The U.S. Army Corps of Engineers (USACE) $150 million Lockport Lock and Dam, Upper Pool project is nearing completion as crews from ASI Constructors Inc. are working hard to deliver the final phase of the project. Planning began more than 10 years ago when concerns were raised about the integrity of the various structures. Stage 1-C (Forebay Wall), the last of the construction phases, will be completed in a few weeks. ASI, through a fasttracked schedule, will finish two months

ahead of schedule. The project is located within a threemi. reach of the Lockport Lock of the Illinois Waterway River and is part of Chicago Sanitary Ship Canal (CSSC), which extends from the Chicago River to the Illinois Waterway. The structures extend up river from the Lockport Lock. The Metropolitan Water Reclamation District of Greater Chicago (MWRD), through congressional action, transferred maintenance responsibilities of structures that maintain the Lockport Pool on the CSSC to the USACE in 1984. Solar Farm in S.D. to Inspire Future Projects PIERRE, S.D. (AP) The largest solar farm in South Dakota is gearing up to start producing electricity. Officials held a ribbon-cutting ceremony Sept. 26 for the 9-acre, $2 million solar farm at the Pierre airport, after about two months of construction. It will provide enough power for about 200 households, according to the Capital Journal. “It’s a stunning project,’’ Pierre Mayor Laurie Gill said. “It kind of takes your breath away. And then when you realize what it’s going to do for us for energy in South Dakota, it’s even better.’’ see SOLAR page 105

Caterpillar Inc., Chairman and CEO Doug Oberhelman.

After more than 41 years with Caterpillar Inc., Chairman and CEO Doug Oberhelman has elected to retire, effective March 31, 2017. During his time as Chairman and CEO, Oberhelman has reinvigorated the company’s focus on serving customers while also driving a culture of quality and safety. Oberhelman led the company to its highest sales and revenues peak in its 91-year history in 2012, and,

since that time, has successfully led the company through the unprecedented downturn affecting our key industries. During Oberhelman’s tenure: • Product quality levels have reached historically high levels. • Market position for machines has significantly increased. • New Lean Management processes have simplified and sped production capabilities, improving

product availability for dealers and customers. • The company has increased its quarterly dividend by 83 percent since 2010. • The balance sheet is strong, and at the end of the second quarter of 2016, Caterpillar’s Machinery Energy & Transportation debt-tocapital ratio was 39.0 percent, with $6.764 billion in cash as of June see CATERPILLAR page 42
