in a statement.

The department said it’s confident the finding will provide more evidence that “the villages of Brunswick and Topsham are going to be connected by a new, safer bridge that better serves all users, including pedestrians and bicyclists.”

MaineDOT said it expects to be able to advertise for construction bids for a new bridge in spring. A bridge inspection is set for March, it said.

Members of The Friends of Frank J. Wood Bridge said they still believe the historic bridge should be rehabilitated instead of replaced.

“The bridge is historic and must be preserved if it is prudent and feasible to do so,” said Scott Hanson, a member of the group. 

Next Phase of $85M Providence School Construction Begins A Providence, R.I., television station has learned that portions of the former St. Joseph’s Hospital being donated to the city will be demolished to build a brand-new school in its place.

It is the latest in a series of construction projects in Providence to replace its oftendecrepit public education buildings and infrastructure.

Originally, the city and the school system were to spend $75 million to renovate the shuttered eight-story hospital, which has been vacant for years. But the state-run school district and Providence — which still controls the city’s physical school buildings — determined it was more cost effective to knock it down and build from scratch, Theresa Agonia, a spokesperson of Rhode Island’s capital city, told WPRI 12 News.

The cost to build the dual-language school at 21 Peace St. in South Providence is now pegged at $85 million. But the news outlet reported Feb. 23 that engineers contracted by the district in recent weeks determined the cost to renovate the existing hospital buildings would be $91 million, higher than original estimates.

Plans call for the new school to serve 900 students in grades pre-K through 8th grade.

It was one of five projects submitted earlier in February in a 2,500-page application to the Rhode Island Department of Education (RIDE).

The school construction is being funded in part using a $140 million bond approved

by Providence voters in 2020.

Engineers who inspected the Peace Street property reported the hospital to be structurally sound, but a “concrete encased steel framing system” within would make it difficult and expensive to demolish parts of the interior — a necessary step to reconfigure hospital rooms into larger classrooms.

A date has not been set for when the former hospital will be razed, and the city does not actually own the donated buildings yet.

Real estate developer Joe Paolino — the former mayor of Providence who bought the vacant hospital in 2016 — signed a donation agreement in August 2020 to give the city the East building, the chapel and some land for a parking lot and recreation area.

The new Peace Street school is currently scheduled to be finished in time for South Providence students to attend in the fall of 2025.

Phase II Will Build or Update Several Schools The construction of a brand-new school where the hospital currently stands is part of the next phase of Providence’s school construction plan, known as Stage II, which is expected to be approved by the state Council on Elementary and Secondary Education in May. Several school buildings in Providence — some of which were built in the early 1900s — have long been in disrepair. while other buildings might close to make way for new construction.

This second phase of construction is expected to result in several “like-new” school buildings, in addition to the new building at Peace Street, which will use up the largest share of the $140 million bond money.

WPRI 12 News said a new Spaziano Middle School will be built in the existing Spaziano Elementary School, at a price tag of $27 million, according to the application.

Additionally, three elementary schools — Veazie Street, Mary Fogarty and Harry Kizirian — are slated to get “like-new” renovations.

But first, the district will need to complete a renovation at the vacant Windmill Street School — recently renamed the Narducci Learning Center — to use as swing space for students.

The Providence news outlet reported that that will allow Veazie Street students to have classroom space at Windmill while their new school is under construction in 2025, according to the documents. In addition, Fogarty students would move into the new Peace Street school at the old St. Joseph’s Hospital, and Kizirian students would go to Windmill in 2026 while their school is renovated.

“This allows us to do transformational work,” Deputy Superintendent Zack Scott told the city’s finance committee. “That is not just about roofs, walls and boilers. It is about new building spaces that we know our community has sought.”

Those renovations will include building welcome centers and collaborative spaces for both students and teachers, Scott said.

Work Ongoing at Several Stage I Schools Providence voters similarly approved a $160 million bond in 2018 for Stage I, where construction is still underway and expected to be finished next summer. That phase includes the $30 million renovation to Windmill as well as upgrades to Classical High School, Pleasant View Elementary, Hope High School and William D’Abate Elementary School.

Stage I also includes demolishing the Spaziano Annex to build a new K-5 school.

The new Spaziano Middle School for grades 6-8, a part of Stage II, will then be built inside the existing Spaziano Elementary building.

Between the two phases, Scott said a third of Providence students will be learning in a “fundamentally transformed” school building.

Still, more structures beyond the ones in the plan need significant rehab, WPRI 12 News reported. The application to RIDE said the city cannot seek more bonds until 2029, though it can apply for state funds through the state’s School Building Authority.

The Providence school district also is taking declining enrollment into account in its plans, according to the application. Presentations by school officials show middle school enrollment is projected to fall, which could lead to a middle school being closed or shifted to a K-8 school in the future. 

Washington Bridge Renovation Set for November 2022 Finish

The renovation of the Washington Bridge, which carries U.S. Route 1 over the Housatonic River in Milford and Stratford, Conn., began in mid-August 2021 and is set for completion in late November 2022.

The work on the bridge is for the rehabilitation of the concrete and structural steel members to restore the structure integrity and extend the operational life of the bridge.

The existing structural steel, concrete and mechanical and electrical systems are in need of repair.

“To improve operating efficiency of the structure, electrical and mechanical components will be replaced and refurbished, such as overall electrical upgrades throughout the structure, upgrades to the control desk, improved navigation lighting and replacement of limit switches. Mechanically, new primary motors, upgrades to the span locks, and new and refurbished crankshafts will be installed.”

On Jan. 28. a CTDOT project summary sheet stated, “108 days of contract time have elapsed with minimal contract work being performed to date.”

Kafi Rouse, a CTDOT spokesperson, added, “The field investigation for the structural steel repairs is currently taking place, because of this, the construction work is minimal.”

While the work may have gotten off to a slow start, CTDOT noted that rehabilitation of the bridge will ultimately feature: • the replacement of the existing deck system with a UHPC (ultra-high performance concrete) filled grid decking; • replacement of roadway, sidewalk and stageline stringers; • replacement of steel curbing and metal bridge rail; • replacement of steel grid catwalk with fiberglass grating sidewalk; • replacement of mechanical and electrical systems; • full-depth repair of concrete deck and approaches; • surface concrete repairs for abutments, wingwalls and parapets; • structural concrete repairs for arches, ribs, columns, pier caps and diaphragms; • crack repairs by epoxy injection; and • installation of overlay and membrane waterproofing and asphaltic joint replacement.

The project is scheduled to proceed in three stages: the north section of the bridge, the mid-section of the bridge and the south section of the bridge.

The projected cost for the 2021-2022 rehabilitation is $13,595,074. The construction phase is funded with 80 percent Federal NHPP (National Highway Performance Program) funds matched by 20 percent state bridge bonds.

The Washington Bridge is the longest drawbridge on the Boston Post Road, a steel trunnion-bearing bascule drawbridge that is 859 ft. in length and 43 ft. in width, featuring two lanes in each direction for vehicular traffic and a sidewalk for pedestrians.

Although the CTDOT project report criticized the construction pace as slow, it concluded its project outlook as “Good. First baseline schedule update shows the project is anticipated to be completed on time.”  CEG
