The reconstruction of the Exit 45 Interchange on the Maine Turnpike I-95 in South Portland began on March 19 after the initial pre-load of the site was completed at the end of December 2020.

“When completed, Exit 45 will have a more efficient diamond interchange, a brand new bridge with increased clearance and ramp toll plazas giving drivers a safer, more fluid connection to the Turnpike,” said MTA Executive Director Peter Mills.

MaineDOT Plans Big, Small Building University to See Projects From 2021 Through 2023 ‘Ugly’ Law School Building Razed If you’re wondering whether the roads on your commute to work, or if you’re working from home, the road to the grocery store, is due for a fix, the MaineDOT may have your answer.

The state agency recently released a searchable database as part of its threeyear work plan, where anyone can view projects slated for 2021-23 organized by the municipality.

“Years and years ago, our work plans used to be in print version and only distributed to policymakers and such,” MaineDOT Commissioner Bruce Van Note said in a phone interview. “We realized, to take a spoof on Tip O’Neill’s saying, ‘All politics is local,’ well, all transportation is local, too.”

The DOT has released a similar database each year since 2013. There are plenty of central Maine projects included in the report, many of which are big-ticket items — roads, bridges and airport jobs — slated to be built from Augusta to Pittsfield. The finances include all sources of funding, including federal, state and municipal dollars as well as grants.

The state’s plans, can be found at https://www.maine.gov/mdot/projects/workplan/index.shtml “We came up with this work plan process so people could see what we are doing the next three years, and through our website, can go back and see what we’ve done,” Van Note explained. “The DOT’s work plan process is often perceived as just a group of projects. And of course, it is, but it’s really an assembly line that just keeps going.”

Here’s a look at projects around central Maine:

Waterville Eight projects are estimated to cost more than $1 million. The biggest of these is the $40.5 million replacement of the Ticonic Bridge between Waterville and Winslow in 2022 and 2023. In addition, the Robert LaFleur Airport will see a $6.28 million safety and infrastructure improvement in 2021; the Interstate 95 northbound and southbound bridges spanning Webb Road just north of the Sidney town line, midway between exits 124 and 127, will be replaced for more than $4.5 million each in 2022 and 2023.

Augusta Runway and taxiway reconstruction at the Augusta State Airport will be accomplished in 2021 at a cost of $3.35 million. Multi-million-dollar bridge construction also is slated for 20222023 with the replacement of Rines Hill Bridge over the old Maine Central Railroad coming in at $4.45 million; and the replacement of the Western Avenue bridge over I-95 is expected to cost $8.5 million.

Belgrade In 2022, a project described as a mitigation effort to offset impacts to wells will cost $2 million. The effort also includes a groundwater investigation.

China In 2022 and 2023, MaineDOT plans to address a large culvert on U.S. Highway 202 near the intersection of Pond Road. The work, which is estimated to cost $515,000, includes highway safety and spot improvements, in addition to culvert upgrades.

Clinton The Manley Holt Bridge is expected to be replaced to the tune of $2.1 million in 2022 and 2023.

Fairfield State Rt. 139 will get $2.93 million worth of work in paving and other improvements. More than 5 mi. of the route will get attention in 2022 and 2023.

Sidney Upgrades to Maine Rt. 104 also will take place in 2021, as a $920,000 project will resurface and pave the road for more than 5 mi. beginning just north of the Augusta town line.

Skowhegan U.S. 2 West will get $660,000 worth of work in two projects. The first, which is lined up for this year, involves 6.37 mi. of surface and base maintenance. The second and larger effort will be at the intersection of Madison Avenue and Commercial Street. Town residents will see safety and spot improvements, as well as signal improvements in 2022 and 2023.

Vassalboro U.S. 201 will get some assistance later this year, with $941,000 worth of

work. New pavement will be laid beginning at the Augusta line and expanding northward for more than 4 mi.

Winslow Two $1 million-plus projects are scheduled in the next few years. A $1.1 million contract will provide paving and filling on Benton Avenue beginning at the Clinton Avenue intersection and expanding north for approximately seven-tenths of a mile. In 2022 or 2023, $1.91 million will go toward a replacement of the Fish Bridge over Winslow Stream near the Benton line.

Norridgewock The Central Maine Regional Airport has three different projects on the docket totaling $859,000 for a multiphase, three-year effort focused on safety and infrastructure improvements through field investigations, studies and research.

Pittsfield Work also is set to occur at the Pittsfield municipal airport in 2021 where nearly $1 million worth of infrastructure improvements will be done, which may include a six-bay hanger.

Bridge work on I-95 going through the city also is planned for the area in 2022-23.

The Sebasticook River Bridge, spanning southbound over the interstate, will receive $4.38 million in rehabilitation work; a $2.6 million rehab is slated for the southbound North Main Street Bridge over Madawaska Avenue, while the northbound structure’s deck will be replaced for $1.18 million.

Another replacement of the bridge deck of the southbound State Rt. 152 and Maine Central Railroad bridge over Rt. 152 has been budgeted to cost $2.93 million.

