Jim Maxwell Looks Forward to Growing Chadwick-BaRoss Prior to taking the helm of ChadwickBaRoss as its president on Dec. 14, 2020, Jim Maxwell logged more than three decades of experience in the construction equipment manufacturing and distribution industries.

Early in his career, Maxwell worked for Komatsu Corporation for 10 years followed by 23 years with C.N. Wood Equipment, a Komatsu dealer in Massachusetts, where he served in the positions of sales and general manager.

While working for Komatsu in the late 1980s, Maxwell was first introduced to Chadwick-BaRoss as its district manager, which began a long term business relationship. His association with ChadwickBaRoss was extremely positive and Maxwell was always impressed with the company, its people, and its values.

“In their northern territories, they’ve had a proven track record of success throughout their history with the Volvo product line, and certainly even more so in recent years,” he said. “They’ve proven themselves in Maine and New Hampshire to be a clear market leader.”

Now leading Chadwick-BaRoss, he is looking forward to expanding the dealer’s presence and market penetration via the

Conn. Endeavors to Bring State Pier Project On Budget A Connecticut state official involved in planning for the reconstruction project at State Pier in New London said efforts are under way to keep the project on budget.

Kosta Diamantis, deputy secretary of the Office of Policy and Management (OPM), addressed the Connecticut Port Authority (CPA) in January and fielded questions about the possibility of costs escalating for the $157 million project, which is being funded through a partnership by the state and joint venture partners Eversource and Ørsted.

Diamantis said the initial design phase is nearing completion and while estimates are above $157 million, there are sure to be revisions as the process moves forward.

“At the end of the day it’s the owners’ responsibility, through the various consultants, to sit down with them and taper where this project needs to be for the purposes imagined by the owners,” Diamantis explained. “We’re still in the estimating phase. There’s nothing definitive at this point.”

He said upcoming meetings with Kiewit Corp., the construction manager, will better

separate what is essential versus what is wanted for the project. The OPM was tasked

by Gov. Ned Lamont with financial oversight of the port authority in 2019.

David Kooris, chairman of the CPA’s board of directors, reiterated that it is working with Omaha, Neb.-based Kiewit to “hone the scope of the project to bring it in line with costs estimates in earlier iterations of this design.”

The original estimate for the project was $93 million but by the time a deal was signed, the cost had risen because of alterations made to the design to better accommodate Cross Sound Ferry’s concerns about interference in its waterfront operations. Ørsted and Eversource have committed $77.5 million to the project, and the state and port authority are funding the remainder.

“We are in the midst of an in-depth process to bring the project in line with the funds available,” Kooris said. “A lot of people have their sleeves rolled up and are working on it. The idea that there is a new dollar amount is not accurate. There are estimates that continue to be developed.”

Kooris said if the project does exceed

$157 million, the onus is on the CPA to seek additional funding from the state. If the state refuses, the CPA is likely to go to Eversource and Ørsted to help fill the gap. If they elect not to add additional funds, Kooris said further efforts will be made to revise the scope of the project to get it in line with available funds.

One year ago, the CPA, terminal operator Gateway Terminal, and the joint venture partners finalized a harbor development agreement to redevelop State Pier into a heavy-lift capable port facility and bring hundreds of well-paying jobs to the area.

The plans also call for filling in the area between the two existing piers to create additional storage space and will result in three berths. Ørsted and Eversource will lease the pier from pier operator Gateway for a minimum of 10 years to use the facility for the preassembly of wind turbine generators. The joint-venture companies plan to use State Pier to support their planned 704-megawatt offshore wind farm, Revolution Wind and other projects in the planning stages across the northeast.

The projects await approval by the Connecticut Department of Energy and Environmental Protection, and U.S. Army Corps of Engineers.

CPA Executive Director John Henshaw reported in mid-January that cleanup of the site in preparation for construction is expected to get under way by mid-February. He said Kiewit has expressed its desire to be on site by March.

The port authority recently approved a new extension to State Pier tenants, including road salt company DRVN, whose massive pile of salt remains at State Pier. A previous extension had given the company until the end of January to sell the salt or forfeit it to the CPA to make way for upcoming construction; it now has until the end of February.

“It’s obviously in everyone’s interest to see DRVN successful in selling that salt,” Henshaw said.

Commercial fishermen and Skanska, the construction company using the pier as a staging area for work across the river at Electric Boat, also will have additional time. 

