Four Ways to Address Industry’s Technician Shortage
It’s no secret to anyone working in equipment manufacturing the ever-growing technician shortage is a problem poised to get a lot worse before it gets better.

According to a 2020 AED Foundation industry research report, the industry may need to fill as many as 73,500 heavy equipment technician positions by 2025. In addition, the report stated equipment manufacturing possesses a job opening rate three times higher than the national average.Among survey respondents, 95 percent agreed with the assertion there was a skills gap in the industry, while 89 percent reported a shortage of workers within the walls of their respective companies.
Now, I don't want to suggest the widespread technician shortage can be quickly addressed, let alone easily solved. However, equipment manufacturers can (and should) embrace and adopt a number of short-term and long-term strategies to set themselves up for sustained success as it relates to workforce development.
Let's examine four in detail:
Focus On Retention
So many pieces of the technician workforce puzzle can only be lightly influenced. However, one area companies can focus efforts to drive positive change as it relates to retention is workplace culture. Start by asking the following two questions:
Are exit interviews being conducted? -- Technicians leav-
ing an organization within the first six months could indicate an onboarding problem, while technicians leaving between 2.5 and 3.5 years could indicate a lack of development opportunities. With exit interviews, it's worthwhile to have both a manager and human resources representative conduct interviews separately, as each position is likely to elicit different responses from departing employee.
Are staying interviews being conducted? -- Talking with staff in key positions about their individual experiences can shed light on missed opportunities or future red flags. Engaging in staying interviews can be particularly helpful in the first 12 months to understand what it's like to be onboarded and how new employees experience the existing culture within the organization. Start by creating a culture check-in by surveying all employees. What changes can be made based off all the information learned? And remember, to those companies who aren't currently acting on employee feedback being received, asking for additional input can (and likely will) negatively impact culture moving forward.
Fill Talent Pipeline
There's really no overstating the importance of finding ways to fill an organizational talent pipeline. And while it takes time to secure a return on investments of time, effort and resources to do so, it's worth it to take proactive steps to ensure desired results.
Simply contacting the nearest local technical college once or twice a year isn't going to be enough to attract and acquire talent. Regularly engage with educational institutions. Be part of review committees. Get in front of students in classrooms. Donate equipment. More than anything else, do what it takes to be top of mind when these schools begin looking to place their best students. It will pay dividends over time.
In addition, it's important to connect with high schools feeding into technical college programs. One effective way to do so is to introduce the high schools to a free, available high school technician curriculum offered through Curriculum for Ag Science Education. It's not just an ag technician curriculum, but rather a program which introduces the technician career to a wide audience and enhances industry perception to parents, teachers and students. As a bonus, there is a built-in industry connection opportunity though the collection of used parts and by offering several class visits.
Organizations must be willing to shed light on the significant industry demand for qualified workers and worthwhile career opportunities, because chances are they aren't aware of the extent of the existing technician shortage. Technician program partnerships, apprenticeships, job shadowing or any other work-and-learn program are the most effective way to connect with new workers. And, ultimately, partnering with education is critical for retention, as technicians require ongoing training and development.
Diversify, Optimize Recruitment Strategies
Want to really move the needle when it comes to acquiring talent? Do the following:
Actively recruit women and minorities.
•Change the way job postings are written and where they are being posted.
•Check language in job postings via a gender decoder website to determine if it's overly masculine.
•Target locations and events where someone with the skills, interests, and hobbies of workers the organization wants to replicate might be out and see if the openings can be posted.
Collaborate With Others
Because the technician shortage is one of the industries biggest issues, AEM's Workforce Development Committee has created a technician taskforce. We'll be sharing examples of survey questions, stay interview questions and other practices being used by industry members to help move the needle in this space.
AEM also is partnering with, and supporting the work of, the AED Foundation. If you're not aware of the AED Foundation's work to accredit 100 colleges and recognize 150 high schools in heavy equipment technology programs, you can learn more about its Vision 2025 by visiting the AED Foundation website.
When it comes to understand the work being done to support the industry's need in this space, there are many associations that are trying to collaborate rather than duplicate efforts. Just as there's no one thing that a company can do to help ease the technician shortage, there's no one associate that can solve the challenge on their own.

The foundation for Wacker Neuson’s success story was laid by Johann Christian Wacker in 1848, when he set up a blacksmith shop in Dresden, Germany. Since then, the company has introduced many innovations that have revolutionized work on the construction sites worldwide.
In 1930, Hermann Wacker set new standards in the industry with the original, innovative electric rammer. The vibratory rammers are used for soil compaction to this day.
This was followed by the development of the internal vibrator for concrete consolidation, which captured the market in 1934 and the first reversible plate which set a milestone in soil compaction.

Over the years, Wacker Neuson has continued to enhance its original products and has been responsible for many pioneering innovations that have made the construction process more efficient, faster and comfortable for the operator.

Medico Officially Unveils New Facility in Wilkes-Barre, Pa.
Medico Construction Equipment held a grand opening May 18, 2023, of its new facility in Wilkes-Barre, Pa., just off the Pennsylvania Turnpike/Interstate 81 in the state’s northeast corridor.




The company sells, services and supplies parts for Case, Takeuchi and Hitachi Loaders, as well as several tool and attachment makers. And Medico is the nation’s oldest Wacker Neuson equipment dealer, a company noted for building light and compact equipment, including machinery for soil compaction as well as excavators, dumpers and wheel loaders.
The dealership’s new 18-acre facility also holds other products, including JLG aerial lifts and telehandlers, Schwarze sweepers,Vacall sewer jetters and hydro excavators and Broce Broom products.

The new 41,000-sq.-ft. facility was completed this past September and first opened its doors for business in October, according to Phil Medico, general manager of Medico Construction Equipment, and the third generation of the Medico family to run the distributorship.
His grandfather and great uncles founded the company in 1937, before passing the leadership to the second generation who grew and diversified the business, and later to the third generation including himself.
The full-service dealership is just next door to where it had operated since 1968, but a new facility was needed because the equipment business shared the older structure with a manufacturing branch of its parent company, Medico Industries. Phil Medico explained that the manufacturing division was sold to another business group in August 2020.
Another factor in Medico’s decision to build the new dealership adjacent to the older premises was because the company wanted to maintain consistency for its customers, he said.
“Right now, we share the same driveway with our original
building, so our customers cannot miss our new facility,” he said. “If we moved, they may possibly think that we had closed because we did sell the manufacturing division of the business. We wanted there to be no confusion among our customers that Medico Construction Equipment is still here to service them.”
The Wilkes-Barre dealership, at 1510 Pennsylvania Highway 315, joins the Pocono branch of Medico, found at 3647 Shafers Schoolhouse Rd. on the west side of Stroudsburg, as the company’s two full-service facilities.
The highlights of the new Wilkes-Barre location came about only after intense research was done to engineer it for maximum efficiency to benefit the company’s employees and customers.