Van Note said the coronavirus pandemic impacted the planning process in a couple ways: fewer people have been driving, so fuel tax revenue is not as high. However, interest rates are so low, bonding and federal funding allows MaineDOT to move forward.

With the public database, he encourages everyone who wishes to view the state’s upcoming transportation projects, and at what cost, can do so.

“We just like people to be able to see where their money is going so they can ask questions,” Van Note said. 

The University of Southern Maine’s School of Law building, at the intersection of Brighton Avenue, Deering Avenue and Falmouth Street in Portland, will be demolished and replaced with a more modern facility at the same site on campus.

In the meantime, the University of Maine Board of Trustees received a recommendation from its Finance, Facilities and Technology Committee at a May 5 meeting that the USM School of Law temporarily relocate to a building on Fore Street in the city’s upscale Old Port district until a new law building can be constructed.

In addition, the committee endorsed a plan to demolish the current law building, citing the fact that is woefully outdated and in dire need of repair. There is no timetable set for when the structure will be torn down as approval is needed from the full board in a meeting on May 24.

But the USM building also is infamous for its design and can regularly be found on lists of the ugliest buildings in the United States. In fact, Architectural Digest has named it one of the top eight ugliest buildings, calling it “rather unfortunate,” and Business Insider declared it the ugliest building in Maine, claiming it looks like a water tower.

According to a written proposal that went to the committee, the age, design and condition of the current law building limit the size of classes and make it “functionally obsolete.”

It would require at least $20 million to make meaningful updates or renovations, the Press Herald reported.

“Perhaps less critically, but still noteworthy, the facility also has been named among the ugliest university buildings in the nation,” the proposal read. “This is obviously a challenge, rather than an advantage, to law student recruitment.”

No one seems to disagree that the current law school building at USM is, to be charitable, unsightly, but the proposal to temporarily relocate the department is being criticized by some faculty members at USM, who question spending nearly $1 million a year on rent when the existing building is scheduled for replacement.

“One question repeatedly raised by faculty and staff who have contacted me is that the building is not attractive, but is livable and soon to be replaced,” Lydia Savage, president of the USM chapter of the Associated Faculties of the Universities of Maine, a faculty union, said in an email to the Press Herald. “Why spend this money to be in the fashionable high-rent downtown when we should be investing in faculty and students?”

According to the newspaper, university and law school leaders counter that argument by saying the planned move is critical to the success of the law school, which recently underwent a reorganization to help improve its programming and financial standing. They said the current building is in such disrepair that it doesn’t make sense for students and staff to remain there.

“What is wrong with the building is a four-hour conversation,” Leigh Saufley, dean of the University of Maine School of Law, told the Press Herald. She added that she often works from home because water pours into her office in the law see BUILDING page 14

CPM should complete its work on the Interchange by September 2022. New roadways and the toll plaza should be operable in late 2022 with demolition of the existing plaza and old bridge completed by the end of 2022. Median barrier installation on Route 95 and Route 703 will be completed in 2023.

During construction, there will be coordination and work on items including: drainage, lighting, utility coordination and relocation, signage, highway design, traffic signal design and structural and civil engineering of the toll plazas and toll administration building.

The reconstruction of the interchange will alter the way drivers enter the turnpike.

“Currently, the way traffic is flowing through the existing Exit 45 there is a barrier toll plaza across the road and drivers make a decision once they’ve traveled through the toll plaza and decide whether they’re going north or south,” said Turnpike Spokesperson Erin Courtney. “When the new interchange is complete, drivers will first turn into north or south entrance ramps, then encounter the toll plaza before reaching the highway. The new design will enable the highway to handle higher traffic volumes in the years ahead.”

The MTA is separate from the state and doesn’t use state or federal money for construction projects. It is paying the $43 million for the Maine Turnpike reconstruction.

It generates revenue from tolls and concessions from service plazas, according to Merfeld. He also said, “We have our own borrowing authority separate from the state.”  CEG

Rhode Island Readies to Tackle 50 Infrastructure Projects in 2021 PROJECTS from page 1

with 220,000 vehicles a day traveling over the [structure],” RIDOT Director Peter Alviti told WJAR-TV NBC 10 News.

It’s one of 34 projects currently under construction across the state. The new season also will see RIDOT work to improve 146 deficient bridges, a number that put Rhode Island dead last on the list of states in the nation with the worst bridges.

But Alviti said things are looking up.

“We’ve only moved up a couple of points but we’re out of the basement,”

he noted.

McKee noted that the new construction season will result in $1.4 billion of investment in Rhode Island’s infrastructure.

The costliest project in Rhode Island is the Route 6/10 Interchange connector in Providence at more than $400 million and in its third full year of construction. It is set to be finished by fall 2023.

“We’re seeing those dollars be put to work in this season. A major challenge for all is to make sure we manage it well and I’m confident we will,” said U.S. Sen. Jack Reed, one of the lawmakers who helped

secure federal funds for Rhode Island, in speaking with NBC 10 News.

