Feds Put IIJA Under the Microscope

In late February, the Senate Environment and Public Works Committee launched a review of the Infrastructure Investment and Jobs Act (IIJA) with a goal of identifying both successes and shortcomings of in the 2021 bipartisan law’s surface transportation policy. The committee is focused on one of the IIJA’s “foundational components,” the next Surface Transportation Reauthorization Bill. Its current provisions are set to expire in 2026.

Lano Equipment is a third-generation, family-owned equipment dealership. The company was founded in 1946 by four brothers who returned home after serving in the military. Their first shop was in Chaska, Minn. In 1978, the company moved to a 16,000-sq.-ft. facility in Shakopee.

Richard Carron has long been a proud veteran of the United States Army. The founder and past owner of Valley Paving Inc. in Shakopee, Minn., southwest of Minneapolis-St. Paul, Carron served his country in the late 1960s during the Vietnam War.
He has elected to show his pride in the United States and the country’s armed forces by applying decals of the flag and symbols of the various branches of the military onto each piece of equipment used by Valley Paving.
Recently, Carron was honored by Lano Equipment for his years of service with a custom wrap on a Bobcat S770 skid steer. The school’s MOMENTUM program offers “opportunities for students with a passion for real-word, hands-on learning to take courses that can lead to skilled trade careers,” according to the school. More than 400 Minnetonka High School students are registered in the MOMENTUM program’s automotive, aviation and construction systems areas.
“This innovative endeavor all started with countless industry expert volunteers from MAPA [Minnesota Asphalt and Pavement Association] where students got to experience the industry first-hand at Valley Paving,” said Brent Veninga, MOMENTUM program coordinator. “In this multi-station exercise, students got direct information and exposure on what it takes to run a business: from welding to crawling inside the driver’s seat of motor graders, dozers, dump trucks and other massive machines to students learning about the latest in drone technology. They received insights to the many elements it takes to complete a large transportation paving project.”

“Alongside Bituminous Roadways and Duininck, Valley Paving teaches practical math skills relevant to the trade, such as using geometry and algebra to estimate project costs accurately,” said Brent Carron, president of Valley Paving. “Over the two-month duration of the project, students present their estimates, explaining the quanti-
ties and pricing calculations to a panel of industry experts. The winning team receives recognition and a cash prize.”

Michigan Governor Unveils $3B Road Investment Plan
In early February, Gov. Gretchen Whitmer proposed a long-term $3 billion road investment plan, with $1 billion of that proposal focused on rural and local roadways as well as transit and safety improvements.
In her Road Ahead Address, the governor said she will “work with anyone to find a solution to road funding, calling on the Michigan legislature to “set aside their differences, embrace compromise,” and negotiate a bipartisan roads deal in 2025. Specifically, she highlighted the importance of finding new and fair sources of revenue as well as exploring fiscally responsible cuts, ensuring Michigan can keep repairing and rebuilding its roads.
“My brand-new plan provides a longterm, sustainable solution to fix our roads so we can help more Michiganders stay safe on the road, save money, and get where they’re going faster,” Whitmer said in a statement. “My plan is fiscally responsible and balanced, with both new revenue and cuts so we can lower costs for families.”
“I’m very pleased that the governor has put forward a comprehensive solution to funding Michigan’s roads,” said Bradley Wieferich, Michigan DOT director. “The governor’s Rebuilding Michigan plan has made record-setting progress shoring up our state’s busiest roads and bridges, and this plan will allow Michigan DOT and local agencies to sustain that momentum.”
Key elements of the governor’s plan include:
• Ensuring all federal and state fuel taxes plus a 6-percent state sales tax on every gallon of fuel goes toward Michigan infrastructure. This will put $1.2 billion toward roads, bridges and transit across the state, she said.
• Updating state tax laws to account for “Big Tech” industries such as Amazon that profit tremendously from using Michigan’s infrastructure and raising $1.7 billion in

additional revenue to fix the roads.
• Making “fiscally responsible cuts” and re-routing that money — estimated to be $500 million — into road and bridge repairs.
• Closing a loophole that exempted the marijuana industry from wholesale tax, which is applied to similar smoking products, such as cigarettes and other tobacco items. The cannabis industry, which recorded billions in sales in 2024, uses Michigan roads to transport marijuana multiple times throughout the process, including to grow operations, testing labs, distribution hubs and, finally, retail stores. This will add $470 million to help fix roads across the state, the governor’s office estimated.
• Investing an additional $250 million in every local bus service and building new transit projects statewide.