Phil Medico explained that it all started with the shop and parts area, which makes up 80 percent of the new dealership’s square footage.

It was 1921 when three businessmen, Hamilton O. Penn, Frank Ginsberg and E. Gwynn Robinson, formed the Ginsberg-Penn Company.
Two short years later, on Feb. 17, 1923, Ginsberg-Penn was bought out by Hamilton O. Penn, breathing life into what is now H.O. Penn Machinery Company Inc.
Meanwhile, just a couple of months later, the New York Yankees opened Yankee Stadium to mark the start of an era. While Babe Ruth was knocking home runs out of the park, H.O. Penn began its mission of helping customers build a better tomorrow.
To celebrate its 100th anniversary, H.O. Penn is hosting events over the next several months at each of the company’s locations, the first of which was held May 11 at its Bloomingburg, N.Y., facility.



The event, which was open to all customers, employees and supporters of H.O. Penn, featured live entertainment, food and refreshments, a skid steer operator challenge, antique equipment, contemporary equipment and many special interest exhibits. On hand was the Cat 75thAnniversary Chopper, a working 1917 Holt tractor and a Caterpillar simulator for all to enjoy.
H.O. Penn thanked all of its customers, employees, Caterpillar and business neighbors and offered special thanks to the town of Wallkill along with Bloomingburg and Pine Bush fire departments, which greatly contributed to the success of the celebration. The next scheduled event will be at H.O. Penn’s Newington, Conn., facility on Thursday, June 22, 2023. The company, headquartered in Hustisford, Wis., offers buckets, augers, trenchers, grapples and other tools for skid steers, mini-skid steers, tractor loaders, compact utility tractors, wheel loaders and telehandlers.
History
Berlon began creating attachments for
skid steers in 1995 by Lon Berndt. In 2012, Berlon was sold to Blackthorne Partners, the company’s current managing director. In 2020, Randy Schickert, current president and CEO, purchased a stake in the company and joined the board of directors.
In January 2022, Berlon purchased Lowe Manufacturing of Viola, Wis., maker of attachments for fencing, construction, landscaping, rental, contracting, utility and agricultural applications. Lowe was founded in 1971. Richard and Mary Lowe ran the business for the past 42 years. Richard retired after the sale and Mary remained with the business until February 2023, to help with the transition.
“We set out a new course of growth and we’ve doubled the size of Berlon Industries in the last three years,” said Schickert. “We have done well on the growth side. After the acquisition of Lowe, we doubled Berlon again. We are now four times the size we were just a little more than three years ago.”
Post acquisition, all sales and marketing were combined into one team led by Diane Salzman, director of sales. Today, there are approximately 80 employees — 60 in the shops and 20 office and management staff — combined in both locations.
Product Lineup
Salzman has been with the company for
17 years. She has seen the company’s product line evolve. She said walk-behind skid steers have become increasingly popular — and so have the attachments for these machines.

“Our array of products in that industry has been good for our growth strategy,” she said.
Berlon has a product range that includes buckets, grapples, mini-products, pallet fork frames, bale spear carriages, log splitters, land planes, trailer movers and bale handlers.


“One of our unique products in the industry is our material long bucket,” said Salzman. “It is used at quarries to clean

Major Construction Starts On Del.’s I-95/State Highway 896



A 26-month project to overhaul one of Delaware's most dangerous interchanges has started near the town of Newark, the state’s Department of Transportation (DelDOT) announced.

The focus of the Interstate 95 and Delaware Highway 896 Interchange Project is to decrease the amount, frequency and severity of accidents through the corridor. The reconfiguration of the interchange will improve the I-95 traffic affected by merging and diverging through and entering/exiting traffic, according to DelDOT.




































































































The I-95 and Del. 896 interchange was the site of 527 crashes, including two involving fatalities, between February 2017 and February 2020, averaging just under one crash every two days, reported WDEL.com, the online site for radio station WDEL in Wilmington.







Before the pandemic altered commute patterns, traffic often backed up on southbound I-95 leading to the southbound Del. 896 (Middletown) ramp, which led to several accidents, including a September 2019 wreck involving a tractor trailer hitting a pickup at full speed. Two people died in that crash, and a third was seriously injured.
Recently, DelDOT worked to remove a tricky merge pattern for southbound Del.
896/South College Avenue traffic exiting Newark, which had to shuffle in and out of the right lane with the traffic entering from southbound I-95, often bringing all traffic to a stop as drivers were confused over the merging procedure.
Now, exiting traffic from I-95 can use new and dedicated short acceleration lanes
as Del. 896 goes down to a single lane approaching the freeway.
DelDOT plans to eliminate some of those bottlenecks by widening I-95 in the area, constructing new bridges and building a multi-use trail over I-95 — the first of its kind in Delaware — that officials hope will eventually lead to a connection between
Newark and Glasgow.
In addition, I-95 southbound traffic will access a new flyover ramp to get to Del. 896 southbound, like what is in use at the I95/Del. 273 interchange, while another flyover will get southbound Del. 896 traffic onto northbound I-95.

We’ve got over 70 years in the construction equipment business behind us, and that experience will help to launch the Keystone operation, seamlessly.

