Files for Chapter 90 Local Funding to Support Projects in All Towns, Cities The Baker-Polito Administration filed an “An Act Financing Improvements to Municipal Roads and Bridges,” which seeks $200 million in Chapter 90 funds to support local transportation infrastructure projects in all 351 cities and towns in Massachusetts.

Lt. Gov. Karyn Polito made the announcement at the Massachusetts Municipal Association’s Annual Meeting, and at the meeting also highlighted local aid included in the

Administration’s Fiscal Year 2021 (FY21) budget proposal, released recently.

“Chapter 90 funding helps every city and town in Massachusetts make infrastructure upgrades to local roads and bridges, strengthening the Commonwealth’s transportation system,” said Gov. Charlie Baker. “This funding, in addition to the local aid we included in our Fiscal Year 2021 budget proposal, gives municipalities the

flexibility to make needed investments in their communities.”

AUGUSTA, Maine (AP) Opponents of a proposed $1 billion transmission line aimed at bringing Canadian hydropower to the New England grid collected more than enough signatures to put the proposal to a statewide vote, officials said.

Officials from “No CMP Corridor� submitted more than 75,000 signatures to election officials. That’s well above the 63,000 signatures that must be certified to meet the threshold to appear on the November ballot. “Mainers should have an opportunity to have a say on this project, and to defeat it once and for all,� said Sandi Howard from “No CMP Corridor.�

Central Maine Power’s New England Clean Energy Connect would allow up to 1,200 megawatts of Canadian hydropower to reach the regional power grid to meet Massachusetts’ green energy goals.

Massachusetts ratepayers are funding the project.

Under the proposal, most of the 145-mi. transmission line would follow established utility corridors, but a new swath would be cut through 53 mi. of wilderness in western Maine to the Canadian border on land that the Maine utility owns.

Supporters said the project will reduce reliance on fossil fuels, lower carbon emissions and reduce electricity costs across the region — at no cost to Mainers.

But critics accuse the utility of underestimating the environmental harm and failing to take into account the potential harm to homegrown solar, wind and biomass projects in Maine. They also questioned the long-term gains for Maine ratepayers. “There are many reasons that this corridor is bad for Maine. And we welcome any ally who wants to help us defeat the corridor,�

Howard said.

Maine’s governor, Democrat Janet Mills, doesn’t intend to play a role in the referendum campaign, but she remains a supporter of the transmission project after the utility proposed $258 million in incentives, including electric vehicle charging stations, subsidized heat pumps and rural broadband funding.

Central Maine Power’s parent company, Avangrid, has spent more than $2 million on a public campaign aimed at educating people about the project’s benefits like removing carbon from the atmosphere that’s the equivalent of more than 700,000 vehicles.

Fossil fuel companies that stand to lose revenue if the project advances are sowing disinformation about the project, said Thorn Dickinson, vice president of business development for Avangrid, CMP’s corporate parent.

Those companies stand to lose “hundreds of millions of dollars� and want to defeat the project, he said.

The idea for the New England Clean Energy Connect was conceived to meet Massachusetts’ clean-energy goals and embraced after New Hampshire regulators pulled the plug in 2018 on a proposal to have a transmission line pass through their state.

Howard said she disagrees that the project would cut carbon emissions. But she said there are other projects that Massachusetts could pursue if it wanted to access Canadian hydropower. That includes a more costly project in Vermont that already has received permits, but that would cost about $600 million more.

The Maine Public Utilities Commission and the Land Use Planning Commission have given their blessings. But the Department of Environmental Protection and the U.S. Army Corps of Engineers haven't issued their decisions. 

aggradation at the center pier and east abutment, the existing structure doesn’t pass the 100-year design storm event to provide over two feet of underclearance of the bridge low chord. The new roadway profile is being raised to address this to be in compliance with the CTDOT hydraulics and drainage manual.”

The bridge will feature a newly constructed roadway section consisting of four 11-ft. travel lanes (two in each direction), one 11-ft. left turn lane, two 5-ft. shoulders and sidewalks of varying width on each side of the roadway.

Falzano noted that environmental concerns and permits limit the type and period of the contractor work.

