Report: Mass. Faces O&G Wins Platinum Safety Award $8.4B Funding Gap From Conn. Construction Association for Transportation An eight-page report issued in mid-February indicates Massachusetts faces an estimated $8.4 billion transportation funding gap over the next 10 years to keep the state’s bridges, roads and public transit infrastructure in a state of good repair.

That report — issued by the business advocacy group A Better City and prepared in consultation with the University of Massachusetts Donahue Institute’s Economic & Public Policy Research Group — added that a vehicle miles traveled fee of 1.31 cents per mile could raise $8.8 billion alone, with an increased surcharge on Uber and Lyft rides generating over $800 million in the next decade.

“Many other combinations of carbon pricing and smarter tolling could be solutions to our current transportation needs,” the group added.

Based on published Massachusetts Department of Transportation data and historical growth factors projected into the future, the report does not address any major expansion projects beyond the agency’s current budget plans and uses “methodologies” in the state’s 45-page Transportation Finance Commission report issued in 2007.

The report noted that the Massachusetts Bay Transportation Authority would likely need to increase its own borrowing by 2024 to adequately reach their “state of good repair” needs.

“As a warning, this new borrowing will contribute to large operating budget deficits at the MBTA for each year over the 10-year period and may impact resources available to address pension fund deficits,” it said.

Preferred Alternative Selected for Falls Bridge in Blue Hill Over the past 20 months, the Maine Department of Transportation (MaineDOT), the Federal Highway Administration (FHWA) and a local Bridge Advisory Committee have reviewed alternatives for the renewal of the Route 175 crossing over the Salt Pond in Blue Hill.

In accordance with the National Environmental Policy Act (NEPA), the MaineDOT, FHWA and the 11-member Bridge Advisory Committee established a purpose and need statement for the project and identified and investigated rehabilitation of the existing Falls Bridge, replacement of the bridge on its current alignment and construction of a new bridge at an alternate location over the Salt Pond. In addition, the team explored various construction and maintenance of traffic methods, identified site safety needs for commuters and pedestrian traffic and discussed the potential impacts to archaeological, historical and environmental resources.

After a thorough investigation of options, including rehabilitation of the existing Falls Bridge, the preferred alternative is to replace the existing Falls Bridge superstructure with an enhanced girder bridge superstructure. The existing

stacked stone substructure will remain and will be rehabilitated to include new cast-in-place bridge seats and new roadway approach knee walls to assist in raising the bridge and road profile to accommodate sea level rise and improve traveling conditions.

To limit site impacts, a temporary bridge will not be used to maintain traffic through the project site, rather, accelerated bridge construction methods will be used along with a shortterm road closure of up to 60 days with traffic detoured around the project site on State Routes 172 and 175 during bridge removal and replacement.

During the process to identify the preferred alternative, the department weighed heavily upon impacts to historical, archaeological and natural resources within the project limits, as well as issues identified in the Purpose and Need statement such as commuter and pedestrian safety during and after construction, impacts to commuting traffic and local businesses and construction cost and service life cost.

The rehabilitation alternative was not selected because it has substantially higher construction and service life costs than the replacement alternative and only provides a 50-year

life expectancy compared to a 100-year life expectancy for replacement.

In preferring to construct a new enhanced girder bridge instead of a new tied arch bridge, the enhanced girder bridge provided the safest structure for commuter and pedestrian use by removing the arch, lateral bracing and hangers, provided the lowest construction cost and construction risk, and provided the lowest cost for long-term inspection and maintenance.

Finer details, including aesthetic enhancements, pedestrian and parking accommodations, construction schedule and cost, maintenance of traffic, and minimization of impacts, will be incorporated into the final design which will continue through 2020. Members of the bridge advisory committee and the public are encouraged to continue advising the department through the final design process.

MaineDOT's preferred alternative will continue to be reviewed under the National Environmental Policy Act (NEPA). A final selected alternative will result from agency consultation and efforts to mitigate impacts to archaeological, historical and natural resources. 

