The Piscataqua River Bridge, a through arch bridge that crosses the Piscataqua River and connects Portsmouth, N.H., with Kittery, Maine, is being renovated. Work on the bridge began in June and will be finished in May 2022. The primary contractor on the job is SPS New England/Salisbury, Mass. The bridge, which was built between 1968 and 1972 and opened to traffic in 1972, carries I-95 between Portsmouth and Kittery and the state line is close to the middle of the bridge. This is the first renovation of the bridge since construction was completed. The project will be completed in two phases with Phase 1 from June 2019 to fall 2020 on the outside edges of the bridge and Phase 2 through 2022 with work inside the bridge and onto the travel lanes.

The budget for the job is $53 million, with costs shared by Maine and New Hampshire DOT, the Maine Turnpike Authority and the Federal Highway Administration. The $53 million cost of the project is higher than the initial estimate of $36 million. According to Nina Fisher, deputy commissioner of the Maine Transportation Department, the higher price tag was due to three reasons: work was added to the original plan; increased contract restrictions to reduce traveler impacts dursee PISCATAQUA page 4

ing and after construction; and an increase in construction costs due to labor shortages. Work includes replacing the bridge surface, repairing concrete on the deck area beneath the bridge surface and replacing joints, drains, exterior bridge rails and the concrete overhang of the deck. The electrical system will be upgraded with 41 new street lights installed. Highway work north of the bridge on the Maine Turnpike will be completed and the bridge will be prepped to accommodate an Intelligent Transportation System. Work on the turnpike will include reconstructing shoulders and replacing median barriers. To date, the deck fascia and barrier on the Maine southbound approach has been removed and replaced and the fascia deck on the northbound shoulder area is being removed. The Piscsataqua Bridge is one of the most important bridges in Maine and is heavily used, with 74,000 vehicles crossing in both southbound and northbound directions and up to 130,000 vehicles in the summer. When the bridge was constructed in 1972, engineers envisioned a 100-year lifetime. Doosan Adds G. Stone Commercial as New Vt. Dealer Doosan Infracore North America LLC has expanded its dealer network with the addition of G. Stone Commercial as an authorized sales, service, parts and rental provider of Doosan equipment. The company now offers its customers a wide range of Doosan equipment: crawler excavators, log loaders, wheel excavators, material handlers, wheel loaders and miniexcavators. New England News Briefs Maine The ferry terminal that passengers use for trips to Vinalhaven island will be under construction until the spring so it can accommodate a new boat. The Maine Department of Transportation said the improvements to the Vinalhaven ferry terminal include modifying the ferry pen to make way for a new, larger ferry that is currently under construction. The agency says the terminal work started in November and is expected to be finished by April 1. The project is expected to cost a little more than $4 million. Local companies are working on both the terminal improvements and the construction of the ferry.

Rhode Island’s Department of Transportation recently celebrated the early completion of a crucial bridge. The $10.8 million Oxford Street Bridge project wrapped up in two months, way ahead of schedule. The bridge is short but critical to the area since it carries 160,000 vehicles a day on Interstate 95, according to the Department of Transportation. The agency said the work was conducted one lane at a time and the workers used prefabbed beans and deck to complete it quickly. “We have gone in the last four years from less than 50 percent of our projects being on time and on budget, to now as we stand here, over 90 percent of our projects are like this one,” said agency director Peter Alviti. The department credits the use of design-build type of construction management in helping reduce delays and allow for schedule changes and allow for more economical and timely completions.

Connecticut Gov. Ned Lamont and Democratic legislative leaders are planning to vote in early January on a proposal to upgrade the state’s infrastructure. The Democratic governor and the lawmakers announced they have agreed to convene a special session of the General Assembly next month to vote on the transportation plan and a major state bonding bill. There had been expectations of a possible vote next week on the transportation proposal, which will likely include a dozen bridge tolls for just trucks. “We are committed to investing in transportation without recklessly raiding the rainy day fund,” the Democrats said in a joint statement. That was a reference to a Republican transportation funding plan that relies partly on Connecticut’s budget reserves, which the GOP contends would be a good alternative to truck tolls.

R.I. to Receive an Additional $50M for Bridge Upgrades U.S. Sen. Jack Reed, a senior member of the Senate Appropriations Committee and ranking member of the panel’s Transportation, Housing and Urban Development (THUD) subcommittee, announced that Rhode Island will benefit from an additional $50 million for bridge improvement and repair projects. well as help create jobs. “We’ve got to make smart, forward-looking investments with the limited dollars available. This appropriations package will help improve Rhode Island’s infrastructure and makes critical investments in highways, bridges, airports, public housing, and other public assets that benefit citizens and businesses alike,” said Reed. “This bill will put people to work upgrading our infrastructure. It will enhance safety, reduce congestion, and help the state attract private investment to drive our economy forward.” RIDOT will receive an extra $50 million — the maximum amount allowable — to help finance the rehabilitation of six bridges: • The Huntington Viaduct, which carries Route 10 over I95, Wellington Avenue and the rail corridor. • The West Elmwood Railroad Bridge, which carries I-95 over the rail corridor north of Exit 16. • The bridge that carries Route 10 over Elmwood Avenue. • Two ramp bridges near the Huntington Viaduct. • A bridge that carries I-95 over an old freight rail corridor. RIDOT expects the design work to take place in 2020 and construction to be under way in 2022. Estimates are the bridge work should be complete by 2024. “I will continue to be an unrelenting advocate for Rhode Island’s priorities and do everything I can to direct federal funding to the state,” said Reed. 

PC Construction Earns Vt. AGC’s Best Builders Award PC Construction was honored by the Associated General Contractors of Vermont with a Best Builders Award for the University of Vermont STEM Complex project in Burlington, Vt. The award was presented in the Academia, New Construction category for outstanding quality of work and effort. This four-year construction project involved the demolition of two buildings and the construction of two new STEM buildings totaling nearly 185,000 sq. ft. The project took place in three phases: • Phase 1: Demolition of Angell Lecture Hall and construction of Discovery Hall, an 111,000-sq.-ft. teaching and research laboratory building with an 86-ft.-long overhead bridge connecting to UVM’s engineering building. • Phase 2: Demolition of the five-story, 165,000-sq.-ft. Cook Physical Science Building just 30 ft. from the newly construct-

ed Discovery Hall. • Phase 3: Construction of Innovation Hall, a 73,000-sq.-ft. modern classroom and office building with a five-story connector to Discovery Hall. The project included a highly technical scope of work and a large-scale construction project taking place in the center of a busy university campus. As the flagship new facility for the University, the project included 34 teaching and research laboratories, advanced physics laboratories, clean room spaces all connected with intricate architectural details. Extensive coordination was required to enable modern architectural, structural and MEP elements to be procured and constructed successfully. The STEM Complex is the largest construction project the University has undertaken and is key to addressing the acute need for STEM education and industry in the state of Vermont. 