AGCMN Hosts Annual Construction Summit in St. Paul
The Associated General Contractors of Minnesota (AGCMN) hosted the annual Construction Summit Feb. 19-20 at the Saint Paul RiverCentre in St. Paul, Minn.
The event brings together industry professionals for education seminars, comradery and networking.
Attendees viewed the latest industry advances in equipment and technology, as well as attended a wide variety of seminars on industry topics.

Acquisition News… Fayat Group Agrees to Acquire Mecalac
The Fayat and Mecalac Groups have signed an agreement for the acquisition of the Mecalac Group by the Fayat Group. The transaction is subject to regulatory approval by the relevant competition authorities and is expected to be completed by the end of the first half of 2025. In the meantime, the Mecalac Group continues to operate as usual and remains committed to supporting its customers and partners around the world, according to the two companies. Once the transaction is finalized, both groups will work to ensure a seamless transition and make this acquisition a complete success, the companies said in a combined statement.

The Nebraska Department of Transportation (NDOT) announced that construction on the Carns State Aid Bridge began March 10. The bridge is located approximately 5.5 mi. east of the Highway 7 bridge over the Niobrara River in Rock and Keya Paha counties and is the final emergency response project from the flooding of March 2019 to go to construction.
The Carns State Aid Bridge, also spanning the Niobrara River, was one of the 27 bridges damaged in 2019 when historic water currents and extreme ice flows in the Niobrara River caused widespread damage to roadways and property across the state. At the highest point of flooding, approximately 1/3 of the state-maintained roadway system was impassable.

The Manitowoc 2250 crane is wellknown for its strong capacity, adaptability and efficiency, which makes it perfect for heavy construction, infrastructure and industrial projects. Its sturdy design provides contractors with a reliable and cost-effective choice for offering comprehensive lift services and equipment rental solutions, according to the company.
“These remanufactured 2250 cranes will be used to provide turnkey lift services and bare equipment rentals,” Lis said. “The first one is headed to a major oil and gas facility in our central region.”
The remaining Manitowoc 2250 cranes are being systematically rebuilt and will gradually be integrated into Maxim’s nationwide rental fleet to support ongoing work. The ambitious refurbishment effort is set to continue through 2026 and involves remanufacturing several cranes at a time at EnCORE-certified MGX facilities in Louisiana and South Carolina, according to the company.
“We currently have a significant number of Manitowoc 2250s in our fleet,” Lis said. “By partnering with MGX and Manitowoc for remanufacturing, we ensure top-tier performance for an additional 12-15 years at a fraction of the cost of new cranes. AGC Honors celebrates the recipients of the Lifetime Achievement Award, SkillResponsibility-Integrity (SRI) Award, Safety Awards, Diversity, Equity and Inclusion (DEI) Awards, Legislative Awards and Bridge Awards.
The Lifetime Achievement Award was presented to Brian J. Mathiowetz of Mathiowetz Construction Company. Mathiowetz’s career in construction began in his early childhood, then moved to full time in 1981 when he joined Mathiowetz Construction, bringing with him a civil engineering degree from the University of Minnesota and a deep desire to contribute to the family business. He became president in 1995 and then CEO in 1999 at his father’s sudden passing. The business grew from $5M in revenue in 1981, his first year, to $100M in 2024.
Mathiowetz’s leadership extended beyond Mathiowetz Construction into his service on the AGC board of directors. In 2011, he was honored with AGC’s Skill, Responsibility and Integrity (SRI) award.
A key part of Mathiowetz’s career was his work on the AGC/MnDOT Grading and Base committee, where he partnered with MnDOT to refine and clarify specifications. He co-chaired this committee for more than 25 years. His ability to bring all parties together, find common ground and communicate effectively about MnDOT specifications and best practices, was essential to the success of continuous improvement on MnDOT projects.

The Skill-ResponsibilityIntegrity (SRI) Award was presented to John Hass of Veit. As the director of lean operations of Veit, Hass played a pivotal role in getting AGC's Worker Safety and Underground Utility bill signed into law by providing legislative committee testimony, participating in a key press conference and consistently bringing advocates together.
This legislation, part of the Transportation Policy Omnibus Bill (H.F. 3436) signed on May 15, 2024, impacts chapter 216D of the state excavation safety statutes. Beginning in 2017, Hass collaborated with various association and contractor representatives on this AGC-led initiative, which Gov. Tim Walz signed into law this past May.

