Hitchcock said dealing with the elements also is a consideration.
“Every area we work in has its own unique effects on construction. The wet and windy weather this winter has required the contractor to schedule activities that are able to proceed in such conditions. We are fortunate to have many of our trade partners native to the Kentucky area, and very familiar with what to expect.”
Equipment on the job includes tractors, bulldozers and excavators.
Hitchcock noted that the primary structure of the facility will consist of a concrete and steel skeleton.
For USACE, overseeing construction of the medical center is an amazing opportunity.
“This is a mega construction project in Louisville, in our district’s backyard,” said Thompson. “We have the enormous honor to construct a facility that will serve veterans that are our co-workers, friends and family. Many of our team members are veterans. Knowing this facility will be around for 50 years or more places immeasurable importance on the moment.
“What we’re doing today will serve thousands upon thousands of veterans for decades, and that should be extremely humbling for all of us. For many, this will be the most important project of our careers. Infrastructure Investment... Wis. Finance Committee OKs $282.9M for Transportation
On April 27, Gov. Tony Evers’ plan to invest $282.9 million in Wisconsin’s infrastructure won overwhelming bipartisan approval from the Legislature’s Joint Committee on Finance. Approval from this committee is the last step needed for the Wisconsin Department of Transportation (WisDOT) to deploy Wisconsin’s allocation of the Bipartisan Infrastructure Law (BIL) for infrastructure improvements throughout the state.
“We assembled a plan that invests in local roads, bridges, state highways, bike and pedestrian facilities and congestion and air quality improvement projects all over Wisconsin,” Evers said. “After years of neglect, we have improved more than 1,700 miles of roads and nearly 1,300 bridges. This federal spending plan builds upon the transportation investments made in my previous two budgets so we can fix the roads and provide Wisconsinites the transportation system they need and deserve.”
“I am grateful to the committee members for approving the plan and to our local partners — the towns, municipalities and counties — for helping us create a plan to ensure this federal funding is efficiently deployed to projects in communities throughout the state,” WisDOT Secretary Craig Thompson said.
The BIL was signed into law on Nov. 15, 2021, and Congress appropriated funds on March 15, 2022. Starting in the fall of 2021, WisDOT worked with organizations representing towns, counties and municipalities so that projects applications could be submitted and funding could be obligated by the federal deadline of Sept. 30, 2022.
The plan to invest the BIL funding for this Federal Fiscal Year includes: • Local roads: $83,843,000 million • Local bridges: $60,730,200 million • State highways: $123,566,800 million • Bike and pedestrian facilities: $10,543,600 million • Congestion, mitigation and air quality: $4,288,000 million
Ritchie April Market Trends Report: Truck Tractor Prices Up
With its April Market Trends Report, Ritchie Bros. continues to show year over year price inflation for all major equipment categories.
This month’s report includes an in depth look at Q1 (Jan to Mar) sales, broken out by manufacturer. A quick look at U.S. construction categories and its clear Ritchie Bros. sells more Caterpillar equipment than any other brand. In fact, when looking at excavator sales in the United States, the company sold three times more Cat units (370-plus) than the next manufacturer, John Deere (130plus).
The April report also digs into sales of dozers, wheel loaders, articulated dump trucks, loader backhoes, multi-terrain loaders, skid steers, telehandlers, boom lifts, scissor lifts and truck tractors.
“We continue to drive record-breaking demand across our various online auctions and marketplaces, including our largest-ever Montreal auction in March, huge Regional Auction Events, our weekly IronPlanet sales, Marketplace-E events, and Ritchie List,” said Doug Olive, senior vice president, pricing, Ritchie Bros.
“Regardless of sales channel, pricing has been strong throughout the first quarter of 2022, with truck tractor prices leading the way, up 58 percent in the United States and 50 percent in Canada. Overall, all our price indexes are showing year over year price inflation, which means it’s a great time to sell.”
