A $60 million Vermont bridge project is back on track after unexpected hazardous material held up work for months.

Construction crews are currently excavating the cofferdam with a crane and clam bucket on the east side of the existing North Hero-Grand Isle bridge.

They began pouring concrete in late October for the new pier subfooting.

On the west side of the existing bridge,

the contractor has completed removal of the existing pier near the shore. The demolition contractor is demobilizing from this side of the bridge.

Tsurumi Pump Helps Bring Arts Building to Life in Mass.

Tsurumi’s donation of five portable contractor’s pumps has played a vital role in making it all possible.

The project began in mid-2018 when the non-profit submitted plans for its innovative Performing Arts Building (PAB) at the eastern edge of Cape Cod. Using an army of volunteers and professionals who mostly donated their services, the aim was to create a building that would serve the arts while providing a vital connection with the environment.

“We conceived a design that incorporated innovative green techniques, aesthetics and a custom-designed space,” said Gail Gibson, head of development of the AEL project.

“However, there was a problem — the land that was donated for the project sits in between two wetlands, with the ocean on another side. It really is almost an island.”

Unsurprisingly then, the soil in the area is highly hydric. So, when contractors prepared to break ground in June 2019, they quickly realized they would need to dewater the area before any concrete could be poured.

UMaine Hopes to Begin Construction Maine Legislator Work On New Playing Fields in 2022 Announces DOT UMAINE from page 1

UMaine Athletics expects to begin moving on its plans, with small facilities upgrades this summer, before beginning construction on new playing fields in summer 2022.

“Harold Alfond believed in the University of Maine, its students, and the impact of athletics,” said Greg Powell, chair of the Harold Alfond Foundation. “He would be very supportive of the direction and current leadership at the university. We are proud to continue his legacy of giving to projects that benefit Maine’s universities and its people.”

“We are going to build outstanding athletic facilities to support our Black Bear athletes and students and youth from all over the state,” added UMaine President Joan FerriniMundy.

“Wins for our athletic program and all the work we do to advance the initiatives supported by the Harold Alfond Foundation will include inclusion and community building.

We are Maine’s public universities, and everyone will be welcome to engage in our programs, use our facilities and contribute to our success.”

The website also includes opportunities for Black Bear Nation to contribute to the campaign to raise the initial $20 million match by joining the Alfond Fund administered by the University of Maine Foundation.

“We have a great team headed by President Ferrini-Mundy and Athletic Director Ken Ralph, and a plan that will make UMaine the premier destination for college sports, youth, community and educational events, and recreational athletics in Maine. Now we need Black Bear Nation to help raise the initial $20 million match needed to get the plan done and to do even more.”

Ralph and Professor Judith Rosenbaum-Andre, co-lead of the UMS TRANSFORMS athletics planning initiative, will be working with campus committees and convening statewide discussions on utilizing athletic facilities at UMaine to support other UMS universities, high school athletics, persons with disabilities, athletes of all ages and communities that may utilize these new facilities.

“For many years, our athletes have been performing in outdated and even crumbling, cramped facilities. Thanks to the generosity of the Alfond Foundation and support from university leadership, we will be able to provide the quality of facilities necessary for our Black Bears to compete on a national level,” said Ralph.

“We are also using this opportunity to reaffirm our commitment to equity and to show our dedication to making Orono the go-to destination for sports in Maine for athletes of all ages. Our students, our fans and the local community

have waited a long time for these improvements, and we are excited to get started.”

The priority, according to a news release, will be given to projects that advance gender equity like the UMaine Soccer Stadium, a modern sport-specific facility for women’s soccer.

UMaine Athletics, which partnered with JLG Architects to develop the 10-year facilities master plan, designed the project to best enhance the student-athlete and fan experience at university events. The plan was carefully constructed to develop facilities to also support a variety of campus programming such as, but not limited to, large academic conventions, music and arts events, and ROTC activities.

