Boston May Require Net-Zero Emissions From New Buildings The city of Boston is laying plans to require newly constructed large buildings to achieve net-zero greenhouse gas emissions, a move supporters hope will help make carbonneutral design more approachable and mainstream.

“There are going to be folks that find this incredibly challenging — there are a lot of industry norms that are being questioned and challenged,” said John Dalzell, senior architect for sustainable development at the Boston Planning and Development Agency. “But I’m pleased to see some of these old norms starting to fall away.”

In 2019, the city released the Carbon Free Boston report, a framework for making the city carbon neutral by 2050. Reducing emissions from buildings, which are responsible for 70 percent of the city’s carbon output, is a critical part of the plan.

Other strategies for cutting building emissions are already in play or in the works.

Boston has an existing energy disclosure ordinance, which requires buildings over 35,000 sq. ft. to report their energy use each year. The city also is developing a performance standard that will require these buildings to meet targets for emissions reduction.

And last year, Boston partnered with utility Eversource to launch an energy efficiency hub, a set of resources that will help the owners and operators of large buildings find ways to reduce their energy consumption.

The BU facility incorporates triple-glazed windows for maximum insulation and external shading devices to minimize the need for cooling in warm weather. The flow of the interior was designed to make using stairs easy and inviting with the goal of reducing the use of elevators.

The building’s electricity use will be offset by the generation at a wind farm the university recently brought online in South Dakota, said Dennis Carlberg, associate vice president for sustainability at the university.

As more projects like the data sciences center come to fruition, more construction industry professionals gain experience in net-zero design and building, Carlberg noted. And as the industry gains knowledge, future projects become easier and cheaper.

“The learning curves have flattened out,” Carlberg said. “When you have more people who know how to do this and have experience doing this, the price comes down.”

It will be several months before the new rules are worked out. In the meantime, the planning and development agency is reaching out to developers, architects, green building advocates, urban planning organizations, and other stakeholders for feedback and ideas.

When the details have been drafted, they will be sent to the planning agency’s board of directors for approval. The proposed regulations will then be forwarded to the Boston Zoning Commission to be finalized and put into action.

“My thinking is that we will enact this rapidly,” Dalzell said. “We can take a lot of comfort from seeing what our early practitioners are already doing in this space. This is doable and this is important.” 

Work Begins on York Judicial Center in Biddeford, Maine Motorists driving by 511-515 Elm Street on Route 1 in Biddeford, Maine, will see a big red fence fronting the road these days.

Behind the fencing, huge pieces of heavy equipment have moved mounds of earth, and there are other signs of construction.

The long-anticipated York Judicial Center project has begun. Workers have been on the site for approximately seven weeks, said Philip Johnston, the state of Maine’s representative on the project, on Jan. 5.

Johnston said the first pour for the foundation footings took place the week of Dec. 14, and the second one week later. After the footings, he said, the foundation walls were next to be constructed.

The building will be 115,000 sq. ft and encompass a 34,000-sq.-ft. footprint.

Julia Finn of the Maine Judicial Branch said the work is progressing well.

“We continue to work with the architect on finalizing the interior features of the building,” she said in an email.

Consigli Construction, based in Milford, Maine, and with offices in seven states, including Maine, is the contractor for the project. The company has prior courthouse experience in the state, including the construction of the Capital Judicial Center in Augusta and the Penobscot Judicial Center in Bangor.

Johnston said the winter weather is not likely to hamper construction, except for the time it would take for any snow removal.

“Overall, the project is going as anticipated,” he reported.

The new building is expected to be most-

ly complete by February 2023, with a projected opening that spring.

The York Judicial Center has been a long time coming.

In 2016, the Maine Legislature passed a bill sponsored by former state Sen. Linda Valentino that budgeted $65 million for a new courthouse in York County. Later that year, a court site selection commission chose the Elm Street site as the location for the new courthouse from an original slate of 27 possibilities.

Work on the new building began after the state secured the necessary permits from the city of Biddeford, following the City Council’s July vote on a contract zone for the project. A contract was required to build the structure at the Elm Street site, a property formerly owned by the city, because at

68½ ft. high, it is nearly twice the 35-ft. maximum height allowed in the zone.

Biddeford sold the property to the Maine Governmental Facility Authority in 2017 for $810,000.