“With the replacement of the U.S. Route 1 Bridge over the Noroton River, the installation of the in-water cofferdams is required to remove the existing center pier and abutments, as well as the creation of the new abutments. Acquisition of these environmental permits further restricts the in-water work to occur outside the time frame from April 1 to June 30, due to the ascension of the native alewife fish to spawn upstream.

“The permits also restrict any changes from the original permit. The presence of the Eastern Box Turtle, on the endangered species list, also requires protection measures, with onsite monitoring occurring daily.”

According to CTDOT’s website, the construction involves raising the existing profile of U.S. Route 1 a total of NEI has to haul material off site and later return the 2.5-ft. at the bridge. has released $1.16 billion in funding through the Chapter 90 formula, and if approved by the Legislature, this request would bring that total to $1.36 billion.

“The Baker-Polito Administration is continuing to prioritize local aid and ensure our municipal partners have the resources needed to continue building strong, vibrant communities,” said Administration and Finance Secretary Michael J. Heffernan. “We are proud to once again file for $200 million in Chapter 90 funding and continue our promise to deliver funding to local cities and towns.”

The administration’s FY21 budget proposal includes $1.16 billion for unrestricted general government aid (UGGA), a $31.6 million increase over Fiscal Year 2020, and equal to the growth rate of state tax revenue included in the FY21

consensus revenue estimate.

Including the FY21 budget proposal, the administration has increased the total annual UGGA distribution by $214.5 million since taking office.

The FY21 budget also proposes $4 million in funding for Community Compact related programs, including best practices and regionalization and efficiency grants, as well as $3 million for district local technical assistance.

The Community Compact program allows municipalities to secure state grants for local projects that focus on community development, emergency management, environmental resources and more. Since 2016, the administration has awarded over $27 million to municipalities through the Community Compact program.

“We urge legislators to act quickly and approve the legislation allocating a total of $200 million in Chapter 90 funds to cities and towns,” said Transportation Secretary and CEO Stephanie Pollack. “With Chapter 90 money and funding from some of the BakerPolito Administration’s initiatives, like Municipal Small Bridge and the Complete Streets Funding Programs, municipal leaders have a variety of resources to draw from to use on their specific infrastructure priorities.”

Through the Chapter 90 program, the Massachusetts Department of Transportation (MassDOT) reimburses cities and towns for costs incurred for eligible transportation projects.

Funding is awarded by municipality, and is predetermined by a formula that includes factors such as population, road miles and employment. 

existing bridge. The contractor would then be able to demo and reconstruct the new bridge on the southern portion of the existing bridge.”

Stage 4 traffic would be switched once again onto the newly completed portion of the new bridge, still maintaining three lanes of traffic, while the contractor constructed the northern portion of the new bridge.

Regarding the temporary bridge, Smith said, “With limited room on site, the structure was delivered in sections and assembled on site. After the third bay was assembled, the contractor utilized the rollers and pushed a portion of the structure out over the Noroton River in order to complete the connection of the final two bays.”

The temporary bridge was put in place in late June 2019.

The contractor used a Sunbelt-supplied Mabey Universal Bridge, approximately 30 ft. wide by 74 ft. long.

Smith said the biggest challenge on this particular project involves rights-of-way.

“The new bridge footprint is only 46 ft. long and 81 ft. wide. Two restaurants are directly adjacent to the site. One is located at the southeast corner, and the other at the northwest corner. In addition, two intersecting roads with less than 100 feet on either side of the bridge, a residential house located on the northeast side and a city park located on the southwest corner give the contractor very limited room for actual site work.”

Contractor New England Infrastructure (NEI) and Atlantic Coast Dismantling removed the existing bridge deck and beams in December 2019 through January 2020.

“NEI and its subcontractor are currently in the process of the installation of cofferdams and temporary earth retaining systems, in order to protect the traveling public, existing businesses and contractors during the demolition of the center pier and existing abutments,” said Smith.

Prior to the majority of work on site, the overhead utilities had to be relocated to predetermined and approved locations outside the project limits. Once the overhead utilities were relocated, the contractor addressed the drainage and underground utilities. Due to raising the profile of U.S. Route 1, all the existing drainage structures had to be either raised, see NOROTON page 22

Vermont Construction on a stalled mall project in Vermont’s largest city will not begin until late summer or early fall pushing the opening back to 2022 or 2023, developers said at a public meeting.