Dam Upgrade Specifies Penetron Tech to Protect Concrete
The rehabilitation and upgrade of the Sheppard-Myers Dam in Hanover, Pa., was completed in May 2023. PENETRON ADMIX SB, a crystalline concrete waterproofing admixture, was specified to maximize the durability of the dam’s new concrete structures.
Located in south-central Pennsylvania in Hanover, 54 mi. northwest of Baltimore, Md., and 5 mi. north of the Mason-Dixon line, the Sheppard-Myers Dam was originally constructed in 1932. This dam impounds water for use in Hanover, Pa., a town of just over 16,000 inhabitants, and the immediate region.
With a capacity of 217,400,000 gal., the dam’s reservoir covers an area of 46.5 acres; the surrounding watershed area was reforested with a total of 1,500,000 trees.
“The Dam is responsible for about 20 percent of the local water supply and has not had a significant upgrade since the 1930s,” said Christopher Chen, director of The Penetron Group. “Without an upgrade, the Pennsylvania Department of Environmental Protectionwouldhaverequiredthecomplete decommissioning of the facility.”
The $10.84 million rehabilitation of the Sheppard-Myers Dam comprised the construction of the new, larger concrete
labyrinth spillway with added capacity to accommodate current government standards for a maximum flood event, and rehabilitation of the downstream face of the dam, including the installation of a subsurface drainage system.
“After the design phase of the project by Gannett Fleming, the project engineers, Penetron was asked to provide a permanent waterproofing solution for the new concrete

Hanover Concrete, the project’s concrete ready-mix supplier, provided PENETRON ADMIX SB-treated concrete for the new auxiliary spillway and weir walls.
Once added to concrete, the proprietary chemicals in PENETRON ADMIX SB react in a catalytic reaction to generate a non-soluble crystalline formation throughout the pores and capillary tracts of the concrete. These crystals permanently self-heal and seal micro-cracks, pores, and capillaries against the penetration of water (or liquids) from any direction — making the concrete impermeable, according to the manufacturer.
“The dam’s new concrete structures are now impermeable to water, even under the constant hydrostatic pressure typical of a water storage facility like the SheppardMyers Dam,” said Chen. “The ability of PENETRON ADMIX SB to permanently self-heal any future microcracks will also mitigate concrete deterioration over the service life of the concrete.”

Construction Begins On $26M State Police Barrack in Md.
Local and state officials joined law enforcement April 7 to kick off the start of construction on a new Maryland State Police (MSP) barrack in the Worchester County town of Berlin.
Lt. Governor Aruna Miller joined the Maryland Department of General Services and the Department of State Police, as well as many local officials, to take part in the groundbreaking for the new Berlin Barrack V, according to the Ocean City Dispatch.
The building’s construction is expected to be complete in July 2024.
“This $26.8 million dollar facility is a significant achievement for the Eastern Shore and the state, reflecting the steadfast dedication we have to protecting our citizens,” Miller remarked. “This new barrack will allow our troopers to better meet the needs of the public.”
By replacing the existing state police facility, which was built in 1976, the new building will modernize the law enforcement department in the small southeastern Maryland community by installing new technology and updating equipment. When finished, the barrack will encompass 24,000 sq. ft. of space, and include a new laboratory, and an additional 4,400-sq. ft. garage. The lab space will be expanded to become the Forensic Sciences Division-Berlin.
“The new Berlin Barrack will provide road patrol troopers, criminal investigators, and civilian support staff with a modern, state-of-the-art facility on the Eastern Shore,” Maryland Department of State Police Superintendent Colonel Roland L. Butler, Jr. said at the ceremony. “As we break ground to commence the replacement of a barrack that has served us well for almost half a century, I am excited about the additional space and upgraded infrastructure which will ultimately enhance the quality [of] law enforcement services we provide to the citizens of Worcester County.”
The barrack’s design is in compliance with the International Green Construction Code to achieve energy efficiency and sustainability goals as outlined by the Maryland Department of General Services. The building will be equipped with LED lighting and occupancy sensors as well as an efficient variable refrigerant volume HVAC system with dedicated outdoor air supply units, which utilize heat recovery. In addition, the barrack, laboratory, and garage will all be
ADA compliant.
“We are extremely excited to be building a second MSP barrack within the last two years,” said General Services Secretary Atif Chaudhry. “Two years ago, we built a barrack in western Maryland, [and] this year we’re building one on the Eastern Shore. The department continues to do great service across the state.”





Troopers Deserve New Barrack
During the ceremony, Lt. Earl Starner, commander of Berlin Barrack V, introduced the variety of law enforcement representatives present who served the public from the facility through the decades.
“Today, the men and women of the Berlin barrack continue to uphold our incredible legacy,” he added. “Every single night, our troopers work hard to keep our highways safe and protect our citizens.”
The Ocean City news source reported that Starner recounted a few of the recent accidents and calls for service that troopers responded to, and highlighted examples of their selfless volunteering within the local community.


“From a heroic act like apprehending a dangerous criminal to a simple act of kindness like taking a child shopping or changing someone’s tire, the men and women of the Berlin barrack do it all,” he explained. “I could continue talking all day describing the incredible work, how the Berlin barrack is always there to answer the call for help.”
Starner also noted that while the 47-yearold barrack building had served officers well, it was time for an updated facility.
“I look forward to the enhanced security measures, the updated technology, more space, improved working conditions and, after being tucked away behind the woods for so long, I can’t wait to see this beautiful [and] impressive building [take] center stage on U.S. Highway 50 for all to see and use,” he said.

TerexAnnounces National Competition for Technicians

Terex Equipment Services will host a nationwide competition for Terex service technicians this summer. The champion will win a trip to The Utility Expo in September in Louisville, Ky., and other prizes.

Terex Equipment Services employs hundreds of technicians working as mobile techs or at 21 service centers around the country, delivering full service on any brand of aerial lift, mobile elevatingworkplatform,diggerderrick, crane, telehandler and related equipment.

A 2020 research report from the Associated Equipment Distributors Foundation found that the construction and utilities industries may need to fill more than 73,000 technician positions by 2025. The report also noted that public awareness of advanced technologies in manufacturing is growing.

Lowe’s product line-up includes auger drives, auger bits, trenchers and grapples.

