Women in Construction Beth Bartow’s Lifelong Career Spans Decades, Two Continents By Patricia O’Brien CEG CORRESPONDENT

Beth Bartow grew up in the heavy equipment industry, while the industry grew and changed around her. Currently the Case business manager southeast of Case Construction, Bartow’s first job in high school, unbeknownst to her, would be the start of a lifelong career that would span decades and several countries around the globe. “I started working for Hoffman Equipment, in Piscataway, N.J., when I was in high school. It’s a family-owned business. I started filling in during school vacations. They asked if I wanted to come on board and work in sales. The people were super, and it was an interesting business. My education really started there,” said Bartow, whose first role in inside sales gave her the opportunity to learn the whole business, including accounting, parts and service. W.Va. Contractor to Build Latest Section of Corridor H Road Gov. Jim Justice of West Virginia announced June 28 that he has approved a bid award for the construction of an approximately 3-mi. section of Corridor H in Tucker County — a key project in his Roads to Prosperity program. A.L.L. Construction Inc., from Mount Storm, W.V., was the lowest of five bidders for the roadwork, with a bid of almost $50 million. An additional 15 percent of the bid amount, or $7.5 million, will be added to the bid and set aside for erosion and sediment control to protect the environment, according to a brief from the West Virginia Press Association (WVPA). The winning bid was less than the West Virginia Division of Highways’ (WVDOH) engineering estimate of $71.7 million, including erosion and sediment control. The contract calls for grading and drainage work for a 3.08-mi portion of the highway to be built from a starting point near the Cheat River Bridge. “I congratulate everyone involved in the next leg of this important project,” Justice said. “I’ve said over and over, Corridor H is one of, if not the, most important highways that we need to finish in West Virginia. It’s so vital because it links us right to [Washington] D.C. It will bring population growth and businesses, and more opportunities will follow.” The Tucker County roadwork is part of a larger project that began in Randolph County and will extend the four-lane highway from the Cheat River Bridge to the Roaring Run Bridge near Mackeyville, making the new earthwork project a vital step in construction of the next section of Corridor H. The contractor is expecting to move about eight million cu. yds. of earth to make way for the road — enough dirt to fill more than 2,400 Olympic sized swimming pools. The WVDOH has already obtained the necessary rights of way for the road construction effort. Corridor H begins in Weston and travels across central West Virginia, eventually linking up with Interstate 81 in Strasburg, Va. The highway is expected to open some of West Virginia’s most remote areas in Grant, Tucker and Hardy counties to economic development, speed travel times through the Appalachian Mountains and provide a smooth, safe highway for travelers and residents. More than 120 mi. of Corridor H currently is open to traffic, with approximately 30 mi. left to complete. To date, more than $1.93 billion has been spent on the four-lane highway. Justice Brought Corridor H Back to Life WVPA reported the completion of Corridor H had been in the works for decades before stalling out several years ago. However, after Justice took office in 2017 and instituted his Roads to Prosperity program, more funding began to be secured and work on the corridor picked back up. “We continue to work really hard on Corridor H and all of our roads across this great state,” he said in a statement. “Everywhere you go, you’re seeing road improvements and orange cones.” Construction is expected to begin this fall on the Tucker County part of Corridor H. The WVDOH project is currently estimated to be completed in late 2025. 

The developers behind the revitalization of 109 acres at the Philadelphia Navy Yard unveiled a new plan June 28 to bring $6 billion in investment to the site over the next two decades, with the hope of creating a new neighborhood in the city. The Philadelphia Inquirer reported that the enterprise is estimated to bring 12,000 new jobs to the Navy Yard, as well as 8.9 million sq. ft. of residential, commercial, retail and mixed-use space. Won’t Meet Demand

It would take 14 years for federal and state governmentregistered apprenticeship programs to educate the 650,000 workers the construction industry needs to hire just in 2022, according to an Associated Builders and Contractors analysis of U.S. Department of Labor data from 2021. DOL data indicate that the construction industry’s federal government-registered apprenticeship system produced just 24,822 completers of its four-to-five-year apprenticeship programs, and in addition, construction industry apprenticeship programs registered with state governments produced an estimated 15,000 to 20,000 completers in FY 2021. “Clearly, the government-registered apprenticeship system is not meeting the industry’s need for skilled labor and cannot be the only solution supported by government to meet industry demands and build a diverse workforce,” said Ben Brubeck, ABC vice president of regulatory, labor and state affairs. “This is why lawmakers should support inclusive, allof-the-above solutions to workforce development as part of their efforts to attract and retain a diverse construction industry workforce, especially during these economically challenging times. “The construction industry currently faces supply chain disruptions, unprecedented materials prices that are 44 percent higher than they were before the COVID-19 pandemic and declining investment in nonresidential structures,” said Brubeck. “Because 87.4 percent of the construction industry does not belong to a union, government-registered apprenticeship program participation requirements for taxpayer-funded infrastructure projects are not a holistic solution to the skilled labor shortage, which is exacerbating historic levels of inflation in the construction industry and undermining significant taxpayer investments in infrastructure. “Government-registered apprenticeship programs are only a key part of an all-of-the-above solution to workforce development,” said Brubeck. “ABC’s 68 chapters are educating craft, safety and management professionals using innovative and flexible learning models like just-in-time task training, competency-based progression and work-based learning in addition to more than 300 federal and state GRAPs across 20 different occupations in order to develop a safe, skilled and productive workforce. In addition, ABC member companies administer hundreds of GRAPs independent of ABC’s network and invested an estimated $1.6 billion in construction workforce development in 2021.” For more information, visit workforce.abc.org. 

