Spring is in the air in Illinois. Grass is growing, daffodils are blooming and construction equipment is humming. In Springfield, work is under way on a new sporting venue ó Scheels Sports Park at Legacy Pointe.

The megaplex offers five 90-ft. multi-use diamonds with corner infields; two double youth multi-purpose fields; a stadium with 90-ft. diamond or full-size soccer field; a 190,000-sq.-ft. indoor sports dome; turf and sport courts; an indoor performance and fitness area; a hitting center; and a food truck bar and pavilion. The dome is scheduled to open in January 2025.

Before the first goal is kicked or the first batisswung,oneofthemostimportanttasks is currently under way ó laying pipe for the storm and sanitary sewers. That part of the project began in February and was awarded to Petersburg Plumbing and Excavating, a subsidiary of Henson Robinson Co.

Laying Pipe

The site conditions are ideal for pipe installation.

ìWeíreabletocomeinhere,juststartlaying pipe and get things in the ground before any other contractors come in and start putting up any buildings or start putting up any other actual construction,î said Coady. ìItís arealblessingforustogetpipeintheground a lot quicker when we donít have obstacles around and itís just open field digging. Itís one of the best job sites we can ask for.î

The team MVP is the Komatsu HB365LC-3 hybrid excavator Petersburg recently purchased from Roland Machinery Company.

ìRight now, we are using the Komatsu HB365 hybrid excavator to install storm sewers,î said Coady. ìWe are putting in 20ft. lengths of advanced drainage systems high-density polyethylene [ADSHDPE] dual walled pipes. This size machine really lets us get a long reach. It allows us to get a

full 20-ft. set in with each dig.î

Burds took home top honors at Caterpillarís first Women in Construction Celebration, March13-14inClayton,N.C.

Burds successfully demonstrated her advanced machine operator skills by maneuvering difficult work site challenges in record time with extreme precision.

Burds was one of 18 women ó representing Cat dealers throughout the Americas ó who gathered at Caterpillarís Edward J. Rapp Customer & Training Center tocompeteinthestate-of-theart skills tests, learn about the latest industry trends and network with peers.

ìI feel really good; the competition was pretty stiff. Itís good affirmation of the hard work I put into my career,î said Burds. ìI hope this event gives women in construction more exposure and gives them the confidence to go out and do things that scare them.î

The skills tests included expertise in the following areas:

ï Small Wheel Loader: Move material through the course to achieve 7.0 -7.5 tons; then change to forks and use them to move a pallet.

ï Compact Track Loader: Navigate an obstacle course using multiple machine functions.

ï Small Hydraulic Excavator: Load truck

to achieve 10.0-tons payload.

Along with the tests, the competitors participated in a panel discussion where they shared best practices, discussed managing a successful career in a male-dominated industry and talked about the importance of recruitingmorefemaleoperatorsandtechnicians into the workforce.

The U.S. Army Corps of Engineers, St. Paul District, awarded a $42.2 million contract to R.J. Zavoral & Sons Inc. of East Grand Forks,Minn.,onMarch11,tocomplete the Southern Embankment

Reach SE-2B portion of the Fargo, N.D./Moorhead, Minn., Metropolitan Area Flood Risk Management Project, also known as the FMArea Diversion.

The Southern Embankment

Reach SE-2B portion is in Cass County, N.D., and consists of an embankment that will extend from the existing Reach SE-2A near Horace to the Wild Rice River

structure, both of which are currently under construction.

The total length of the embankment is approximately 4.1 mi. The embankment material will come from the borrow ditch adjacent to the embankment. The project also will include two road crossings (at County Road 16 and 45th Street South); utility relocations; a temporary weir adjacent to the Wild Rice River Structure; and temporary flap gates at County Road 16.

Thisisthefourthofmultiplecontracts planned to construct the embankments associated with the southern embankment. This con-

gressionally authorized project is a 30-mi.-long stormwater diversion channel in North Dakota with upstream staging. The plan includes a 21-mi.-long southern embankment; several highway and railroad bridges; three gated control structures; and two aqueduct structures.

First ‘Super Load’Moving Through Southern, Central Ohio

As Ohioís economy continues to grow, the first of nearly two dozen extremely large truck loads, known as ìsuper loads,î traveled from the Ohio River to central Ohio on March 6.

After arriving in Manchester (Adams County) via barge, each load will move onto a semi-truck and be transported via a predetermined route to destinations in either New Albany or Hebron. Most, but not all, of the loads are associated with the future Intel semiconductor facilities. The loads will not contain any hazardous material.