“We offer our BP-Series planetary auger drives and the Classic Series chain auger drives, which Lowe built their business on and is a niche in the industry.”
Snow Removal Tools
Berlon also manufactures snow removal equipment.
“Our fourth quarter, which is our largest in our corporation, includes the normal demand of our traditional products in both divisions, but when we add in the snow products, it puts us over the top,” said Schickert.
In addition to the company’s line of blades, pushers and salt spreaders, Berlon makes a unique tool to clear snow.
“The Snowgrr is a unique attachment that windrows 16 feet all into one area,” said Schickert. “The main usage is in distribution centers. It is usually mounted to a skid steer and goes underneath the trailers that are backed up to the dock doors. The Snowgrr pulls all that snow out from underneath the nose of the trailers and put it into a nice windrow.”
Mount System
Berlon and Lowe attachments are made for a variety of manufacturers’ equipment and can be outfitted with either universal or custom mounts.
“There are so many mounts we can put on our product, including the old Gehl and New Holland machines that are not universal,” said Salzman. “We can make all those old mounts and put them on any one of our attachments, which makes us unique in the industry.”
Distribution
Berlon has approximately 1,600 distributors — construction, agricultural and rental dealers — throughout the United States, Europe and Canada. The company has added new dealers, new OEM customers and a cross-customer base through the Lowe acquisition.
“The acquisition of Lowe certainly allowed us to grow as a company,” said Schickert. “We are actively looking at other avenues to allow us to continue to grow.”
New Products
To keep growing, Berlon Industries continues to develop new products each year.
“We have recently introduced the new root rake grapple that is doing extremely well both on the mini- and full-sized skid steers,” said Schickert. “We really have
expanded our ability in the snow, especially with the mini-snow products such as snow pushers and snow blades. We’ve also developed a new bale spear carriage. So, some of our sales growth in doubling the size of Berlon has come from these new product introductions.”
Production
Expanding capabilities of manufacturing operations also is an important part of the company’s growth strategy. Automated saws, CNC break presses and robotic welding have been added to streamline production and increase capacity and productivity. Duetotheincreaseddemand,additionalproduction shifts also have been added.
Plans for Future Growth
Berlon Industries is currently experiencing a high growth pattern, and all indications are for that pattern to continue.

Employment Rate Climbs Despite Worker Shortage
Civil starts jumped 27 percent, seeing increases for all segments including roads, at 25 percent; and water/sewage, 23 percent.
Power and miscellaneous civil projects increased by 40 percent; bridges, 1.3 percent; dams/marine, 102 percent; and airports, 89 percent.
Picture Looks Bright and Bleak
In tracking the construction jobless rate over the past year, the AGC found a decline from 4.6 percent inApril 2022 to 4.1 percent in 2023. Interesting in itself, that represents the lowestApril rate in the 23-year history of the data.
At the end of March, the association noted, openings totaled 355,000, just shy of the all-time high for March of 359,000.

“The number of unfulfilled construction positionsisclosetoamonthlyhigh,”saidthe association.
As a whole the industry likely would have added even more to its rolls if contractors could find more qualified workers.
“Contractors can’t find, reach, hire and train workers fast enough to keep pace with demand,” said Stephen E. Sandherr, association CEO. “The pool of qualified, available labor is the smallest the industry has ever seen for the month of April.”
How Numbers Shake Out
Construction employment rose from April 2022 toApril 2023 in 42 states and the District of Columbia. While the numbers declined in seven states, they held their own in Hawaii. This from anAGC’s break-down of BLS statistics:
Texas added 28,000 jobs; New York, 13,400; Indiana, 11,200; and Florida 8,600. At 5,500 new jobs, Arkansas marked the largest increase by percentage, 9.8 percent. Rhode Island followed at 7.6 percent. California logged the highest number of jobs lost, at 5,100; Connecticut lost 1,900 jobs; and West Virginia dropped 1,200 jobs, minus 3.7 percent).
West Virginia had the largest percentage loss at 3.7 percent, according to the AGC analysis. Connecticut and Alaska lost 2.5 percent, or 400 jobs.
For the month ofApril 2023, construction employment increased in 24 states and D.C. Hiring declined in 26 states. Washington added the most jobs over the month, at 4,300; Illinois added 2,700; Wisconsin, 2,600; and California, 2,100.
The largest percentage gain occurred in South Dakota, at 2.7 percent. Wisconsin, Washington and Arkansas saw a 1.8 percent
gain, with 1,100 new jobs.
Dropping 8,500 jobs, Texas lost the most in April; New York lost 4,000. Alaska had the largest percentage loss for the month at 4.2 percent and 700 jobs.
AGC tracked two construction labor reports, one of which noted total construction starts in current dollars fell 4 percent from March to April. That number is 7 percent year-to-date, according to Dodge Construction Network.
Nonbuilding starts increased 16 percent year-to-date. Utility/gas plants are up 37 percent; miscellaneous nonbuilding starts, 36 percent.
Environmental public works projects are up 10 percent; and highway and bridge starts, 9 percent.
AGC analyzed a ConstructConnect report, which found that the value of construction starts in current dollars decreased 5.7 percent year-to-date.
The construction sector shed 9,000 jobs that month, the first decrease since January 2022. This happened even as the sector’s unemployment rate fell and total number of job openings in the sector hit a near-record high, according to AGC.
Average hourly earnings for production and nonsupervisory employees in construction jumped by 6.7 percent over the year to $33.94 per hour.
“Despite a small dip in headcount, construction firms continued to post a high level of job openings and raised pay more than other industries,” said Ken Simonson, AGC’s chief economist.
Those are two signs contractors still want to hire more workers, he said. “But the pool of unemployed, experienced jobseekers keeps shrinking.”

Construction employment in March totaled 7,888,000, a dip of 9,000 or 0.1 percent from the record high in February. It was the first decrease in 14 months.
Nonresidential firms shed 1,800 employees in March. Employment at residential building and specialty trade contractors slipped by 7,000 or 0.2 percent.
The AGC reported the unemployment rate among jobseekers with construction experienced declined from 6.0 percent in March 2022 to 5.6 percent. That figure represents the second-lowest March rate in the 23-year history of the data.
“Exposing students and other future workers to construction will signal that it should be among the career paths worth considering,” said Sandherr.
Construction firms in April provided a wage “premium” of nearly 19 percent compared with all private-sector production employees.
The industry is struggling to recruit workers while the federal government spends money to encourage students to go to college. These grads are encouraged to work in service sector professions for every dollar

The AGC urged public officials to boost funding for construction education and training, and to explore short-term measures to address severe labor shortages.
“Federal officials are making massive investments in infrastructure while their funding policies discourage future workers from considering construction,” Sandherr said. “They don’t seem to want our citizens to work in construction even while they block people from other countries from lawfully entering the profession.”
In March,AGC reported that many member firms need more workers but struggle to find enough qualified hires. The association called on the feds to boost investments in construction training and education programs to close the five-to-one gap.

