The Massachusetts Department of Transportation (MassDOT) cites safety as one of the leading drivers to switching to All Electronic Tolling (AET). According to the National Transportation Safety Bureau, “toll authorities nationwide experience rear-end collision rates that exceed other types of collisions, in part because toll plazas interrupt the flow of high-speed traffic to intermittently collect tolls.”

To improve driver safety and streamline the toll process, MassDOT has set off on a multi-year project to remove toll booths on I-90 statewide and install All Electronic Tolling. The Toll Plaza Demolition and Roadway Reconstruction project began immediately following the “live” kick-off of AET on Oct. 28, 2016.

The AET construction including gantries, detection equipment and the host system was awarded in 2014 to Raytheon Company of Waltham, Mass.

The contract includes ten years of system maintenance.

Demolition of the existing toll booths was divided into six contracts totaling $132.82 million. This amount includes all contingencies and achievement of all possible incentives. Additionally, each contract has a disincentive clause for both milestone #2 (full beneficial use) and interim milestone #2 (achieving winter condition). The

disincentive amounts vary by contract and range from $4.4K to $38.8K/per day.

RIDOT: RhodeWorks Report — Year One One year after passage of the landmark RhodeWorks transportation legislation, Rhode Island has initiated millions of dollars of construction projects and puts hundreds of people back to work. At the same time, RhodeWorks has paved the way for a new Rhode Island Department of Transportation (RIDOT), reorganized into a transparent, accountable and highly efficient state agency able to deliver on a cumulative total of $1 billion in transportation investment by the end of 2017.

“When we took office, Rhode Island had the worst bridges of any state in America, so we got to work,” Gov. Gina M. Raimondo said. “We came up with a plan that allows us to fix more than 150 structurally deficient bridges in Rhode Island, and make repairs to another 500 bridges to prevent them from becoming deficient. Currently, only 6 percent of the state’s eligible contracts are awarded to minority-owned businesses.

While the statute calls for 10 percent, Raimondo believes Rhode Island can do even better and achieve 12 percent in the next three years.

“Let’s change the way we do business to make it so that everybody has a chance,” Raimondo said.

“When every contractor that’s minority owned gets a piece of state business, that’s a Rhode Islander that gets a job.”

Barber Utilities Makes Right Connections With Volvo The legendary Volvo Ocean Race brings together Volvo customers and sailing enthusiasts alike, but not many would be inspired by the event to wrap his machine in the same distinctive blue livery. But that’s exactly what David Stavens did following his tour of the Volvo CE factory in Belley, France. As the machines traveled down the assembly line, Stavens noticed the unchanging colors.

“Everyone has yellow machines, so why not cover one in the ocean race blue?” said Stavens, adding the blue foil finish bears a remarkably close resemblance to Barber Utilities’ own company color.

Stavens, founder and owner of Barber Utilities, is no newcomer to construction equipment or civil engineering. Established in 1997, the company has built a solid reputation in Connecticut as a specialist in gas and water work, promoting it to main contractor status on many high-profile projects.

Barber Utilities also works with The Connecticut Water Company, installing water mains and services.

Flawless Finish Central Row is one such project that benefited from the efficiency and innovation provided by Volvo machines.

Working for Connecticut Natural Gas, Barber Utilities was given the task of replacing a leaking 6-in.

(15.2 cm) cast iron low-pressure main with a 2-in. (5 cm) plastic pressure main beneath the main road in downtown Hartford, Conn.

This included unearthing layers of concrete buried beneath the asphalt road and ensuring the protection of the century-old main line.

Stavens owes the success of the project to Volvo, stating, “The ECR40D is small, but it does a lot — it’s nimble enough to dig through the maze of utilities, plus its weight class makes it easy to transport to different jobs every day.”

Such is the variety of services offered that Barber Utilities decided it needed suitably versatile machines to support them. The company has built up its machine fleet to 25 — nine from Volvo. The machines have been supplied by long-time dealer, Tyler Equipment and span the size classes, including L180F and L70F wheel loaders, and ECR40D, EC58D, EC88D, EC160C, 240B excavators and a DD25 double drum compactor.

Maintaining the Flow The EC240B, EC160C and L70F recently completed a high profile project for Connecticut Natural Gas. The project — called the Coventry Expansion — tasked Barber Utilities with the installation of a 3.2 mi. (5 km) gas main extension, stretching from the city of Mansfield to office buildings in nearby Coventry, Conn. This included inserting an 8-in. (20.3 cm) gas main inside

of a 12-in. (30.5 cm) steel casing — no easy feat for an ordinary machine.