Some of the loads will tip the scales at 900,000 lbs., 19 ft. wide, 24 ft. high and 270 ft.long.Eachoversizedandoverweightload willtakeapproximately8to15daystoreach its destination. While no official closures or detours are planned, slow-rolling roadblocks will be necessary during transit.

The Ohio Department of Transportation (ODOT) has carefully analyzed and planned the route to make sure these super loads can be accommodated.Sinceeach load will be escorted by several Ohio State Highway Patrol troopers, emergency traffic will get around the rolling roadblock with minimal delay. Working with partners like localgovernmentsandutilitycompanies,obstructions along the route such as large overhead signs, traffic signals and utility lines have been adjusted and moved.

ìFor months, we have been working in coordination with the Ohio State Highway Patrol and local stakeholders along the route to ensure each move goes as smoothly as possible with minimal impacts to those who live and work in the communities along the route,î said ODOT Director Jack Marchbanks. ìWe will work to provide as much notice as possible so that drivers can plan ahead and use alternate routes.î

Month all take place in March and Construction Equipment Guide (CEG) proudly celebrates this by showcasing two talentedwomenactivelyworkingintheconstruction field.

Anna Moll and Danielle OíConnell, businessdevelopmentmanagerandseniordirector, respectively, work at a top construction firm Skanska USA. Skanska, founded in 1887 and headquartered in Stockholm, Sweden, is the parent company of Skanska USA with 30 offices located in major cities across the nation including Boston, New York City,Atlanta and Phoenix.

Theprojectdevelopmentandconstruction firm works to establish building plans and designs for hospitals, tunnels, power plants and bridges. Together, these efforts help to further infrastructure and local communities across the country.

MollandOíConnell,bothbasedoutofthe Boston, Mass., offices, have helped shape the Skanska USA team with their years of unique experience, hard work and talent and share some of their gained insight throughout the years.

OíConnell, born and raised in a small town in Massachusetts and from a hardworking, blue-collared family had always some interest in the construction field, but didnít find her true passion for the field until shestartedasanassistantprojectcoordinator at a medium-sized contractor more than 15 years ago.

With a bachelorís degree in architecture and design from the University of Massachusetts, OíConnell didnít know if sheíd quite fit in, but quickly discovered her place and rapidly advanced her career as she progressed from a project coordinator to a manager, director and then senior director.

From working directly in the field and leading construction coordination meetings togainingexperiencewithbuildinginformation modeling (BIM) and virtual design and construction(VDC),OíConnellhasaunique skillset that encompasses technology, design and construction. Together, these skills have helped her thrive in her position today.

While her day-to-day activities can vastly change, OíConnell co-leads a national team within the building group to support all 30 U.S.-basedofficesandfocusesonimproving project outcomes by integrating emerging technologies into design and construction processes. She works daily with customers andSkanskaprojectteamstosolveproblems in unique and innovative ways, while improving processes and overall efficiency. Additionally, OíConnell serves as the co-

chair on the local Skanska Womenís Network chapter in New England, where she helps to plan and execute events for employees across their local business units.

ìIím most proud of my Emerging Technology team and what we have accomplished over the last two years,î she said. ìWe have come a long way since I started at Skanska almost seven years ago thanks to hard work and clear direction. We are making great progress in our organization to build a culture and community around innovation, while impacting the great work we do as builders.î

Although OíConnell has had many accomplishments, she shared it hasnít always been easy to navigate a career that so heavily involves VDC and construction technology.

ìIn many ways, you have to pave your own way and find advocates who will go to bat for you when opportunities arise,î she said.

Despite any challenges sheís faced in her career, though, OíConnell loves what she doesandhasatruepassionforSkanska,construction technology and design. She encourages anyone interested in the field, particularly young women, to accept the challenge and explore different options by findingavaluablementorandarotationprogram or internship in the field to gain experience.

ìConstruction is a challenging, exciting and dynamic industry with endless opportunities,îshesaid.ìThesenseofprideyoufeel when you walk by a building you were personally a part of or that your company built is incredible ó it is even cooler when you can point these out to your friends and familysotheycantrulyunderstandtheworkyou do. More importantly, you have an opportunity to impact society, building schools for future generations or building hospitals for the sick. These buildings are essential to the users who occupy them and, as a mother, I often reflect on how these spaces could impact my children.î

Anna Moll, originally from Wayland, Mass., grew up with a love for mathematics and engineering. With a degree from Tufts University in civil engineering, she was quickly linked with a fellow alum Paul Pedini for an internship during her time at Tufts, who helped kickstart her career as an engineer.

