Throughout the state, millions of dollars have been doled out for new public spaces like sidewalks and streets, as well as for improving or maintaining existing infrastructure.

“Municipal programs have always been a lifeline for cities and towns in Massachusetts, which the Baker-Polito administration has expanded dramatically,” noted Jonathan

Gulliver, MassDOT’s highway administrator.

Gulliver said what began as a single program has expanded to five, resulting in a “$178 million investment” in the state.

Falls Bridge’s Beauty Only Skin Deep The state has noted that the bridge has advanced deterioration with heavy cracking in areas of concrete. Several embedded stones at the base of the structure show signs of movement, and the underside of the bridge has extensive cracking and heavily corroded steel, according to a MaineDOT report.

The Ellsworth American reported that in 2019, the transportation department announced, via a phone call to the Blue Hill Select Board, that the decision had been

made to replace the bridge instead of rehabilitating the structure.

The new bridge, which Lathe described as consisting of five “precast concrete girders with exterior girders supporting an aesthetic fascia panel,” will accommodate pedestrians and bicyclists.

Provisions made to facilitate recreation on a new bridge has been an ongoing request from area residents who attended public hearings about the structure over the past 18 years.

The replacement span will feature two 11ft.-wide traffic lanes and a pair of four-ft.wide shoulders for walkers and bikers, MaineDOT bid documents show. Currently, there is just enough room for two lanes of vehicle traffic to pass each other on the bridge.

The Falls Bridge will be closed to traffic for roughly 60 days during construction, and for one month before the closure and three months following the closure, the bridge will be restricted to a single lane of one-way alternating traffic.

“Accelerated bridge construction techniques will be used to minimize the shutdown duration,” MaineDOT stated. 

Single Mass. Municipal Grant Program Evolves Into Five GRANTS from page 1

Polito recalled that the first executive order that Gov. Charlie Baker signed when he took office in 2015 was “No. 554: Creating the Community Compact Cabinet,” which established a group chaired

by Polito to make connections, set standards, and gather feedback from municipalities, in part because “cities and towns are at the front lines of delivering services to the citizens of the Commonwealth,” according to a summary of the order.

“We made a commitment to our cities and towns that we were going to prioritize and work with you and make sure that we’re exchanging and sharing information,” Polito told the gathering. “It’s through that relationship that we learned how to make sure that these programs ... not just that they’re a resource, but they work for you, that they’re efficient, that they’re quick and easy to apply to so that we get the funds into your hands to do meaningful work in your community.”

Polito added that Framingham has received $2.4 million in municipal grants from MassDOT since 2016.

“We’re always on the lookout for how we

can leverage state and federal money to help us,” said Bill Sedewitz, acting director of the Framingham’s Department of Public Works (DPW) after the lieutenant governor’s remarks.

Framingham Receives Complete Streets Grant In a press release, Framingham officials announced Jan. 18 that the city’s DPW and the Planning and Community Development Department are the recipients of a $400,000 Complete Streets grant.

The Complete Streets Funding Program gives municipalities grants for more accessible travel like transit, walking and biking.

The monies will cover the first construction phase for improvements on Loring Drive and Western Avenue, including new sidewalks and curb ramps. Funding also will be used to install a new crosswalk that will connect the new sidewalks to the MetroWest Regional Transit Authority bus stop near 110 Western Ave. A second construction effort will include building designated bike lanes and performing road resurfacing, but that work will require a second round of funding, which the city will request, Framingham officials said in the news release.

Shared Streets, Spaces Although the Shared Streets and Spaces program has only been around since last June, it has already awarded $33 million to more than 150 municipalities and transit authorities. The program is intended to fund quick projects for public spaces, like improvements to bus stops and sidewalks, and the installation of parklets and bikeshare stations.

“It was the municipalities that came to us and said we can better use parking lots and sidewalks and areas of our streets to open up outdoor dining so that people feel comfortable getting out and supporting our businesses,” Polito told MetroWest.

The deadline for applying for the next round of Shared Streets and Spaces grants is March 1. All municipalities and transit authorities are eligible to submit proposals.

Municipal Small Bridge Grants to Return Polito also noted that Massachusetts is relaunching the Municipal Small Bridge Program, with Feb. 1 set as the date the commonwealth will begin accepting applications.

“We learned in our travels that many of

these small bridges that, fortunately, are owned by cities and towns, and culverts that go with them, are very costly to maintain or improve,” she said. “If they go out of use, they can be very disruptive to getting kids to school safely, having businesses thrive, and just allowing your community [to] connect people and places for emergency purposes.”

Two Other Road Programs in Place A duo of additional programs that were mentioned Jan. 18, MetroWest noted, include the Municipal Pavement initiative, which Polito said can be especially helpful for smaller communities experiencing difficulties supporting their existing road infrastructure. The other is the Local Bottleneck Reduction program, aimed at “hotspots” for traffic, although only signaled intersections owned and operated by the municipality are eligible for that grant.