“One of the biggest obstacles to hiring is the federal government’s enormous campaign to urge students to pursue office-based service sector jobs,” Sandherr said.
Those types of professions, in particular, require expensive four-year college degrees, he said.
“If the feds spent half as much encouraging students to pursue high-paying careers in fields like construction, our industry would have more workers and young adults would have less college debt.”
A state-by-state analysis of BLS data released theABC found that in March of this year, 31 states had lower construction jobless
rates than March 2019 (pre-pandemic).
Over the same four-year period, 18 states had higher rates and Utah’s rate was the same.
“High interest rates are creating headwinds for nonresidential construction projects,” said Bernard Markstein, Markstein Advisors.
President and chief economist of the firm, Markstein conducted the analysis for the association.
“Until recently, construction employment continued to grow as builders worked on their backlog of projects,” he said. “The March construction employment numbers were the first indication that employment growth in construction may be turning negative.”
The increase of funds flowing from the federal Infrastructure Investment and Jobs Act to states and localities will partially offset the downward pressure in the residential sector. That, in turn, will provide opportunities for some unemployed workers and companies, said Markstein. The challenge remains in connecting the two groups.
ABC tracking models indicate that in
2023 about 546,000 more workers will be needed, beyond the “normal” pace of hiring, to meet the demand for labor.
“The construction industry must recruit hundreds of thousands of qualified, skilled professionals each year,” said Michael Bellaman, association president. “Filling these roles with skilled craft professionals is vital to America’s economy and infrastructure rebuilding initiatives.”
This increased demand adds to the current level of above-average job openings. The association’s model notes projected retirements, shifts to other industries and other anticipated separations are part of the computations.
The construction industry averaged more than 390,000 job openings per month in 2022. That’s the highest level on record, and the industry unemployment rate of 4.6 percent in 2022 was the second lowest on record, according to ABC data.
That figure is higher than only the 4.5 percent unemployment rate observed in 2019.
National payroll construction employment was 231,000 higher in December 2022 than in December 2021.
“Despite sharp increases in interest rates over the past year, the shortage will not disappear in the near future,” said Anirban Basu, ABC chief economist. “Contractors continue to experience substantial demand from a growing number of mega-projects associated with chip manufacturing plants, clean energy facilities and infrastructure.”
Basu said too few younger workers are entering the skilled trades, which makes it not only a construction labor shortage but also a skills shortage.
“With nearly one in four construction workers older than 55, retirements will continue to whittle away at the construction workforce,” he added. “Many of these older construction workers are also the most productive, refining their skills over time.”
The number of construction laborers, the most entry-level occupational title, has accounted for nearly four out of every 10 new construction workers since 2012. Meanwhile, said Basu, the number of skilled workers has grown at a much slower pace or, in the case of certain occupations like carpenter, declined.
Next year, the association said, the industry will need to bring in more than 342,000 new workers on top of normal hiring to meet industry demand.That’s presuming that construction spending growth slows significantly next year, according to AGC.
“To fill these important roles, ABC is working hard to recruit, educate and upskill the construction workforce,” said Bellaman.
“The construction industry must recruit hundreds of thousands of qualified, skilled professionals each year.”

Packages to Fit Your Needs
Customers can now choose from three packages from Volvo CE’s suite of Compact Assist tools — whether they are looking for simple compaction measurements right through to complete tracking of both the coverage and compaction of the material — ensuring the most cost-effective and relevant solution, specific to their needs.
• Lite — The first of the two new bundles, this is the perfect option for those taking the first steps towards improving the quality of their compaction work. Calder Brothers Earns Work-Based Learning Award
Under the agreement, three-dimensional screed plates and the modular screed plate fastening system will be available options exclusively for Cat asphalt paving customers.
As previously announced, Caterpillar Inc. has entered into an agreement with construction solutions supplier Axenox Inc. to acquire the intellectual properties of two of the company’s asphalt paving screed products.
Under the agreement, three-dimensional screed plates and the modular screed plate fastening system will be available options exclusively for Cat asphalt paving customers.
These new innovations are true market disrupters for the asphalt paving industry,” said Nate Just, marketing manager of Cat Paving Products. “The innovative three-dimensional screed plate design improves mat density and smoothness as well as density at the joint to reduce compaction expense and improve the chances of achieving bonus. The modular fastening system reduces the time required to replace screed plates by more than 80 percent to lower costs and maximize paver uptime availability.”
Brothers Michael and Stuart Frost, long-time paving contractors and owners of Axenox, invented the screed system to improve paving efficiency and quality for their paving operations.
“Basic screed design had never changed in our lifetime or our father’s, so my brother and I developed our own screed. We knew we had something special with this technology,” said Stuart Frost.
Michael Frost added, “We want to see this effect the industry in a positive way, just like it has for our paving operations. That’s why we chose Caterpillar and the second-tonone support offered by the Cat dealer network as the best way to carry out our vision.”
Increased Density, Smoothness
The Axenox screed plate design is a significant departure from industry standard. Whereas traditional plates are flat, these plates utilize a three-dimensional, angular design. This added dimension delivers lateral compaction confinement to asphalt material. The kneading action helps aggregate to interlock more efficiently than with flat screeds, increasing mat and joint density along with improving mat smoothness.
Densities reaching 91 percent have been measured behind pavers equipped with the three-dimensional screed plates, so there is less of a chance for material shoving and cracking with the roller. These high densities can reduce the number of passes, lowering compaction cost.
At the longitudinal joint, higher densities result in improved material containment during compaction to increase final density. Uniform mat temperatures gained by using the angular plates also help to reach specified densities more easily, helping contractors to meet bonus-level work.
The stiffer asphalt mat left behind the three-dimensional plates allow the breakdown roller to achieve higher densities before the mat reaches the tender zone. It produces a more stable unconfined edge that resists pushing and shoving by the breakdown roller, so consistent density readings are achieved across the entire mat width.
The three-dimensional cast plates are made with high strength chromium carbide, delivering high wear resistance and longer life in the field. Whereas traditional screed plates are run with an elevated front angle of attack, increasing wear, grooves at the front of these plates act as the angle of attack, so they run flat to wear more uniformly and reduce cost.