After approximately two years of gaining experienceatanenvironmentalandgeotechnical consulting firm, she joined Pedini as one of the first members of the Skanska Boston Civil team. From there, the two have worked together for more than 10 years at

Metso Debuts NordwheelerRapid Range

In response to the growing demand for sustainability, process flexibility and higher capacity, Metso’s Nordwheeler NWRapid range expands with the new NW8HRC that is the first portable HRC 8 crusher for manufactured sand.

“We are proud to be the first global aggregates equipment manufacturer to launch a portable high pressure grinding roll [HPGR] crusher for sand manufacturing. Nordwheeler with HRC 8 is one of the most efficient crushers for producing manufactured sand, offering a more sustainable solution since manufactured sand can be used to replace the scarce natural sand in concrete production,” said Renaud Lapointe, senior vice president, Metso products of the aggregates business area.

Takeuchi-US Promotes Scott Utzman as Its New Attachment Specialist in N.A.

Takeuchi-US has named Scott Utzman as its new attachment specialist.

In this role, Utzman will be responsible for attachment sales and support for the company’s dealer and national rental accounts throughout North America. He will work with dealer management, sales personnel and their customers to demonstrate, promote and support the Takeuchi attachment product line. Utzman also will train dealer sales personnel on attachment features, benefits and applications.

Amy Underwood, widely recognized as the_digger_girl, spoke with ConExpo-Con/AGG Podcast host Taylor White. Underwood,asinglemotheroftwo,discussedtopicslikeher journey within the industry, working against traditional stereotypes in the field, and the unique challenges women face in balancing motherhood and a career.

Hailing from Scotland, Underwood spoke on her focus of educating girls on the career opportunities within the industry.

ìI honestly think we need to get into schools from a younger age and know that a job in construction is a job opportunity for boys or girls,î said Underwood during the recording.

Underwood encouraged the industry to share its stories with budding professionals from a younger age. She also highlighted how social media has been a positive way to inspire and connect with a younger audience to show them these opportunities.

Recently, White interviewed another prominent female figure in the construction industry. Katie Kelleher, aka ìKatie Cranesî, spoke on her journey to becoming a crane operator and technical development officer. Kelleherís passion of raising awareness for women in the trades.

Friendship Leads Kentucky Contractor to Kemroc EKT 220

Scott Thornberry, owner and president of T&C Contracting of Louisville, Ky., and Jason Faust, president of Construction Machinery Company in Louisville have been lifelong friends. They met in high school and now have an excellent business relationship spanning more than 30 years.

Thornberryíscompanyiscurrentlyworking in rural Shelbyville, Ky., the future home of a new bourbon distillery. Before that can happen, the crew of T&C Contracting has plenty of site work to do, including mass grading, rock excavation, drainageinstallationandundergroundutility work.

The design-build project, led by Abel Construction of Louisville, began late last summer and by the time it is complete, crewswillhaveexcavatedmorethan60,000 cu. yds. of rock; graded more than 225,000 cu. yds. of dirt; and installed approximately 11,200 linear ft. of storm drains.

There are approximately 15 workers on site at various times, using equipment that includes Cat D8T, D6T dozers; Cat 745c artic trucks; Link-Belt (LBX) 750, 490, 460 and 350 excavators; Kemroc EKT 220, EKT150andKR150drumcutters;andEK 160 and EK 150 chain cutters.

The stars of the show are the Kemroc EKT 220 drum cutter mounted on a Link-Belt 750 excavator. The Kemroc drum cutter was recommended to Thornberry by Faust.

The Kemroc EKT 220 is the largest in a range of drum cutters designed and manufactured in Germany. The unit is unique, as it is convertible to a chain cutter, allowing the operator to change the arrangement based on the application.

The pair of EKT 220’s that worked on this project are the first of their kind in North America.

The precision cutting technology of the Kemroc EKT 220 drum cutter allowed for high-quality, usable material to backfill the foundation, facilitating more efficiency on costs and labor on the job site.

“The EKT 220 was beneficial to this project due to its size and productivity,” said Thornberry. “Smaller units would have dictated the need for many more units on the project to stay on schedule. The EKT 220 has reduced the unit cost of mechanical rock removal to a point where it is now competitive with blasting.”

