Conn. Port Authority Still Supports $235M Cost of Upgraded State Pier A delay in permitting has pushed some of the construction work at the State Pier in New London into late this year, but the Connecticut Port Authority (CPA) said recently that the project remains on its projected $235 million budget.

The CPA’s board of commissioners met Dec. 21, five days after receiving a key federal permit from the U.S. Army Corps of Engineers that authorizes in-water work. Projects like dredging deeper berths, installation of bulkheads and filling in the 7.4 acres of water between the two piers are now allowed to move forward.

The bulk of the dredging, which is a crucial part of the planned upgrades to accommodate ships carrying massive offshore wind turbines, will not happen until late this year. Part of the reason for the delay is that the permit that allows work in the Thames River prohibits any in-water construction work between Feb. 1 and May 31 to protect fish habitats.

Pawtucket Wants to Build New School Maine to Address On Site of Old Paw Sox Baseball Park Substandard Roads, McCoy Stadium in Pawtucket, R.I., may soon be torn down to make way for a high school campus.

The Pawtucket district hopes to use a recently vacated minor league baseball stadium site as the location for a 482,500-sq. ft., 2,500-student high school. The campus would consolidate two of the city’s existing high schools, Shea and Tolman, and possibly a third, the Jacqueline Walsh School for the Arts, the Boston Globe reported. The school also would house Career Technical Education spaces.

In December, a subcommittee of school and city officials recommended moving forward with construction plans. Maine’s two U.S. senators announced Dec. 20 that the state will receive close to $245 million in federal funding to maintain and construct roads, highways and bridges across the state.

The monies were authorized through the Infrastructure Investment and Jobs Act and provided through the Federal Highway Administration (FHA).

With the funds, the Maine Department of Transportation (MaineDOT) intends to tackle a backlog of repairs on more than 1,438 mi. of state highways rated as being in “poor condition” and 315 bridges considered to be “structurally deficient.”

“Deteriorating roads cost Mainers hundreds of dollars each year on average in vehicle repairs and wasted gasoline due to congestion,” said U.S. Sen. Susan Collins, the ranking member of the Transportation Appropriations Subcommittee and one of 10 senators who negotiated the text of the bipartisan infrastructure law.

Noting that poor road designs also create hazardous conditions for pedestrians and cyclists, Collins explained that the planned improvements “would help all users of Maine roadways reach their homes and jobs safely and more quickly.”

Joining her in announcing the federal funds for the New England state was U.S. Sen. Angus King, who added, “Go for a drive basically anywhere in ... Maine, and you’ll see why our state so desperately needs investments in roads and bridges. Whether it is potholes, erosion damage or rusty bridges, our infrastructure is aging [and that] contributes to traffic, unsafe conditions and an average of more than $500 in annual repair costs for Maine drivers. Fortunately, thanks to funding from the Bipartisan Infrastructure Bill, historic investments are on the way,” The FHA said Dec. 20 that it will provide $52.5 billion in funding to all 50 states and the District of Columbia in fiscal year 2022, representing a spending increase of more than 20 percent over the previous fiscal year.

The total remains under the $204 million “Targeted Guaranteed Maximum Price” for the project set by construction manager Kiewit last April. That figure includes $193 million for construction and $11 million for contingency. There is an additional $31 million for project soft costs that include construction administrator fees, design, permitting, environmental mitigation and a railroad property lease.

CPA Board Chairman David Kooris indicated that work is being done to finalize the timeline for the project. The “substantial completion date” is currently listed as Jan. 31, 2023.

While construction costs remain on track, he told the New London newspaper that there may be cost implications of having workers on the project for longer than anticipated.

Abbott Laboratories, the multinational company that makes COVID-19 diagnostic tests at two sites in Maine — in Scarborough and Westbrook — is making plans for a different kind of testing at a vacant office building in South Portland.

The Chicago-based medical device manufacturer has signed a long-term lease for an 11.4-acre site at 65 Gannett Dr., the property’s owner, Portland real estate firm J.B. Brown & Sons, confirmed to Mainebiz on Nov. 22.

The site is in the Gannett Drive Business Park and includes a 34,800-sq.-ft. office building, where Abbott plans to build an additional 18,000 sq. ft. of lab space.

Terms of the lease were not disclosed, and a spokesperson for Abbott did not immediately respond to inquiries from Mainebiz.

According to a site plan application filed with the South Portland Planning Board, the build-out is estimated to cost Abbott $3 million, Mainebiz reported. The city’s tax rolls show the property currently has an assessed value of $5.7 million.

It was initially developed in 1997 as a banking operations center, and most recently was a branch office of Bottomline Technologies Inc., a New Hampshire payment processing company that moved its South Portland location to John Roberts Road in 2019.

