INDIANA RANKS FIRST FOR INFRASTRUCTURE IN CNBC’S REPORT

Indiana has been ranked No. 1 for infrastructure in CNBC’s 2022 Top States for Business annual rankings. This marks the sixth consecutive year Indiana has been ranked in the top five, including No. 1 rankings in 2016 and 2019.
“Indiana continues to attract national and global attention for leading the way in providing quality infrastructure for residents and businesses,” Gov. Eric J. Holcomb said. “This No. 1 ranking affirms our approach to making strategic investments in transformative projects, our strong commitment to taking care of what we have, and our close collaboration with local communities and private partners. I’m looking forward to building on our momentum to further leverage our competitive advantage on infrastructure.”
CNBC analyzed the sustainability of each state’s roads and bridges, along with utilities, other travel means, and potential development. According to CNBC’s analysis, Indiana had an infrastructure score of 274 out of 380 points, leading to an A+ grade.
Indiana’s recent infrastructure accomplishments include: ï 20-year, fully-funded Next Level Roads plan to take care of existing roads and bridges, finish major projects and plan for the future. ï Construction of the I-69 extension from Evansville to Indianapolis, including a $600 million investment to accelerate completion of the final section by three years from 2027 to 2024. ï More than $1 billion invested in delivering the largest public transit projects in Indiana history: The West Lake extension and double tracking of the South Shore Line will connect Hoosiers, attract talent and business and increase quality of life in northwest Indiana. ï $100 million to bring affordable high-speed fiber optic broadband access to unserved and underserved areas of the state. ï $90 million to connect more Hoosiers to hiking, biking and riding trails.
“Due to forward thinking leadership from Gov. Holcomb and the General Assembly, Indiana is capitalizing on longterm, sustainable funding to make transformative investments in infrastructure,” INDOT Commissioner Mike Smith said. “Building out and maintaining our highways, local roads, trails and sidewalks along with enhancing our airports, transit systems and broadband network are vital to making Indiana an even better place to live, work, play and learn.”

ABC: Govt-Registered Apprenticeship Plan Won’t Meet Demand
It would take 14 years for federal and state governmentregistered apprenticeship programs to educate the 650,000 workers the construction industry needs to hire just in 2022, according to an Associated Builders and Contractors analysis of U.S. Department of Labor data from 2021.
DOL data indicate that the construction industry’s federal government-registered apprenticeship system produced just 24,822 completers of its four-to-five-year apprenticeship programs, and in addition, construction industry apprenticeship programs registered with state governments produced an estimated 15,000 to 20,000 completers in FY 2021.
“Clearly, the government-registered apprenticeship system is not meeting the industry’s need for skilled labor and
cannot be the only solution supported by government to meet industry demands and build a diverse workforce,” said Ben Brubeck, ABC vice president of regulatory, labor and state affairs. “This is why lawmakers should support inclusive, allof-the-above solutions to workforce development as part of their efforts to attract and retain a diverse construction industry workforce, especially during these economically challenging times.
“The construction industry currently faces supply chain disruptions, unprecedented materials prices that are 44 percent higher than they were before the COVID-19 pandemic and declining investment in nonresidential structures,” said Brubeck.
“Because 87.4 percent of the construction industry does not belong to a union, government-registered apprenticeship program participation requirements for taxpayer-funded infrastructure projects are not a holistic solution to the skilled labor shortage, which is exacerbating historic levels of inflation in the construction industry and undermining significant taxpayer investments in infrastructure.
“Government-registered apprenticeship programs are only a key part of an all-of-the-above solution to workforce development,” said Brubeck.
“ABC’s 68 chapters are educating craft, safety and management professionals using innovative and flexible learning models like just-in-time task training, competency-based progression and work-based learning in addition to more than 300 federal and state GRAPs across 20 different occupations in order to develop a safe, skilled and productive workforce. In addition, ABC member companies administer hundreds of GRAPs independent of ABC’s network and invested an estimated $1.6 billion in construction workforce development in 2021.”
