The good news is the Red River Valley Water Supply Project finally has pipe in the ground and both intake and discharge facilities under construction. The $1.2 billion water

transfer undertaking even has an end date in sight, albeit possibly a decade away. To long-suffering advocates of the project, it feels like the home stretch. see WATER page 30