The EKT 220 is ideal for trenching operations. It is supplied as a rotary drum cutter without a central cutting chain, but conversion kits are available for fitting later. Features of the EKT 220 include:

By using the Kemroc EKT 220 drum cutter, blasting liability was eliminated and no subcontractors were needed for blasting. T&C was able to use and operate its own equipment, eliminating any additional costs due to blasting.

As part of ongoing efforts to help eastern Kentucky rebuild after devastating floods hit the region two years ago, Gov. Andy Beshear recently held a press briefing to discuss ongoing community ìhigh-groundî rebuild projects that involve the construction of new homes and surface transportation infrastructure.

The governor also joined local officials to present more than $11 million in funding to benefit the hard-hit counties of Letcher and Knott, which will go toward improving water and sewer infrastructurerepairs;modifyingJenkins City Hall; developing a recreational trail system; and patching roadways.

The ìhigh-groundî communities being built with that funding are designedwithìresilienceinmindîsaid Beshear in a statement, allowing survivors to ìbegin rebuilding their lives in an area thatís safe and secure from future flooding disasters.î

The Indiana Department of Transportation (INDOT) announced March 6 that $155.6 million in federal transportation funding is being awarded to 51 cities, towns and counties in rural portions of Indiana to invest in local road and bridge improvements and sidewalk projects.

For this latest round of funding, rural communities will design,developandpurchaseright-of-wayforlocalprojects. While the funds awarded now are dedicated to construction, INDOT also will financially participate in design, engineering and right-of-way acquisition components.

Federal transportation funds are leveraged by many communities to rehabilitate or replace local bridges.As INDOT continues to partner with local governments to make record investments in taking care of existing roads and bridges, this roundoffundingawardsemphasizesimprovinglocalbridge conditions. NebraskaDOTEstablishesTradeSkillsScholarshipProgram

The Nebraska Department of Transportation recently established the ìGood Life, Great Journeyî program to provide scholarships for individuals pursuing two-year technical degrees in critical transportation-related fields, such as diesel technology, electronic systems, drafting/design and land surveying.

The agency said in a statement that its new ìGood Life, Great Journeyî program will not only provide recipients with financial resources to fund their technical education, but also give them the opportunity to gain real world experience by interning at a Nebraska DOT facility. Applications for this program, along with all supporting materials, must be submitted byApril 15.

This scholarship program is open to anyonepursuingorinterestedinpursuing one of the approved programs, the agency stressed, including graduating high school seniors, currently enrolled college students and current Nebraska DOT employees, among others.

Eligible expenses for selected individuals covered by this scholarship program include tuition, books, fees, housing and equipment, the agency said.

Recipients agree to serve a year with KYTC for every year of scholarship assistance. If a graduate chooses to go elsewhere before fulfilling the employmentobligation,thescholarshipmustbe repaid year for year, the agency noted. 

A verified 15,790 industry professionals from 29 countries and all 50 U.S. states gathered March 5 to 8 at Indiana Convention Center in Indianapolis for Work Truck Week 2024, breaking last year’s attendance record of 14,885. Work Truck Show exhibit space was sold out, with 536 companies filling the exhibit hall and New Exhibitor Pavilion with the latest commercial vehicles, equipment and technology.

Volvo Trucks North America announced that Vanguard Truck Centers has completed its Volvo Trucks Certified Electric Vehicle (EV) Dealer program at five locations — Phoenix, Ariz; Atlanta, Ga. (Forest Park); Charlotte, N.C.; andAustin and Houston,Texas — to provide comprehensive sales and service support for customers’electromobility journeys.

The 48-ft.-long detachable gooseneck lowboy has an overall capacity of 80,000 lbs. and a concentrated capacity of 70,000 lbs. in 16 ft.

XLSpecialized Trailers announced the launch of a brandnew trailer model, the XL Knight 80 MFG. The Knight has an updated and improved mechanical, full-width gooseneck trailer design.

The 48-ft.-long detachable gooseneck lowboy has an overallcapacityof80,000lbs.andaconcentratedcapacityof 70,000 lbs. in 16 ft. The trailer offers 29 ft. of main deck loading space and a loaded deck height of 18 in. for versatile hauling.

The XL Knight 80 MFG offers many new standard features and encompasses the most popular specs and options possible into a competitive offering. The detachable gooseneck features front connection plates with three height settings for added adaptability over various terrains.