New England Roundup Portland Planning Border Facilities Dartmouth College Board Approves Upgrades Close to Starts $200 Million Hospital Expansion Completion in Vt. Construction Project PORTLAND, Maine (AP) Officials in Portland, Maine, have approved the final phase of a proposed $525 million hospital expansion project.

The Portland Planning Board on Dec. 17 unanimously approved Maine Medical Center’s plan for a 265,000-sq.-ft. building that will be built at the current location of a parking garage.

Administrators said the building will include private patient rooms and cardiovascular rooms, and it will have a main entrance that will make it easier for visitors to access the complex.

Maine Medical Center Executive Vice President Jeff Sanders said the planning board decision marks a “very important milestone” for the hospital and community.

The hospital must complete work on a new staff garage before work on the third phase can start. The hospital expects to finish the building in 2022. 

DERBY LINE, Vt. (AP) A $33 million project to upgrade the border facilities at the U.S.-Canadian border in the Vermont community of Derby Line is now “substantially complete.”

The U.S. General Services Administration said the upgrades at the port of entry run by U.S. Customs and Border Protection at the northern terminus of Interstate 91 modernizes the port for both individuals and cargo entering the United States from Canada.

Construction began during the summer of 2016.

The improvements include a new main building that has administrative offices, processing and immigration services spaces. There also is a new commercial inspection building, a cargo storage area and five new inspection booths. 

Construction is getting under way on a $200 million project to integrate engineering, computer science and entrepreneurship at Dartmouth College.

The project, funded through gifts to the Ivy League college, includes a new building on the west end of campus to be shared by the Thayer School of Engineering, the Department of Computer Science and the Magnuson Center for Entrepreneurship.

Construction is beginning in January with a three-level parking garage that will sit below the building. Work on the above-ground portion of the structure will begin in late 2019, with the building expected to open to students in the fall of 2021.

Dartmouth said the project will lead to the doubling of the engineering school’s faculty and a 50 percent increase in the computer science faculty. 

RIDOT Announces Clean Water Fund N.H.’s Turnpike Plans to Replace Helps With Park System Receives Henderson Bridge Road Restoration Improved Grade EAST PROVIDENCE, R.I. (AP) The Rhode Island Department of Transportation has announced plans to replace Henderson Bridge.

WJAR-TV reported that the project is expected to bring an additional 800 jobs. The state has not said when the construction will begin.

The Henderson Bridge connects the city of East Providence with the eastern side of Providence.

Officials said the bridge was declared structurally deficient in 1996. Millions of dollars have been spent on routine and emergency repairs.

U.S. Sen. Jack Reed’s office said the state will receive about $55 million from the federal government for bridge projects. 

BOLTON, Vt. (AP) The Vermont Department of Forests, Parks and Recreation said it will improve a state forest access road in Camel’s Humpy State Park with the help of state funding.

The road hosts a portion of the Catamount Trail and serves as a part of a popular hiking and skiing loop. The Times Argus reported the road was badly damaged by a series of storms and swelling from a tributary of the Winooski River.

Officials say the improvements will make the road more resilient to floods and reduce sediment flow into the nearby brook. The funding was provided by the Vermont Department of Environmental Conservation Ecosystem Restoration Program. ERP grants support the design and construction of water pollution abatement programs. 

New Hampshire’s Turnpike System rating for long-term revenue bonds has been upgraded to AA- from A+ from a key ratings agency that will allow for more favorable borrowing rates and measurable savings.

The latest rating increase from S&P Global Ratings is the result of NH Turnpike System’s “very strong enterprise risk and financial risk profiles.” According to the S&P report, the increased rating is due to “very strong management and governance with management’s conservative approach to financial and capital planning and track record of achieving financial and operational goals.”

Following major capital improvements on the New Hampshire Turnpike System, the system had approximately $379.6 million in outstanding bonds as of June 30, 2018. 