N.J. OKs $2B to Build Schools in State’s Poorest Districts Nearly $2 billion appears headed toward building new schools in New Jersey’s poorest districts after lawmakers on June 29 approved legislation linked to a record-high budget. The money they approved for the New Jersey Schools Development Authority (SDA), the agency in charge of school construction, was formally appropriated the next day with Gov. Phil Murphy’s signature as part of the fiscal year 2023 budget. NorthJersey.com reported that the SDA, which was out of money for new projects and needed an estimated $6.5 billion to address overcrowded and outdated schools throughout the state, will receive approximately $1.9 billion. The funding includes $1.55 billion to pay for school facilities projects, emergent needs and capital maintenance in the state’s 31 SDA districts, while $350 million would pay for construction in non-SDA school districts, according to budget documents. It would be the largest infusion of cash into the authority since the borrowing of more than $12 billion more than a decade ago. Taxpayers are still paying down that debt to the tune of $1 billion annually. The new money will come from a so-called debt defea-

sance fund Murphy and the state’s lawmakers set up in 2021 using money they borrowed early in the COVID-19 pandemic but ended up not needing because revenues did not fall as much expected. The state also could not immediately pay it back, so the defeasance fund is dedicated to capital construction for things like schools and mass transit. Prior to the governor’s go ahead on June 30, Edythe Maier, a spokesperson of the SDA, told NorthJersey.com., “if this proposed funding is approved, it would allow for the advancement of additional projects.” SDA Identifies ÂHighest-Priority NeedsÊ The influx of money comes after the SDA approved spending $200 million in new funding in April — for the first time since Murphy took office in 2018 — to construct new schools in Bridgeton, Elizabeth and Garfield. That was the first significant step taken by the state to address longstanding problems in outdated and overcrowded schools after a political patronage scandal in 2019. The state named those locations as having “the highestpriority needs” among the SDA districts, Chief Executive Officer Manny Da Silva said at the time.

But the SDA’s proposals may still be in jeopardy, according to NorthJersey.com. The New Jersey Supreme Court assigned a “special master,” retired Superior Court Judge Thomas Miller, to produce a detailed cost analysis of major construction projects in SDA districts as part of a legal challenge that said the state has broken its constitutional obligation to students by not spending enough on school construction. A high court ruling in the case has the potential to upend the administration’s current funding plan. When Murphy named Lizette Delgado-Polanco to lead the SDA in 2018, her chief responsibility was to draft a longterm plan and secure support from lawmakers for another round of borrowing that would be paid back by taxpayers over many years, but a nepotism scandal forced her out and led to reforms at the authority. 

Ready for $150M Renovation Effort The 60-year-old Baltimore Arena is officially getting a face-lift. Oak View Group (OVG) held a private groundbreaking ceremony June 9 at the city-owned arena — known as Royal Farms Arena until next February — in downtown Baltimore. The California-based development firm previously said it planned to spend $150 million to rehabilitate the aging arena, which currently has a capacity of more than 14,000 people. Bethesda-based Clark Construction Group is the general contractor on the project. The company keeps an office at Stadium Square in South Baltimore. Work Will Improve ArenaÊs Appeal The future looks bright for the arena, Baltimore’s WMAR-TV reported, with more seating, better concessions and eventually a new name on the way for the facility once work is completed next winter. Outside the arena, renderings show a sparkling new exterior shell, big and bold LED billboards, dazzling lighting and terraces from which to enjoy a warm summer evening. The interior of the facility will feature a sophisticated new look with plush seating, dramatic concourses and a pushed backstage. Moving the stage will allow for more lower-level seating and overall seating will increase from 14,000 to 16,000. A proposal also has been put forward to close Hopkins Plaza and create a new outdoor festival area. OVG is partnering with Thirty-Five Ventures — an investment firm with ties to NBA basketball star Kevin Durant — to finance the upgrades. In return, they will lease the building for the next 30 years through an entity called Baltimore Arena Co. The Baltimore Development Corp. issued a call for pro-

posals to redevelop the arena in 2020, after city and state economic development leaders rejected a proposal to build a new arena at the site of the city’s convention center, concluding that the undertaking would be too unrealistic and taxing, the Sun reported. The newspaper recently requested the arena redevelopment bids from the Baltimore Development Corp. Upgrades Will Allow Arena to Host More Events Besides all the physical changes happening, more events also are headed to the Baltimore Arena. In late May, the Central Intercollegiate Athletic Association (CIAA) announced that its men’s and women’s basketball tournaments will stay in Baltimore for at least another two years, through 2025. The Sun reported Baltimore and the CIAA had agreed to a three-year contract in January 2019 for the tournaments in 2021, 2022 and 2023, but the first year’s tournaments were canceled due to the coronavirus pandemic. Next season would have been Baltimore’s final year before the conference considered another destination. An economic impact report produced by the CIAA and Visit Baltimore last month showed the tournaments welcomed 36,390 unique attendees over 22 games that accounted for a direct spending impact of $13.9 million and a total economic impact of $19.6 million. Sports fans also can expect to see NCAA games at the improved arena, along with Ultimate Fighting Championship (UFC) action, WMAR-TV noted. Meanwhile, naming rights for the arena are still up for grabs. That privilege is not inexpensive, though, as Royal Farms reportedly paid $250,000 a year to have its name on the building. 