Kenworth, Con-Tech Manufacturing and Rihm Kenworth recently partnered to donate a special Kenworth T880S 11-yd. Con-Tech BridgeKing mixer to raise money for charity. The mixer truck was recently shown at World of Concrete in Las Vegas.
During a live auction, the T880S mixer was sold to New London, Minn.-based Crow River Construction for $260,000. All proceeds of the sale were given to ConTech-designated charities, including Ronald McDonald House of Rochester, Minn.; Make-A-Wish Foundation of Minnesota; St. Jude’s Children’s Research Hospital; Child Liberation Foundation, among others.
For Crow River Construction, the Kenworth T880S mixer presented an excellent opportunity for the company to add a new truck to its growing fleet. The T880S, with a set-forward front axle, helps mixer customers comply with federal bridge formulas. A PACCAR MX-11 engine powers the truck.
Crow River Construction launched its ready-mix division in 2021 and has built an all-Kenworth ready-mix fleet consists of 14 Kenworth T880 and W900 trucks.
“The timing was perfect,” said Kraig Hanson, Crow River Construction owner “We were looking to add another T880 mixer to our fleet when our contacts at Rihm Kenworth and Con-Tech reached out about the auction. It was awesome to purchase a new truck that’s a good fit for our operation
and to see that money was donated to some incredible charity organizations that are making a difference in our local communities in Minnesota and beyond.
“This auction is a significant fundraising initiative that resulted in a remarkable donation to charity organizations that all of us at Con-Tech deeply value,” said Dan Welsh, president of Con-Tech Manufacturing in Dodge Center, Minn. “We greatly appreciate Crow River Construction for purchasing this truck to help make this happen.”
“It was great to team up with Con-Tech, Rihm Kenworth and other contributing suppliers to build this truck and help raise money for some incredible charity organizations,” said Kyle Kimball, Kenworth director of marketing.
Crow River Construction, founded in 2013, specializes in sewer and water and utility construction work in addition to its ready-mix services and aggregate material sales. Company-wide, the firm operates 28 Kenworth trucks, including T880, W990 and W900 models. Crow River Construction works with Rihm Kenworth — Sauk Centre, Minn. its local Kenworth dealer.
“Kenworth trucks make up the majority of our fleet, and they are very reliable for us,” said Hanson. “We have a great relationship with Rihm. They’ve done a great job supporting our company by equipping us with trucks that match our operational needs.”

The 8680 has two screed options, the LB5 screed, which weighs 5,400 lbs., and the LB7 screed, which carries up to 7,400 lbs.
The 8680 offers a range of new updated features, including taller hopper wings to accommodate the new hopper capacity of 15-tons compared with 12.5-tons on the original design. A hydraulic lift, front apron and a 16-in. auger with no cut-off are some other notable features being introduced on the 8680. The 8680 also features optional power outlets and a pole to accommodate balloon lights. Along with these new features, the 8680 LB7 also features a streamlined control box, with easy access to a lever for extension, controls for the auger and conveyer and pile height settings.

Additionally, the vehicle’s dimensions — 150 in. in height, 101 in. in width and 367 in. in length — enable easier navigation through tight city streets and congested construction sites while maintaining stability and performance.
The Challenger’s innovative 6x2 rear engine configuration features a sophisticated three-axle system that supports a robust 50,000-lb. GVWR. The combination of a
Dana D2200W front axle, Dana S23-172 drive axle and Hendrickson HLM tag axle provides optimal weight distribution and stability. Enhanced features provide a unique traction control solution while providing excellent maneuverability in challenging conditions, according to the manufacturer.
Despite its more compact footprint, the Challenger produces 325 hp due to its Cummins B6.7 engine, paired with an Allison 3000 RDS 6-speed automatic transmission. The mixer’s 6-cu.-yd. federal bridge capacity enables it to handle substantial loads despite its more compact footprint.
Operational efficiency remains at the forefront with an automated wash system to simplify maintenance, while the trainer-friendly configuration makes it an excellent choice for fleet expansion. The standard 125-gal. pressurized water tank (with a non-pressurized option available) and 50-gal. fuel tank support extended operation without frequent refills. Safety features include a Wabco 4channel ABS system, and available options such as an air flip hopper and hydraulic folding chutes add versatility.