The vision of the athletics facilities master plan stretches far beyond the campus community as these facilities will be tailored to host a variation of youth and high school events, the release noted. The UMaine Athletics footprint will be equipped to host high school championships, youth club sports and other regional events as UMaine strives to be the premier destination for youth activities in the state.

An overview of the athletics facilities master plan features: • Construction of the UMaine Multipurpose Center, the new home of the university’s men’s and women’s basketball on the Orono campus. This facility will feature men’s and women’s basketball locker rooms, team offices, lounges and film rooms, new administrative offices, a new location for the Bear Necessities Fan Shop and a sports medicine center • Brand new synthetic turf fields for UMaine women’s soccer, field hockey and softball teams • A turf surface at Mahaney Diamond and significant upgrades to the Mahaney Clubhouse, • Manufacturing the Speed Dome, a more than 100,000sq.-ft. enclosed facility complete with a 100-yd. synthetic turf field and 300-meter track • A second, new indoor dome facility, with 60 percent more indoor space than the current dome structure • Renovations to Memorial Gymnasium, including improvements to the Wallace Pool, new locker rooms for swimming and diving, field hockey, softball and women’s soccer, as well as upgrades to staff offices and extensive additions to the internal branding of the building • Significant improvements to Alfond Stadium, including a new turf surface on Morse Field, the enclosure of one end zone and tightening the bleachers closer to the playing field.

• Football also will benefit from added support services inside the multipurpose center, including a new locker room, coaches’ offices, a video/meeting room and a strength and conditioning center equipped for use by all student-athletes • Substantial upgrades to Alfond Arena, including a new enlarged entryway and concourse area, the installation of high-definition video and ribbon boards, a sound system and upgraded Wi-Fi and television production services • The expansion of the Shawn Walsh Hockey Center, with new locker rooms for both men’s and women’s ice hockey, a strength and conditioning center, along with a hockey development center, film rooms, offices and team lounges. 

Projects Worth $7M As a part of the Maine Department of Transportation’s three-year plan, Rep. Bill Pluecker, from Warren, announced on Jan. 28 that $7,341,000 worth of road and bridge construction will be coming to Appleton, Hope, Union and Warren.

During 2021, Maine Route 105 will undergo maintenance to replacing culvert in various locations along the road in Appleton, Hope and Camden: • Between Appleton and Camden, the work begins eighttenths of a mile south of Searsmont Road and extends south 8.65 mi. to Hoffses Drive in Camden. The total cost for this maintenance work is $300,000. An additional $59,000 is set to replace culverts in various locations on Maine 105 in Appleton and Hope, beginning at Rt. 131 and extending southwest 11.56 mi. to U.S. Highway 1 • Barnestown Road also will be seeing improvements, with ditching and culvert upgrades in various locations in Camden and Hope. This project will begin at Maine 235 and extend southwest 7.1 mi. to U.S. 1. The contract for this project is worth $33,000. In a separate deal, Rt. 235 also will undergo paving, beginning at Maine 105 and extending northeast 3 mi. to Rt. 173. Those updates will cost $121,000 • Additionally, light paving is planned for Maine 131 just north of U.S. 1 for 10.4 mi. as part of a $416,000 contract • Construction on Common Road in Union, valued at $46,000, is set to move ahead that will pave the motorway from Heald Highway and stretching southeast 1.15 mi. to South Union Road • With additional work planned in 2022, Maine’s Route 90 also will have work done, with drainage improvements slated to begin just north of Mountain Road and extending north 7.19 mi. The total cost for this project is $168,000 • In 2022, MaineDOT will contract more upgrades on state and municipal avenues, including Barnestown Road, Maine 131 and, in 2023, along Rts. 17, 90, 235, Main Street in the town of Warren as well as U.S. Highway 1.

“One of the most important jobs our state has is the upkeep and maintenance of our roads and byways,” said Pluecker. “Without effective transportation, our economy, access to food and access to healthcare all crumble. I am thankful that we are seeing the much-needed investment in our infrastructure come to our district in these difficult times.”

