Champlain College and the city of Burlington, Vt., are collaborating to create a student housing project known as Eagles Landing.

The $36 million contract was awarded to HP Cummings Construction, under the direction of Mike Hulbert. Work began on Jan. 1, 2017, and completion is anticipated for August 2018 in order to accommodate student occupancy for the beginning of the fall semester.

At a recent groundbreaking, Champlain College President Donald J. Laackman and Burlington Mayor Miro Weinberger highlighted the community benefits of the project.

Liddell Brothers Represents NAT Portable Signals in Mass.

One of the country’s most established specialists in traffic control equipment is now the authorized dealer of the industry’s innovation leader in portable traffic signals and AFADs (Automated Flagger Assistance Devices) in Massachusetts.

“We had looked into portable traffic signals for a few years,” said Liddell. “The NAT equipment appears to be better built, which is very important to a rental business. The equipment is always in use, and we are responsible for maintaining it. And since our product is safety, the equipment we supply has to be reliable.”

Liddell noted that NAT’s user-friendly set-up and attractive pricing also were factors in the decision to commit to the NAT line.

“They are a well-established company, and we feel the prospects are good for this type of business. Infrastructure projects in the region are getting funded now: Rhode Island alone has 8 or 10 projects in the works to rebuild bridges.

These are ideal opportunities for PTLs.” With new units arriving at Liddell’s rental yard, NAT staff also has been on site to train the firm’s delivery and service staff. On site service to fielded employees include three Liddell technicians, along with a dozen staff in the store and in the yard.

“We do all the maintenance on our equipment for customers,” said Liddell. “They are building a bridge; they don’t want to worry about traffic.”

RIDOT Bridge Replacement Begins for Capron Road Bridge in Smithfield The Rhode Island Department of Transportation (RIDOT) announced it began replacement of the structurally deficient Capron Road Bridge, a bridge that carries local traffic on Capron Road over a tributary of the Woonasquatucket River in Smithfield.

The work requires a full closure of the bridge.

RIDOT will completely replace the 85-year-old bridge at a total project cost of $4.3 million. The current schedule has the Department reopening the bridge in late fall 2017, with final completion expected in spring 2018.

The bridge will be rebuilt using a new, innovative bridge design element called Northeast Extreme Tee (NEXT) Beams, pre-cast concrete components that will limit the bridge closure to just one construction season. RIDOT also will add a sidewalk to the west side bridge, refurbish and reset historical markers, and repave the roadway leading up to the bridge.

RIDOT will completely replace the 85-year-old bridge at a total project cost of $4.3 million. The current schedule has the Department reopening the bridge in late fall 2017, with final completion expected in spring 2018.

The bridge, which serves approximately 1,500 vehicles per day, also has a weight limit for different vehicle types, ranging from 5 tons (4.5 t) for two-axle vehicles to 20 tons (18 t) for trucks with five or more axles. Once the bridge has been replaced, the truck detour, weight limit and structurally deficient status will be removed.

During the closure, traffic will be

directed to follow a detour using Stillwater Road, Route 116 (George Washington Highway), Route 104 (Farnum Pike) and Capron Road.

Eagles Landing Adds 105 Apartments for Student Housing HOUSING from page 1

The upper floors will house 105 apartments containing 314 beds dedicated to Champlain College students. In addition, there will be approximately 5,000 sq. ft. of ground-floor commercial space along St. Paul Street as well as 66 parking spaces available to lease to the public.

“We know Burlington is one of the major factors in why our students choose to attend Champlain, and this location in downtown Burlington provides access to all that the city has to offer, including local employers, culture and entertainment and the great outdoors,” Laackman said. “Eagles Landing has many other benefits for both Champlain College and the city of Burlington. This project supports Champlain’s long-term goal, as outlined in our 2007 Master Plan developed with the community, to house all of our students on campus or in College-managed facilities. The Eagles Landing project helps to relieve some pressure on the tight Burlington housing market and will decrease the number of students living in non-College-affiliated apartments in neighborhoods adjacent to the campus.”

Champlain will retain property management responsibility for the facility, enabling the college to maintain standards consistent with other projects on campus.

“For too long, the way in which we have housed our students in this community has put undue pressure on the housing market and contributed to quality of life concerns in the historic neighborhoods near Champlain College and the University of Vermont,” Weinberger said. “This project breaking ground represents progress on addressing these longstanding issues and the start of a new strategy that could lead to further gains. I welcome Champlain College’s partnership in this effort in addition to our many other collaborations.”

The State Bond Commission approved $50 million in additional funding for the NewHaven-Hartford-Springfield (NHHS) Rail Program during its Feb. 1 meeting.

Connecticut Department of Transportation (CTDOT) Commissioner James P. Redeker announced that the State Bond Commission approved $50 million in additional funding for the New-HavenHartford-Springfield (NHHS) Rail Program during its Feb. 1, 2017 meeting.

The funding will support the design and environmental permitting for new CTrail Hartford Line stations in North Haven, Newington, West Hartford, Windsor, Windsor Locks and Enfield as well as 7.5 mi. (12 km) of double track from Windsor to Enfield. This funding will also support the construction of approximately 4 mi.

(6.4 km) of double track between Hartford and Windsor, which is currently under way.

Commissioner Redeker stated, “The funding approved by the State Bond Commission reinforces our State’s continued commitment to providing new regional passenger rail service on the Hartford Line, which will become the newest component of a robust and vibrant multi-

modal regional transportation system.”

Scheduled to launch in 2018, the CTrail Hartford Line will offer more frequent, convenient and faster passenger rail service between New Haven, Hartford and Springfield by increasing the number of round trip trains from six daily Amtrak intercity and regional trains to a total of 17 round trip trains a day to Hartford, and 12 trains per day to Springfield. The majority of the existing rail stations will be replaced and several new stations will be built. The expanded service and new stations are expected to increase ridership, improve the high speed and passenger rail system serving the northeast, expand intermodal transportation options, encourage economic development and create more livable and sustainable communities.