And it’s not just roads and bridges that will be built or upgraded in 2021. Crews have started work on the Pawtucket-Central Falls train station. In addition, new bike and pedestrian pathways and improved bus hubs also are on tap.

“These projects will not only create good paying construction jobs, but also safe, updated, resilient infrastructure for our residents,” McKee told the Providence TV station.

According to RIDOT, the I-95

Northbound Viaduct project’s key element is the replacement of the 1,300-ft.-long structure in downtown Providence. In addition, a collector-distributor road will be built to eliminate the bottleneck where northbound traffic from the nearby Route 6/10 Connector crosses traffic trying to exit at Route 146 and the State Offices.

The Route 6/10 reconstruction project, the most expensive in Rhode Island’s history, is a massive effort to improve the entire interchange while replacing or removing the seven structurally deficient bridges within its footprint. 

Treasurer Hails School Construction Bond In 2007, the Rhode Island Department of Education’s Jacobs Recommendations for Consideration report concluded that the state’s schools faced a tidal wave of need.

Science labs were woefully outdated, roofs leaked, pipes burst, and, at one Newport high school, mice dropped from the ceiling.

Just a year later, voters approved a $250 million general obligation bond, the largest in state history, to address decades of neglect.

According to the Providence Journal, Rhode Island Treasurer Seth Magaziner recently toured the new $189.5 million East Providence High School to tout the progress that has been made in retooling the state’s school buildings.

It is the first new high school built in the state in 20 years.

But, since the 2018 bond referendum, more than 160 school buildings have been repaired or replaced.

Also, in two years’ time, more than $600 million in school construction projects have been funded.

Magaziner told the newspaper he hopes Rhode Island voters will

approve a second $250-million bond in 2022.

“East Providence High School is a great example of what can be done,” he said in front of the 304,000-sq. ft., four-story building, which is set to open in September.

The difference between the new school and the existing, 70-year-old building adjacent to it, is stark. The latter looks every bit its age.

During a tour four years ago, East Providence Schools Superintendent Kathryn Crowley quoted an electrical engineer when she told the Providence newspaper “we’re operating on a wing and a prayer.”

One science lab at the old high school serves 1,550 students. The pool has been emptied for six years and beneath the gym, some of the concrete support beams are crumbling. She also noted that steam pipes carrying heat to the classrooms were corroded and to reach them, repair crews must squeeze through a crawlspace littered with asbestos.

Following is a sampling of what else the 2018 bond money bought Rhode Island’s school infrastructure, according to the Journal:

• Newport’s Rogers High School was recently judged among the worst school buildings in the state.

Last winter, local voters approved a $106.3 million bond to build a new high school and an addition to Pell Elementary School. Now, the state has the funds to cover more than half of the construction costs, • Pawtucket is currently rebuilding two elementary schools and renovating its two high schools. When it’s open, the Winters Elementary School will feature sinks in every classroom for science experiments, an open ceiling so students can see how the building works, wi-fi and wireless speakers in the classrooms and a water filtration garden, • Smithfield’s $45 million plan calls for building a new combined school to serve students from both the Winsor and McCabe elementary schools, renovating the Old County Road School, and expanding the McCabe building. Because the state now offers bonuses to school districts for consolidating their schools and increasing energy efficiency, Smithfield will receive an additional $16.7 million in state funding. 

The USM building is infamous for its design and can regularly be found on lists of the ugliest buildings in the United States. In fact, Architectural Digest has named it one of the top eight ugliest buildings, calling it “rather unfortunate,” and Business Insider declared it the ugliest building in Maine, claiming it looks like a water tower.

“It is literally falling apart,” Saufley said.

She noted that USM has not been able to make technology upgrades that were needed during the pandemic to allow for simultaneous instruction of in-person and remote students, and it would cost millions to seal windows, fix the roof and make the technology upgrades, the Press Herald reported.

“The law school can’t grow,” she said in an interview with the Portland newspaper.

“We can’t bring in more students because the building restricts that. We can’t use the technology to make the classes more accessible.

We can’t bring in other programs because the building doesn’t work, and we would have to spend millions just to have people in the building.”

If the UM Board of Trustees approves its own committee recommendation to move the law school and demolish the old building, the law school could move into the new space as soon as this fall.

“I think it’s important to note for the public record that this isn’t just, ‘We have to get a better building,’” James Erwin, chair of the Board of Trustees, said during the May 5 meeting. “This is part of a pathway towards a sustainable, vibrant, distinctive offering in a new legal education marketplace. I strongly support this, but I want to be clear what the implications are. It’s a much bigger deal than just moving to another building.”

The proposal comes as the system is planning for the construction of a new Maine Center building on the USM campus that would also house the law school, according to the Press Herald. Last fall, the system announced a historic $240 million investment from the Harold Alfond Foundation that would direct up to $40 million for the Maine Center building in addition to at least $30 million in matching capital funds.

The UM system is in the process of raising the matching funds and there is no timeline for when it might break ground or when the building will open, the newspaper reported. 