Each January, MaineDOT produces a three-year comprehensive work plan that includes capital projects, maintenance and operations activities, planning initiatives and administrative functions that receive federal funds directly (such as airports and transit agencies).

The 2021 Edition (which covers calendar years 2021, 2022 and 2023) includes 2,080 work items with a total value of $2.71 billion. 

“That’s when our volunteers set out to find a company that could donate some pumps,” Gibson said.

“We have a wonderful department called Gifts and Kind, with people that are always busy looking for what our builders need, to see what we can have donated, and they contacted Tsurumi.”

Tsurumi immediately donated three HS2.4S submersible pumps, plus eight 50-ft. discharge hoses with fittings that arrived just as the building’s foundations were being dug. Standing in a compact 10 by 13 in. footprint and designed for heavy-duty drainage work, the HS2.4S was the ideal solution.

Being a side-discharge trash pump with a built-in shaft mounted agitator for suspending solids, it transfers everything from spring water to sand and slurry at up to 53 gallons per minute. Its semi-vortex impeller, double mechanical seal and unique oil lifter ensure superb

reliability, with its high-performance motor enabling it to run continuously.

The pumps have been consistently dewatering the soil on which the PAB was erected ever since.

The sub-sea-level foundations and footers were poured in December 2019, and the pumps relocated to a crawl space. One will remain permanently in place in the lowest part of the basement to remove and recycle groundwater. An additional two HS2.4S pumps donated in January 2021 are being used to prevent the rainwater that cascades over the unfinished flat roof from pooling around the building.

“The contractor told us, ‘We have no complaints. Before the land was donated, it was a vineyard, Gibson continued: “We physically moved the vines to reclaim this space. As the Tsurumi headquarters website says, ‘If you’re passionate about something you will make it happen.’ I was just so struck when I read that — here we are with this tiny project, and then I go to the Tsurumi website and I’m blown away with its global reach. Its staff have been great to work with and helped us meet a very specific need we had.”

A Place to Call Your Own Designed so that almost every inch can be used purely for rehearsals, the two-story PAB comprises four rehearsal rooms, with the three on the first floor being capable of forming one larger room when required; a secondfloor balcony overlooking the largest rehearsal space for instructors to observe movement; a con-

ference room/kitchenette for meetings and small catered meals; a solarium/greenhouse for refreshment and beauty; an entry way with two-story water feature; and a truck bay for easier loading and unloading of instruments and theater sets.

In keeping with the vision for this creative and inspirational building, respecting and protecting the surrounding beauty of Cape Cod also was crucial and called for the implementation of many green features. The roof is therefore covered with solar panels which, coupled with a wind turbine, are anticipated to fulfil the energy needs of the building, which also will provide electric charging stations for hybrid cars. Thermally efficient walls and responsible material selection further enhance its environmental credentials, while all rainwater runoffs will collect in rain gardens to help irrigate the native plants and herbal remedies that will be grown.

“Tsurumi’s website talked about its corporate philosophy of encouraging creativity, respecting harmony with nature and valuing passion,” Gibson said. “Honestly, that is this building. We want people to walk in and feel surrounded by creativity and then they will springboard off of that.”

All of this combines to deliver a building that will support and inspire an active and creative arts foundation which provides yearround performances, youth musical training, drama and music workshops.

“Most of the project was carried out during a worldwide pandemic that caused the performing arts to take a step back,” Gibson said.

“But Arts Empowering Life has taken a step forward, knowing for certain that the arts are important and will remain a formative and restorative part of our culture.

Without those Tsurumi pumps, we would have none of that because… well, it would all be underwater.” 

Construction crews are currently excavating the cofferdam with a crane and clam bucket on the east side of the existing North Hero-Grand Isle bridge.

Work on the project got under way in July 2018. Crews first constructed a temporary bridge. Once that was operational, they demolished the existing bridge, built in 1953 and the only vehicular moveable bridge in Vermont.
