new element to the St. Louis skyline. The bridge, with a main span of 1,500 ft., will be the third longest cable-stayed bridge in the country. In addition, it will be the first in the nation constructed under new American Association of State Highway and Transportation Officials (AASHTO) regulations on Load and Resistance Factor Design (LRFD) bridge design specifications. Key components of the project include: • Anew four-lane bridge one mi. north of the existing Martin Luther King Bridge

A very successful Building Jobs Coalition rally was held on March 10, at the Minnesota Capitol rotunda in Minneapolis. Attending were more than 500 building trades participants, including contractors, suppliers, labor unions, architects, developers, cities, counties and others who make their living in the vertical building industry. Many of the attendees are currently unemployed due to the current economic climate. Their message to Gov. Pawlenty and the legislative members was simple — pass the $1 billion bonding bill and other job-creating legislation. The agenda contains a number of measures that create incentives for vertical building.

FRANKFORT, Ky. (AP) Kentucky House leaders wrapped up work March 5 on a state budget blueprint for the next two years that pro-

poses funding a flurry of construction projects aimed at creating thousands of jobs to help ease the state’s high unemployment rate. The approximately $17.5 billion spending plan relies on budget cuts, revenue enhancements and other steps to plug a shortfall exceed-

ing $1 billion for the two years beginning July 1. “I think the tone of this budget is one of fiscal responsibility … of creating jobs and of moving us forward in a tough time in a fair manner,” House Speaker Greg Stumbo said. see JOBS page 28
