A hammer and loader are demolishing a concrete foundation to prepare for construction of a new drainage system for the downtown rail corridor.

The Vermont Agency of Transportation (VTrans), in collaboration with the town of Middlebury, is undertaking a project to replace two nearly 100-year-old rail bridges in the center of Middlebury with a tunnel.

Kubricky Construction, Wilton, N.Y., is the lead contractor on the job, which began in 2017, continued through the 2018 and 2019 construction seasons, and will be completed in 2021 with much of the work set to take place in a 10-week period in the summer of 2020.

HARTFORD, Conn. (AP) The Republican leader of the Connecticut Senate said Jan. 13 he doubts a transportation bill that includes tolls can be passed in the General Assembly, despite optimism expressed by Democratic Gov. Ned Lamont.

Senate Minority Leader Len Fasano, of North Haven, told reporters that tolls have been “talked about forever” at the state Capitol, and a bill still isn’t ready for a vote. Lamont and supportive legislative Democrats are hoping to finally pass a transportation plan with truck-only bridge tolls before the General Assembly convenes its regular

session on Feb. 5.

“I don’t know why we’re wasting more and more time,” Fasano said.

“They need to stop pretending they can pull the deal off because they can’t.

And they need to be honest with the public and say we’re done. We tried. It was a good shot. But let’s now move to what’s real, and let’s get this transportation fixed. That’s what has to be done.”

Fasano contends a GOP transportation proposal, which involves spending $1.5 billion in state budget reserves to help reduce more expensive borrowing costs, but no tolls, is a better solution.

Democrats took issue with Fasano’s claims there aren’t enough votes to pass a transportation bill that includes tolls.

“When Senator [Martin] Looney said the Senate Democratic caucus had a contingent consensus of 18 votes on a transportation plan with tolling only on large trucks with four axles or more, he meant it,” said Kevin Coughlin, the Senate president’s spokesman. “We would appreciate if Senator Fasano would stick to leading his 14-member caucus.”

No date has been set yet for a special session.

Kubricky Construction Leads Tunnel Work in Middlebury TUNNEL from page 1

The bridges over the rail line that were built in 1920-21 are deteriorated and were recommended for replacement by bridge inspectors with VTrans. For more than 25 years, VTrans bridge inspection reports documented the ongoing deterioration of both bridges — concrete cracking, delamination and spalling had occurred on all bridge components, embedded steel reinforcement was rusted and exposed, there was leakage through the deck and full depth holes on the Merchants Row sidewalk had to be patched.

“All the prep work that was done over the last three years comes into play as they excavate and rebuild the rail line and replace the bridges with the tunnel,” Gish said. “The precast concrete will be put in place piece by piece to create the tunnel and supporting lines for the rail line on the side of the tunnel.”

When the rail lines are rebuilt, freight trains hauling fuel oil, gasoline and other materials will have safer passage through Middlebury and Amtrak trains will be able to stop in Middlebury.

Amtrak Ethan Allen service currently runs between New York City and Rutland and this work paves the way for trains to come through Middlebury, Gish said.

Middlebury residents and visitors will have to endure road closures during the 10week construction period this summer.

“Merchants Row will be closed end to end and Main Street/Route 30 will be closed in the downtown area and all traffic detoured,” Gish said. “But VTrans and Kubricky are committed to keeping access to downtown buildings open, so we encourage people to come downtown and shop locally during this period.”

During the construction this summer, Neighbors Together, a community action group, will oversee a special sale on Wednesdays to promote patronage of downtown shops, among other special events planned to promote downtown shopping.

The events, which are being supported by Better Middlebury Partnership, seeks to minimize the impact of construction.

In 2021 there will be intermittent short term lane closures on Main Street and Merchant’s Row to facilitate site grading and landscaping and the Triangle Park area will be closed for landscaping.

The road closures pose temporary difficulties to area drivers, but the town of Middlebury will benefit from the project.

The $75 million construction tab will be picked up by the Federal Highway Administration (95 percent) and VTrans (5 percent), Gish noted.

“Middlebury is paying the price with five years of construction in our town but we get the benefit of a major infrastructure improvement and we’ll reclaim the town green that was lost to the railroad when it was first built,” he said.  CEG

Baker Files $74.2M Budget Bill to Address Infrastructure The Baker-Polito Administration filed a $74.2 million supplemental budget bill to address ongoing critical funding needs, including $18 million to support MBTA infrastructure and safety investments, $10 million for school improvements and $4.2 million for investments in clean drinking water. These proposals were previously proposed in bills filed by the administration for Fiscal Year 2019 (FY19) and are now being refiled for Fiscal Year 2020 (FY20). “This legislation will provide additional resources to enhance the safety of MBTA infrastructure, improve local schools and support testing for PFAS contamination in drinking water supplies,� said Gov. Charlie Baker. “We look forward to working with the Legislature to pass this bill into law and deliver these much-needed investments.� “Our Administration is committed to supporting growth and development for our community partners throughout the Commonwealth,� said Lt. Gov. Karyn Polito. “These meaningful investments support public transit, health care and education priorities in a responsible manner and provide needed funding for local municipalities across Massachusetts.�

The bill authorizes $4.2 million to test drinking water supplies for potential polyfluoroalkyl substances (PFAS) contamination.