The front of the main deck can go up or down 1.5 in., for a total of a 3-in. variance. The raise and lower valve in the rear allows for an adjustment of 1.5 in. The Colas-plus raise andlowervalveisespeciallycustomer-friendlywithitslarge and durable handle.

The Knight trailer has improved aesthetics with an aluminum logo decal at the front and MicroNova clearance lights. A battery backup with a four-way plug enables the lights to stay on even when the trailer is disconnected from the truck.

The new trailer also features a convenient front storage area to stow chains or other materials. Swingout outriggers can be added to the main deck for hauling over-width loads. A2ft.by2ft.cutoutinthereartransitionprovidesadditional space for equipment such as draw bars on tractors. The twoaxle wheel area is prepped to accommodate a third axle if needed.

The Knight is our next product in a series of stock-style trailers, allowing the manufacturer to ramp up production of popular models to meet market demand. The XL Guardian 110 HDG was the first product in this program, released early in 2023.

Skanska and their once small team of 10 has grown to more than 80 professionals today. A lot of that success, according to Moll, is credited to Pedini and his passion for construction and optimistic outlook, as well as the overall culture of Skanska.

As a business development manager, Moll stays busy while she develops major infrastructure projects, partners with designers and contractors to determine strategic project teams, and develops project estimates for upcoming jobs.

Some of her greatest accomplishments include introducing the Skanska team to an innovative 3D handheld scanner, which is a safer and more efficient way to gather accurate measurements, as well as obtain the company 40 projects and more than a billion dollars’ worth of work. She also actively serves as a member of Skanska’s women network, a resource group dedicated to support a gender inclusive cul-

ture and help women thrive in the company. While she acknowledged “the industry has a lot of room for improvement, the company is leaps and bounds ahead” and is something she’s grown very passionate about.

Moll loves the challenges constantly presented by her job, as well as the fastpaced environment and the level of innovation required to deliver results.

“No day looks the same and I am constantly challenged with new tasks, projects and responsibilities,” she said.

“I am constantly learning and growing because there are always new things to be done. No day truly looks the same, which is why I like my job so much.”

With two young daughters, aged two and four, Moll is challenged with balancing her hectic schedule, but she said having a very supportive and understanding team and company makes all the difference.

To the women and younger generation inspiring to work in the construction industry, Moll encourages them to

“keep saying ‘yes’to new opportunities and responsibilities and find someone that will support your professional development and advocate for you.”

“Having a mentor that really knows me and supports me has been invaluable to my career and made it a great experience for me to work at Skanska and in the industry,” she added.

While working in the construction field can look many different ways — from operating heavy equipment to building estimates and sketching blueprints for upcoming jobs — the field has endless growth opportunities for women and the upcoming generation.

As women continue to press forward in “atypical” and male-dominated industries such as construction, engineering, mathematics and science, new opportunities of growth, innovation and creativity can arise and further the success of these challenging, yet rewarding industries.

Relocating Utilities Proves Challenging During Construction

thatwecouldopen,orwecanlookatproviding other services as necessary. Itís just something that I think is prudent that when you do a project like this, you build in some flexibility around growth and the delivery of different types of services to meet the needs of the community.î

Foundation work on the 174,000-sq.-ft. hospital being constructed on the Brighton medical center campus began in July, with steel framework started in October.

The new four-story building ties in with an existing facility, which remains open during construction. Tiffany Spano is a senior project manager of construction.

ìIn the 20 plus years Iíve been in construction, this has been one of the most challengingprojectsIíveeverdone,îSpanosaid. ìIn the back of the previous medical office building, we had an existing loading dock, mobile PET and MRI which were required to be relocated due to being within the new hospital footprint. The loading dock and mobile MRI were relocated to the front of the existing medical office building which isnít the most aesthetically pleasing, however required to maintain operation and services to our community. The other challenge washavingtorelocateexistingutilitieswithin this footprint, which, the major challenge was the relocation of all of our existing electrical gear including a year of planning and coordination with the local energy company and our trade partners.

ìSo, very, very challenging. Consolidating is wonderful from a costeffective and a maintenance perspective because we are sharing facilities. It did cost us money to consolidate, but from an operational standpoint, itíll save us money in the long term.î

Oneofthefeaturesofthenewfacilitywill be 56 acuity adaptable units ó rooms that allow all stages of patient care to be administered in the patientís unit from the time of admission to the time of discharge.