Volvo CE, Herc Rentals Partner On Large Order of Compact Excavators
Volvo Construction Equipment and Herc Rentals are celebrating a multi-year agreement that adds several hundred Volvo EC37 compact excavators to the rental giant’s fleet across North America.
The 3.7-ton EC37 fits into one of the most popular compact excavator class sizes for rental, and the two companies partnered to develop the model in a way that would best serve rental customers. Herc Rentals is a fullservice equipment rental company with 439 company-operated branches in the United States and Canada.
“This is the culmination of a cooperative effort to build a machine spec that renters will appreciate, and we’re excited for Herc Rentals customers to have such great access to the EC37,” said Kent Somerville, head of national rental accounts at Volvo CE. “It’s an incredibly comfortable and versatile machine.”
Volvo CE sought feedback on the EC37 excavator from Herc Rentals technicians, salespeople and other staff when it was showcased at the Herc Rentals ProExpo in early 2024. That input directly influenced the final version of the model.
“Collaborating with Volvo on the EC37 allowed us to incorporate essential features that significantly impact our customers’ success,” said Matt Gavin, VP product support and fleet operations at Herc Rentals. “Our partnership with Volvo is invaluable — they resonate with our core values and prioritize what truly matters to us, demonstrating their commitment to creating an exceptional customer experience.”

The collaboration resulted in updates that make it even easier to change attachments, which is crucial for the versatility and ease of use needed in the rental market. Operator experience was prioritized with a large cab, more ergonomic features and factory-installed telematics that offer comprehensive real-time machine management.
Closer Look at Machine
The Volvo EC37 excavator offers 10 percent better fuel efficiency, increased operator comfort, more stability and easier maintenance than the model it replaces in the OEM’s lineup, according to the manufacturer.
The cab is considered one of the best on the market due to outstanding visibility, an adjusted center of gravity that reduces the “rocking chair effect,” and features that prioritize the operator experience. Customizable hydraulics flow set-
tings and work modes accommodate a wide range of attachments and make them easier to set up.
Although it was introduced just a year ago, the Volvo EC37 compact excavator has already earned multiple industry awards.
“The 3- to 4-ton range makes up more than a quarter of the compact excavator market in North America,” said Somerville. “It’s a competitive market, but the versatility and comfort of the EC37 definitely make it stand out.”

Chesterfield Mall Demolition Due to Complete This Summer

St. Louis-based Staenberg Group (TSG) bought the mall in 2018 and decided to repurpose the 117-acre site into a mixed-use development. The $2 billion redevelopment project was envisioned to include 2,700 residences, office space, a grocery store, restaurants and more.
“This new entity will be an urban downtown in a suburban location,” said Tim Lowe, Staenberg’s senior vice president of development. “We’re trying to create something that will appeal to people who are looking for a downtown environment that comes with extra amenities.”
Taylor Reich is the project manager of the “Downtown Chesterfield” effort. He stated that the Dillard’s building is still owned by the department store, while the Macy’s store will be repurposed by TSG. With 255,000 (approx. 85,000 per floor for three floors) sq. ft. of space and columns 26-32 ft. apart, the Macy’s building has “exciting potential” according to Reich.
While many similar redevelopment projects lay dormant for years, The Staenberg Group started inside demolition two weeks after the last tenant left. For Staenberg, inside demolition means a commitment to recycling whenever feasible.
Like saving pieces of a 1970s car for repurchase by a classic car collector, the mall has many items worth saving.
“We are recycling some 2,000 linear feet of buss ducts,” said Reich. “These sheet metal ducts are for electrical distribution in malls and are not being built anymore. We are removing them so they can be resold or repurposed.”
Some equipment will be reused as is, while other metals can be recycled.
“Our goal is to recycle everything we can and minimize the material that must be taken to the landfill.”
Taking Care of Utilities
However, most of the utility infrastructure cannot be reused as is and is being disassembled by hand and taken out of the structure by scissors lifts. The first 30-45 days of inside demolition began with utilities, including gas lines, being decommissioned.
The work of extracting electric meters began soon afterward. The demolition effort entails pulling the sewer system out of the ground and reorienting the 12-in. water mains. Twenty manholes, which cover shafts leading to underground utility vaults, also will be removed.
“We are taking out utilities clear to the road that circles the mall. Everything in the new development will be brand new,” said Reich.