Burlington to Do Pre-Planning for New Railyard Road Project Preliminary engineering on Burlington, Vt.’s railyard enterprise construction project, which will link Pine Street with Battery Street, is slated to begin this summer.

The city has long hoped to connect the two major roadways downtown, in part to ease traffic on nearby King and Maple streets, residential areas often congested with cars. Yet progress has been slow — planning for the enterprise’s construction has dragged on for more than eight years.

The new momentum on the project, which Burlington Mayor Miro Weinberger announced formally the last week in December, comes after a commitment by the Vermont Agency of Transportation (VTrans) and the Federal Highway Administration to contribute 10 percent and 80 percent of funding for the project, respectively.

The city council voted unanimously Dec. 21 to move the project forward, which Weinberger called “a big step toward making this vision a reality.”

Without a final design, the precise cost of the project currently remains uncertain. The city has estimated it between $18 million and $22 million, and Burlington plans to pay 10 percent of that total.

In initial public debate over the project in 2015, some residents raised concerns that the project could displace tenants and harm businesses in the area.

However, the current construction plans, though not yet final, mostly evade any impacts to private property and residential buildings. The construction could still cut through the railyard, and in one proposed

plan would affect a Champlain Street office building.

“The railyard enterprise project is a transformational project for Burlington, no doubt,” said Chapin Spencer, director of the city’s department of public works. “It has been a goal of the city for years, decades.”

The new corridor also will provide greater access to the southern stretch of Burlington’s famed bike path, Spencer said.

Initial scoping for the project began in 2012, and more detailed plans were laid out in November 2016.

Yet the project is still far from completion.

Preliminary engineering is scheduled to begin in July, once the money is allocated in the state budget for the next fiscal year, and the city hopes to have a final design by 2022.

Spencer estimates that construction will not begin until at least five years after the scope of the project is finalized. That means construction may not start until 2027, though that date depends on the complexity of the project design developed in the coming months.

Still, some have voiced their early support for the project.

“This is great news for the King and Maple neighborhood,” said Michael Monte, director of the Champlain Housing Trust, in a press release, noting that it would improve the area’s livability.

The plans are still subject to a federal environmental permitting process, which will evaluate the various proposals and assess their social and environmental implications. 

Norman Vincent Joins Northland JCB as Service Manager in Mass.

Norman Vincent has joined Northland JCB as service manager in Wilmington, Mass.

Vincent has with more than three decades of heavy diesel repair and maintenance experience. He started out working as a hands-on mechanic and held that position for 17 years while gaining extensive knowledge in diesel engine technology and repair standards and techniques.

After 17 years as a mechanic, Vincent was promoted to management where he successfully managed numerous shops and locations.

Vincent also holds an EPA license for transport refrigeration and a Class A commercial driver’s License.

Coming up with the precise configuration of the steel bars and the steel alloy was a trial and error process.

“In ice or frozen mud, you want the cleats to grip well but release if needed”, said Tibbits. “If they are frozen into a wet surface and don’t release when needed, you could actually have damage to the undercarriage as a result. The type of steel alloy is critical. If it has no give, you could damage the undercarriage … and too much give, it won’t work. These were all things that we had to experiment with over several years of trial and error. We also had to develop a way for the tracks to be easily added or removed depending on weather conditions.

“We have a system now where two people can install a set in about 30 minutes using an electric-powered impact wrench and a 15/16–in. wrench.”

to 30 excavators and crawler carriers in its fleet, and with the addition of the KWIK KLEET traction cleat rental utilization is way up, Tibbits said.

Tibbits Equipment Services also is noted for its very clean fleet of late-model zero tail swing excavators with hammers. Currently, the company has 16 hammer-ready excavators in its fleet. Tibbits also keeps 30 to 40 hydraulic hammers in its rental and sales inventory for its fleet and for customers who have a carrier but need a hammer.

“We always keep backup hammers and carriers in inventory in case something goes down,” he said. “We understand the value of a contractor’s time, and we do everything possible to make sure that our customers never get left hanging.

“All of our machines are late model, low hour with excellent reliability,” he added.

“So, often using a well-worn excavator with a well-used hammer doesn’t pay off. By maintaining a good-looking late-model fleet for both our carrier trucks and excavators with hammers we have preserved a good reputation and a great rate of return business.”