Construction to Begin Soon On Carteret Ferry Terminal A ferry terminal will soon start construction in New Jersey’s Middlesex County designed to connect the borough of Carteret to New York’s Staten Island and giving New Jersey commuters a more efficient access to New York City. Carteret awarded a bid June 16 to Agate Construction, from nearby Clemont, to build Phase 1 of the Carteret Ferry Terminal. The work involves bulkhead installation, including 131 lin. ft. of permanent sheeting “bulkhead” with a steel cap and aluminum gangway, the Middlesex County borough announced in a news release. When the initial phase is done, it will clear the way for major construction to follow on Carteret’s ferry terminal along the Arthur Kill waterway, a tidal strait that separates the town from New York City’s Staten Island. Upon completion of this bulkhead, the New Jersey Department of Transportation’s (NJDOT) Office of Maritime Resources will begin dredging approximately 19,500 cu. yds. of material later this summer, followed by the borough’s construction of waterside and landside improvements. “We are excited to get started on the first phase of the Carteret Ferry Terminal,” Mayor Dan Reiman said in the statement. “We have worked tirelessly to bring ferry service to Carteret so our residents and commuters around the region can have a more direct and

efficient route to downtown Manhattan and the Financial District.” N.J. Assembly Speaker Craig Coughlin acknowledged the vital role the Carteret Ferry Terminal will serve in the region’s transportation network. “Diversifying and expanding our transportation network with this ferry service is crucial to transforming life for Carteret residents and those in surrounding communities, whose contributions are important in sustaining our nation’s most economically productive region here in the Northeast,” he said in a statement. “With partnership spanning the federal, state, county and city levels, it is a great to see this project get past its final hurdle. Soon residents, local businesses and the regional economy will be reaping the benefits of this investment thanks to Mayor Reiman’s vision.” Carteret Worked Hard to Make Terminal Reality To fund the project, Reiman’s administration has brought in more than $30 million in grants from the federal and state governments to build the Carteret Ferry Terminal. The ferry will provide reliable, significantly quicker and more environmentally friendly transportation service to New York City — cutting travel times to Manhattan to under an hour — while reducing traffic congestion on the New Jersey Turnpike and approaches to the

Holland and Lincoln Tunnels by getting more commuters out of their cars, the borough noted. The Middlesex County Board of County Commissioners has supported and partnered with the community in its efforts to bring ferry service to Carteret. “The [board] is pleased to be working with Carteret to realize its vision of building a stateof-the-art ferry terminal,” said Ron Rios, director of the board, and a Carteret resident. “Adding this terminal will make Middlesex County one of the most connected regions in New Jersey, accessible by train, bus, highways, and soon, by water.” Added benefits of the ferry include: • Reducing reliance on the automobile in a densely populated area well-suited to the development of robust public transit service. • Providing redundant transportation service in instances of an emergency or a catastrophic event. • Offering an affordable, accessible, and dynamic transportation system responsive to current and future customers. • Protection and improvement of the quality of the natural ecosystem and the human environment. • Retaining and increasing economic activity and competitiveness. • Transforming an area of environmental degradation into a catalyst for economic development.

• Accommodating continued population growth in Carteret and the region. “Carteret is quickly becoming one of the most desired locations for commuters to call home,” Reiman said in the statement. “New residential and commercial opportunities, combined with our future ferry service, a newly constructed Performing Arts and Events Center, upgraded parks and stable tax rates solidify Carteret as a great place to live, work and raise a family.” The Carteret Ferry Terminal is part of a larger effort to turn the community’s waterfront into a popular regional destination, which now includes a fishing pier on Arthur Kill, a public park, 185-slip marina, a future events center at the park, and a two-mi.-long riverwalk funded through a grant from the New Jersey Department of Environmental Protection’s (NJDEP) Office of Natural Resource Restoration. According to Reiman, the nearly 2 mi. of public access along Carteret’s eastern shoreline, including its ferry, marina and riverwalk is quite a feat for a community that had no public access to the waterfront for over 100 years. “While all permits are now in place and necessary funding has been secured for two ferry boats, we will continue to seek out additional funding for the intermodal terminal building itself, which would be the next phase of this project,” he added. 