“These structures are stacked one on top of the other, which poses unique challenges not common to most bridge rehabilitation work, said Bagdasarian. “For example, full depth deck repairs on the upper deck will likely require lane closures on both decks. Additionally, significant headroom restrictions on the lower deck will complicate structural steel repairs and overhead sign structure construction.”

Traffic has not been affected during key hours, and, so far, feedback from the traveling public has been positive.

“Any impacts to traffic occur mostly at off-peak times, and are communicated well in advance,” said Krista Kenney, public involvement specialist, GM2 Associates. This includes alternative detours for any ramp closures.”

Keeping the traveling public informed ahead of time has been critical.

“To help aid the public with future travel plans, press releases outlining the dates and times of lane and ramp closures are sent out weeks in advance,” said Kenney.

“Established detour routes also are included in these notices.

Several platforms are used to communicate this information including our project website, Facebook, Twitter and Instagram.”

Currently, construction of the two temporary bridges that carry the temporary bypass over the Naugatuck River is taking place. In addition, work has just begun on the construction of the third temporary bridge which crosses Freight Street. Rehabilitation work also has begun on I-84 eastbound, the Route 8 southbound ramp to I-84 eastbound and on the Route 8 northbound off ramp to Riverside Street.

The rehabilitation of multiple bridges is no minor undertaking. Kenneth Fargnoli, resident engineer, GM2 Associates, noted that typical rehabilitation work involves both superstructure/substructure repairs and reconstruction.

“Common superstructure repairs include removing the existing overlay, rehabilitation of the concrete bridge decks with partial and full depth patching, placement of new waterproofing membrane and overlay, steel repairs to mitigate corrosion and re-establish section loss.

“Deck end replacement poses significant limitation of operation challenges, as nighttime demolition work has to be structurally plated to allow restoration of traffic the following morning. Demolition and reconstruction will need to be performed in manageable widths over several nights to avoid impacts to traffic.”

Deck repairs/replacements are complicated by the volume of traffic and the “spaghetti junction” of intertwined roadways and bridge structures. Deck repairs consist of multiple phases of work.

A unique deck replacement alternative to be implemented on this project involves the use of precast exodermic deck units to replace several spans of the existing Route 8 southbound bridge deck. This will involve the complete closure of Route 8 southbound over eight weekends, to demolish and fully replace the bridge deck for five existing spans.

Exodermic bridge deck units are comprised of prefabricated composite reinforced concrete and steel grid deck systems which are lightweight and durable. They are erected in various width panels and tied together via high strength closure pours. This accelerated process makes them very attractive in conditions where limited traffic disruptions are required. see BRIDGES page 22

Steel repairs are a significant component of the rehabilitation scope for this project.

Various repair types, including corrosion repairs, strengthening repairs and steel crack repairs, are required. Several elements require repair, including cap girders, main girders, stringers, floor beams, stiffeners and diaphragms amongst other ancillary elements.

There are approximately fifty construction workers within various trades working on the project, two shifts a day. The number of workers will increase to approximately 150 in the spring of 2019.

Nearly 30,000 yds. of borrow material will be trucked into the project to build the temporary bypass. Main equipment being used on the rehab project includes a Caterpillar 336E hydraulic excavator; a Wacker Neuson remote controlled 32 by 24 in. double drum roller; a Manitowoc 14000, 200-ton track crane; a 130-ton Liebherr fiveaxle truck crane; an APE Model D30-52 diesel impact hammer; and a Link-Belt 238 crawler crane with 150 ft. of boom.

Temporary trestles needed for access over the river consist of steel pipe piles, steel beams and wood decking. Pre-cast concrete is being used to construct retaining walls, abutments and wing walls for construction of the temporary bridges associated with the temporary bypass. Two of the temporary bridges are prefabricated modular steel bridges. Materials for rehabilitation work will include cast-in-place concrete for partial and full depth deck repairs and for the complete deck replacements, bituminous concrete pavement overlays and steel plating for repairing the structural steel.

Ferraro said a significant amount of time and effort goes into ensuring that the traveling public, city and stakeholders are well informed of the work being performed, and the related lane, ramp and road closures.