Fast Changes
A new way to secure the plate to the screed, the modular fastening system reduces screed plate change time from days to less than four hours, minimizing replacement costs for the paving contractor.
After a one-time installation of the insulated conductor plate, simple screed plate changes are completed using a unique lock-and-go system. This eliminates the time-consuming process of removing asphalt material from the screed to access the nuts and bolts holding the plates in place. Once normal screed set-up and adjustments are completed on the conductor plate, minimal adjustments are required on future screed plate changes.

Astec Industries Debuts New Generation of RP Pavers
Astec Industries debuted its newest highway class asphalt paver at ConExpo-Con/AGG in Las Vegas.

The RP-175 and RP-195 F series track pavers have upgraded styling, simpler maintenance and enhanced operator experience.
Keith Hagy, product managerpaving of Astec said, “When we begin any project, determining what the customer needs is the key. Our customers told us we have always been open and honest with their feedback, and we take it to heart.”
The company focused on efficiency, durability and operator comfort achieved through modern styling, solid castings and innovative reconfigurations.
For example, new lightweight hoods make accessing daily maintenance areas quick and easy, with no need for hydraulics.
“We’ve transitioned to a composite design with our side doors and hoods,” Hagy said. “Now one person can easily raise the hood and access the engine area without any need for extra hydraulics.”
Additionally, the upgraded models feature a new cooling system, which makes the paver run quieter and more efficiently.
“We’ve gone from a single fan cooling system to a dual
system, moved to the top of the machine, blowing away from the operator and away from the ground crew.
“Noise reduction is important. A quieter machine improves communication among the screed person, the operator and the ground crew, which is critical on a work site.”
The new pavers also feature repositioned and redesigned handrails for enhanced safety and comfort.
The overall design of the paver has been transformed and
updated to enhance the operator’s experience. Controls have easy-to-use switches, joysticks and touchscreens, each designed to put all the control at the operator’s fingertips.
“With our new touchscreen controls you can easily view your daily production data. You also have a much more ergonomic setting with all the key functions at your fingertips,” Hagy said.
The comfort and safety features do not impede the robustness of the new design. The new F-model series has a State V engine, meeting the most stringent emission limitation required in the global market.
“With the RP-175 we’ve upgraded to an engine block that is smaller and more compact, but still provides the same commanding torque and horsepower.”
The RP-175 and RP-195 have a redesigned track system for improved durability and ease of maintenance. When it comes to hydraulics, the new track pavers have fewer connection points, easing maintenance tasks. As with all Astec pavers, the RP-175 and RP-195 are offered with your choice of three Astec Carlson screeds.

ConExpo-Con/AGG 2023 attendees were among the first to experience BOMAG’s visionary look at single drum roller autonomous operation.

The ROBOMAG BW 177 single drum roller features all the subsystem technologies required to test and develop a fully autonomous roller. Machine and technology design allows it to flexibly operate through both manual and autonomous control, and its compact design affords efficient work at confined job sites, the manufacturer said.
The ROBOMAG BW 177 features an automation interface, which equips the roller for closerange remote control. This affords the operator complete roller remote operation in view but from a safe distance to achieve desired compaction results. Its object detection system offers an additional level of protection with remote operation.
Both the radio remote control and object detection are currently available for select BOMAG conventional single drum rollers and will be expanded to additional models in the future.
The road to fully autonomous operation of a single drum roller is achieved in stages by various technologies. The first stage is the automation interface plus special ROBOMAG software that enables a remote connection to the roller. The next stage allows for the operator to control the roller off-site without visual contact. This type of operation, office con-
trolled machine, also is currently feasible, and the ROBOMAG single drum roller can be equipped with this type of operation.
The final stage to fully autonomous operation is a single drum roller guided by advanced computer software with no human intervention. With all the safety systems installed on the ROBOMAG BW 177, BOMAG is preparing the
machine to be operated by different types of controls, including fully autonomous operation.
This last development stage requires significantly more advanced technologies, such as automatic shutdowns, special camera systems and reliably secured systems that remove all potential safety risks.

Cat Simplifies Nomenclature for Soil Compactor Line Models
Caterpillar has launched an initiative to simplify nomenclature for select models in the Cat vibratory soil compactor range.
To correlate with the GC models in the compaction product family, all models within the soil compactor line will feature weight-based names derived from the metric tonnage class in which the model competes. Additionally, the model series descriptor letter suffix will be removed.

The Cat vibratory soil compactor line includes smooth and padfoot drum designs

offering compaction widths ranging from 50 to 84 in. Durable and reliable, the rollers deliver high compaction performance, speed and gradeability to maximize productivity on a range of soil types and applications, according to the manufacturer.
The Cat CS10 GC, CS11 GC and CP11 GC Vibratory Soil Compactors retain their current nomenclature.

SakaiAmerica Inc. has just concluded its strongest-ever fiscal year despite the lingering supply chain challenges still affecting the equipment manufacturing industry as a whole.

This is a daily balance, and our general foreman has to schedule trailers periodically to haul debris/soil to offsite dump sites.
“We are still having ongoing lead time issues,” he added. “Materials and equipment have extremely long lead times, as well as procuring materials required. Utility relocations are progressing smoothly. National Grid, Verizon, PSEG and Optimum/Altice have all completed their new installations, as well as any off-set work. We are currently waiting on two locations to be completed. However, the work has been completed by all companies.”
Phase 1, which is nearly finished, is dealing with clearing and grubbing, installation of the recharge basins and the pipe section running the drainage into them and electrical, gas and water main installations. The drainage work includes the leaching and catch basins and placement of reinforced concrete pipe — 15 to 60 in. in diameter. Crewsinstalledsteelsheetingandtheelectrical subcontractor placed new traffic signal poles, complete with all the wiring.
“Phase 1 is currently coming to a conclusion; however, we currently have ongoing redesign work with utility companies,” said Lacagnina.
For this work, crews used a Komatsu PC238 excavator; a PC490 excavator; a WA380-8 and a WA470-8 wheel loader; a D51-PX crawler dozer; and a PC200 LC hydraulic excavator.
Crews are also using a Caterpillar 335F excavator, a 308-07A excavator, an M320F wheeled excavator, a 316F rubbertire hydraulic excavator, a D6K2 LGP dozer and a 450F backhoe, as well as a Liebherr LBR18 sheeting rig, a Dynapac CA251D roller and a Hamm HD12VV asphalt roller.
Phase 2 includes the installation of retaining walls and dense concrete walls, and the construction of noise wall foundations and
panels, reinforced concrete pipe and precast drainage structures, overhead sign structures and VMS boards, construction of shared-use path on south side of project, bus stops, a green-stop rest area with shade structure and seating areas, concrete flatwork and imprinted concrete buffer strips, electrical work, landscaping and asphalt roadway widening.