ìThis really does minimize the amount of transfers and helps decrease medication errors, infection rates and medical transportation,îOíMalleysaid.ìItísarealbenefit that the patient will have the same caretaker. Acuity adaptable units have been out there for a while in larger hospitals, but not everyonedoesit.Wefirmlybelieveithelpsusprovide high-quality care to the patient. A lot went into this design to really try to provide safety and higher technology in a state-ofthe-art environment.î

Another benefit of the new site is access,

OíMalley said. The existing hospital in Howell was built in 1956 in what was a cornfield, which over time gave way to residentialdevelopmentinthesurroundingarea. It was not easily accessible.

ìThe new hospital will be easily accessible from three different arteries ó U.S. 23, I-96 and Grand River ó within the metropolitan Detroit or Livingston County area. So, the new site will give the community much better access to not only the hospital but the ambulatory surgery center as well as manyofourownphysicianpracticesthatare in that area. Theyíll have great access to our primary care physicians and our specialists,î said Spano.

While Spano is not seeking LEED certificationbecauseoftheaddedcost,shesaidthe

new building will meetAFRY standards for sustainability.

Otherfeaturesofthenewhospitalinclude:

ï three new licensed operating rooms

ï 18 short stay unit beds in the outpatient tower

ï intensive cardiac rehab

ï dietary and cafeteria

ï chapel

ï imaging

ï hospital-based medical and surgical specialty practice space

ïhelipadñwhichdiffersfromaheliportin that it does not include extensive facilities such as refueling and maintenance services.

Budgets Provides Additional $9.5B for Bridge Projects

Enacted in late 2021, IIJA is the Biden administrationís outline for ìbuilding a better America,î according to the Federal TransitAdministration.

IIJA supports the rebuild of roads, bridges and rails and upgrades and expands public transit. The bipartisan law modernizes the nationís ports and airports, tackles the climate crisis and advances environmental justice.

It invests in ìcommunities that have too often been left behind,î said the White House. ìIt will drive the creation of good-paying union jobs and grow the economy sustainably and equitably to help everyone get ahead for decades to come.î

In announcing Bidenís FY2025 proposal to its members, ARTBApointed out that the presidentís proposed budget ìis rarely acted on by Congress.î

However,theprofferedbudgetìservesastheannualstarting gun in the race to get spending bills done by the start of the new fiscal year,î said the association.

Pointing out that Congress has failed to meet that goal, ARTBA officials said the organization will work to ensure full IIJAfunding by Sept. 30 of this year.

The White House said that the proposal continues its goal of implementing the presidentís agenda of investing in America.

ìThe budget provides a total of $78.4 billion for highway, highway safety and transit formula programs,î said the fed.

This amount supports monies authorized for year four of the bipartisan infrastructure law, the White House noted.

It also ìreflects an additional $9.5 billion Ö for bridge replacementandrehabilitation(and)EVcharginginfrastructure,î said the fed.

The president ìcalled for full funding of core federal surface transportation and airport capital investment programs at previously authorized levels,î saidARTBA.

The association noted that the proposed fiscal year 2025 budget sets $61.2 billion for federal highway programs. ARTBA said when combined with the IIJAís previous $9.5 billion, it brings total core highway capital investment to $71.6 billion.

ìThis would be an $800 million increase over IIJAapproved funding levels,î said ARTBA, adding that the increase would be seen in grant programs.

Capital investment grant program resources would total $4 billion for transit construction. That adds $2.4 billion in FY2025appropriationstothe$1.6billionearmarkedinIIJA spending.Grantstotaling$8.4billionwouldgotoimproving airport facilities including runways, taxiways and terminals.

ìThe funds are from a $3.4 billion budget request, combined with advance appropriations of $5 billion from the IIJA,î saidARTBA.

The budget also includes an administration call for congress to allow states and localities to use core transit and highway resources for transit operating costs.

ìThe same request was made in FY 2024, but was ultimately rejected by lawmakers,î saidARTBA.

Building On Momentum

Pete Buttigieg said Bidenís budget allows the industry to continueadvancingìvitalîworkunderwayacrossthecountry.

That is making travel safer on every mode of transportation, said the USDOT secretary.

ìThe budget protects and builds on progress,î strengtheningsupplychainstokeepcostsdownandmodernizinginfrastructure,î said Buttigieg. ìAmericans are already seeing the

roads being repaired, new bus and bike infrastructure being built, goods moving more smoothly from ships to shelves.î

President Bidenís proposed budget, which requests $109.3 billion for DOT, will accelerate all of this progress, he added.