Govs. Sign Deal to Share Cost in Building Bridge Taxpayers in New York and New Jersey will pay $386.2 million per state to rebuild the Portal North Bridge over New Jersey’s Hackensack River under a deal announced July 5 by N.Y. Gov. Kathy Hochul and Garden State Gov. Phil Murphy. The bridge reconstruction is a key piece of the larger Gateway Program, a collection of projects valued at $33.7 billion that include the construction of two new rail tunnels beneath the Hudson River that were damaged in 2012 by Hurricane Sandy, according to the New York Daily News The Portal North Bridge must swing open a few times a year to make way for boats to pass through, and transportation officials have said it must be rebuilt to strengthen the 112-year-old rail crossing between New York and New Jersey. The Daily News reported Hochul and Murphy agreed to equally split $772.4 million of the cost to replace the bridge with the expectation that the U.S. Department of Transportation (USDOT) will cover approximately $1 billion of the new bridge’s remaining expenditure. The two Northeast states signed a Phase One Memorandum of Understanding (MOU) deal that will finance the Portal North Bridge, designed to carry the

Northeast Corridor line over the river in Kearny, N.J., build two new rail tunnels to Penn Station in New York, and rehabilitate the 111-year-old existing tunnels to and from Manhattan, reported NJ.com., a statewide digital news service. Each piece of construction is critical to the overall Gateway infrastructure. The agreement is a major milestone toward the goal of having federal funding in place by the end of 2022, with tunnel construction possibly starting as soon as summer 2023. Work on the North Portal bridge has already gotten under way. A contract to build Portal North Bridge was awarded last October, followed soon after by a notice to start construction. In addition, Hochul and Murphy held a joint press conference in June to announce improvements to New York’s Penn Station that could run concurrent to the tunnel project. Obtaining a MOU between the two states was cited by U.S. Sen. Chuck Schumer (DNY) at this year’s Regional Plan Association (RPA) General Assembly as a necessary task to get a federal funding commitment for the Gateway Tunnel. NJ.com noted that the veteran lawmaker

told state officials to “put aside their differences and sign memorandums of understanding” to get Gateway done. The MOU advances the Gateway program to its next phase, which will detail the parties’ responsibilities with respect to delivery of the Hudson Tunnel Project and move forward in the federal project review. The deal also meets a major milestone required under the acts passed by both states in July 2019 to create the bi-state Gateway Development Commission that is overseeing the project. That legislation requires the two states to equally share the local cost to build new tunnels, rehabilitate the existing tunnels, construct a new Portal Bridge and set up strict standards of transparency and accountability. The Port Authority of New York and New Jersey’s total commitment for Phase One is $2.7 billion. How the states would fund their share of the tunnel project still has to be decided, although one option discussed was applying for low interest long term federal railroad infrastructure loans. However, NJ.com learned that a former Federal Transit Administration (FTA) official said a full funding grant agreement might not happen for a few years because of the intricacy of the work that remains and the

size of Gateway’s cost. “The MOU is just one of many steps necessary to be completed prior to FTA offering a $12 billion plus Full Funding Grant Agreement [FFGA] for the Gateway Tunnel project,” said Larry Penner, a transit expert and former FTA Region 2 official for the New York-New Jersey Metro area. He called the MOU a baby step when considering the other work that must be done to satisfy the FTA, such as project management, budget and cost updates, and tracking cost increases and how they will be paid for, according to NJ.com. Penner also noted there will be ongoing FTA reviews of technical, legal, and financial capacity to implement the Gateway project as well as ongoing updates to the final project scope, budget, schedule, project management and how the project will follow civil rights requirements. He said that a $12 billion FFGA might be the largest in the FTA’s history, before adding, “Given the complexity of the project, [the states] may be waiting until 2024 before the FTA is comfortable offering the [agreement]. Negotiating any FFFGA of this size and magnitude may take [as long as] a year before all parties can agree on the content and sign on the dotted line.” 

Del. Gov. Signs Record $1.4B Infrastructure Bond Bill Delaware Gov. John Carney signed a state-record $1.4 billion capital budget for fiscal 2023 on June 28 that will fund various construction, planning and repair projects for Delaware’s infrastructure, buildings and grounds in all three of its counties. Earlier in the day, the state’s House of Representatives overwhelmingly approved the bond bill, followed in short order by the Senate also giving the new budget its stamp of approval. The law became effective July 1. Besides providing money to dozens of construction and renovations projects in the First State, the new law is designed to set aside funds for many initiatives to protect Delaware’s natural resources. The fiscal 2023 capital budget is the product of many weeks of hearings by the Delaware Assembly’s Joint Bond Bill Committee, a 12-member panel of representatives and senators from both parties charged with drafting the bill. In a statement, Rep. Debra Heffernan (DBellefonte), who chairs the Joint Bond Bill Committee, said, “Delaware has been fortunate to have strong revenues in recent years, and we have been smart to invest those funds in various projects throughout the state, [such as] rebuilding our infrastructure,