The new building consolidates and replaces the three Maine district courts operating in Biddeford, Springvale and York, as well as the York County Superior Court, which operates in the county-owned courthouse in Alfred. The consolidation is aimed at improving efficiencies in the state’s court system.

The stately York County Court House building in Alfred, which contains the county Registries of Probate and Deeds, the York County Probate Court, the county district attorney’s office and other county-related functions, will remain open. 

Stimulus Bill Includes Funds to Replace Cape Cod Bridges A commitment to the replacement of Massachusetts’ aging Cape Cod Canal bridges, along with federal transportation dollars, were tucked into the massive package of emergency relief, government funding and tax cuts approved by Congress on Dec. 20 and signed by President Trump.

The replacement of the 85-yearold Bourne and Sagamore bridges was among 65 projects the Secretary of the Army would expedite to preconstruction planning, engineering and design, if justified, as part of the Water Resources Development Act of 2020 — one of several pieces of legislation that was included in an omnibus package passed along with the $900 billion stimulus bill.

Also, in the more than 5,000-page package was possible funding for bridges in poor condition and other transportation projects, said U.S. Rep. William Keating of Massachusetts.

He had already spoken with Stephanie Pollack, Secretary of the state Department of Transportation (MassDOT) about the potential for as much as $60 million for bridges across the state in the federal budget portion of the bill, Keating said.

Transportation overall will receive about $45 billion in the economic relief piece of the legislation.

The U.S. Army Corps of Engineers (USACE) owns and operates the two automobile bridges over the Cape Cod Canal.

Facing increasingly bigger and more frequent maintenance, the Corps announced earlier this year that it planned to replace the bridges, though the state would lead the new construction efforts and take over ownership once they were completed.

What the new bridges would look like and the timeline for replacement have not yet been nailed down, but a report by the USACE last fall included plans for wider lanes to meet highway standards, a median, shoulders and separated pedestrian and bicycle areas. The bridges also would have two travel lanes in either direction, plus a pair of auxiliary lanes for vehicles getting on and off the adjacent exits.

The USACE’s projected construction could start as early as 2025, but funding has not yet been allocated for the estimated $1 billion project.

What the new bridges would look like and the timeline for replacement have not yet been nailed down.

It’s not clear what would be expedited or how this change would affect the project’s trajectory since the Corps and the state have said they plan to do it.

U.S. senators Edward Markey and Elizabeth Warren commended the infrastructure bill for including several Massachusetts projects.

“During the coronavirus pandemic, it is more important than ever that we provide relief and support to communities throughout Massachusetts,” said Markey in a statement. “I am proud that the water infrastructure legislation passed today includes many of our key provisions, which will provide new and more robust resources to help localities recover and grow their economies, while also bracing for the impacts of climate change. I look forward to building on this progress with comprehensive investments in sustainable and resilient infrastructure in the next Congress.”

Markey is a member of the Environment and Public Works Committee, which had jurisdiction over the legislation.

Warren also was glad to see the legislation support critically important infrastructure projects in the state.

“I will continue to fight to ensure our communities have the resources they need to protect against future impacts of climate change and allow for continued economic growth,” she said in the statement.

MassDOT was thankful for the state’s congressional delegation’s work in securing the extra money and is evaluating how this new funding can help improve the transportation network across the Commonwealth, a spokesperson wrote the Cape Cod Times in an email, adding that the agency continues to meet with the Corps and is working on internal design planning for the roads around the canal. 

Maine Goes With Unilateral Slide Building Method on Portland Bridge Replacement A century-old bridge in Gardiner, Maine, recently was replaced using 21st-century technology that accelerates the construction process.

The town’s Bridge Street Bridge, which carries U.S. Highway 201 over Cobbosseecontee Stream, became the second bridge in Maine to utilize the unilateral slide method. As a result, the span was only closed to traffic for 30 days.

But the Gardiner bridge replacement project will not be the last accelerated bridge construction in the state as the Maine Department of Transportation (Maine DOT) plans to also utilize the same technology on the Veranda Street Bridge replacement in Portland. The roadway and bridge project began in December, but it will be fall 2021, at least, before the span is closed and the accelerated process gets under way.

