MBTA Appoints Steve Poftak as Its New General Manager Transportation Secretary and CEO Stephanie Pollack announced the appointment of MBTA Fiscal and Management Control Board Vice Chair Steve Poftak as the new general manager of the MBTA. Poftak, who will succeed Luis Ramirez, brings to the position deep knowledge of MBTA operations and finances, 16 years of public policy experience, a network of relationships, familiarity with the key challenges facing the authority, and a passion for public transportation.

“I am honored to be named general manager and look forward to partnering with the workforce, the FMCB, the Baker-Polito Administration, transportation advocates and others in accelerating progress toward improving MBTA service and reliability,” said Poftak. “The more I have been exposed to the MBTA’s workings from the inside, the greater respect I have for the ability of the MBTA workforce and managers to operate this enormously complex system every day and to develop and implement ways to improve performance. I am excited about leading the MBTA to provide a premier region with a premier transit agency.”

The MBTA and Ramirez, who became general manager in September 2017, mutually agreed that the time was right for him to separate from the MBTA and pursue other opportunities.

“I was brought in to the MBTA from the outside corporate world to bring a fresh business perspective and skills to the MBTA,” he said. “With the progress we have achieved

He has been the vice chair of the MBTA’s Fiscal Management and Control Board since 2015 and has also served on the MassDOT board of directors. The Rhode Island Department of Transportation said it wrapped up its $3.6 million Railroad Avenue Bridge replacement project seven-months ahead of schedule due to the use of a “Bridge-In-A-Backpack” system developed at the University of Maine and commercially offered by Advanced Infrastructure Technologies.

The agency said the system uses corrosion-resistant fiber reinforced polymer or FRP tubes in place of conventional steel rebar embedded in a concrete arch or concrete beams.

Using those tubes, along with pre-

cast concrete components, helped the agency replace the bridge and reopen it to traffic in just four months, noted RIDOT Director Peter Alviti, Jr., in a Dec. 13 statement.

“The components used on this bridge will extend the longevity of bridges versus conventional construction materials,” he said. “They also provide an added benefit, that being rapid installation that shortens the duration of closures for construction.”

RIDOT noted that it worked with the state’s Department of Environmental Management to time

this particular project with the lowflow period of the Clear River, which passes underneath the bridge — a bridge via which some 200 vehicles cross per day.

The agency said this is the first project in Rhode Island to use this “Bridge-In-A-Backpack” construction method. Next year, RIDOT said it plans to use the same approach to replace the Barbs Hill Road Bridge in Coventry.

Repairs Begin on Bridge That Carries I-95 Over Wood River Near Connecticut PROVIDENCE, R.I. (AP) Rhode Island transportation officials said they’re beginning repair work on a large highway bridge.

The Rhode Island Department of Transportation said work has begun on the Wood River Valley Bridge, which carries Interstate 95 over Mechanic Street and the Wood River between Hopkinton and Richmond. It’s about one mile north of Exit 2, near the border with Connecticut.

For the beginning of construction, traffic in both

directions will shift to the right on I-95. Lanes will be narrowed and shoulders will be closed.

The $16.8 million project is expected to take a year.

The 270-ft. long bridge was built in 1953. About 50,000 vehicles use it daily.

The department said no highway travel lanes will be closed during the day or during peak travel periods.

Future of Transportation Commission Releases Report On Dec. 14, the Commission on the Future of Transportation in the Commonwealth released its two-part report on transportation needs and challenges facing the Commonwealth between 2020 and 2040. The commission was established by Executive Order No. 579, signed by Gov. Charlie Baker in January 2018, to provide recommendations to the Baker-Polito Administration on how to best account for potential changes in transportation in the future.

The report considers complex factors affecting the future of transportation such as increasing electrification of the Commonwealth’s transportation system, preparing transportation infrastructure for climate change and the intersection of land use, housing and transportation policies.

The Baker-Polito Administration will now further review the recommendations made by the commission and consider initial steps state agencies can take to achieve the goals of moving more people while reducing emissions in the Commonwealth’s transportation system.

“The commission’s report will help inform our administration as we look to future investments in the Commonwealth’s transportation system in a changing world and consider various factors such as regional transportation needs and inevitable advances in technology,” said Baker. “These recommendations will help support future efforts to deliver a more resilient and reliable transportation system for all residents.”

“The recommendations will help our administration as we tackle some of the most dynamic issues facing the Commonwealth over the next twenty years,” said Lt. Gov. Karyn Polito. “We are grateful to Commission Chair Steve Kadish and the members of the commission for delivering a thoroughly researched report that will better position the Commonwealth to embrace the future.”

Volume I of the report lays out key mobility challenges facing the Commonwealth, based on trends analysis and scenario planning, and includes suggested initial steps the Commonwealth should take in order to prepare for that future. The commission made 18 recommendations, grouped into five thematic categories, for how to best prepare Massachusetts’ transportation network for 2040.

Volume II of the report represents 10 months of research, learning and input from a range of academic, industry and advocacy sources. The report details demographic, social, technological and climate-related trends that will affect transportation in 2040, and consists of five areas of study: Demographics and Land Use; Transit, Active Transportation, and Mobility

Services; Autonomous and Connected Vehicles; Climate Change and Resilience; and Transportation Electrification.

“This is an important body of work containing recommendations grounded in data, trend analysis, input from experts, and consideration of plausible scenarios for 2040,” said Kadish. “The commission’s report recognizes that while we need to continue to care for and improve the transportation system we have, we must also strengthen and change the system in order to support the future of mobility. To that end, the commission is encouraging action and this report lays out a meaningful path to implementation.”

“They broke ground in January and did survey work over the summer and they’re working to build a temporary section of the highway so they can start bridge structure work,” said Charles St. Martin, a RIDOT spokesperson. “They’re getting into the meat of building the new exchange.”

A number of traffic shifts will be instituted to facilitate construction.

“We built a temporary alignment of Route 10 North and shifted traffic to where the old Route 10 North was so we can begin construction of bridge components. We have another shift on the start of Route 6 West where we closed an exit and rerouted traffic through city streets,” St. Martin added. “But we will be able to keep traffic moving during all peak periods.”

The highlights of the Route 6 & Route 10 Interchange project include: • Removing the Huntington Route 10 southbound viaduct and lowering the roadway below reconstructed bridges on Westminster Street and Broadway.

• Connection of the “missing move” from Route 10 northbound to Route 6 westbound by constructing a flyover ramp.

• Replacing the Tobey Street on-ramp with a new two-way connection between Tobey Street and Harris Avenue.

• Constructing new bridge crossings over the highway for Westminster Street, Broadway and Harris Avenue/Tobey Street.

• Building new bicycle/pedestrian paths from Union Street to Tobey Street.