making our schools safer, improving our state parks, preserving open space and farmland, and addressing drainage, beach and dredging needs in our state. “These projects and others will ensure students attend new and upgraded schools, that our roads are easier to travel, and that our environment is protected. I’m grateful to the hard work and input from fellow committee members and advocates to produce this capital budget.” The Cape Gazette in Lewes reported that the bond bill includes $90 million for the Community Reinvestment and Redevelopment Fund, which will provide funding for capital projects throughout Delaware community nonprofit and municipal organizations. Democratic Sen. Nicole Poore, from New Castle, and co-chair of the Joint Committee on Capital Improvements, explained, “Every single project funded through the capital budget will help create good-paying jobs that will put Delawareans back to work building new schools, new libraries and upgrading our world-class parks, while also providing clean drinking water, preserving farmland and open space, and supporting the towns and nonprofits [that] provide the services our most vulner-

able neighbors depend on.” Delaware Committed to Infrastructure Upgrades The fiscal 2023 capital budget includes: • $331.4 million in state transportation allocations to complete road projects statewide, including added funds to address the roads in poorest condition. • $285.2 million for school construction projects in the Appoquinimink, Brandywine, Caesar Rodney, Cape Henlopen, Capital, Christina, Colonial, Indian River, Milford and Smyrna school districts, as well as funding for all three technical high schools — Polytech, New Castle County Vo-Tech and Sussex Tech. • $90 million in community reinvestment and redevelopment to help community nonprofits and municipal organizations fund critical infrastructure upgrades. • $80 million will go to the new Kent and Sussex Family Courthouses in the second year of funding for each. • $40 million for the preservation of farmland and open spaces. • $38.5 million for the new Delaware State Police Troop 6 station in Wilmington. • $37 million for clean drinking water, drainage improvement and beach restora-

tion projects. In addition, priority will be given to those dredging projects in the Inland Bays, the Cape Gazette noted. • $30.4 million in deferred maintenance, roof replacement and capital improvement projects in facilities throughout the state. • $30 million in minor capital improvement funding to address the backlog of maintenance projects throughout every Delaware district. • $26.8 million for statewide library construction in Delaware. • $25.3 million dedicated to various park construction and improvements, including a new White Clay Creek Nature Center, a splash pad at Trap Pond State Park, renovations to the Biden Center at Cape Henlopen State Park and cabins at Lums Pond State Park. • $24.5 million for Wilmington-area projects including the Riverfront Development Corporation, South Market Street improvements, Frawley Stadium, a Riverside STEM Hub and Fort Christina upgrades. • $11.1 million for capital improvement projects Delaware’s Legislative Hall in Dover. • $10 million for the Delaware School Safety and Security Fund. 

Officials Hope to Open Old Bridge Soon After Debris Fall The Swindell Bridge on Pittsburgh’s North Side — a nearly century-old structure that has been rated poor for 13 years — was closed to traffic July 1 after construction work caused debris to fall from its underside and onto Interstate 279 below, city officials said. No one was injured in the accident. Crews were back on the scene of the bridge, which connects the Perry South and Northview Heights/Spring Garden city neighborhoods, July 3, and continued inspecting the structure over the holiday weekend to find the cause of the incident and how long the bridge’s roadway may have to remain shut down. “We will not hesitate to keep this bridge closed for the safety of our citizens,” Mayor Ed Gainey said in the hours after the debris fall. “If the inspection comes back and tells us that this bridge is no longer safe for traffic, we will act immediately.” The incident that led to the closure occurred shortly before 11 a.m., according to Allegheny County emergency officials. City spokesperson Maria Montano said it was unknown who initially reported the situation to authorities, but it was likely a motorist. What exactly fell from the bridge as well as the size of the debris was unknown, although it was “large enough to cause concern,” Montano said. Gainey’s office also noted that the flow of traffic on I-279 will not be affected by the inspection.

Swindell Bridge Was Undergoing Repairs The Post-Gazette reported that city crews had been making repairs to the bridge, including milling and paving, since June 24. The work was scheduled to wrap up July 1, but its finish has been delayed because of the incident, according to the city. Plans were already in place for larger repairs on the bridge to be done later this year, the newspaper noted. The Swindell Bridge has been rated poor since 2009 and has required an inspection every six months, the last of which occurred in May. The Post-Gazette obtained an inspection report from November that noted the structure had multiple deficiencies, including breaks with exposed rebar in the bridge deck, missing seal in an abutment and leaking strip seals. A team of city inspectors went to the bridge two months ago after residents complained about the number of potholes in the structure. Gainey said at the time that the city “will not hesitate” to close the Swindell Bridge if the inspectors thought it necessary. The steel cantilevered Pratt truss bridge was built in 1930 and rehabilitated in 1990, according to the website, historicbridges.org. The main span of the Swindell Bridge is 545 ft. long and 25 ft. wide.