A crowd of more than 100 filled Burlington City Hall recently to hear what is happening next with the mixeduse project that has been delayed for more than a year, WCAX-TV reports.

Developers for CityPlace had announced in October that it would be scaling back the project. They said that the building will go from 14 stories — as originally planned — to 10 stories.

There will be 357 housing units, and 72 of them will

be designated as affordable. A 196-room hotel also will be built. The size of the overall building was reduced by around 25 percent, and it all will include 550 parking spaces and 297 bike parking spaces. The number of retail space has also dropped by about half.

The project won’t be able to break ground until late summer or early fall because of permitting, officials said.

Aanen Olsen with Brookfield Properties, the project’s developer, said every kind of financing is being explored, but that nothing has been signed.

Current plans call for solar panels on the roof and storm-water collection that will filter water and send it to city facilities.

Developers said they will address at future meetings the former Macy’s building that is slated to be repurposed for office space. The University of Vermont Medical Center was expected to lease a large portion of that office space under the previous plan and said in a statement Thursday it is still discussing such an agreement.

“We walked over to the north side of the bridge after and she raised her hand up and our families started cheering,” Del Tufo said.

“I’m going to think of that moment every time I see the bridge,” Kallmerten said.

relocated or new structures installed to address the new profile of U.S. Route 1.

All the existing underground utilities, including gas, water and communication, had to be adjusted. The relocation of the gas lines required the deactivation of the gas main crossing underneath the existing structure, which meant the services to residences and restaurants had to be altered prior to deactivation. The water main could not be deactivated and had to remain operational during construction operations.

The water main was temporarily shifted onto the temporary bridge, until it can be relocated back to the underside of the new structure on the NEXT Beams. The communication lines remain temporarily supported in place until the new structure is completed, and the conduits will shift back to the underside of the NEXT Beams.

“The bridge is at the low point between Stamford and Darien, raising the structure will only impact Brookside Drive Intersection with Route 1. Raising the profile of this intersection approximately 20 inches will require the road to be closed for the duration of the work to be performed.”

The existing U.S. Route 1 Bridge over Noroton River had four lanes of traffic, two in each direction, with an additional left turning lane traveling west. The southern sidewalk with parapet was closed due to a large section of parapet collapsing into the Noroton River. Temporary concrete barrier curbing was placed along the roadway.

Early on, trees and invasive species were removed, along with asbestos joint material between the bridge deck. Due to the urban nature of the roadway and the limited storage for excess material, NEI has to haul material off site and later return the material when

required, which requires excessive handling and extra cost to the project contract.

For motorists, the only major concern has been the closure of Brookside Drive. The traffic switch to the temporary bridge occurred in December 2019. The switch to the temporary bridge reduced the existing two lanes in each direction to one lane in each direction, which creates a bottleneck through the project site, requiring slower restricted speed limits.

“Approximately 15,000 cubic yards of dirt/material will be moved on the project, but due to the lack of storage of material on site, it will be closer to double, due to handling of the material multiple times,” said Smith.

During construction, NEI will utilize company-owned Doosan DX225LC and Doosan DX180LC excavators, a DoosanDaewoo Mega 200V loader, a Hyundai 940TM loader, a Komatsu 490LC, Cat 303 (mini) and a John Deere 450 JLGP dozer.

Subcontractors will use Cat 349F and Cat 328D excavators, Casagrande C16 hydraulic drill rigs, a Grove GMK 5150L hydraulic crane, APE and Movac sheet pile vibratory hammers and miscellaneous small equipment.

The 171 micropiles supporting the bridge footing to be installed once the bridge is demolished will require an initial test pile.

The installation of the 55-ft. deep piles and handling the generated waste water, grout and dewatering of the site, with the tight real estate to perform the drilling, grouting and dewatering treatment, will be among the most time-consuming tasks for crews.

Forming and pouring new bridge abutments once the micropiles are installed also will be tedious work, along with transferring utilities to the permanent locations after the work is finished.

Construction began in January of 2019, with project completion expected in May 2021. 