Elements of Phase 1 focused on setting the site up for the road work. SR 347 is being widened to have three lanes in each direction, with a wider shoulder, as well as bigger turning lanes at each intersection or driveway, Crews will install a bike lane in the eastbound direction.
The site prep for the road work also is on schedule.
“Keeping walking paths active during all phases while continuously closing down sections of the roadway for reconstruction is
a challenge,” said Lacagnina. “Current COVID supply chain issues continuously require planning ahead with deliveries and material manufacturing. The project consists of leveling asphalt work to properly reconstruct the roadway. In addition to the mainline and sides streets, we will have total shoulder reconstruction to widen the roadways in certain locations. Highway work for Phase 1 consists of the westbound direction and northern side streets and Phase 2 is eastbound direction and second in construction. Lastly, Phase 3 will consist of the mainline and final paving.”
PSSI has multiple crews on site.

fine grading of subgrade and subbase, and one crew working hand-in-hand with our electrical subcontractor installing NYSDOT inform lines,” said Lacagnina.
The subcontractors for this part of the work include Divad Concrete Inc. for concrete work; Ponderosa Fence Enterprises Inc. for fencing and guardrail work; Island Pavement Cutting Co. Inc. for sawcutting; and Rosemar Contracting Inc. for asphalt paving.
“The eastbound and westbound mainline 347 will have three travel lanes at 11 feet each, in addition to a six-foot wide shoulder for the first 3,800 feet of the project and for the second 3,000 feet of the project, three travel lanes” said Lacagnina. “And at one auxiliary lane, it will be at 11 feet wide with a six-foot shoulder. For the last 4,700 feet of the project, there will be three travel lanes and two turn lanes in each direction at 11 feet wide. The shared use path will be one lane at 12-feet wide. Depending on the side street, they will have 11-foot wide travel lanes and a varying width shoulder.”
Equipment being used for the road work by PSSI includes a Caterpillar 335F excavator, a Ford Transit cargo van, a Hino H268 impact attenuator truck, a Komatsu PC238 USLC-11 excavator, a Komatsu WA470-8 wheel loader, a Caterpillar M322F wheeled excavator, a Caterpillar D6K2 LGP dozer and a Komatsu WA380-8 wheel loader.
The plan is in place for the construction of the new lanes.
“Roadways will be sawcut and shoulders will be excavated, and drainage will be installed,” said Lacagnina. “Once drainage is installed, the new shoulder areas will be graded for subgrade and RCA subbase will be installed/graded. Once areas are all graded, our base layers of asphalt will be installed. The challenges are keeping the areas secure and safe to the general public and controlling the traffic flow to allow our crews to safely pave travel lanes and thru intersections.
“Roadways can be milled at night and be safely cleaned and paved the following night,” he added. “Our paving contractor can put down approximately 1,500 to 2,000 tons of asphalt a night.”

Scalamandre on any given day will have between 40 to 70 workers on site, along with between 20 to 50 subcontractor workers. Subcontractors includeAraz Industries for watermains; Bohemia Garden Center Inc. for landscaping; Hinck Electrical Contractors for electrical; Sea Crest Development Corp. for trucking; Divad Concrete Inc. for concrete work; Ponderosa Fence Enterprises, Inc. for fencing and guardrail work; Island Pavement Cutting Co. Inc. for sawcutting; and Rosemar Contracting Inc. for asphalt paving.
Excavation should generate 83,610 cu. yds. of various materials. The excavated material has been tested and classified as Select Plus.
“We’re able to use all of it for our drainage work,” said Lacagnina. “So, it’s a pretty green project in that everything we dig up can be reused as backfill. Nothing has to be trucked away or disposed of that is not warranted or needed.”
New materials will include 86,108 tons of HMA pavement, 1,620 cu. yds. of concrete retaining walls, 27,550 linear ft. of reinforced concrete pipe, 1,852 cu. yds. of concrete flatwork and 4,329 tons of HMA for the bike paths.
Scalamandre has a repair shop at its yard in Freeport, N.Y., approximately 40 minutes away from the project.

“We can have mechanics here within an hour,” said Lacagnina. “The major wear and tear issues are the unknowns of what is in the ground, especially with the steel sheeting drilling. You don’t know what rocks, boulders or substances you’re going to drive into and with the excavators and other equipment, it is the constant digging — sometimes
you’ll get cutting edges that will break off. Again, it’s all the unknowns in the ground and being careful with utilities and not damaging anything.
“The key to good maintenance is always having the master mechanics and foremen talking with our operators, making sure the machines are greased every day,” he added. “If any lights or errors come up, our foremen and myself are notified right away and we’ll have a mechanic on site within the hour or later that day to get the work done.” CEG

New Facility Features Tall, Wide Doors to Easily Move Iron

“As parts and service is everything in this business, we wanted the best and most well-equipped service facility for our factory trained technicians to work on this equipment,” he said. “For instance, we have 10 extra-wide drive-thru bays, along with two 10-ton overhead cranes to service the machines. They can be run individually or in tandem if we must lift something very heavy, such as immobile machines and trailers.”
Medico added that the facility employs pressure washers to service the entire building. The remote operated system runs four different stations throughout the building so that at any given time a technician could turn on a pressure washer at his or her bay to thoroughly clean a piece of equipment inside and out, or to wash out their bay after each job. Multiple drains also are installed throughout the service area. At the rear of the dealership is a separate wash bay for cleaning all the equipment that comes back from being rented, according to Medico.
“Cleanliness and appearance are everything here at
Medico and it applies to every piece of equipment we carry,” he said.
The care of the dealership’s heavy equipment also extends to the service technicians themselves.
“Inside the shop area we have all-heated floors, so when the techs have to roll around on the floor under machines to work, they will always be warm, making for a comfortable environment,” Medico said. “We have multiple exhaust fans throughout the building to always keep the shop air clear and clean for our people.”
In all, Medico Construction Equipment has 12 service technicians in Wilkes-Barre and five service trucks.