Old Steel City Bridges Under Microscope The condition of Pittsburgh-area bridges has been under greater scrutiny in recent months following the January collapse of the Fern Hollow Bridge in Squirrel Hill that injured 10 people. And the falling debris from the Swindell Bridge on July 1 may not be the first to fall from the span, according to one witness account. According to Cody Burzynski, a commercial carpenter from Ross, a piece of debris hit his vehicle while he was driving under the span on June 6. Before passing under the bridge, he spotted a piece of black debris coming off the bridge. “I thought it was a bird, so I didn’t think anything of it,” Burzynski said. “When we got under the bridge it hit the roof of my car.” Back at his home, Burzynski said he found a mark about the size of a baseball on the roof of his vehicle, about 6- to 8-in. up from the windshield. “I knew it had to be concrete with rebar in it,” he explained. “Both my wife and I are commercial carpenters, so we know what it looks like.” Neighborhoods Around Bridge Ready for Fixes Some Perry South residents said that the closing of the bridge will not affect them too much. In speaking with the Post-Gazette, Betty Davis, a South Perry resident since 1976, said that while the bridge closure is an inconvenience, neighborhood drivers know alternate

routes to get to the other side of the Parkway North. “[The city has] been patching up that bridge for 10 years,” she said. “At one point, you could see down to East Street through a hole in the bridge.” Another resident, Davina Rose, said she purposely avoids driving over the bridge. “It was [never] a very good bridge,” she said. “It was down to one lane, which I didn’t feel good about.” But Rose worries about increased traffic on “already busy” Perrysville Avenue nearby as motorists seek alternate routes because of the shuttered bridge. On the Spring Garden side of the bridge is Engine Company 38, a Pittsburgh fire station that typically uses the span to reach neighborhoods west of I-279. Deputy Fire Chief Bernard Mohan told the Post-Gazette that contingency plans were put into place the evening after the incident in case of an emergency in Perrysville South or other neighborhoods across the interstate. Pittsburgh Regional Transit also will be affected by the bridge closure, as the 15-Charles bus helps Northview Heights residents reach downtown Pittsburgh. The bus has since been detoured, according to Adam Brandolph, a spokesperson of Pittsburgh Regional Transit. Foot traffic is still allowed on the Swindell Bridge, but jersey barricades have been put in place to block vehicles from getting onto the span. 

CGA Names New Veep of Its Damage Prevention Institute Common Ground Alliance (CGA), the national nonprofit trade association dedicated to protecting underground utility lines, people who dig near them and their communities, announced that Sam Hall will join the organization as the vice president of the Damage Prevention Institute (DPI). The newly created DPI will take the industry to the next level by utilizing data and statistics to generate powerful insights and efficiencies that will reduce the rate of damages to buried infrastructure. In April, CGA announced that the Gold Shovel Association would become a new arm of CGA, the Damage Prevention Institute. Hall brings more than two decades of industry experience and a strong regulatory background to his new position as vice president, where he will lead the DPI’s development of stakeholder metrics to drive efficiencies in the damage prevention system. In this role, Hall also will collaborate with industry leaders and key CGA committees to create a peer-reviewed accreditation process. Prior to joining CGA, Hall served as senior program manager of the U.S. Department of Transportation, Pipeline and Hazardous Materials Safety Administration (PHMSA)

One of his signature accomplishments, DeJong was instrumental in Bomag’s development of the articulated trench roller and its introduction to North America. The Bomag BMP 8500 quickly became the preferred trench roller among contractors and enjoyed a dominant market share throughout North America. “My father took great satisfaction in bringing the highly successful BMP 8500 trench roller to market, and he represented the Bomag brand with integrity and a calm demeanor,” said Wayne DeJong, Bomag rental sales manager of Canada, who is following in his father’s footsteps with the company. “Even with his many sales accomplishments, he took the most pride in being a mentor and friend to many in the rental business. He spurred many careers in the industry simply by helping when asked.” Bert DeJong retired from Bomag in late 2018, and the company held a reception for him attended by family, customers and team members during The Rental Show 2019 in Los Angeles, Calif. He passed away on May 26, 2022, at the age of 68. 

During Expansion, Baltimore’s Penn Station Gets Facelift Baltimore’s Pennsylvania Station is now wrapped in scaffolding and a dark filmy safety material that makes the building pop out. It also is open for business and in the first six months of a planned transformation and expansion designed to make this landmark more of a neighborhood anchor than it already is. Workers recently began repointing its stone walls and checking for structural stress that the historic structure may have suffered during its lengthy existence, the Baltimore Sun reported June 11. “We’re finding more mortar damage than we could have foreseen,” Timothy Pula, a community development official of Beatty Development Group in Baltimore, told the newspaper. “Up on the scaffolding, you can see the wear and tear you don’t see from the street. It’s 111 years old and the wear is understandable. The mortar joints need repointing.” The Baltimore office of Wohlsen Construction is tackling the building stones and stripping paint from the station’s massive windows on the southern facade looking toward the Jones Falls Expressway. When that side is finished, workers will move on to the north facing Lanvale Street flank.

“It is fascinating how the builders physically put it all together,” said Pula, who is the great grandson of Baltimore railroad station architect E. Francis Baldwin. “We are also taking the exterior canopies apart and redoing the glass in them. Up on the fourth floor, when you look through the decorative stone balustrades, the building has an almost Parisian feel.” While the exterior stone and windows required work, Pula added, the roof and the three stained-glass skylights proved to be in better shape. Station That Blends Old, New The overall purpose of the Penn Station project is to get the building, opened in 1911, restored to where it becomes a Station North standout community treasure, the Sun noted. Officials behind the effort believe that a relighted and proud-looking rail terminal stands to make a statement about what is to come — a major station concourse expansion over the train tracks and a new addition on its Lanvale Street parking lot. In time, a campus of new apartment and office buildings could rise on land owned by Amtrak or on parking lots in the Station North community. But that is in the future.