“As the lieutenant governor said, [these grants] help us do things that we can’t accomplish with our own local budgets,” Sisitsky said in his remarks. “The ability to work with the state and get these programs going helps everybody, [including] all of our residents and [those] that visit our communities.” 

Crews Build New Permanent Bascule Movable Bridge BRIDGE from page 1

The old structure, 210 ft. long, was the oldest cantilever bridge in the country and the oldest Scherzer Rolling Lift under the supervision of the Massachusetts Department of Public Works. Streetcars originally ran across the fourlane bridge.

SPS secured the contract in November 2020, and in February 2021, Atlantic Coast Dismantling, LLC (ACD) began its demolition operations, which had excavators placed on barges.

The bridge was definitely showing its age. On Dec. 15, 2008, it was closed for several months for repair, which required the MBTA’s 424, 450, 455 and 459 bus routes to be detoured through Austin Square in West Lynn through Ballard Street in Saugus. MassDOT had intended to close the bridge for replacement in early 2013. Problems with the temporary cable-lift draw bridge delayed the project significantly due to a hinge failure on the temporary draw span during what was supposed to have been final testing.

The single-lane temporary bridge, which took three years to construct, was opened to traffic at the same time as the bridge closure. “[This bridge] has given us time for the new replacement project to be fully designed, permitted and funded,” said MassDOT. “And it ensured continued access for vehicles and marine traffic while the new permanent bridge is installed.”

The overall project is building a new permanent bascule movable bridge — two lanes in each direction, along with bike lanes and sidewalks — on the same alignment as the original 1912 bridge being demolished and immediately west of the existing temporary bridge. The work includes the construction of new approach bridge spans, along with reconstruction of 3,060 ft. of roadway approaches, and significant modifications and upgrades at the intersection of Route 107 with Ballard Street. on the Saugus side, a replacement of the Massachusetts Water Resources Authority (MWRA) water line across the river and an increase to the width of the Saugus River navigation channel Traffic is expected to be shifted onto the new bridge in late 2024 and the fieldwork is expected to be completed in March 2026.

MassDOT also determined that the nearby Ballard Street. intersection was operating at a substandard level of service and found deficient accommodation for both pedestrians and cyclers.

The temporary bascule movable bridge will remain operational until the new bridge is constructed and fully operational. During most of the project's construction, a minimum of two vehicular travel lanes and one sidewalk will be maintained along Route 107. MassDOT will continue to coordinate construction activities in a manner that minimizes impacts to marine traffic in the area of the project.

Prior to the demolition of the bridge, SPS New England did some initial water infrastructure utility operations.

Atlantic Coast Dismantling began the demolition on Feb. 1, 2021, and finished its work on Sept. 24, 2021, working Monday to Saturday between 7 a.m. to 11 p.m.

“We started with the removal of the existing concrete deck and concrete beams,” said Colin O’Hearn, ACD’s vice president. “Floats were placed under the spans and then the spans were hammered down to the floats. Next, we removed the see BRIDGE page 12

existing granite/concrete piers from the water. Lastly, we removed the existing abutments after the cofferdams were installed.

We have performed Phase 1 demolition, which was the removal of the remainder of the existing bridge. ACD previously removed the bascule span for McCourt during the installation of the temporary bridge.

ACD will remobilize to the site to remove the temporary bridge piers and approach spans once the new bridge is open to traffic.

“The biggest challenge was the condition of the existing bridge,” he added. “The bridge had been closed to traffic since the temporary bridge was opened, so no repairs were performed. We overcame this challenge by carefully demolishing the spans to avoid any unplanned collapse. The use of barges on this project was vital. We would not been able to remove the spans or access the piers without the use of barges. As always, working in the winter on the water provides a lot of challenges. Ice forms on the barges, which causes slipping issues for personnel and equipment. Also, you have to worry about freezing.”

The safety of the crews was paramount.

“The superintendent performed daily tool box talks and remove the Job Hazard Analysis ([JHA)] with the crew to ensure everyone understood the task at hand,” said O’Hearn.

On this project, O’Hearn served as the project manager.

“I also put together the demolition plan for the abutment and pier removal,” he said.

“Dave Cheney Sr. was our onsite superintendent. Dave and I have worked on a lot of jobs in the past together, and therefore have the ability to work seamlessly. We had a fulltime superintendent, two operators and four laborers on-site during the majority of the demolition. The crew, as usual, performed their duties to the highest standards.”

The demolition generated 5,500 tons of concrete, 1,500 tons of granite and 100 tons of timber.

“The debris was off-loaded immediately as the work progressed,” said O’Hearn.

“ACD also removed an existing woodframed structure prior to the start of the bridge demolition. This structure was in the new roadway alignment and was therefore taken by eminent domain by MassDOT. The existing structure was condemned and had asbestos inside. We had to demolish the building and load out all debris as asbestos containing materials.”