ment. Demolition contractor Spirtas Worldwide, located in the St. Louis metro area, began knocking down walls in midDecember and will complete the job this summer. Grading the property will take some time with construction of new utilities planned for 2026. Developers will begin their work after that.
Workers are using excavators with a variety of attachments, including claws and mobile shears. Concrete grinders and jaw crushers will pulverize concrete onsite, which will be used to support new roads and
structures.
TSG estimates that 80,000 cu. yds. of concrete will be repurposed onsite. The asphalt parking lots also will be recycled and used as a base layer or intermediate layer for new roads.
Bulldozers, motor graders, front loaders and other equipment will be used to grade the property and bring it to a fixed level consistent with where the Macy’s and Dillard’s buildings were situated. Project supervisors will use drone footage and GPS from bulldozers to locate material for fill.
“We use the drones to document progress
every month,” said Reich. “We use a combination of technologies to ensure that levels will be accurate.”
Security is always an issue, especially on a property that some locals have been around for nearly 50 years.
“We will put up nearly a mile of fencing around the property,” said Reich. “We don’t want members of the public getting inside and getting hurt. Of course, we will insist on proper safety attire for our workers.”
One unusual aspect of the demolition is that TSG and Spritas allowed first responders some elbow room to hone their rescue skills while demolition is happening elsewhere on the property.
“They learned how to safely cut a hole in a building in order to perform a rescue,” said Reich. “This is specialized training for them and even could help prepare for a major disaster like an earthquake. Not many developers would allow first responders this kind of practice.”
While the downtown Chesterfield dream is clear to TSG people and developers as they study their mockups, the current site is mostly rubble.
“We are looking to create a multi-generational community here,” said Reich. “The Town Square will be anchored with a 3.3acre park, pedestrian trails and bike paths. The community will have more than 1,700 public parking spaces, but the emphasis will be for residents to be able to walk where they want to go. It will be a community where people will want to live and enjoy for years to come.”

Senate Committee Looks for ‘Real-World’ Impacts On IIJA
Sen. Shelly Moore Capito of West Virginia, committee chair, said the group wants “to continue what is working but discontinue what isn’t working.”
She believes the hearing comes at a critical time as the provisions expire at the end of next year.
“Since the law’s enactment on November 15, 2021, transportation stakeholders have been delivering on its promise,” yet facing challenges, she said.
Good, Bad of IIJA
Capito recognized stakeholders at the meeting, there to provide “an on-the-ground update” of their efforts to deliver projects in rural and urban communities.
“On the positive side, the federal highway formula programs received approximately 90 percent of the funding in the IIJA,” she said. “This funding has provided states with certainty, and with the flexible project eligibilities to address the transportation needs of Americans.”
She noted that she also “championed commonsense provisions” to accelerate projects for the safety and reliability benefits that they will bring.
“I am curious to hear from our witnesses today, if these provisions are being used and whether they have been having the desired impact,” said Capito. “Despite the many benefits, I am aware that we have some challenges with the implementation of the IIJA.”
She cited inflation as a contributing factor, eating into the overall funding increase provided by the IIJA and increased project costs.
“I look forward to our witnesses’ sharing the real-world impacts of this inflation on the work that they are doing,” she said.
Another challenge is that many of the new IIJA discretionary grant programs have been slow in achieving their congressional intent, Capito added.
“These programs require significant time and money from eligible applicants,” she said. “And once a grant has been awarded, the project grant agreement was often taking more than a year to be negotiated and signed by the prior administration.”
The delays in the benefits of each project contributed to ballooning unused obligation authority, said Capito.
Those obligations then must be sent back to the states as part of a process known as the August Redistribution. In 2024, that amount was $8.7 billion.
“This results in an end-of-the-fiscal-year scramble as states seek to put that … funding to use, often putting it toward lower-priority projects,” she said. “We advanced a bipartisan fix to help with this issue last year, but the challenge remains and it’s growing.”
Sen. Sheldon Whitehouse of Rhode Island agreed with Capito’s assessment of the positive and negative aspects of IIJA.
Whitehouse, ranking member of the EPW committee, also sees the need for timely passage of the next surface reauthorization bill.
He said he wanted to join colleagues to “take stock of our bipartisan infrastructure law,” and “craft policies to fix our aging roads and our bridges.”
Whitehouse also wants to see passage of a package before the current law expires in September 2026.
“This would be a reasonable course of action, regardless of who is president,” he added.
Among the witnesses who spoke at the hearing was Russell McMurry, Georgia DOT commissioner and AASHTO vice president.
McMurry outlined four principles that he believes Congress should base its reauthorization efforts upon.
First, he wants timely authorization of a