At Gannett Drive Business Park, Scarborough-based Landry/French Construction will lead the expansion as general contractor. Construction could begin in the next month or so and be completed by the end of 2022, Ken Mitsui of J.B. Brown & Sons told Mainebiz.

In 2020, Landry/French constructed a 126,100-sq.-ft. plant for Abbott in Westbrook, where the company ramped up production of its rapid diagnostic test for COVID. In July, Abbott announced it was laying off almost 400 workers as demand for the tests began to wane.

The new facility in South Portland will not be manufacturing tests, according to the application submitted to the local planning board.

Instead, Abbott plans to use it as a research and development site, employing about 90 people. Nearly half of the 53,000 sq. ft. of space will be devoted to laboratory analysis of raw materials used in pre-market studies of new medical products.

The company also noted in the filing that no animal or human test trials will be conducted at the site. Additionally, the expanded facility will generate a small amount — under 100 kilograms per month — of biohazardous waste.

Abbott employs 109,000 people in 160 countries to produce diagnostics, medical devices, nutritional products and branded generic medicines. The company reported sales of $34.6 billion in 2020, up from $31.9 billion the previous year. 

Conn. Borrows More Than $1.3B to Fund Infrastructure Projects Connecticut Gov. Ned Lamont and the other members of the State Bond Commission agreed to borrow more than $1.3 billion to fund state and local projects on Dec. 21.

The money will pay for various infrastructure projects statewide, as well as grant programs, improvements at a mental health center in Bridgeport, and a new train station in Enfield.

But the Lamont administration also plans to put a large chunk of those funds, roughly $839 million, toward transportation spending for use on state highway interchanges, traffic safety studies, local paving projects and rail improvements.

In total, the State Bond Commission, which the governor leads, voted to fund more than 50 different projects, programs, and initiatives — some of which were championed by state lawmakers who are heading into a campaign season next year and are eager to bring home financial wins to their districts.

For example, Lamont, Senate Majority Leader Bob Duff, and other lawmakers representing the Norwalk area gathered on Dec. 20 to celebrate the state’s plans to contribute more than $1.2 million to the local YMCA and to spend another $5 million on renovations at the Gallaher Mansion, which is part of a city park.

Not long after the borrowing plan was announced, bipartisan groups of lawmakers sent out press releases lauding the state money that would soon pour into their districts, the Hartford-based CT Mirror reported. The legislative delegation in Milford, for instance, noted the $600,000 that would go to a local community health center in their area. In addition, several state lawmakers from Stamford thanked the bond commission for the $2 million their city will receive for a science center.

Borrowed Amount Financed Through Bonds The more than $1 billion in spending that was approved will be financed through state revenue and general obligation bonds, which Connecticut officials’ market to Wall Street investors and will eventually need to repay with interest.

The state frequently relies on that type of borrowing capacity to finance school construction efforts, capital projects at state universities, transportation upgrades, building maintenance projects, land preservation deals and the smaller community projects that often benefit state legislators.

The most recent meeting marked the third bond commission gathering this year, according to CT Mirror.

State legislators control the first step in the borrowing process by adopting a twoyear bond package, but after that, the governor and the executive branch get to decide what gets funded and when. That gives governors in Connecticut a lot of power, and some, including Lamont, have used that influence as leverage when negotiating with legislative leaders in the past.

Town Revitalization Efforts Also Funded Lamont, who also is preparing for his own reelection campaign in 2022, kicked off the meeting on Dec. 21 by recognizing the extensive list of projects that the 10member commission considered and approved.

“We have a very full agenda today,” he announced. “One of the reasons is because the state is in a pretty good financial position.”

There was a wide array of spending priorities approved by the bond commission at the meeting, the Hartford news source reported, including state matching funds for upgrades at Connecticut’s armories, cash grants to financially strapped municipalities, a lengthy list of repairs at state offices and buildings, and several line items meant to combat affordable housing and environmental issues.

The governor’s office, however, placed an emphasis on more than $124 million that is intended to help small businesses, workforce training initiatives and community revitalization projects.

That spending includes millions for local redevelopment efforts in Middletown, New Haven, Bridgeport and Hartford. One of the more high-profile projects included on that list was $11 million to help renovate a Hilton hotel in downtown Hartford and to transform part of that property into 147 apartment units.

“Investing in our communities through revitalization projects, workforce development training and small business support is a key part of our plan to accelerate long-lasting and equitable economic development in Connecticut,” he said.

Lamont added, “These investments are aimed at creating thousands of new jobs, improving the vibrancy and quality of life in our communities and making all corners of the state even more attractive for investment and opportunity.” 