For now, Pula told the Sun that Penn Station’s interior, the one that commuters and travelers see, is being reworked. The present ticket windows will be changed, and restrooms and other spaces will be housed in temporary kiosks while the work progresses. The upper floors, unused for decades, will become offices. The idea is to keep the station looking like it did in 1911, while still bringing aspects of it into the 21st century. For instance, work is also under way for new platforms for planned high-speed train service, and one set of the original platforms is currently being refurbished. The present construction timetable calls for the work on the station and the additions over the railroad tracks toward Lanvale Street to continue well into 2023. “Working around a busy and fully operating railroad is not easy,” Pula said. “And taking functions like an operating baggage storage area and moving it are like moving complicated pieces around. It’s really like a Rubik’s cube.” Penn Station Sports Rich History Over the years, many noteworthy personalities have passed through the station, including Babe Ruth, Clark Gable, the Duke

and Duchess of Windsor, and former President Jimmy Carter, to name a few. Penn Station also has a body double, in Scranton, Pa. That city’s 1907-built Delaware, Lackawanna & Western terminal in Pennsylvania’s coal mining region could be a sibling to Baltimore’s station. Each was designed by the same hand in noted architect Kenneth Murchison. To accomplish this, the company brought in a generator to make the original 1930s freight elevator operational so they could transport mini excavators up to each floor. Many drivers choose to pay the toll to use the express lanes rather than travel the general purpose lanes at reduced speed. In theory, as more cars use the express lanes normal traffic congestion is reduced and everyone arrives at their destinations earlier. A public-private partnership between VDOT and Transurban is expanding the network of nearly 100 mi. of HOT lanes in northern Virginia. Transurban, as the concessionaire, is financing and overseeing the expansion, then operating and maintaining the toll lanes for the 50-year life of the tolling agreement. The roads will revert to VDOT when the agreement expires. The joint venture team of Branch Civil and Flatiron Construction (Branch-Flatiron) was awarded a $291 million design-build contract by Transurban to extend reversible HOT lanes southward from Quantico to Fredericksburg, in the always busy I-95 corridor south of the D.C. beltway. Work on this 10-mi. extension, known as Fred Ex, began in 2019 and is expected to be opened to the public before the end of 2023. The original construction cost of the project is expected to increase approximately $100 million due to

problematic soils. Soil Issues Durable roads require good subgrade and stable embankments, which can be tough to achieve when soils have high clay contents. Unfortunately, geotechnical investigation at the start of the Fred Ex design-build effort revealed more poor-quality clay than expected, mandating expensive and time-consuming remedies. Clays can be problematic because they retain moisture and swell. As a result, natural clay deposits tend to settle when roadway embankments are built. Man-made embankments themselves are prone to settlement and failure if they contain clay that is not properly compacted and/or reinforced

during the construction process. Proper compaction frequently requires lowering the moisture content (drying) of clays, while a typical reinforcement for embankments containing clay would be incorporating layers of geogrid during placement. Disposal and replacement of soils with clay is one solution when building embankments. However, it is expensive. Another alternative is to dry the soil by exposure to sun and wind. This option can be extremely time consuming. A common solution contractors employ is to treat clay soils with lime or other chemical additives to dry them out. PLA Order Affects Projects Worth at Least $35 Million PLA from page 1

Professional organizations such as AGC and ABC have been vocal in their opposition to the concept. They believe some of the methods Biden plans to achieve his goals will actually limit access for women- and minority-owned businesses. Unions maintain workers already have access to training as well as representation in negotiating benefits such as childcare through registered apprenticeships. Melissa Wells of the North America’s Building Trades Unions (NABTU) believes industry needs to “get serious” about supporting groups who have traditionally been overlooked. “Whether it’s historically marginalized communities, people of color, women or individuals that have been in contact with the justice system, we have to provide them support,” said Wells, head of diversity for the unions. A Biden executive order seeks to impose project labor agreements (PLAs) on all federal construction projects worth at least $35 million as a means to do that. Responding to an AGC survey, 73 percent of contractors are currently bidding on federal construction projects in that category. Yet, the same number report they would not bid on those projects if a PLA were required. “The use of a PLA can provide structure and stability to large construction projects,” said the White House. “PLAs also help ensure compliance with laws and regulations governing workplace safety and health, equal employment opportunity and labor and employment standards.” AGC survey respondents see it differently.

Professional organizations such as the AGC and ABC oppose Biden’s idea to encourage job training programs to benefit groups lagging in male-dominated trade industries.

“PLAs require every general contractor or subcontractor to negotiate with or become a party to an agreement with one or more union,” said the AGC. This mandate will make it harder for general contractors to subcontract with small, disadvantaged businesses, said 82 percent of firms surveyed. “These groups typically are not accustomed or prepared to operate on a union basis,” the association maintains.