long-term federal surface transportation bill by Sept. 30, 2026.
McMurry also called for maximized state flexibility to deliver projects that advance safety, efficiency and innovation.
That means Congress should provide increased flexibility and transferability between formula program categories.
Congress also should combine programs that have similar policy objectives in the next surface transportation bill.
McMurry’s third desired principle is for Congress to enable robust federal funding.
“Congress should build upon the base funding level provided in the IIJA through both the Highway Trust Fund and General Funds,” said McMurry.
Building into the next reauthorization bill would ensure at the least that federal funding can keep pace with inflation, according to the AASHTO article.
McMurry believes core IIJA formula programs give states funding certainty to plan and deliver properly for the future.
“Federal funding is a foundational investment, vital for the state of good repair for our nation’s highways and bridges,” he said.
He stressed that moving people and freight safely and efficiently involves more than just building transportation infrastructure.
It is about improving the nation’s economy and the quality of life for all of the country’s residents, said McMurry.
“That is why the IIJA’s federal surface transportation funding has been absolutely vital to every state to safely move people and goods.”
It “helps us deliver projects across our very diverse state from the coast to the mountains,” added McMurry.
Inflation over the past four years has resulted in hikes in construction material costs, to be accounted for in the next surface reauthorization bill.
McMurry said replacing discretionary grants with formula funding will help states process increases in the cost of materials.
“Under IIJA, discretionary [grant] funds have been slow to deploy for both state DOTs and local governments,” he said.
Formula funding, on the other hand, flows faster, he said. And it can be “flexed” so states can focus on their specific transportation needs.
“It enables funds to be distributed to states in a stable and predictable manner,” said McMurry.
It also allows states to efficiently deliver projects identified and prioritized through the statewide and metropolitan planning process.
McMurry said Congressional Budget Office estimates have 67 percent of formula dollars ‘spent out’ via cash and put into tangible projects by IIJA year two.
Discretionary grants under the IIJA have only been ‘spent out’ at a rate somewhere between 1 percent to 7.4 percent by year two, said McMurry.
That’s attributed to core formula programs fund projects that are in the constantly moving [planning] pipeline.
However, discretionary grant awards have often targeted projects that have not been considered through the planning process, said McMurry. He also stressed that formula funds allow states to transfer some of those funds between programs.
This, in turn, helps state DOTs deliver “the right project at the right time” to meet their transportation system needs.
McMurry asked that Congress increase the extent to which formula funding is prioritized over discretionary funding.
He wants 95 percent or more of authorized Highway Trust Fund highway dollars to go to apportioned programs for states in the next reauthorization bill.

AASHTO Leader Outlines Reauthorization Principles
“Formula dollars provide stability, predictability and efficiency, allowing state and local governments to plan and deliver projects effectively,” he said. “If there is a desire to address additional priorities, the most efficient way … is through expanded eligibility within existing formula programs.”
Everyone Has Their Priorities
Capito stressed that safety, supply chain and technology are the bases of any committee policymaking. She has bipartisan support for her drive to update IIJA.
McMurry wants to see the implementation of proven roadway safety strategies continue. He also wants promising new and innovative countermeasures and technologies accelerated.
“An evolution of our traffic safety culture is needed, and states are laser-focused within our organizations and with our outside partners to promote safety,” he said.
Gary Johnson of Granite Construction asked the committee members for commitments to long-term funding in the surface transportation reauthorization.
He wants a five-year document to guide and clarify policy for industry stakeholders.
Representing the Transportation
Construction Coalition, he said continued long-term duration for the next surface transportation bill is imperative.
“Extensions and short-term bills rob states
of their ability to plan over the long term,” said Johnson.
The result, he testified, is “a reliance on smaller maintenance work rather than trans-
formative transportation investment.”
Though the Senate committee has not mentioned a multiyear bill, the House Transportation and Infrastructure Committee also is looking at reauthorization.
Rep. Sam Graves of Missouri, house committee chair, said it would be a collaborative effort involving congress members and industry stakeholders.
Sean Duffy, U.S. transportation secretary, wants environmental permitting rules overhauled, and safety and efficiency technologies adopted.
“I want aggressive change. I don’t want incremental change. I want fast change that’s going to transform the way that we do business.”
Duffy said he wants “to use more private capital. I want more technology, and I want more innovation in your space.”
He said he would recognize “innovators who create and find ways to better build projects they care about.
“I’ll reward the innovators who create and find ways to better build and more effectively build the projects that you guys care so much about,” said Duffy. “And for those who innovate and are creative, I’m going to give
