Mass. Begins Work On Belden G. Bly Bridge Replacement On Jan. 18, the Massachusetts Department of Transportation (MassDOT) started construction operations for the replacement of the Belden G. Bly Drawbridge carrying state Route 107 (Salem Turnpike/Western Avenue) over the Saugus River, north of Boston.

The project is being constructed by SPS New England Inc., one of the northeast’s top bridge and highway contractors. The fieldwork associated with the $99.3 million project is projected to be completed in March 2026.

Following some initial water related utility work, SPS New England will demolish the remaining approach spans and substructure elements associated with the original 109-year-old bridge.

Bridge demolition activities are expected to last until mid-February.

The transportation department also determined that the nearby Ballard Street intersection was operating at a substandard level of service and found deficient accommodation for both pedestrians and cyclers.

The overall project consists of the con-

struction of a new bascule movable bridge.

The new permanent Belden G. Bly Bridge (formerly Fox Hill Drawbridge) will be located on the same alignment as the original 1912 span being demolished and immediately west of the existing temporary bridge.

The project also consists of the construction of new approach bridge spans, along with a rebuild of 3,060 feet of roadway approaches, and vehicle turning lanes at Ballard Street and the Route 107 intersection. A replacement of the Massachusetts Water Resources Authority (MWRA) water line across the river also is planned, in addition to an increase to the width of the Saugus River navigation channel.

The existing temporary bascule movable bridge will remain operational until the new bascule bridge is constructed and fully operational. During most of the project’s construction, a minimum of two vehicular travel lanes and one sidewalk will be maintained along Route 107. MassDOT will continue to coordinate construction activities in a manner that minimizes impacts to marine traffic in the area of the project. 

New $18.3M National Guard Facility in Presque Isle Set to Open in Spring The new $18.3 million Maine National Guard building in Presque Isle will officially open this spring, according to a Guard spokesperson.

Construction crews are putting the finishing touches on the Northern Maine Readiness Center, located on a 10-acre plot at 6 Edgemont Dr., and expect to complete the work in February. The Readiness Center will be the primary location for four fulltime staff members and at least 70 of the 100 soldiers in the 185th Engineer Support Company.

Eagle Lake-based Devoe Construction has been constructing the facility since 2018. Members of the 185th Engineer Support Company are expected to begin working and training in the facility in April 2021.

Carl Lamb, public affairs officer of the Maine National Guard, said that a small ribbon cutting ceremony may

be held at the Readiness Center in late spring or early summer if health conditions related to the COVID-19 pandemic allow such an event to happen.

The Readiness Center was originally projected to be finished in December, but factors related to the pandemic briefly delayed some aspects of the project.

“There had been some material and supply acquisition delays and some subcontractors had workers who needed to self-quarantine,” Lamb said. “However, no substantial delays have been experienced.”

The 185th Engineer Support Company will use the Readiness Center for monthly drills, training and administrative functions. Unlike the former Guard location in Caribou, the Readiness Center will include a vehicle training center, classrooms, a full kitchen, a gym, a large assembly hall,

LED lights and a photovoltaic power generation system that is considered more energy efficient than earlier heat and power units.

Lamb said that the Caribou location, a former brewery distribution facility, was aging and becoming more costly to maintain.

The new center also will mark a return to Presque Isle for the Maine National Guard. The city was previously the home of a detachment of soldiers from the Battery C, 1st Battalion and 152nd Field Artillery, which later consolidated into the 185th.

“The 185th’s motto, County Thunder, was carried over from the field artillery unit,” Lamb said. “A great many Aroostook natives served under that moniker and we are looking forward to re-establishing our roots in Presque Isle.” 

bridges using the design-build method. The Cold Brook Road Exit 180 off-ramp work will consist of pier substructure rehabilitation.

The new structures will include non-corrosive materials to reduce future maintenance needs. The bridges over the Souadabscook Stream will be single-span structures to eliminate the need for piers in the water.

These bridges are approximately 60 years old and are approaching the end of their useful lives.

Construction began on the job March 3.

2020, and is scheduled for completion on Nov. 30, 2022.

Temporary bridges were constructed this past summer and bridge abutment work was started on three of the four northbound bridges, according to Robbin Lanpher, MaineDOT’s resident engineer.

Steel beams were installed on one of the four northbound permanent bridges.

Permanent bridge work will continue through the spring of 2021. Work will then focus on moving northbound traffic onto the permanent bridges and transferring southbound traffic onto the temporary roadways and bridges. Permanent southbound bridge work will occur through the end of 2021.

Once complete, southbound traffic will be placed on the permanent bridges and the diversion roadways and temporary bridges will be removed. During the summer of 2021, work will occur on the rehabilitation

of the ninth bridge.

“The three northbound and southbound three span structures have a total length of around 130 feet,” Lanpher said. “Emerson Mill Road and CMQ Railroad northbound and southbound bridges will have a total length of around 206 feet. The new Emerson Mill Road and CMQ Railroad northbound bridge will be a 160-foot length bridge. The new Emerson Mill Road and CMQ Railroad southbound bridge has not been fully designed yet but is expected to be a 141-foot length bridge.”

Construction equipment on the job will include Caterpillar and Volvo excavators and Grove cranes.

To construct the median roadway and bridges, there will be times that interstate travel lanes are reduced to one lane either northbound, southbound, or both.

MaineDOT is actively partnering with the contractor and monitoring traffic daily to best adjust the days and times for the lane closures and prevent delays.

When asked if there have been any problems on the job, Lanpher said, “As this is a design/build contract instead of a typical design/bid/build contract, the required shift from typical construction management is a learning experience to become comfortable with the new roles/responsibilities. The team members on site have welcomed new challenges.”

He said “Cianbro was awarded the contract by having a successful technical proposal at the agreed awarded contract of $44,777,000.”  CEG