Seeking Labor Solutions The Trump administration wanted to raise the numbers in the talent pool, said former head of the DOL’s training division, according to a Bloomberg article. “We were trying to move away from the idea that you had to be a registered apprentice in order to get into an apprenticeship program,” said John Pallasch. “We just wanted to get more qualified people into the talent pipeline so that business and industry had the skilled labor that it needs.” The Biden administration will focus on bolstering DOL’s 80-year-old registered apprenticeship programs, which has tougher standards for participants. Building trades unions and the Biden administration thought the industry-led IRAPs programs would undercut their registered apprenticeships. They believed workers could claim to be apprentices, but not have the full, complete safety and skills training or guaranteed wages provided by registered programs. “The problem with IRAPs is no safety standards, no progressive wages,” said Tom Kriger, NABTU director of education and research. “It was kind of very loose and very illdefined.” Industry-run programs typically only provide training for see PLA page 52

a specific skill, limiting a worker’s ability to find future jobs, he added. Registered apprenticeships shouldn’t be the only pathway for job training, said the ABC. The registered system can be overly competitive, making it difficult for workers with other responsibilities to prepare for the testing required to qualify. And it can have too many requirements to attract businesses to participate, according to Greg Sizemore, ABC vice president of health, safety, environment and workforce development. The organization found that fewer than 25,000 workers completed construction job training under DOL’s multi-year registered apprenticeship programs in fiscal 2021. “Clearly, the government-registered apprenticeship system is not meeting the industry’s need for skilled labor,” said Ben Brubec, ABC vice president of regulatory, labor and state affairs. The system “cannot be the only solution supported by government to meet industry demands and build a diverse workforce,” he added PLAs guarantee a contractor will enter into collective bargaining agreements with at least one union covering the duration of the project. Biden’s February executive order directed federal agencies to use such agreements on construction projects above $35 million. Unions and Democrats hold up PLAs as a way to negotiate well-paying jobs and secure benefits to support workers who are underrepresented in the trades, like women. “There’s PLAs that have language around helping support, and fund childcare,” NABTU’s Wells said. “I think there’s more room for growth using that pathway.” But industry groups and Republicans say that PLAs favor unions and make it difficult for smaller, local and minority-owned businesses that don’t have strong ties to unions or are unable to meet the requirements outlined in the agreement. “And by the time they do, the truth of the matter is, the project will be left with somebody else,” ABC’s Sizemore said. “Would a government-mandated PLA result in a decrease in hiring of minority and women owned businesses, veteran owned businesses? We’re saying absolutely, it would.” Reasons to Doubt The Department of Labor announced a summer-long “Talent Pipeline Challenge” calling on employers and local governments to work with organizations that offer job training, like unions and seek out women and workers of color. The DOL also is rescinding the Trump administration’s Industry-Recognized

The program allowed companies to create their own training programs that could be monitored by third parties, The Trump DOL believed this would expand apprenticeships in under-represented fields not a part of the DOL’s traditional registered apprenticeship model. The construction industry believes rolling back a Trump administration industry-based training model will tilt funding in favor of labor organizations and exclude a large share of the trades workforce that isn’t unionized. Only 12.6 percent of construction workers were union members in 2021, BLS data shows. “There’s a large push by the administration and it’s very clear that they they want to grow the union workforce,” said Sizemore. “The vast majority of Americans working in the construction industry say, ‘I choose to work in a merit shop environment that allows me to get paid based upon what I know or the value that I bring to the industry, as opposed to what somebody has negotiated for me in a contract.’” Nearly three-quarters of federal contractors said they will stop bidding on federal

projects if the Biden administration were to impose PLAs. The AGC’s survey also indicated the federal mandate will make it harder for contractors to partner with small, veteran, minority or disabled-owned firms. The survey found that in addition to limiting competition for federal projects, imposing PLAs will challenge firms to find enough workers to hire. Nearly 40 percent of the survey respondents operate under a collective bargaining agreement, and 83 percent said there are not enough union workers to guarantee completion of the project on time and on budget. Among firms that have worked on a project that involved a government-mandated PLA, 67 percent said the agreement made it harder to find workers. “Having fewer firms competing for federal projects undermines the president’s claim that his executive order will make federal construction more efficient and costeffective,” said Stephen E. Sandherr, CEO of the AGC. “Worse, these PLAs will hurt minority, disadvantaged and veteran-owned businesses at a time when many of them are still recovering from the economic impacts of the pandemic.”

Association officials are urging the Biden administration to abandon imposition of PLAs on most federal construction projects. They are sharing details from the survey with the administration as they outline details for how the president’s executive order will limit competition, impede efficiency in federal procurement, and harm disadvantaged business enterprises. “This executive order will turn Build Back Better into build back fewer: fewer firms, hiring fewer people to build fewer projects,” Sandherr added. Ultimately, Biden wants to see his promise for an equitable recovery, while repairing infrastructure, delivered. Industry wants that as well, but the two sides disagree on how to get there. “Hardworking taxpayers deserve efficient and effective policies that will encourage all qualified contractors to compete to build long-lasting, quality projects at the best price,” said ABC. “Government-mandated project labor agreements discourage quality contractors and the more than 87 percent of U.S. construction workers who choose to not join a union from bidding and working on projects in their own communities.”  CEG