“Whatever the environment, the Volvo machines thrive every time,” said Stavens.

“One day, you could be in sand and the next in rock, but Volvo machines always stand up to demands of the job.”

All service and maintenance work is completed in-house, helping ensure the machines are working at their optimum levels. On hand to provide superior aftersales support is Tyler Equipment, which has worked with Barber Utilities for more than 15 years.

“It’s important for machines to perform as they’re intended,” added Stavens. “I try to give my crew the best tools for the job and Volvo fits the bill. When you’re digging around utility lines and don’t feel confident, that’s when something goes wrong.”

RIDOT Initiates Process for Route 6-10 Interchange Project After sitting on the drawing board for more than 30 years, the replacement for the badly deteriorated and structurally deficient network of bridges at the Route 6-10 interchange in Providence is finally moving forward, as the Rhode Island Department of Transportation (RIDOT) has initiated a request-for-qualifications (RFQ) process to solicit bids from construction companies to design and build it.

Through RhodeWorks, $400 million is available to replace nine bridges in the interchange. Seven of these bridges are structurally deficient, many held up with temporary supports that were erected so long ago, they too are in need of repair. This year alone, RIDOT will spend $5 million just to maintain the bridges and keep them open and safe for motorists.

The project incorporates a new road design unveiled by Gov. Gina M. Raimondo and Providence Mayor Jorge O. Elorza that preserves project budget and timeline, improves regional traffic flow, helps to reconnect surrounding neighborhoods, creates miles of new bike paths, and makes acres of new land available for development.

Through RhodeWorks, $400 million is available to replace nine bridges and the interchange. Seven of these bridges are structurally deficient, many held with temporary supports that were erected so long ago, they too are in need of repair.

• Direct connection from Route 10 North onto Route 6 West: Road design includes the “missing move” connecting Route 10 North to Route 6 West — improving regional traffic flow and reducing traffic congestion in Olneyville.

• New pedestrian/bicycle routes: 1.4 mi.

(2.25 km) of new bike paths will be constructed in two places over Amtrak’s Northeast Corridor to connect pedestrians and bike riders traveling between Olneyville and the West End. Bike lanes will be added on an expanded Westminster Street overpass

and on a newly rebuilt Tobey Street overpass. Broadway and Westminster Street will be redesigned using “complete streets” standards to make neighborhood roadways walkable, transit and bicycle-friendly.

• Connects neighborhoods: To diminish the visual obstruction between Olneyville and the West End neighborhoods of Providence, approximately half the length of the Huntington Viaduct will be demolished.

RIDOT will replace the Huntington Viaduct with surface roads that maintain adequate traffic conditions.

• More greenspace and developable land: The Plainfield Street on-ramp will be eliminated to better connect city streets and open up more than four acres of additional real estate for development.

• Eliminates Harris Avenue crossing: New plan eliminates the challenging crossover merge at the Harris Avenue on-ramp, letting Harris Avenue traffic access Route 10 South without merging through Route 6 West traffic. Access from Harris Avenue to Route 6 West also will be maintained.

• Gateway aesthetics: Additional measures will be taken for landscaping, visual improvements and reduction of noise and neighborhood buffering. The new plan also includes a lighting arrangement similar to that used on the Sakonnet River Bridge.

These improved aesthetics will create a signature entranceway to Providence from Route 6 and 10.

The project is expected to create approximately 1,700 direct job years, according to a formula used by the Council of Economic Advisors.

BELLOWS FALLS, Vt. (AP) The New Hampshire Department of Transportation is going to consider the future of a long-closed Connecticut River bridge that links North Walpole with the village of Bellows Falls, Vt. The move gives hope to some people on the Vermont side of the bridge who said its closure has hurt the community because traffic that once flowed through the village now travels on a bridge to the north that bypasses the heart of the community.

“I think there are some reasons for optimism,’’ said Deb Wright, a Bellows Falls resident and former village trustee who recently gave a presentation to village trustees and the select board in the town of Rockingham. “I think there’s some cooperation among departments.’’

The New Hampshire DOT’s Bill Boynton

said the future of the Vilas Bridge is not on New Hampshire’s 10-year-transportation plan, but it was included on a notice to the Southwest Regional Planning Agency about meeting on the region’s future priorities.