Thebudgetsetsaside$21.8billionfortheFAA,including funding to continue the air traffic controller hiring and training surge.

ìWith funding, the FAA has a plan to hire at least 2,000 new controllers in order to meet growing air travel demand into the future,î said Buttigieg.

The agency also will invest $3.6 billion to sustain the National Airspace System, and $8 billion over five years in aviation safety, efficiency and facilities.

Thebudgetwouldìcrackdownonacorporatejetfunding loophole,î said the DOT secretary.

He said the budget takes ìa critical stepî to stabilize fundingfortheNationalAirspaceìwhichhaslargelybeenfunded by commercial air passengers.î

Commercial passengers currently pay a 7.5 percent tax on tickets plus a passenger facility charge up to $4.50, he said.

ìMeanwhile, private jet users only pay fuel surcharge taxesî of roughly 22 cents a gallon.

And private jets make up 7 percent of flights handled by FAA while contributing only .6 percent of the taxes in the Airport andAirway Trust Fund.

ìThe presidentís FY2025 Budget proposes a phased-in fuel fee increase to $1.06 per gallon for private jets,î said Buttigieg.

Phased in over five years, this fuel fee increase would be the first update seen in decades, he said.

Theproposedbudgetwouldimproveroadsandensurethe most important U.S. bridges remain safe and operational, he added.

He said after ìdecades of disinvestment,î Bidenís budget would give $62 billion to FHWAto modernize and improve roads and bridges.

That money also would support state safety programs and help communities complete infrastructure projects.

ìThis is an increase of more than 30 percent compared to 2021,îsaidButtigieg,includinganother$675millionforthe Bridge Investment Program.

The addition will mean ìthe department can award more communities the funding to advance critical transportation projects and create good-paying jobs,î he said. ìIn total, the residentís bipartisan infrastructure law invests a record $40 billion to fix thousands of our nationís bridges.î

Rail safety and passenger rail would be increased and improvedwiththe$3.2billionearmarkedforthefederalrailroad administration.

The money would go to improving the safety and condition of railroad infrastructure and rail services that move freight and passengers, said Buttigieg.

ìThis includes $2.5 billion for Amtrak and increasing safety inspector staffing to a record 400 inspectors and adding new staff dedicated to safety audits.î

The budget also would fund reliable, safe and accessible transit, said Buttigieg.

Infact,$16.8billionwouldgototheFTAtosupporturban and rural transit service. That includes $2.4 billion in grants for major capital projects.

ìOther portions of the budget request will strengthen supply chains at our nationís ports,î said the DOT secretary.

That includes an $80 million investment in the Port Infrastructure Development Program. It also includes addi-

tional support for shipping on the St. Lawrence Seaway, for pipeline safety inspections and innovation and emerging technologies.

The budget achieves ìmeaningful deficit reduction through measures that cut wasteful spending and ask the wealthy to pay their fair share,î said Buttigieg.

Vitamin Boost for Transit

The presidentís proposal to congress boosts transit projects across the country. Buttigieg has included $4 billion for 14 projects in 11 states in the ask.

The federal support will come through the FTA capital investment grants and expedited project delivery pilot programs, according to the agency.

ìThe subway systems, commuter rail, light rail, streetcar and bus rapid transit projects will bring about transformative change in their communities.î

This, by providing transit opportunities to new riders, will create jobs and jumpstart economic development, he added.

ìThe Biden-Harris Administration has awarded nearly $100 billion from the IIJA to support transit agencies of all sizes.î

Buttigieg touted the funding, saying when transit reaches more people and communities its impact is greater.

ìThe Biden-Harris Administration is proud to support funding for 14 large projects that will expand transit for millions ofAmericans across the country.î

Veronica Vanterpool, acting FTA administrator, said the investments support Bidenís commitment to combat climate change.

They also improve safety, advance equity and improve quality of life forAmericans, she added.

Seven of the 14 projects would receive funding for the first time while others already are under construction or are far enough along to receive a grant.

FTAalso outlined several proposed provisions to increase access to and effectiveness of federal funds acrossAmerican communities.

The agency would support equity in rural and tribal areas by waiving the match required in the applicable grants programs. It also would waive the match requirement for tribal applicants to the buses and bus facilities and low and noemission competitive programs.

The proposed budget would ìaddress the fiscal cliffî by allowing use of urbanized area formula funds and FHWA flex funds for urban operating assistance. It would empower local authorities by enabling transit agencies to purchase property outside an existing transit corridor falling in line with FHWApolicies.