This testing will support state and local efforts to determine the scope of the problem and to identify best solutions, and supplements the $4.2 million authorized in the FY19 final supplemental bill.

The bill also proposes transferring $10 million to the Twenty-First Century Education Trust Fund. This request reframes

Baker’s 2018 recommendation that the legislature transfer $50 million into a fund for school improvement. The recently enacted Student Opportunity Act established the Twenty-First Century Education Trust Fund “to address persistent disparities in achievement among student subgroups, improve educational opportunities for all students, share best practices for improving classroom learning and support efficiencies within and across school districts.� “The Commonwealth is expected to have sufficient revenues to finance these appropriations and measures in Fiscal Year 2020,� said Secretary of Administration and Finance Michael J. Heffernan. “This supplemental spending proposal continues the Baker-Polito Administration’s focus on improving public infrastructure, services and programs in a reliable and fiscally disciplined way.�

The supplemental spending bill also includes: • $16.3 million and a related authorizing section to ratify a recently concluded collective bargaining agreement • $12.3 million (for a total of $16.3 million including FY19 funding) for Safety Net Provider Hospitals to mitigate the cost of providing care to un- and underinsured patients • $5.4 million for service improvements for men who are civilly committed for substance use treatment under Section 35 of Chapter 123 of the General Laws • $5 million to support high school students enrolled in Early College programs that give thousands of Massachusetts students, especially firstgeneration college-goers, access to college completion and career success • $3 million for the Community Compact program to support grants for cities and towns that have entered compacts with the Commonwealth to support public interests and develop mutual standards for governing effectively In total, the supplemental budget bill consists of $74.2 million in supplemental appropriations, at a net state cost of $68.1 million. 

Daniel O’Connell’s Sons of Holyoke, Mass., built the largest bridge on the original Massachusetts Turnpike constructed in 1955-1956. The Westfield River bridge is 1,464 ft. long and 250 ft. high spanning a deep river gorge. Here, the only river pier is being poured within a sheet pile cofferdam using a Koehring 34-E concrete mixer and a Bucyrus-Erie 54-B crawler crane wielding a concrete bucket.

Caledonia Inc., formally Caledonia Sand & Gravel, is using an International TD25C bulldozer to push load a fleet of International 295B Pay Scrapers on an I-91 project in Newbury, Vt. The .706 mi. stage one project was awarded for $2,168,000 and is located in Orange County and the town of Newbury.

Crews Across Rhode Island Keep Busy in the Winter Months

R

hode Island DOT is starting two big projects within the host communities of Cumberland, Pawtucket and Central Falls — the Broad Street Regeneration Project and the Transit Emphasis Corridor. Here’s a roundup of what the DOT also has been up to lately.

Crews are staging installation and work on retaining walls on the Carolina bridges in Charlestown/Richmond.

Retaining wall work on the Baker Pines Bridge in Richmond.

Concrete placement is scheduled for the Centerville Road Bridge deck in Warwick.

Rhode Island DOT continues building the retaining wall for the Route 10 North to Route 6 West flyover ramp and along Route 6 West for the Hartford Avenue and Plainfield Street bridges. The DOT plans to continue demolishing the Broadway Bridge.

Highway lighting and underground conduit installation is scheduled on the Kingston Road Bridge in Richmond.

Mass. Announces Additional Local Road, Bridge Funding The Baker-Polito Administration announced that $20 million in additional funding will be provided to cities and towns in Fiscal Year 2020 (FY20) for road construction and transportation improvement projects. This funding was included in a supplemental budget recently signed by Gov. Charlie Baker, bringing total funding for FY20 awarded through the Chapter 90 formula to $220 million. With this additional $20 million, the total funding to date provided through the Chapter 90 program during the Baker-Polito Administration is now $1.36 billion.

“This funding represents our continued commitment to supporting communities as they address the maintenance and modernization of local infrastructure, which are a critical part of the Commonwealth’s transportation network,” said Baker. “We are pleased to provide this additional transportation funding for local projects in cities and towns across the Commonwealth.”

“Municipal officials count on Chapter 90 funding each year for essential projects, and we appreciate the Legislature adopting our

proposal for additional funding in the supplemental budget,” said Lt. Gov. Karyn Polito. “This support will allow community leaders to take action immediately so that projects are ‘shovel ready’ for the spring construction season.”

“The Commonwealth is focused on improving the core transportation infrastructure in the state by advocating for Chapter 90 funding and with initiatives such as the Complete Streets Funding Program. The Chapter 90 funding program is one of several examples of the Administration working with municipal leaders to help meet capital needs that the communities identify as critical,” said Transportation Secretary and CEO Stephanie Pollack. “The Administration realizes local leaders often know best what capital improvements are needed at the local level.”

Chapter 90 transportation funds support all 351 cities and towns throughout the Commonwealth. Funding for each municipality is predetermined by a formula that includes factors such as population, road miles, and employment.