With the lateral slide method, the lower portion of the new bridge is built below the existing bridge while it is still in use. The upper portion is then built next to the new bridge on temporary

supports. When the upper part is ready, the surface portion of the old bridge is torn down and the new one slides over onto the new supports to take its place.

The first bridge replacement to use the technology was on Auburn’s Littlefield’s Bridge in 2013.

Maine DOT’s Veranda Street Bridge replacement will include replacing the span on Interstate 295 that crosses over Veranda Street at the north end of the city with a new single-span bridge. It also involves reconfiguring and reconstructing Veranda Street between Wordsworth Street and Martin’s Point Health Care. That work will include a bike lane and sidewalk, improving drainage and wider shoulders for improved visibility and safety on I-295.

The original bridge was built in 1961, and, after nearly 60 years of heavy use, the bridge condition has deteriorated according to Maine DOT. A 2017 inspection of the structure determined it is in satisfactory to poor condition and is structurally deficient.

Therefore, bridge replacement is rec-

ommended.

Within the project limits, Veranda Street is a two-lane divided roadway, with southbound traffic traveling under the northern bridge span and northbound traffic traveling under the southern bridge span. Access to I-295 from Veranda Street is provided with on and offramps that promote high-speed movements.

Construction was originally scheduled to begin this fall, but the state had to re-advertise for construction in September, spreading out the timeline.

The project is now expected to be completed in 2022. It will be determined by February whether the bridge closes for a month in October 2021, or in April 2022, depending on the contractor, according to the DOT website. 

The renovation of Claremont, N.H.’s Pleasant Street remains set to begin construction in the late spring to early summer of 2021, starting with plans to reroute city traffic sometime in May, according to project managers.

“The project is really happening and really on schedule,” Claremont Planning and Development Director Nancy Merrill told the Eagle Times on Dec. 19.

The city expects to put the construction contract out to bid in February, Merrill said.

Project designers Brian Colburn, from McFarland-Johnson, and engineering firm based in nearby Binghamton, N.Y.; and Johnathan Law from IBI Placemaking, a Toronto landscape planner, held a public presentation via Zoom on Dec. 18 to give residents and city officials an updated conceptualization of the Pleasant Street plan, a $4.8 million endeavor aimed to spur economic activity and socialization in the city center.

The project will reduce Pleasant Street’s vehicle traffic to one-direction and increase the ratio of pedestrian space along the roadway by 50 percent. The expanded pedestrian walkways aim to accommodate greater foot traffic, outdoor dining, seating and gatherings.

Colburn said that construction will begin “in the May timeframe,” starting with the installation of a temporary traffic signal at the intersection of Glidden Street and Broad Street. This signal will enable Glidden Street traffic to safely access both directional lanes of Broad Street, which is a key component to the newly envisioned traffic plan for the downtown.

Once the new traffic signal is in place, traffic on Pleasant Street will be converted to one-way for construction to begin.

“We’re doing that because it will be a lot easier to work on Pleasant Street if we’re only dealing with one lane of traffic,” Colburn said.

Pleasant Street at a time to allow vehicle and pedestrian traffic on the other. Colburn said this approach has proven effective in their other renovation projects to minimize the negative impact on Pleasant Street businesses during the improvement period.

“We want to strike that balance between keeping the access with businesses and parking spaces while giving the contractors enough room for construction so they can get in and out as fast as they can,” Colburn said.

New truck routes also will take effect prior to construction on Pleasant Street, according to Colburn. The project managers have continued to coordinate plans with the New Hampshire Department of Transportation (NHDOT).

The Dec. 18 meeting also allowed Law to share conceptualizations of an upgraded Pleasant Street. The new images incorporate many of the design elements city residents favored during a public discussion in September.

Though the design style is not yet finalized, street benches will be colored red, based on community feedback. Modern streetlights will replace the current lamps and overhead stringed lights are planned for a pedestrian gathering and outside dining area.

Fans of the previously suggested rainbow-colored crosswalk, which appeared in Law’s initial conceptualization, but rejected by the NHDOT, might find solace in that the proposed seating for the corner along Opera House Square will be multi-colored to create a similar feel of welcoming and inclusivity, according to Law. As he predicted in previous meetings, the state transportation agency does not permit coloring in crosswalks beyond the traditional white paint.