The bridge, which is owned by the state of New Hampshire, has been closed since 2009 when an inspection found deterioration in the bridge deck. About 4,600 vehicles a day crossed the bridge before it was closed.

New Hampshire hasn’t wanted to repair the bridge because of the nearby alternative.

The New Hampshire Preservation Alliance has said the span is the last remaining concrete arch bridge of its type in the state, and put it on its annual list of structures to save in 2012.

The hearings were held in Lenox, Lynn, Springfield, Worcester, Framingham, Newton and Allston. Each transcript was reviewed by MassDOT, and comments were tagged and grouped in feedback themes: rates, traffic diversion, equity, toll operations, other. Recurring themes were flagged for follow up and responses and/or rate alternatives were developed.

The process for removing existing toll plazas is occurring in phases to ensure the safety of drivers and work zone crews and to minimize traffic disruption. The first phase of toll plaza demolition work diverted traffic to the outer toll lanes while the center toll booths were removed. This work was completed in November 2016.

The second phase of work began after the Thanksgiving holiday 2016 with the demolition of toll plaza booths to the right and left, canopies and tunnels. RIDOT Delivers on Improving Crumbling Roads, Bridges RIDOT from page 1

“At RIDOT we are laser focused on building the best DOT in the country, one that will effectively achieve the Governor’s goal of getting projects planned, designed and built as quickly as possible,” said Peter Alviti Jr., RIDOT director.

Passed and signed into law on Feb. 11, 2016, RhodeWorks is a 10-year, $4.7 billion investment program designed to bring Rhode Island’s transportation system, especially its high number of deficient bridges, into a state of good repair. Rhode Island ranks 50th out of 50 states for poor bridge condition. RhodeWorks will allow Rhode Island to meet the federal minimum bridge deficiency standard by 2025 or sooner by repairing more than 150 structurally deficient bridges and repairing another 500 to keep them from falling into advanced states of disrepair — a strategy that will save nearly $950 million.

RhodeWorks will provide key investments to jump-start large projects that previously languished on the drawing boards (chiefly the reconstruction of the vital Route 6-10 interchange); to launch a truck-only tolling program to provide necessary funding to fix the state’s bridges and to make

important strides in improving safety, transit choice and utilization; and the impact of the state’s roads on the environment.

Upon the close of the 2016 Federal Fiscal Year, RIDOT put $174 million out for bid for construction. In the 2017 Federal Fiscal Year, RIDOT is projected to initiate the procurement process for more than $200 million worth of road and bridge construction.

Coupling those two years of RIDOT’s annual infrastructure program with the $400 million Route 6-10 interchange reconstruction, the $100 million investment in the Providence Intermodal Transit Center, the $40 million new Pawtucket-Central Falls Train Station, $34 million in design-build contracts for Interstate bridges, $38 million for construction of the truck-only tolling system and $12 million for the new Southern Rhode Island Travel Plaza and Transit Hub, RIDOT will reach the $1 billion mark by this fall.

RhodeWorks Implementation • Projects Awarded — In the past year, RIDOT issued $174 million worth of construction contracts, $60 million more than it did in the previous year and $74 million more than 2014. Construction Jobs — With the close of 2016, Rhode Island had added

800 construction jobs.

• Accountability — RIDOT adopted accountability measures, including the installation of more than 200 accountability signs, enabling the public to see project cost and schedule, as well as whether the project was on time and on budget. RIDOT also published a full year of quarterly report submissions.

• 6-10 Interchange — After sitting on the drawing board for more than 30 years, the replacement for the badly deteriorated and structurally deficient network of bridges at the Route 6-10 interchange in Providence is finally moving forward.

• 10-Year Plan — The FHWA and the Federal Transit Administration (FTA) approved RIDOT’s 10-year transportation plan — a first for Rhode Island, which is one of only four states in the country to adopt such a long-range plan. The plan will be renewed annually.

• Reduction of Consultant/Soft Costs — RIDOT continues to see “soft costs” reduced as a percentage of project expenditures. Soft costs include oversight and consulting costs which have historically run higher than industry standards in Rhode Island.

