In Lawrence, Mass., a city worker was shot and killed Jan. 15 while working on road repairs. The Essex District Attorney’s Office identified the victim as Marcos A. RuizMarcos A. Ruiz-Rodriguez was a Lawrence Department of Public Works employee who was making road repairs on Andover Street at about 2 p.m. when he was shot, officials said.

PORTLAND, Maine (AP) The state agency that handles zoning in Maine’s unregulated territories gave its approval to a proposed $1 billion transmission line aimed at bringing Canadian hydropower to the New England power grid.

The Land Use Planning Commission determined, on a 52 vote, that the New England Clean Energy Connect met zoning and land use standards. But the project faces additional regulatory hurdles — and a possible statewide vote.

Central Maine Power’s project would allow up to 1,200 megawatts of Canadian hydropower to reach the regional power grid to meet Massachusetts’ green energy goals.

“NECEC is vital to Maine’s future both environmentally and economically and we look forward to obtaining other necessary federal, state and municipal approvals and beginning construction,” said Thorn Dickinson, vice president of business development for Avangrid, CMP's corporate parent.

The designers considered a temporary bridge but determined it would have significant additional impacts on adjacent properties, utilities and businesses and would require the construction of temporary piers and intersections that would delay the construction schedule.

the unintended target of a drive-by shooting and was shot several times in the stomach.

“He had started up the street and was working his way down, minding his own business,” said witness Robert Ansaldi to WCVB5 Another witness told the station that she saw the DPW crew try to take cover when the gunman started firing from between two buildings.

“I see that he started shooting and the guys started running,” she said.

“I heard three shots and I come over to the corner of Andover Street, and I notice the DPW worker laying on the ground and a car took off up the street,” Ansaldi told WCVB5.

The Essex District Attorney’s Office and the Lawrence Police Department are investigating the shooting.

Lawrence Mayor Dan Rivera issued a statement, calling Ruiz-Rodriguez a “great employee.”

Yesterday the city of Lawrence lost a great employee Marcos A. Ruiz-Rodriguez, who had been employed by the City for many years. Our thoughts and prayers are with his family. We will be reaching out to the family to let them know we are here for them and to support them through this tough time. I met with DPW workers this morning at the DPW yard to let them know we are all in support of them.

These are some of the hardest working city employees who often times do some thankless work — pushing snow, picking up trash, picking up needles. To see a fellow employee die in this manner is unsettling to say the least. We want to put our arms around them, make sure they are safe, supported and loved and so they know they are not alone. The investigation by the Lawrence Police Department State Police and District Attorney’s office is ongoing and as we get more information and are allowed to share we will update the public. This is currently in the hands of Law Enforcement questions about the case should be directed to the district attorney’s office.

Mr. Ruiz-Rodriguez attended Lawrence High School and for approximately 20 years was employed as a high motor equipment operator at the department of public works in Lawrence. He enjoyed work and was a jack of all trades.

Family members said that after a long day of work or working around the house, he would reward himself with an ice-cold Heineken. He would constantly joke around with his loved ones and would always light up the room with his laughter.

He was the captain of the eight-ball team at TNS under the American Poolplayers Association (APA). He loved spending time with his family and friends. He also enjoyed doing yardwork, playing with his pet bird “Mojo,” playing games on his cell phone, listening to music, dancing, watching movies/cartoons and barbecuing.

Mr. Ruiz-Rodriguez is survived by his wife, Ivonne Maldonado; daughter, Anaseidy Ruiz; son, Marcos A. Ruiz Jr.; his five sisters: Irene Ruiz, Evangelina “Eva” Fret, Venancia “Milly” Ruiz, Vidalina Rivera, Juanita Molina; his three brothers: Felipe Ruiz, Genaro Ruiz, and Julio Ruiz; and several nieces and nephews.

His funeral mass was celebrated Jan. 23, 2020, at St. Mary of the Assumption Church in Lawrence. Burial was at the Immaculate Conception Cemetery in Lawrence. 

MONTPELIER, Vt. (AP) The completion of a 93-mi. rail trail across northern Vermont would help link an ever-expanding network of recreation trails across New England and beyond, advocates said.

The effort got a big boost recently when Vermont Republican Gov. New England News Briefs Vermont The Army Mountain Warfare School in Jericho will get $30 million in federal funding for a new facility, the Vermont National Guard announced.

The funding is part of the defense budget signed by President Trump on Dec. 27.

Groundbreaking is likely to happen late next year, the Guard said.

Members of the school provided mountain warfare and cold weather training to U.S. and Afghan conventional operations forces on deployments in 2005 and 2010, the Guard said.

Instructors served as experts on mountain warfare in Afghanistan.

The $30 million appropriation will support “a critically important but previously unfunded priority of the Army,” said U.S. Sen. Patrick Leahy in a written statement.

“Now we can replace today’s aging facility to meet safety needs of today and rising demand,” Leahy said. “The new facility will improve training, so that our soldiers have all the skills needed to maneuver, regardless of the terrain.”

The design of the 82,600-sq.-ft. state-of-the-art facility will start as early as January 2020, said Michael Bleau, deputy construction and facilities management officer. Construction is expected to be completed in early 2022, he said. ******************** It will take more than an extra year before traffic will be traveling on a new drawbridge that links the Lake Champlain islands of South Hero and North Hero, the Vermont Agency of Transportation said Wednesday.

A temporary bridge is now in place. The state said it had been hoped the new bridge could be open to traffic by May 2021 but said it would now be open in the summer of 2022. Removing the temporary drawbridge will take another year.

Extra time is needed to address unanticipated soil contamination found at the construction site, the state said. Tests detected lead, which was expected, but they also found PCBs and a chromium compound.

“Nearly everything gets recycled,” said Clark, who noted that the asphalt and concrete are taken to recycling facilities to be put into new mixes, rebar and steel sent to scrap yards, and trees brought to facilities to create firewood and woodchips in accordance with permitted use and regulatory requirements.

The foundation piles for the new bridge and approaching roadways will include an estimated 5,400 linear ft. of steel H-Pile and are expected to reach depths of 50 to 60 ft.

“We haven’t had any impactful down times due to equipment failures or wear and tear, yet,” said Clark, “and we have a lot of equipment on the job. All the operators track the hours on the equipment and we have a quality control program where all the oil changes and maintenance matters are tracked and reported back to mechanics for synchronized performance.”