Doug Rusch, managing director of Rouse Sales, added, “We continue to see tight supply and strong end-user demand for equipment across retail and auction markets. Retail values continue to rise month over month, increasing another 2 percent in March, making that an increase of 24 percent over the past 16 months. Auction values were also up 2 percent last month, building on the significant 5 percent increase we saw in February.”

Kevin Longley of the American Society of Civil Engineers (ASCE) reported that the state utilized a grant from the Federal Highway Administration to improve work zone safety with an “autonomous impact protection vehicle.”
Impact protection vehicles, driven by humans, protect construction crews from other drivers on the road who are not paying attention to the construction site or have lost control of their vehicle.
A crew member will remotely control the autonomous vehicle, but no humans will be inside during shifts.
The state DOT believes the autonomous vehicle, dubbed the Autonomous Truck Mounted Attenuator (ATMA), will improve safety in work zones by removing the driver from the impact protection vehicle during normal operation.
“The NDDOT remains committed to its Vision Zero initiative and our goal is to eliminate fatalities and serious injuries caused by motor vehicle crashes,” said Panos.
According to ATMA developer Kratos Defense, highway workers are at especially high risk when assigned to drive an impact protection vehicle.
The truck follows behind slow-moving highway maintenance vehicles as a human-driven mobile crash barrier, absorbing the impact of traffic accidentally entering the work zone.
“Driving a TMA is extremely dangerous and drivers are at serious risk of lifelong injury, painful rehabilitation and even death,” said Maynard Factor, business development director of Kratos. “To eliminate this dangerous assignment, Kratos Defense developed the Autonomous TMA [ATMA] by retrofitting standard TMA vehicles with driverless technology to enable unmanned operation.”
The first ATMA systems were deployed in 2017 and have since then been deployed across the United States and Europe.
The unmanned vehicle operates in a multi-vehicle leader/follower configuration with a human driven highway maintenance vehicle, the company said.
In the leader/follower configuration, the system enables the maintenance vehicle, or leader, to transmit navigation data via encrypted V2V communications to the ATMA as the follower.
From there, the ATMA uses the data to follow the leader, unmanned, as it travels along the route.
The ATMA systems features component redundancy, an active safety system, high accuracy GPS/GPS-denied navigation, encrypted V2V communications, and multi-modal front and side-view obstacle detection, the companies added.
It also includes a user interface that provides system feedback, situational awareness, multi-camera views and operator controls, according to Kratos.
“These vehicles follow road crews and create a physical barrier between workers and the public that can save a life in the event of a work zone intrusion,” said Terry O’Sullivan, general president of Laborer’s International Union of North America. “Remotely operated equipment protecting the work zone could potentially eliminate deadly work zone intrusions and that is a positive step for work zone safety.”
The Colorado Department of Transportation began using automated TMAs in 2017 after recording 26 incidents of motorists crashing into the vehicles over a four-year period.
Usually unoccupied when protecting a stationary work site, these vehicles have workers following alongside as paving jobs progress.
CDOT began using a remote-controlled impact protection vehicle operated by a driver in another truck traveling ahead of it.
If the wireless connection is lost, the driverless vehicle automatically comes to a stop. If the vehicle with the TMA is hit, there’s nobody sitting in the cab that can be injured.
“People often talk about the coming job displacement of automated vehicles — well this is actually one job I want to get people out of,” said Shailen Bhatt, executive director of CDOT. “The idea that we have a truck (whose) job is to get hit, with someone sitting in it, well that doesn’t make a lot of sense.”
CDOT tried out the driverless TMA on a road striping project in Fort Collins and plans to use it on other projects.
The department believes the technology has the potential to improve work zone safety now and productivity in the future as automation frees up workers to take on other tasks.
Bhatt believes technology “can take transportation safety to a new level and forever improve the way we work. By using self-driving technology, we’re able to take the driver out of harm’s way while still effectively shielding roadside workers.” CEG