• Bridge Toll Facilities — RIDOT executed a Memoranda of Understanding

(MOU) with the Federal Highway Administration (FHWA), making it clear that the federal government agrees with Rhode Island’s program to implement bridge tolls on large commercial vehicles or “tractor trailers” and that it meets the toll eligibility requirement in federal law. RIDOT expects to award a contract in spring 2017.

Construction of the tolling facilities will take approximately a year and half to build, reaching completion by the end of 2018.

Project Management • Reorganization — RIDOT implemented the largest reorganization in its history, moving to a best-practice project management structure. While project management is a standard best practice in the private sector, less than half of the state DOTs in the country have adopted a project management approach. The top three tiers of management at RIDOT are being managed by a new team.

• Rapid Bridge Construction — Over the course of two long weekend closures last fall, RIDOT replaced the East Shore Expressway and McCormick Quarry Bridges in East Providence. These represent see RIDOT page 18

the culture of innovation and commitment to project delivery at RIDOT. • Task Order Design Contracting — RIDOT is transitioning to the industry best practice of task order contracting for design and engineering support. This approach speeds the procurement of design contractors allowing RIDOT to deliver projects faster and more cost effectively. RIDOT has awarded 49 task order contracts, and to date has issued 18 task orders, a majority for bridge design work.

• Route 6/10 Interchange and Interstate Route 95 North Bound Viaduct Project — RIDOT applied for $59 million in federal FASTLANE funding to support the $226 million Route 6/10 and Interstate 95 Interchange Project. This proposed project not only includes the replacement of the Northbound I-95 Providence Viaduct, but also improvements to reduce traffic congestion and significantly improve safety.

Transit • Providence Intermodal Transit Center — RIDOT is currently reviewing submissions from a request for qualification (RFQ) process to building a new combined bustrain transit hub with associated transit-oriented development at Providence Station.

This project, valued at more than $100 million, utilizes $34 million in bond funds authorized by voters in 2014.

• Pawtucket/Central Falls Commuter Rail Station — RIDOT was awarded a highly competitive TIGER grant for $13.1 million for the development of a new commuter rail station. The department this winter began accepting proposals from construction companies for the facility. RIDOT expects to award a design-build contract in early summer. This approach will shorten the overall timeframe to design and build the station, breaking ground in late 2017 and opening in late 2019.

• Providence-Newport Ferry Service — RIDOT successfully implemented the Providence to Newport Ferry Service, with more than 33,000 trips taken in its opening summer season. The service helps boost Rhode Island’s tourism economy while reducing congestion and improving air quality. The department is working to bring back the service for 2017.

• National Guard Air Show Train — To relieve congestion and long delays associated with attendance at the Air Show, one of the most heavily attended annual events in Rhode Island, RIDOT provided direct train service to the event. Nearly 3,800 people rode the train. RIDOT anticipates offering the service again in 2017.

Improved Operations • Expanding Maintenance — To protect the investment being made, RIDOT is expanding its maintenance capability in terms of added personnel and new equipment. The department transferred 40 vacant administrative positions to maintenance to provide more field staff for adrainage inspection and cleaning, for installing pavement markings, and for inspecting bridges. Additionally, the department is in the midst of modernizing and expanding its fleet through a nearly $20 million investment.

• Safety — RIDOT is developing a 10year comprehensive plan to completely eliminate annual fatalities associated with impaired driving. In the past year, the department hosted the first Impaired Driving Summit at the Community College of Rhode Island’s Knight Campus in Warwick, and launched a new initiative for unique and impactful safety messaging to motorists using its electronic highway message signs.

• Potholes — RIDOT continues to make use of new “pothole killer” direct injection technology. Pothole calls to the department’s Transportation Management Center and claims remain below prior year levels.

• Stormwater — RIDOT committed more than $110 million in its 10-year plan. The department has met and exceeded its requirement under a consent decree with the Environmental Protection Agency. A statewide inventory of all 16,000 drainage structures is more than half complete, annual drainage inspections and cleanings are at a pace nearly three times that which is mandated, and stormwater control plans and contracts to improve drainage systems are underway with work expected to begin in spring 2018. This project was undertaken in connection with the settlement of an enforcement action, United States v. Rhode Island Department of Transportation, taken on behalf of the U.S. Environmental Protection Agency under the Clean Water Act. • Richmond Welcome Center — RIDOT reopened the rest area on I-95 North between Exits 2 and 3 in time for Labor Day weekend with portable restroom facilities, and later opened the rest area's indoor facilities by Columbus Day weekend.