The budget would unlock micromobility systems by allowing grantees to fund shared systems, such as bicycles and scooters, to connect transit stations.

Finally, it would lower bus costs and speed up delivery by authorizing FTAto encourage delivery of low- and no-emission buses.

WhichmeansthereíssomethingfortheEPAtosmileabout as well in the proposed budget which achieves meaningful deficit reduction, said Michael Regan, EPAadministrator.

The proposal bolsters the agencyís efforts by investing nearly$1.5billioninjustice-relatedprogramsandthebudget prioritizes combatting climate change with the urgency that science demands, he said.

And it provides $1.5 billion for the Office of Air and Radiation to develop policies and programs that control air pollution and radiation exposure.

Hybrid Machine Is MVPof Pipe Laying Project in Illinois

How It Works

The hybrid system works with the swing motor functioning as a generator to recover excess kinetic energy. This occurs at the end of each swing cycle. The excess energy is converted to electrical power and stored in a Komatsu ultra-capacitor.

The stored power can be sent to an engine-mounted motor-generator to provide immediate engine response from an ultralow 700 rpm idle speed.

The hydraulic power normally needed by the swing system is now completely available for boom, arm and bucket power, allowing for an improved digging cycle time and production, according to the company.

“The electric swing motor has a generator on it,” said Coady. “As you’re swinging the machine, all your hydraulic power stays in the boom and the knuckle and the bucket. It also allows for faster turning and swinging radius, at the same time, using less fuel.”

Fuel Cost Savings

The uncertain costs of fuel added to the decision to purchase the Komatsu hybrid.

“Fuel efficiency and economics —with fuel prices fluctuating, having the fuel efficiency of a hybrid helps that uncertainty,” said Vogt.

With the hybrid energy conservation system, a Tier IV Final engine and ultra-low idle speed, the Komatsu HB365LC helps reduce costs by saving on fuel.

“We’ve gone on about a week of fuel now and we still have more than ¾ of a tank of fuel left,” said Coady. “The hybrid is really working out for us as far as savings.”

Peterson Relies On Roland Machinery

Roland Machinery Co. has been serving the Midwest for 66 years, with 17 locations throughout Illinois, Missouri, northwest Indiana, Wisconsin and the Upper Peninsula of Michigan. Peterson Plumbing and Excavating has been a customer of Roland for more than a decade. The company has purchased approximately 95 percent of its machines from Roland and continues to add to its fleet.

“Roland came in 10 years ago when we merged with Henson Robinson and sold us on their equipment, and we haven’t looked back. I have two 238 excavators; a 360 hydraulic excavator; a 210 excavator; a 490 excavator; two 320 wheel loaders; a couple PC35 excavators; a PC55 excavator; a couple of PC38 excavators — a good mix,” said Vogt. “Roland provides great service from the sales and the service side.”

Komatsu Care is offered to help keep the machines serviced. The company’s standard maintenance program covers the first three years or 2,000 hours, whichever comes first.

“With Komatsu Care, the servicing of all the equipment is monitored through Roland and through Komatsu, so when our machine is due for a service, they know to get in there and get it serviced for us without us having

to call them,” said Vogt. “This helps to not have very many unexpected bills throughout the ownership of the machine.”

Another maintenance feature is Komtrax, a wireless monitoring system that allows all essential information about the machine to be sent directly to a computer, smartphone or tablet. The information is collected by Komtrax, transmitted and accessible on the Komtrax website.

“The Komtrax system lets Roland Machinery check in house and alert us of any codes getting thrown or any issues,” said Coady. “Roland Machinery will notify us if there are any issues with the machine and they come right out and take care of it.”

Komatsu Hybrid Operation

“The operator I’ve been discussing the machine with has been very satisfied with it,” said Coady. “He is really happy with the speed and the power. He’s really had nothing but good things to say about this.”

Tom Killabrew, operator, said it took a little time to get used to the hybrid, but was up to speed quickly.

“It’s a really good machine. It has good response and function to it,” said Killabrew. “It took a little bit to get used to the hybrid where it would turn the RPMs down when you didn’t need the power. That was something I found was pretty interesting — the RPMs on demand. The swing is fast. It has a lot of speed coming out of the ditch and it seems like it has plenty of power.”

Killabrew also said it is very similar to operating a standard diesel machine and nothing changes the operation.

“It’s a really nice machine,” he said. “I was impressed at the amount of speed it has on the swing. Overall power — it’s not wanting for any power.”