For its service techs, the branch also has several extra amenities for them, including a mini cafeteria that Phil Medico said is part of the dealership’s mission to attract and keep the best service personnel. A training room for technicians has space to learn in a clean environment that is air-conditioned and heated. There, they can get away from the noise of the shop to think about how they want to approach the next task.
Among the products they learn to work on are hydraulic hammers made by companies such as Epiroc, Soosan and Indeco.
“In northeast Pennsylvania, there is a lot of rock, so from the hammer pit we have in the rear of the Wilkes-Barre building, we are constantly working on hammers made by the [makers] we carry as well as every other hammer known to man,” Medico said. “In our old shop, the guys were up on a ladder torquing with a three-quarter-inch wrench at the top of the hammer to lock these bolts down. In this facility, though, everything is done at ground level utilizing that pit to put the hammer there, slide a piece of heavy steel over it, and hold its position so we can work on it.”
To help ease the movement of construction equipment
to and from different areas of the building, Medico noted that the new Wilkes-Barre facility was designed with higher and wider doors leading into every room on the floor.

“That way, we can take a machine from the showroom door and drive it through the parts department all the way to the other end of the building where the shop is located,” he said. “In our old building, we had to put things on the loading dock as our shop was in an area, which required stairs to reach. We knew that in this building we did not want to have to go through that at all. So, the fact that everything is on the same level and we can move everything with a forklift or a hand truck or whatever it may be, makes it so much easier for the parts personnel or the service team to be more efficient in doing their jobs.”
So far, Phil Medico has been pleased with the feedback he has received about the new facility since its opening in October.
“They seem to be unbelievably impressed with it,” he said. “We were able to sell our manufacturing division, and our board of directors was kind enough to reinvest in this new facility. That showed that they have a lot of faith in the team we have here at Medico Construction Equipment, and they gave us the ability to construct this building and to equip it the way we did, which is second to none.”
For his part, Medico added that he was most proud of the fact that the company moved its Wilkes-Barre dealership from its old facility — which it had occupied for 54 years — into the expanded new building without ever having to close shop for a single day, despite the construction lasting approximately 18 months. NorthAmerican Pilot Project With WM Will Test Volvo EC230 Electric Excavator
Volvo Construction Equipment will work with WM, formerly known as Waste Management, on a pilot project with the Volvo EC230 Electric excavator, which at 23 tons represents a major advancement in the construction industry’s move toward zeroemission solutions.
WM, North America’s leading provider of comprehensive environmental solutions, will test the mid-size electric excavator at a WM facility on the East Coast. The pilot will include the EC230 Electric performing the same tasks diesel excavators do in wasteapplications.WMwilltrack data and share feedback with Volvo CE.
This kicks off a number of customertestsofthemid-sizeelectric excavator in various applications on the North American power grid. Volvo CE plans to make the machine commercially available in NorthAmerica in 2024.
“This is the first pilot in North America, but the EC230 Electric excavator has been thoroughly tested by customers overseas, and in each case, it has offered the same performance as its diesel equivalent with the added benefit of no direct emissions,” said Stephen Roy, president of Region NorthAmerica, Volvo CE.
“We’re excited to work with WM on a project that aligns with both of our organizations’ values of being good environmental stewards.”

Zero Direct Emissions, High Performance
The23-tonEC230Electricexcavatorisageneral-purpose machine designed to run in the same applications as a comparably sized diesel excavator, including extraction, earthmoving and grading for site preparation in the building seg-
ment, as well as waste and scrap handling in the recycling and waste segments.
It has the same digging forces and lifting capacities as its diesel equivalent in the Volvo CE lineup, and it supports the same attachments and services.The main difference is that it is powered by batteries.The lack of an engine results in zero direct emissions, less noise, reduced maintenance and lower total cost of ownership.
When the EC230 Electric excavator becomes commercially available in 2024, it will join the Volvo CE sixmachine lineup of electric machines, which is one of the largest in the industry.
“Electric construction equipment thus far has mostly been compact models, but to make the kind of progress we want towardamoresustainablefuture,largermachinesneedtobe part of the equation,” Roy said. “Volvo CE is proud to be leading the industry into that future along with sustainability driven companies like WM.”

The EC230 Electric excavator made its North American debut at ConExpo-Con/AGG in March.TheWM pilot project was announced at two trade shows — Waste Expo in Louisiana and ACT Expo in California — where attendees could see an EC230 Electric in person.

Newark Highway Work Part of Series of Major I-95 Projects
Thefirstrampisexpectedtobecompleted during the summer of 2024, with the second ramp slated to be done by the end of that year.
Other construction along the corridor will include:
ï A 1-mi.-long widening of I-95 northbound and southbound to allow for the new ramp acceleration/deceleration lanes.

Newark Highway Work Another in Series of Recent Projects
The work officially began on the evening of May 7, when multiple lanes on southbound I-95 between Del. 72 and Del. 896

were closed.
The interstate will mostly remain open during the project, although the ramp from northbound I-95 to Del. 896 will have extended closures.
The Del. 896 southbound ramp to I-95 southbound ramp heading toward Baltimore, Md. is due to be shut down for a large chunk of the project. Traffic will be diverted to Maryland Highway 279/Elkton Road to get to I-95 southbound.
Delaware Highway 72 also will be affectedbythisproject,asworkwillbeneededfor the I-95 bridge over the state road, which does not have an interchange with the freeway. As a result, traffic on Del. 72 will be limited to one lane in each direction from this summer to Summer 2024 under the interstate.
The entire construction effort is another in a series of major I-95 projects in Delaware, which have included adding a fifth lane to the freeway in Churchmans Marsh north of the Christiana Mall, Restore the Corridor in Wilmington, and the addition of lanes on the Brandywine River Bridge and Del. 202 interchange.

At the Association of Women Contractors, we believe that our future women business owners start out in the industry in the field, in trades and managing projects.
